  • 이 토지 컨설팅 정보 시스템(Land Consulting Information System)은 토지에 건축, 형질변경 등 개발행위와 관련하여 구입토지의 선정에서부터 개발의사결정에 이르는 여러 가지 토지법률정보, 요구토지의 입지조건정보, 개발목적에 부합하는 토지의 분포정보, 매매나 세입 관련 부동산 정보 등 사람들의 다양한 요구조건과 의사결정 요소들을 컴퓨터 시스템을 통해 질의하고 검색, 분석함으로서 경제적이고 신속한 정보의 취득과 이를 통한 신뢰성 있는 개발과 구입의 의사결정정보를 제공하기 위한 목적에서 개발되었다. 시스템 기능의 인지도를 향상시키기 위해 'ALGOSA'라 별칭의 로고를 부여하였으며, 일반 개인은 물론 현존하는 전국의 수만 업체에 이르는 부동산사무소(공인 중개사), 측량설계사무소, 건축설계사무소, 전문토지개발회사 등 컨설팅 업체를 중심으로 시스템 보급의 필요성이 기대되며, 나아가 지방자치단체의 개발관련 인허가 부서에서도 이 시스템을 도입함으로서 개발행위 인허가 토지의 체계적 관리는 물론 불법 개발행위 단속과 객관적인 공시지가부여 기준제시를 위한 실제토지이용정보제공 등 폭 넓은 시스템 도입의 효과가 기대된다. 효과가 기대된다.

고해상도 위성영상과 수치지형도를 이용한 지목불부합의 정도 측정

  • 필지는 지번, 지목, 경계, 면적이라는 기본적인 구성요소를 가지고 있다. 그 가운데 토지의 가치는 대부분 지목에 의해 결정된다. 때문에 많은 수익이나 산출이 기대되는 용도로 토지를 이용하려는 욕구의 증가로 토지이용의 전환이 많이 이루어지고 있다. 결국, 이것은 토지의 불법형질변경, 난개발 등의 원인이 되고 있고, 지목불부합의 발생을 가중시키고 있다. 그러나 이에 대한 대처나 정리는 상대적으로 미흡한 편이다. 본 연구에서는 고해상도 위성영상과 수치지형도를 이용하여 지목을 기반으로 한 필지별 토지이용/토지피복을 분류할 수 있는 방법을 제안하였다. 그리고, 이렇게 분류된 필지별 토지이용/토지피복도와 편지지적도상의 지목을 비교·분석하여 지목불부합 정도를 통계적으로 측정하였다. 그 결과 연구지역의 불부합 정도에 대한 통계적인 해석이 가능하여, 향후 지적불부합지를 정량적으로 자동 해석할 수 있는 가능성을 제시할 수 있었다.

Supporting decision making is be sure need when build in land or change form and character of land, that kind of variety land law, conditions of buying land location, distribution of land answering to the development purpose and buying and selling or lease of land. So that land consulting information system can be query, search, identity and analysis for the decision making elements using the computer. The system an another name ALGOSA far the improved extent of legal in ability of system. Like this where spread of system is by company as well as private person, it's company kinds of real estate business, survey and civil designer's office, architectural designer's office and professional1y land development company of great many all over the country.

Land Category Non-coincidence Measurements Using High Resolution Satellite Images and Digital Topographic Maps (고해상도 위성영상과 수치지형도를 이용한 지목 불부합의 정도 측정)

  • Basically a land parcel consists of a land parcel number, land category, land boundary and area, and land value is mostly determined by the land category. Generally people want to change their land use to increase their land value so that they can expect more benefits from the land. However, changing land use causes several problems with land properties, haphazard urban expansions and land category non-coincidences. Unfortunately, no effective solutions exist for land category non-coincidence problems. In this study, we proposed a methodology that can classify the land category based land covers using high resolution satellite images and digital topographic maps. For this, we obtained a parcel based land use/cover classification map. Using both this classification map and a digital cadastral map, we inspected land category non-coincidences. As a result, land category non-coincidence rates could be statistically measured and interpreted and demonstrate a possibility that we could quantitatively interpretate and measure cadastral non-coincidence automatically.

  • This study aimed to propose the base data to promote the green belt(thereafter GB) regulations and management in Korea. The research took the methods of analysis of citizen's official petitions to the once, of interviews and questionnaire to the of officials of Seoul Metropolitan City who is under the job of managing the GB. The conclusions were as follows. The officials did understand function and necessity of GB well. They especially, put the importance of the purpose of GB on the prevention of the environment of the city and prevention of concentration of population, They recognized that they suffered from the overloaded job on the management of GB in quantity and quality. The seriousness of illegal action of the change of land use, piling-up of materials and productions on the forbidden land, using exclusively of warehouses for agriculture as for commerce and enlarging the area of warehouse with application of leased land for agriculture instead of the agricultural land in law were detected in the officials' cognition. The officials proposed some ideas to prevent above mentioned illegal actions including forcing a person who did illegal actions to punish money to restore environment etc..

A study on the utilization of drones and aerial photographs for searching ruins with a focus on topographic analysis (유적탐색을 위한 드론과 항공사진의 활용방안 연구)

  • Unmanned aerial vehicles (UAV) have attracted considerable attention both at home and abroad. The UAV is equipped with a camera that shoots images, which is advantageous for access to areas where archaeological investigations are not possible. Moreover, it is possible to acquire three-dimensional spatial image information by modeling the terrain through aerial photographing, and it is possible to specify the interpretation of the terrain of the survey area. In addition, if we understand the change of the terrain through comparison with past aerial photographs, it will be very helpful to grasp the existence of the ruins. The terrain modeling for searching these remains can be divided into two parts. First, we acquire the aerial photographs of the current terrain using the drone. Then, using image registration and post-processing, we complete the image-joining and terrain-modeling using past aerial photographs. The completed modeled terrain can be used to derive several analytical results. In the present terrain modeling, terrain analysis such as DSM, DTM, and altitude analysis can be performed to roughly grasp the characteristics of the change in the form, quality, and micro-topography. Past terrain modeling of aerial photographs allows us to understand the shape of landforms and micro-topography in wetlands. When verified with actual findings and overlapping data on the modelling of each terrain, it is believed that changes in hill shapes and buried Microform can be identified as helpful when used in low-flying applications. Thus, modeling data using aerial photographs is useful for identifying the reasons for the inability to carry out archaeological surveys, the existence of terrain and ruins in a wide area, and to discuss the preservation process of the ruins. Furthermore, it is possible to provide various themes, such as cadastral maps and land use maps, through comparison of past and present topographical data. However, it is certain that it will function as a new investigation methodology for the exploration of ruins in order to discover archaeological cultural properties.
