2002년 10월 유럽통계협회는 품질지수개발을 위해 협회소속국가들이 연합하여 특별연구팀을 발족시켰다. 이 팀의 주목적은 유럽통계협회에서 생산되는 자료의 품질을 측정하기 위해 대표성이 있으며, 계산하기 쉽고, 이해하기 쉬운 지수를 개발하는 것이었다. 유럽 통계협회는 연구팀에서 개발한 지수를 이용하여 내부품질보고서를 작성하도록 결정하였다. 개발된 풀질지수들은 유럽 통계협회 소속 국가에 의해 생산된 통계에 적용하기 적합해야하며 유럽전체를 위해 Eurostat 이 보유하고 있는 통계에도 적합해야한다. 그러므로 지수들은 각 국이 합의한 용어, 공식, 변수, 도메인, 분석의 정도를 고려하여 개발되도록 하였다. 이러한 지수는 정기적으로 생산되도록 규정하고 있으며 이 규정이 지켜지기 위해서는 동일한 변수, 공식 통이 적용되어야함은 물론이고 시계열의 유지를 위해 관련된 메타데이터가 제공되어야한다. 서로 다른 조사결과로부터 관련된 통계량의 측정과 개념들간의 차이를 확인하기 위해서 메타데이터는 반드시 필요하며 품질보고서가 있는 경우 많은 도움이 릴 것이다. 본 연구에서는 동계생산자의 관점에서 본 각각의 품질 요소에 따라서 생산된 다양한 통계의 풀질을 평가하기 위해서 개발된 일련의 표준화된 품질지수를 제시할 것이다. 각 지수들의 정의와 가장 대표적인 지수산출을 제안하고 지수산출을 위해 필요한 메타데이터를 선명한 것이다.

본 논문에서는 matched-pair design에서의 두 처리간 동등성/ 비열등성 검정에 대해 고려하였다. 기존에 비율차이나 risk ratio관점에서 동등성/비열등성 검정을 시행한 것과는 달리, 본 논문에서는 odds ratio에 기초하여 두 가지 검정통계량을 유도하였다. (1) constrained maximum likelihood estimator(mle)를 이용한 fieller type 통계량 (2) 제약없이 구한 mle를 사용한 wald-type 통계량). 비율 차이나 risk ratio에 기초한 기존의 통계적 방법들(비율차이에 근거한 (3) score-type 통계량과 (4) wald-type 통계량, risk ratio에 기초한 (5) fieller-type 통계량과 (6) wald-type 통계량)과 본 논문에서 제시한 두가지 통계량의 성능을 비교하기 위해 모의실험을 시행하였다. 모의실험 결과, 본 논문에서 제안한 constrained mle를 사용한 fieller type 통계량은 empirical type I error 측면에서 매우 만족스러운 결과를 보이고 있으며, 특히 비대각 셀의 확률이 작아질 경우에도 안정적인 성능을 보여준다.

연속형 변수들의 상관관계와 범주형 변수들의 연관성 측도들을 비교 연구하였다. 이 연구를 위하여 연속형 변수들이며 +1에서 -1까지 완벽한 상관관계를 갖고 있는 2 변량 정규분포를 이용하여 2$\times$2 분할표와 확장하여 일반적인 I$\times$J 분할표를 대신하는 3$\times$3 분할표를 생성하였다. 2 차원 분할표에서 정의된 연관성 측도들을 구하여 논의하였는데 2$\times$2 분할표에서는 교차적비 $\alpha$ 통계량과 교차적비의 함수로 표현되는 Yule [1912]의 Q와 Y의 통계량 그리고 상관계수 R 통계량과 R 통계량의 함수인 P 통계량을 설명하고 생성된 분할표에서 구한 통계량값을 분석하였으며, 3$\times$3 분할표에서는 Pearson의 독립성 검정통계량 $X^2$의 함수로 표현되는 P. T. V 통계량과 Goodman과 Kruskal [1954]의 $\lambda_{C/R}$통계량과 Light와 Margolin [1971]의 $\tau_{R/C}$ 통계량을 설명하고 그 값들을 Pearson의 상관계수와 비교 분석하였다.

지역소득통계는 경제${\cdot}$사회${\cdot}$복지의 종합적인 지역정책 수립을 위한 핵심 자료로 이용되고 있다. 지역소득통계의 수준을 보다 높이기 위해서는 현재 작성하고 있는 생산 및 지출측면의 지역소득통계 뿐만 아니라 분배측면의 소득에 대한 통계도 함께 조속히 작성되어야 한다. 국민소득통계는 한국은행에서 작성하고 있으나 16개 시도별 지역내총생산(GRDP)통계는 통계청에서 별도 추계하여 작성하고 있다. 이에 지역내총생산(GRDP)과 국내총생산(GDP)의 상호간 차이를 최소화하기 위하여는 유기적인 협력관계가 필요하다. 또한 기초자치단체(시군구)별 지역내총생산(GRDP)통계는 시도에서 작성하고 있다. 현재 6개 시도에서 작성되고 있는 기초자치단체별GRDP의 작성 확산을 위한 노력과 아울러 이들 자료와 통계청에서 작성한 시도별 GRDP자료와의 정합성 유지방안에 대한 대책도 요구되고 있다.

In this paper, we generalizes Kim and Bickel(2003)'s statistic for bivariate normality to that of multinormality, applying Fattorini(1986)'s method. Fattorini(1986) generalized Shapiro-Wilk's statistic for univariate normality to multivariate cases. The proposed statistic could be considered as an approximate statistic to Fattorini(1986)'s. It can be used even for a big sample size. Power performance of the proposed test is assessed in a Monte Carlo study.

한국정보통신진흥협회는 "96 정보통신산업통계연보"를 작성, 발간하였다. 이 통계연보는 지난 5월 8일 부터 6월 30일까지 국내 6,582개 정보통신 사업체를 대상으로 실시했던 '96 정보통신산업실태조사의 결과이다. 그동안 정보통신산업에 관련하여 나온 통계와는 달리 산업전체를 총체적으로 집대성한 것으로 특히 전국의 시.도별 구분 통계를 다루고 있는 것이 특징이다. 또한 통계청의 통계작성승인을 통해 조사 및 자료수집을 하였으며, 통계층 승인 발간물 제374-01호로 발간된 연보는 정보통신서비스 및 정보통신기기를 통합한 최초의 국가통계이다.

Shapiro와 Wilk(1972)는 위치모수와 척도모수가 미지인 경우 지수분포의 검정통계량을 제안하였다. 그것은 척도모수의 일반화 최소제곱추정량과 표본분산의 비로 구성되었다. 그러나 이 검정통계량은 일치성을 갖지 않는다. 본 논문에서는 척도모수의 두개의 점근유효추정량으로 구성된 통계량을 고려하고 이의 극한분포를 구하였다. 또한 두 개의 통계량의 검정력을 비교한 결과 제안된 통계량이 변동계수가 1보다 크거나 같은 분포에서 더 좋은 검정력을 가짐을 볼 수 있었다.

This paper, first of all, surveys the current status of the environmental statistics in Korea. And then, by comparing Korean environmental statistics with the environmental statistics of the European Union and the environmental statistics recommended by the United Nations, some insufficient environmental statistics of Korea are listed and discussed. Finally, desirable directions for future development in environmental statistics in Korea are suggested and discussed.

The statistics of disaster and safety control which have been produced by NEMA(National Emergency Management Agency) and other related agencies have some problems which show redundancies and the lack of connections. These problems can result in disbelief of disaster-management related policies and cause uncertainties on standardization. One of the main problems is caused by the lack of an integrated system that can coordinate available statistical resources. The objectives of this paper are to propose possible ways for the rearrangement of statistics categories, the improvement of statistics indicators and the integration of statistics of disaster and safety management based on the improvement of related laws and regulations. Through the integrated system for an efficient production of disaster and safety-related statistics, it will be possible to establish more accredited disaster-management policies based on the scientific statistics and international standard.

There has been a long debate on the applicability of the chi-square approximation to statistics based on small sample size. Extending comparison results among Pearson chi-square Χ$^2$, generalized likelihood .ratio G$^2$, and the power divergence Ι(2/3) statistics suggested by Rudas(1986), recently developed disparity statistics (BWHD(1/9), BWCS(1/3), NED(4/3)) we compared and analyzed in this paper. By Monte Carlo studies about the independence model of two dimension contingency tables, the conditional model and one variable independence model of three dimensional tables, simulated 90 and 95 percentage points and approximate 95% confidence intervals for the true percentage points are obtained. It is found that the Χ$^2$, Ι(2/3), BWHD(1/9) test statistics have very similar behavior and there seem to be applcable for small sample sizes than others.
