In this paper, for both transmission and reception with single antenna system of satellite communication, dual-frequency antennas which operate simultaneously at 12.5 GHz and at 14.25 GHz are designed, constructed and measured. Also by using dual feeding structure, the problems of single-fed dual-frequency antenna such as the separation of transmitting and receiving signals and single polarization, are solved. Microstrip patch as a radiation element of dual-fed dual-frequency antenna has width and length which are the resonance lengths of the corresponding frequencies for transmission and reception, respectively. The effects of the feed line on the other frequency feeding are minimized with the optimal matching scheme for the feed lines. For solving the space problems of dual-fed two-dimensional array antennas, microstrip-line and coaxial probe feedings are used for each frequency and a two-dimensional $2\times2$ array antenna was designed and measured their characteristics. The experimental results show that errors of resonance frequencies are less than 1.44%, the return losses are less than -21 dB and the isolations between two feeding ports are less than -21 dB. The characteristics of radiation patterns of dual frequency microstrip antenna are measured and evaluated. The directivities, sidelobe levels and cross polarizations are also measured and compared with the simulations. The results show some errors due to the misalignment of coaxial probe feeding.

Recently, by the extension of skills like LAN, the wireless telecommunication network and the satelite services make it possible for the mobile computer users to access a database. A method to use the replicated database on a server to get new data without missing any information has been being studied. So far we have used the Static Replica Allocation(SRA) for the replication which is the method of the replication on the server. This method is to replicate the data on the replica server after a moving host is transferred to a cell. Since the network of the SRA is very good, and if there are few moving users, no trouble will happen. But if there is no moving users in a cell, the data will not be shared. Therefore, this paper is about the study of the method of relocation after replicating the data to the cells for the users(User Select Replica Allocation : USRA). We also analyze the access rate and the possibility which are closely related to the moving frequency of the mobile hosts and the numbers of the cells. As a result, We show that the 120% lower access cost and the 40%∼50% gains are achieved from the low mobility

It is desired to use a domestically manufactured ocean data buoy for the long-term operational ocean monitoring. The ocean data buoy manufacturing technology was introduced through the research cooperation with the Qingkong University of Taiwan. The introduced ocean data buoy system was further expanded and improved for more efficient application for the marine environmental monitoring in Korea. The size of the ocean data buoy is 2.5 m in diameter, which is smaller compared to the NOAA's 3.0 m discus buoy to allow easy land transportation and ocean deployment as well. From the dynamic response test of the buoy carried out numerically, it was shown that the measurement of waves with period greater than 4 seconds is acceptable. The measurement and control system of the data buoy were improved to increase the number of measuring parameters, to reduce power consumption and to enhance better data analysis and management. Each component of the improved data buoy system was described in detail in this paper. Water quality sensors of water temperature, salinity, DO, pH and turbidity were added to the system in addition to the marine meteorological sensors of wind speed and direction, air temperature, humidity, air pressure and wave. Inmarsat satellite communication system is used for the real-time data telemetry from the buoy deployed offshore. A field performance test of the improved and domestically manufactured buoy was carried out for a month at the open sea off Pohang together with DatawelI's Wave-rider buoy to compare the wave data. The results of the test were satisfactory.
In order to teach the accumulated knowledge of nanoscience, nanoengineering and nanotechnology to graduate school students and young scientists with the sense of public engagement, Osaka University started from 2004 to prepare and offer various kinds of education and training programs such as trans-disciplinary graduate-school minor program, evening course refresher program, short-term international research training program, etc. It offers a series of lectures, partly broadcasted live to satellite classrooms. In addition, the students can join intensive hands-on training programs using modern facilities, allowing them to design, fabricate, measure, characterize and functionalize nanomaterials and nanodevices. In addition, there are four specially designed lectures and research training programs aimed for nanocommunication including social, legal and ethical relationship: "Nanotechnology Career-up Lectures", "Social Engagement on Nanotechnology", "Road Map Design on Nanotechnology", and "Project-Aimed Learning and Training Programs (PAL)". In this paper, the 3-mode variable gain high power amplifier for a transmitter of INMARSAT-B operating at L-band(1626.5-1646.5 MHz) was developed. This SSPA can amplify 42 dBm in high power mode, 38 dBm in medium power mode and 36 dBm in low power mode for INMARSAT-B. The allowable errol sets +1 dBm as the upper limit and -2 dBm as the lower limit, respectively. To simplify the fabrication process, the whole system is designed by two parts composed of a driving amplifier and a high power amplifier. The HP's MGA-64135 and Motorola's MRF-6401 were used for driving amplifier, and the ERICSSON's PTE-10114 and PTF-10021 for the high power amplifier. The SSPA was fabricated by the RP circuits, the temperature compensation circuits and 3-mode variable gain control circuits and 20 dB parallel coupled-line directional coupler in aluminum housing. In addition, the gain control method was proposed by digital attenuator for 3-mode amplifier. Then il has been experimentally verified that the gain is controlled for single tone signal as well as two tone signals. In this case, the SSPA detects the output power by 20 dB parallel coupled-line directional coupler and phase non-splitter amplifier. The realized SSPA has 41.6 dB, 37.6 dB and 33.2 dB for small signal gain within 20 MHz bandwidth, and the VSWR of input and output port is less than 1.3:1. The minimum value of the 1 dB compression point gets more than 12 dBm for 3-mode variable gain high power amplifier. A typical two tone intermodulation point has 36.5 dBc maximum which is single carrier backed off 3 dB from 1 dB compression point. The maximum output power of 43 dBm was achieved at the 1636.5 MHz. These results reveal a high power of 20 Watt, which was the design target.

The use of information on natural resources is indispensable to most agricultural activities to avoid disasters, to improve input efficiency, and to increase lam income. Most information is prepared and managed at a spatial scale called the "Hydrologic Unit" (HU), which means watershed or small river basin, because virtually every environmental problem can be handled best within a single HU. South Korea consists of 840 such watersheds and, while other watershed-specific information is routinely managed by government organizations, there are none responsible for agricultural weather and climate. A joint research team of Kyung Hee University and the Agriculture, forestry and Fisheries Information Service has begun a 4-year project funded by the Ministry of Agriculture and forestry to establish a watershed-specific agricultural weather information service based on "high definition" digital climate maps (HD-DCMs) utilizing the state of the art geospatial climatological technology. For example, a daily minimum temperature model simulating the thermodynamic nature of cold air with the aid of raster GIS and microwave temperature profiling will quantify effects of cold air drainage on local temperature. By using these techniques and 30-year (1971-2000) synoptic observations, gridded climate data including temperature, solar irradiance, and precipitation will be prepared for each watershed at a 30m spacing. Together with the climatological normals, there will be 3-hourly near-real time meterological mapping using the Korea Meteorological Administration's digital forecasting products which are prepared at a 5 km by 5 km resolution. Resulting HD-DCM database and operational technology will be transferred to local governments, and they will be responsible for routine operations and applications in their region. This paper describes the project in detail and demonstrates some of the interim results.
WPS(Wearable Personal Station) for next generation PC can define as a core terminal of 'Ubiquitous Computing' that include information processing and network function and overcome spatial limitation in acquisition of new information. As a way to acquire significant dynamic gesture data of user from haptic devices, traditional gesture recognizer based on desktop-PC using wire communication module has several restrictions such as conditionality on space, complexity between transmission mediums(cable elements), limitation of motion and incommodiousness on use. Accordingly, in this paper, in order to overcome these problems, we implement hand gesture recognition system using fuzzy algorithm and neural network for Post PC(the embedded-ubiquitous environment using blue-tooth module and WPS). Also, we propose most efficient and reasonable hand gesture recognition interface for Post PC through evaluation and analysis of performance about each gesture recognition system. The proposed gesture recognition system consists of three modules: 1) gesture input module that processes motion of dynamic hand to input data 2) Relational Database Management System(hereafter, RDBMS) module to segment significant gestures from input data and 3) 2 each different recognition modulo: fuzzy max-min and neural network recognition module to recognize significant gesture of continuous / dynamic gestures. Experimental result shows the average recognition rate of 98.8% in fuzzy min-nin module and 96.7% in neural network recognition module about significantly dynamic gestures.
Currently, thanks to the major stride made in developing wired and wireless communication technology, a variety of IT services are available on land. This trend is leading to an increasing demand for IT services to vessels on the water as well. And it is expected that the request for various IT services such as two-way digital data transmission, Web, APP, etc. is on the rise to the extent that they are available on land. However, while a high-speed information communication network is easily accessible on land because it is based upon a fixed infrastructure like an AP and a base station, it is not the case on the water. As a result, a radio communication network-based voice communication service is usually used at sea. To solve this problem, an additional frequency for digital data exchange was allocated, and a ship ad-hoc network (SANET) was proposed that can be utilized by using this frequency. Instead of satellite communication that costs a lot in installation and usage, SANET was developed to provide various IT services to ships based on IP in the sea. Connectivity between land base stations and ships is important in the SANET. To have this connection, a ship must be a member of the network with its IP address assigned. This paper proposes a SANET-CC protocol that allows ships to be assigned their own IP address. SANET-CC propagates several non-overlapping IP addresses through the entire network from land base stations to ships in the form of the tree. Ships allocate their own IP addresses through the exchange of simple requests and response messages with land base stations or M-ships that can allocate IP addresses. Therefore, SANET-CC can eliminate the IP collision prevention (Duplicate Address Detection) process and the process of network separation or integration caused by the movement of the ship. Various simulations were performed to verify the applicability of this protocol to SANET. The outcome of such simulations shows us the following. First, using SANET-CC, about 91% of the ships in the network were able to receive IP addresses under any circumstances. It is 6% higher than the existing studies. And it suggests that if variables are adjusted to each port's environment, it may show further improved results. Second, this work shows us that it takes all vessels an average of 10 seconds to receive IP addresses regardless of conditions. It represents a 50% decrease in time compared to the average of 20 seconds in the previous study. Also Besides, taking it into account that when existing studies were on 50 to 200 vessels, this study on 100 to 400 vessels, the efficiency can be much higher. Third, existing studies have not been able to derive optimal values according to variables. This is because it does not have a consistent pattern depending on the variable. This means that optimal variables values cannot be set for each port under diverse environments. This paper, however, shows us that the result values from the variables exhibit a consistent pattern. This is significant in that it can be applied to each port by adjusting the variable values. It was also confirmed that regardless of the number of ships, the IP allocation ratio was the most efficient at about 96 percent if the waiting time after the IP request was 75ms, and that the tree structure could maintain a stable network configuration when the number of IPs was over 30000. Fourth, this study can be used to design a network for supporting intelligent maritime control systems and services offshore, instead of satellite communication. And if LTE-M is set up, it is possible to use it for various intelligent services.
In 2007, KSLV(Korea Small Launching Vehicle) that we made at Goheung National Space Center is going to launch and promotes of our space exploration systematically and 'Space Exploration Promotion Act' was enter into force. 'Space Exploration Promotion Act' article 3, section 1, as is prescribing "Korean government keeps the space treaties contracted with other countries and international organizations and pursues after peaceful uses of outer space." The representative international treaties are Outer Space Treaty (1967) and Liability Convention (1972) etc. In Liability convention article 2, "A launching State shall be absolutely liable to pay compensation for damage caused by its space object on the surface of the earth or to aircraft in flight. The important content of the art. 2 is the responsible entity is the 'State' not the 'Company'. According by Korean Space Exploration Act art. 14, person who launches space objects according to art. 8 and art. 11 must bear the liability for damages owing to space accidents of the space objects. Could Korean government apply the Products Liability Act which is enter into force from July 1, 2002 to space launching person? And what is the contact type between Korea Aerospace Research Institute(KARl) and Russia manufacturer. Is that a Co-Development contract or Licence Product contract? And there is no exemption clause to waive the Russia manufacturer's liability which we could find it from other similar contract condition. If there is no exemption clause to the Russia manufacturer, could we apply the Korean Products Liability Act to Russia one? The most important legal point is whether we could apply the Korean Products Liability Act to the main component company. According by the art. 17 of the contract between KARl and the company, KARl already apply the Products Liability Act to the main component company. For reference, we need to examine the Appalachian Insurance co. v. McDonnell Douglas case, this case is that long distance electricity communication satellite of Western Union Telegraph company possessions fails on track entry. In Western Union's insurance company supplied to Western Union with insurance of $ 105 millions, which has the satellite regard as entirely damage. Five insurance companies -Appalachian insurance company, Commonwealth insurance company, Industrial Indemnity, Mutual Marine Office, Northbrook Excess & Surplus insurance company- went to court against McDonnell Douglases, Morton Thiokol and Hitco company to inquire for fault and strict liability of product. By the Appalachian Insurance co. v. McDonnell Douglas case, KARl should waiver the main component's product liability burden. And we could study the possibility of the adapt 'Government Contractor Defense' theory to the main component company.

In the Korean seas, Sea Surface Temperature (SST) and Thermal Fronts (TF) were analyzed temporally and spatially during 8 years from 1993 to 2000 using NOAA/AVHRR MCSST As the result of EOF method applying SST, the variance of the 1st mode was 97.6%. It is suitable to explain SST conditions in the whole Korean seas. Time coefficients were shown annual variations and spatial distributions were shown the closer to the continent the higher SST variations like as annual amplitudes. The 2nd mode presented higher time coefficients of 1993, 94, and 95 than those of other years. Although the influence is a little, that tan explain EININO effort to the Korean seas. TF were detected by Sobel Edge Detection Method using gradient of SST. Consequently, TF were divided into 4 fronts; the Subpolar Front (SPF) dividing into the north and south part of the East sea , the Kuroshio Front (KF) in the East China Sea (ESC), the South Sea Coastal Front (SSCF) in the South sea, and the Tidal Front in the West sea. TF located in steep slope of submarine topography. The distributions of 1st mode in SST were bounded in the same place, and these results should be considered to influence of seasonal variations. To discover temporal and spatial variations of TF, SST gradient values were analyzed by EOF. The time coefficients fo the 1st mode (variance : 64.55%) showed distinctive annual variations and SPF, KF, and SSCF was significantly appeared in March. the spatial distributions of the 2nd mode showed contrast distribution, as SPF and SSCF had strong'-'value, where KF had strong'+'value. The time of'+'and'-'value was May and October, respectively. Time coefficients of the 3rd mode had 2 peaks per year and showed definite seasonal variations. SPF represented striking'+'value which time was March and October. That was result reflected time of the 1st and 2nd mode. We can suggest specific temporal and spatial variations of TF using EOF.
