A Study on the Navigation Control System against DPRK Vessels Within the ROK Maritime Jurisdictional Area and it's Improvement (우리나라 관할해역내 북한선박 통항통제 제도와 개선방안)

  • The boundaries of ROK maritime jurisdictional area remains unclear as two Koreas failed to draw clear maritime boundaries at the armistice agreement and there are no clear maritime boundaries with China and Japan. After the Korean War, the United Nations Command established the northern limit line(NLL) as well as the area of operations(AO) to enforce the DPRK's compliance with the armistice agreement and has been controlling all of the maritime and air activities in the region. ROK also has been controlling the passage of DPRK vessels in the area. Within the AO, third nation vessels have freedom of navigation, Yet, due to the division followed by the Korean War, ROK classifies DPRK as a hostile state and unique controling system is applied to DPRK vessels. Since the establishment of the AO, many changes have been occurring such as adoption of the UN Convention on the Law of the Sea(UNCLOS) and two Koreas' joining the UN. Also, there are continuous inter-Korean conflicts. Therefore, the geographical span of the AO needs to be reconsidered. Furthermore, a legal measure which ensures ROKN vessel's functional capability of controling DPRK vessels must be introduced. This thesis examines post-Korean War DPRK vessel control system in the Korean peninsula as well as how it should be improved.

  • 선박운항통제란 관제구역 내 기상특보가 발효되거나 시계가 500미터 이하로 불량한 경우 운항을 통제하는 행정규칙이다. 이는 저시정 및 기상특보가 발효한 위험한 상황에서 통항을 통제하여 사고위험을 대비하는 행정규칙이나 국지적이고 예측 불가능한 특성의 안개와 넓은 관제구역에 어느 지점이 500미터 이하라는 기준 적용의 애매함으로 인해 선박운항자 및 관계자들로부터 민원이 발생하고 있다. 이에 대하여 선박운항통제에 대한 근거법 해석과 운항통제의 실제적인 문제점에 대한 개선점을 모색해보고자 한다.

A Study on the Establishment of Allowable Criteria for Sailing Ships at Offshore Wind Farms (해상풍력발전단지해역 선박 통항 허용기준 설정에 관한 연구)

  • Since global energy consumption and demand for energy have dramatically risen, a focus on environmental problems and sustainability has become more important. Clean and renewable energy sources such as offshore wind power generation have received attention among new renewable energy options as alternative energy resources. Due to maintenance and operational perspectives, offshore wind farms have been planned for installation in many coastal waters. However, development of offshore wind farms faces interference from existing maritime traffic along the planned areas. In order to safely and effectively govern marine traffic in the vicinity of wind farms and inner areas, standard criteria are suggested to allow vessels to sail the internal waters of offshore wind farm areas. Therefore, the purpose of this study is to establish allowable criteria for sailing vessels and safety zones for offshore wind farms by investigating the local regulations of various offshore wind farm cases overseas. The commended inner safety zone of wind farms is proposed to be a distance of 150 % of the rotation diameter of the wind turbine rotor and a distance of 200 m from the outer wind turbine for the outer safety zone. Besides this, the allowable criteria for sailing vessels within a wind farm is proposed to have an air draft of 14.47 m south-west wind farm sea areas for a minimum margin to avoid hull contact through evaluation of the tide and height of a wind turbine. further studies will be needed to establish vessel sailing criteria among adjacent offshore wind farms as well as vessel sailing criteria within a single offshore wind farm.

무중 여객선 해상교량접촉사건에 대한 고찰

  • 우리나라 연안에서 육지와 섬 사이를 연결하는 해상교량은 계속해서 건설하고 있는 추세이며 해상교량이 선박의 안전한 운항에 새로운 위험요소로 대두되고 있다. 반면에 내항여객선 선장 및 항해사는 무중 레이더만 믿고 항해하여야 하나, 레이더가 해상교량의 주경간 항로와 해상교량 건너편 상황을 탐지하기 어렵다는 레이더의 한계를 인식하지 못하고, 경험과 관행에 의해 무리하게 선박을 운항하고 있다고 판단된다. 이 글은 목포지방해양안전심판원의 관할해역에서 발생한 여객선 비금농협카페리호가 신안1교의 교각과 접촉한 사건의 개요와 원인을 살펴보고, 레이더에 의해 해상교량의 주경간 항로를 식별할 수 있는 대책마련의 필요성, 선박의 해상교량 통항을 위한 최소 가시거리 인식 필요성, 해상교량 주변에 피항지 지정 및 관리, 내항여객선의 VHF청취능력 개선, VTS센터와 한국해운조합 운항관리실의 업무협력 강화, 연안 여객선의 안전문화 정착 필요성, GPS Plotter 과신 주의 등의 교훈 및 개선사항을 제시하고 있다.

  • 해상교총관제는 해상운송에서의 운영적 ${\cdot}$ 환경적 위험을 강소시키기 위한 수단으로써 전 세계 여러 주요 항만과 수역에서 이용되고 있다. 현재 각 국에서는 자국연안에서의 선박통제제도를 적극적으로 실시하고 있으며, 해운의 활성화와 더불어 항만의 안전성 확보를 위하여 각국은 VTS에 관한 국내법을 제정하여 이를 시행하고 있다. 우리나라도 VTS와 관련하여 여러 규정들을 두고 있으나 각 개별입법 내에 산재해 있는 실정이며, VTS를 운영하는 관제요원의 책임과 권한을 명확하게 규정하고 있지 아니하다. 이에 향후 VTS 운영과 관련한 법제의 정비에 관한 논의를 촉진시키는 선행연구로써 현행 VTS 운영과 관련한 법적 문제점을 지적하고 개선방향을 제시한다. 우선 VTS 관제범위에 관한 논의는 국제법적 측면의 법리 정토가 필요하리라 생각되며, VTS 관제요원의 권한과 책임에 있어 적극적 관제에 대한 개념의 정립과 더불어 관제요원의 재인책임과 중과실 경과실에 대한 해상고유의 특성을 반영한 해석이 되어야 할 것으로 생각된다.

Optical system design for recognition of human iris (홍채인식용 광학계 설계)

  • An optical system for iris pattern recognition of the human eye is designed. The lens system is triplet type, and characterized to minimize longitudinal chromatic aberration and Petzval sum. The distance from object to image is 200 mm-300 mm and the effective focal length is 50 mm. Performance of the imaging system is assessed by calculating the ray-fan and spot diagram for Fraunhofer C, d and F line for object height 0 mm, 4 mm and 6 mm. Furthermore, MTFs are calculated. All of the spot sizes are less than 0.05 mm in diameter. The MTF values are higher than 0.5 in the spatial frequency range up to 20 lines/mm for all of the object heights. ights.

우리나라 배출규제해역(ECA) 도입 방안 연구

  • 2020년부터 전 세계적으로 IMO 선박연료유 규정은 한층 강화될 것으로 예상되며, 일부 지역은 배출규제해역(Emission Control Area; ECA)를 지정하여 선박으로부터 배출되는 대기오염물질을 통제하고 있다. 우리나라는 항만도시의 대기오염 정도가 높으며 대기오염물질의 주요 배출원은 선박으로 밝혀지고 있어 이에 대한 대책으로써 ECA 지정을 위한 검토가 시급하다. 본 연구에서는 국내 항만을 대상으로 ECA 지정 필요성을 검토하고 우리나라 여건에 적합한 ECA 지정방식과 절차 등 종합적인 도입방안을 제시하는 것을 목적으로 한다. 연구목적 달성을 위해 우리나라 항만도시의 대기환경 현황을 분석하고, 해외 ECA 지정 사례 분석을 통해 그 지정현황, 규제 수준 및 효과를 파악하였다. 또한 ECA 도입 타당성을 제시하기 위해 항만도시 거주민과 업계 종사자를 대상으로 수행한 설문조사 결과를 활용하였다. 결과적으로, 우리나라의 ECA 도입은 필요하며 향후 5년을 목표로 단계적으로 추진하는 것이 바람직하다. 우선적으로 자발적으로 영해 내 ECA 도입을 추진하되, 선박 통항량이 많은 주요항만구역을 대상으로 한다. 제도의 초기 장착을 위한 인센티브 제도 마련, 관리인력 확보 및 법 제도 구축을 통해 실효성을 확보하도록 해야 한다. 장기적으로는 IMO 승인을 통해 ECA가 이행될 수 있도록 타당성 조사가 선행되어야 한다.

The Scope and Limits of Law Enforcement at Sea on International Law Violations (해상에서 국제법 위반행위에 대한 법 집행권의 범위와 한계)

  • The use of the high seas are supported by the two pillars of customary principles --the freedom of navigation and the flag state control on its vessels, which are codified in the UN Convention on the Law of the Sea. There have been attempts to limit and retrain the two pillars as maritime regimes are newly created to address new maritime threats, while coastal stares' control over the seas expand. The pillars have been created over thousands years since human beings took to the sea and have served as a foundation to use the oceans peacefully and orderly. Therefore, any retreat or exception from these principles would undermine the fundamental framework for the use of the oceans and eventually these regimes would be subject to control of maritime powers. In conclusion, new maritime regimes such as the sanction measures on North Korea should be enforced within the framework of international law and comply with the fundamental principles such as innocent passage and the freedom of navigation at the high seas.

Experimental Study on Reduction of Emissions for Marine Diesel Engines with a Double Post Injection (선박용 디젤엔진에서 이단지연분사에 따른 배기 배출물 저감에 관한 실험 연구)

  • Marine Environment Protection Committee of the International Maritime Organization has decided to reinforce the NOx emission standards for ships passing an ECA(Emission Control Area) with Tier III standards from January 1, 2016. In this study, real-time measurements of the exhaust gas, cylinder pressure and fuel consumption were conducted at each load of a T/S Hanbada main engine of Korea Maritime and Ocean University, which is controlled by single injection and double post injection for reducing NOx emissions. The results showed that the quantity of CO2 and NOx increased in proportion to the engine load, whereas the CO concentration was inversely proportional to the engine load. In addition, double post injection decreased 10 % of P-max and reduced 25~30 % of the NOx emissions compared to single injection, whereas there was a trade-off relation, such as increase 3~5 % of SFOC (Specific Fuel Oil Consumption).

  • Maritime autonomous surface ships (MASS) have a high degree of autonomy and operate autonomously along a planned route. However, when necessary, the shore remote control center(SRCC) can directly intervene in ship operations. In this paper, the operation concept of the simulator system, which can be used to educate and train shore remote control officers, responsible for monitoring the operation of autonomous ships on land and remotely controlling them in case of an emergency, is reviewed. The required functions of the simulator system that enables the operation concept are also reviewed. The major parts of the SRCC simulator system are the monitoring station and control station, which simulate the functions of monitoring the operation status of multiple MASS and the functions of the remote operation of MASS in the case of emergency, respectively. Various units to simulate the operation of MASS and traf ic ships and various objects around the MASS are included in the simulator system. The instructor operation station is the central part of the simulator system that integrates and controls the unit systems. Functionally, as conditions under which SRCC is allowed to remotely intervene in the operation of MASS, the emergency situation for remote control (ESRC) has been defined. Moreover, the required functions to cope with these ESRC conditions have been included in the simulator system requirements.
