This study is focusing on the needs to introduce policy decision making based on identification of the definition for 'business life cycle' and 'public enterprises' for proper public enterprises management. For this purpose, the study is planning to define categorical variables for enterprise life cycle and provide basic data for public enterprises management policy. This study explored 'Korea Expressway Corporation', 'K-water', 'Korea Railroad', 'Korea Land and Housing Corporations', because of they are the public institutions recently underwent 'management normalization policy' due to rapidly increasing debt. First, there follows the analysis on priority and standard of categorical variables for quasi-market oriented SOC public enterprise life cycle by using AHP and frequency study on expert survey. Next, this study investigated and analyzed the enterprises management plan for expected 'declining period' through forecasting 'declining period' by conducting 2nd expert survey.

대규모 개발사업을 시행함에 있어 우리는 종종 무의식적으로 토양층을 교란시키게 된다. 식물 성장에 있어 토양은 영양분을 공급하는 중요한 역할을 하고 특히 토양 중 표토층은 식물 생장에 필요한 많은 영양성분을 갖고 있으므로 토양층의 파괴는 식재된 수목의 하자와 직접 연결된다. 살아있는 식물을 다루는 조경공사에서는 공사 후 높은 하자율을 걱정하기에 앞서 수목의 원활한 활착을 위해 토양을 건강하게 유지하도록 노력해야 한다. 본 연구에서는 수목과 토양의 생리학적 관계 및 토양의 기본적인 성질과 표토의 중요성, 표토의 특성을 유지하는 방안 등에 대해 고찰하고 사례연구로 한국토지공사에서 시행한 용인 동백지구의 표토 활용사례를 검토하여 문제점을 파악하고 보다 효과적인 표토층 보존을 위한 방향을 제시하고자 한다. 수목의 성장률, 건강도, 수형 등은 직접적으로 토양의 질과 연결되고 양질의 토양은 수목의 원활한 생장을 가져와 결국 수준 높은 경관을 형성할 수 있게 된다. 본 연구를 통해 수목과 토양의 생리학적 관계를 파악하고 수목의 성장에 적정한 환경을 제공함으로써 불량한 토양으로 인한 수목의 하자율을 사전에 방지하고 수목의 건강성을 유지하는 방안 설정에 도움이 되고자 한다.

본 자료는 밀즈(Edwin S. Mills)교수가 세계은행으로부터 용역을 의뢰받아 작성한 보고서 중 우리나라의 토지공급체계에 관한 부분을 발췌한 것으로 공사 이송만 부사장이 세계은행 선임경제연구원인 한나(Lawerence M. Hannah)씨의 양해를 얻어 번역게재하게 된 것임. 필자인 밀즈교수는 미국 노스웨스턴 대학 켈로그(Kellogg)경영대학원 교수로서 부동산 조사연구소 소장을 겸임하고 있으며 부동산 및 재정분야에서 세계적으로 널리 알려진 학자임.

This study was aimed to suggest a management strategy of GHG emissions for the public organizations in land and housing costruction sector. As public organizations' businesses are characterized as 'public' and 'comprehensive', these characteristics should be considered in scoping emissions, setting-up reduction target, building GHG inventory, and establishing management system. Since public organizations' activities in construction sector involve a wide range of social infrastructure construction projects, it is not easy to account their actions to reduce GHG emissions quantitatively. Therefore, this study suggested that a twofold approach is suitable for public organizations in construction area, classifying the measurable reductions and the immeasurable actions according to the their business characteristics. To give a concrete example, a GHG emission management system for the Korea Land and Housing Corporation (LH) was proposed.

산업시설의 확충과 항만, 택지개발 등과 같은 기반시설의 신설 및 확장은 토지의 가용면적 증대와 매립 및 성토시 양질의 지반재료에 대한수요 증가를 필요로 한다. 부산 신항만 건설공사, 광양만 개발공사, 군산항 건설공사 및 서 해 안 고속도로 공사 등 최근 국책사업이 활발히 진행되어 매립, 성토재료로서 막대한 토사를 사용하고 있지 만 환경 보존의 중요성 등을 감안하면 대량의 육상토나 해사를 사용하는 것은 매우 어려울 뿐 아니라 상당한 비용이 소요되고 있는 실정이다. (중략)

본 연구에서는 전국 4개 지구의 화강암 풍화토를 연구대상으로 현장 및 실내시험을 수행하고 토량 변화율을 노상과 노체에 대하여 결정하였다. 그리고, 본 연구에서는 인공 신경망 중 오류 역전파 학습 알고리즘을 도입하여 토량 변화율 C 값을 추정하고 신경망의 적용성에 대한 검증을 수행하였다. 화강암 풍화토에 대한 실내 및 현장시험 결과에서 얻어진 토량 변화율 C 값은 노상과 노체 구분 없이 최소 0.7에서 최대 1.2정도의 넓은 범위로 나타났다. 토지공사에서 제안하는 C값의 산정식과 본 연구 결과를 비교한 결과, 토지공사의 산정식에 의한 결과가 과대 평가될 가능성이 큰 것으로 나타났다. 비중, 자연 함수비, 자연상태의 습윤단위중량, #200 통과율 그리고 균등계수의 입력변수를 갖는 $I_{5-1}$$H_{30-30}$$O_1$의 신경망에서 다른 신경망 구조들보다 잦은 지역 최소점에 수렴하는 결과를 보였다. 본 연구에서 사용한 모든 신경망 구조에서 시험결과와 신경망 결과의 상관계수는 0.9이상으로 나타나 높은 상관성을 나타내었다. 특히, 인공 신경망에 의한 예측결과는 다양한 영향인자들 중에서 비중, 자연 함수비, 자연상태의 습윤단위중량 그리고 #200 통과율의 4개 변수만으로도 C값을 예측할 수 있었으며, 상관계수는 0.96으로 나타났다.다.

This study proposes a land action plan for stabilization of the North Korea in fundamental guarantees of life, social security and social system in order to minimize the social disruption and economic losses by identifying the administrative and operational status of the land in North Korea. Land action plan for North Korea is that the state holds the whole land ownership for a certain period through re-nationalization of the land by not admitting the former owner's ownership and distributes the land to the currently occupying personal and set the land use permission and later land ownership will be introduced and land use permit will be gradually privatized.

지상관측위성에 탑재된 센서로부터 얻어진 자료는 지리정보데이터로 그 이용이 증가되고 있다. 이 연구에서는 신규간척지에서의 토지이용계획을 수립하기 위하여 위성자료를 이용한 원격탐사와 지리정보 체계를 종합하는 방법의 적용가능성을 다루고 있다. 현재 공사중인 간척사업지구를 커버하는 LANDSAT TM, MOS, SPOT 디지털데이터를 영상화하고, 영산강 3단계 사업지구 유역의 토지이용 현황을 분석하였으며, 신규간척지의 토지이용계획을 위하여 동원가능한 데이터를
