본 논문은 혁신클러스터 추진의 전략방향 설정을 위해서 클러스터 현황을 클러스터 분석을 통하여 살펴보았다. 본 논문에서는 광교테크노밸리의 발전단계에 따른 협력현황 파악을 위하여 산학연 협력체계 분석과 진단을 위한 클러스터분석(Cluster Analysis)을 실시하였다. 클러스터 분석결과 광교테크노밸리내 입주기업의 산학연 협력경험은 67.3%로 매우 높은 것으로 나타났다. 대학과, 기업과는 연구개발, 연구기관과는 장비활용 중심으로 협력하고 있었다. 또한, 산학연 협력의 지원정책수요는 협력기관 현황제공, 기술별 정보취득지원 등 다양한 부문에서 협력의 수요가 존재하고 있었다. 이러한 분석결과를 토대로 다음의 전략이 도출되었다. 첫째, 혁신클러스터 발전을 위한 새로운 비전을 조속히 제시하고 단지인근에서 입주기업의 산학연 협력의 활성화를 위한 지원을 추진해야 한다. 둘째, 혁신클러스터 단계별 발전을 위한 통합적인 지원역량 강화가 필요하다. 마지막으로 인근의 타 혁신거점과 정책적 네트워크 구축을 통해서 타 혁신클러스터의 자원과 역량을 활용할 수 있는 지원망 구축이 필요하다.

임베디드 시스템에서의 소프트웨어 비중과 규모의 지수적 증가로 인해 관련 개발 프로젝트의 경우 많은 개발 지원도구를 활용한 개발활동이 이루어 지고 있다. 하지만 각 개발 조직간 상이한 개발 지원도구의 사용과 관리로 인해, 협업 개발체제에 문제가 발생하고 있으며, 단위 개발조직의 개발 지원도구의 추가 소요량 산정시 정량적인 데이터에 근거하지 않은 부정확한 구매 예측으로 인해 많은 개발 예산의 낭비가 발생하고 있다. 이에 본 연구에서는 개발 조직간 개발 효율성을 높이기 위한 효율적인 인프라 환경을 구축하기 위해, 통합 도메인 환경하에 개발 지원도구의 일원화된 관리와 개발조직간의 라인센스 사용량 측정을 위한 모니터링 시스템 개발로, 개발 지원 도구 추가 소요 발생시 정확한 소요량 예측과, 사용량에 근거한 공정한 비용 분배 절차를 제시하고자 한다.

The research of psychological supporting systems as safety and welfare for disaster victims damaged psychologically as well as physically by a sudden disaster to return to effectively their social life has been carried. The domestic National Emergency Management Agency(NEMA) is operating the Disaster Victim Psychology Support Center that helps with curing damaged psychology and studies the transmission system of psychology management services, the classification of victims for disaster psychology support, and emergency consultation method to systemically support disaster psychology management. However, current psychology supporting centers provide the simple information for supporting centers such as medical and social welfare organizations. The development research of IT-based management systems to obtain needed information to construct the proposed systems curing psychological damage is still primitive step. Therefore, this paper shall propose a GIS-based integrated management system for victims and managers to effectively share related information one another and to return to victims' social life as soon as possible. Also, we implement a simple prototype system based on the Web. The proposed system supports the spatial search and statistical analysis based on map as well as keyword search, because having the location information on disaster victims, damage occurrence places, welfare and medical institutions, and psychological supporting centers. In addition, this system has the advantage reducing the frequency of disaster damage by providing aids in making efficient policy systems for the managers.

PCS를 포함한 차세대 이동통신은 ATM/B-ISDN을 core network으로 하여 다양한 서비스를 제공하는 방향으로 발전할 것으로 예상된다. 이러한 유.무선 통합환경에서 PCS mobility를 효율적으로 제공하기 위해서 TINA와 같은 계층적 연결관리 구조와 이 구조에 적합한 라우팅 기법이 필요하다. 본 논문에서는 ATM/B-ISDNTINA통신망에서 기존의 라우팅 기법에 비해 장점을 가지면서, TINA의 계층적 연결관리 구조를 기바능로 하는 병렬.분산 라우팅 기법을 제안한다. 제안된 병렬.분산 라우팅 기법은 라우팅 알고리즘이 서브네트워트 단위로 병렬적, 계층적으로 실행되어 사용자가 원하는 QoS연결을 제한된 시간내에 빠르게 설정할 수 있으므로, PCS mobility지원을 위한 빈번한 경로 재설정 요구에 유연하게 대처 할수 있다. 또한, 연결관리 체계가 계층적으로 이루어져 있어 TMN/TNA를 통한 체계적인 통신망 관리에도 효율적이다.

급변하는 경영환경에서 기업전략의 실행도구로 IT를 활용하고 있으며 이를 통해 기업의 경쟁력을 강화하고 있다. 나아가 단일 기업의 정보화뿐만 아니라 가치사슬에 포함되어 있는 기업들의 정보화를 통하여 산업 전체의 시너지를 낼 수 있다. 하지만 체계적인 정보화 전략 없이 주먹구구식으로 정보시스템을 구축하여 많은 투자에도 불구하고 시스템의 통합성, 호환성 부족, 중복투자, 업무지원의 비효과성 등 많은 문제점이 지적되고 있다. 포스데이타에서는 이러한 기업들의 정보화 현안과 문제점을 해결하기 위한 방안으로 IT진단 컨설팅 방법론을 개발하였다. 기업 정보화 비전, 현안을 분석하여 개선 방향과 체계적인 계획수립을 지원하는 방법론 Framework를 제시하고, IT진단의 영역인 Strategy, Process, Organization, Technology별로 진단목적에 따른 방법에 대해 논하고자 한다. 또한 최근에 그룹사에 IT 진단 방법론을 적용한 컨설팅 사례에서 짧은 기간에 깊이 있는 진단결과와 경영전략과 연계된 정보화 개선방안을 제시함으로써 경영진의 만족도가 높아지고 실행과제가 빠르게 실행되는 효과를 확인하였다.

국내에서는 물관리 기술과 물관리 여건 고도화 등의 다양한 노력을 통하여 통합물관리(IWRM: Integrated Water Resources Management)에 기틀을 만들어 왔다. 그러나 우리나라는 수량, 수질, 수재해 분야로 구분하여 다수의 부처가 물관리 업무를 수행하고 있어 물관리 사업간 연계성 부족 및 사업의 중복으로 인한 예산 낭비와 물관리 어려움이 나타나고 있다. 기후변화로 나타나는 집중호우의 발생 빈도의 증가로 도시지역과 지류하천의 홍수, 녹조의 발생으로 피해가 증가 및 하천생태계의 변화 등으로 다양한 물관리 현안이 발생하고 있는 실정이다. 인간이 살아가는데 있어 물은 없어서는 안되는 중요한 자원이다. 지역별로 도시개발과 인구의 집중, 대규모 특정작물 재배 등으로 한정된 수자원을 개발하고 이용하는데 있어 물분쟁이 지속적으로 발생하고 있어 합리적인 해결방법이 필요하다. 이에 물관리의 기본이념 및 원칙을 마련하고 국가차원의 통합적인 물관리와 유역중심의 물관리를 위한 국가·유역물관리위원회 설치, 물관리에 필요한 기본적인 사항을 규정하여 지속 가능한 물순환 체계를 확립하여 국민의 삶의 질 향상에 이바지하고자 등을 물관리기본법을 입법하였다. 물관리기본법에서는 국가차원의 물관리기본계획과 유역차원의 유역물관리종합계획을 10년마다 수립하고 5년마다 타당성을 검토하도록 명시되어 있다. 본 연구에서는 금강유역을 대상으로 수립 중에 있는 유역계획의 목표와 전략에 대하여 발표하고자 한다.

Inclusion of hearing impaired students in general schools is the current tendency in deaf education today. The goal of inclusion is to promote the academic and social inclusion of hearing impaired students, where academic inclusion focuses on higher academic achievement and class participation level. However, some studies have shown that hearing impaired students attending general schools mostly experience feelings of isolation, rejection and loneliness, and encounter identity development problems. This study reviews the research on the inclusion of hearing impaired students in general schools, as well as the perceptions of their parents, teachers on their academic and social inclusion. A further aim of this study is to explore the supporting services, teachers's attitude, career guidance service and effective collaborative partnership among teachers for hearing impaired students. This study concludes with suggesting the community of knowledge as integrative supporting strategy for inclusion.

Coastal Zone is a integrated space including both coastal waters and inland. C.Z.M is a strategic practice system which can integrate and coordinate the coastal zone for preserving and making use of coastal resources. Through foreign and domestic C.Z.M Cases, this study analyzes the operating mechanism in the three aspects: role sharing among the administrative agencies, mediation and cooperation among the interested parties, and inducements of voluntary participation. And it achieves the common characteristics of C.Z.M: building the assessment system for establishing desirable policy directions, the stable support system for sustainable coastal management, the mediation system for cooperation of stakeholder, and the education system for reinforcing the management ability and inducing the voluntary participation. Finally it suggests the implications to build the coastal zone management system properly on the basis of common values in this mechanism.

수자원의 이수 및 치수관리에 있어서 우량, 하천수위. 하천유속, 하천유량, 지하수위, 하수유량 등의 수문자료는 가장 기초적이면서 중요한 요소이다. 그럼에도 불구하고 최근까지 우리나라의 수자원관리 실태를 살펴보면 신뢰성 있는 수문자료의 구축이 매우 미비한 실정이며, 이로 인해 하천유역의 수문특성 해석에 많은 어려움을 겪고 있다. 본 논문에서는 21세기 프론티어연구사업과 관련하여 구축$\cdot$시범운영하고 있는 "안양천 실시간 통합 수문모니터링 시스템"의 운영현황을 소개하고 2단계 사업에서 신규의 구축된 하수근거 모니터링 시스템에 대해 소개하고자 한다. 실시간 통합 수문 모니터링 시스템이란 하천유역내의 강우량, 하천수위, 지하수위, 하수근거유량, 수질 등 수문 상황을 실시간으로 모니터링함으로써 유역내의 수문자료를 구축함은 물론 지하수위와 하천수위와의 연관성, 하천유량 증가의 인한 하수근거로의 우수유입량 등의 분석을 통해 유역 전반에 걸친 물순환체계에 대한 해석과 평가를 내릴 수 있도록 지원하는 시스템이다. 이를 위해 주요 지점에 수문 모니터링 장비를 설치하고, 통신모듈을 통해 현장에서 서버로 모니터링 자료를 실시간으로 전송하고, 전송된 자료를 웹상에서 보여줌으로써 유역관리자의 의사결정지원 자료로 활용할 뿐만 아니라 일반인들에게 거주지역내 하천에 대한 정보를 제공할 수 있게 된다. 또한 안양시청을 시범 행정기관으로 선정하여 안양시에서 운영하고 있는 실시간 수문모니터링 자료를 취합하여 웹상에서 공유할 수 있도록 시스템을 통합하는 방안을 마련하였으며, 향후 안양천에 속해 있는 지자체이 참여를 유도할 예정이다. 안양천 실시간 모니터링 시스템은 안양천 웹페이지(http://anyang.river.or.kr)에서 구현되고 있으며, 앞서 설명한 바와 같이 1단계 프론티어 사업으로 설치된 4개의 하천수위, 2개의 지하수위 관측시설과 함께, 2단계에 (주)웹솔루스에서 자체적으로 설치 운영하고 있는 2개소의 하수관거 모니터링 관측시설, 그리고 안양시에서 운영하고 있는 5개소의 강우관측소와 7개소의 수위관측소를 모두 통합하여 실시간 자료를 제공하고 있다. 수위자료는 10분단위의 텍스트정보와 그래프형태로 지원되며, 검색기간 설정을 통해 원하는 기간내의 자료를 선별, 검색할 수 있다.

Collecting and managing information on all-round activities of students not only helps to improve school life adjustment and satisfaction, but also serves as the basis for preventive student support for academic warnings or dropouts. Therefore, in guiding students, it is necessary to integrate various information of students and provide them to the instructor quickly and accurately. In this study, in the special environment of an organization in which student information is scattered in several systems, a system model is proposed that not only integrates and provides student information to instructors quickly, but also saves cost and effort. And we tested the effectiveness of the proposed system model by developing a simple web page. As a result, it was confirmed that the proposed model provided information necessary for student guidance in an integrated, multifaceted, and instantaneous manner, and that user satisfaction was improved through an improved UI.
