A Comparative Study on Overseas Business Approaches and Characteristics of Domestic and Foreign Urban Railway Operating Public Enterprises (국내외 도시철도 운영공기업의 해외사업 접근법 및 특성 비교연구)

  • Domestic urban railway are operated by urban railway operating public enterprises, which are owned by the 6 major metropolitan local governments and private operating companies, which are established under the Private Investment Act. Among urban railway operating companies, several public enterprises that operate urban railways with many experience, performance, human resources, and public nature are making efforts to promote overseas business. Therefore, this study examines the outlook for railway and urban railway overseas business, and provides implications for the overseas business approach of domestic urban railway operating public enterprises through data research and comparative analysis on the overseas business approaches and overseas business characteristics of domestic and foreign urban railway operating public enterprises. The results were derived and suggestions for the direction of overseas business were presented. I expect that suggestions will serve as a reference for domestic urban railway operators to promote overseas projects with preparation, implementation plan and direction.

Analysis of Delay Causation by Characteristics of Construction Projects (건설사업 특성에 따른 공기연장사유 분석)

  • Top priority to manage construction projects is given to the planning and scheduling in order to keep the project duration, which is one of the most important factors in construction management. However, recently most of public construction projects especially for civil projects are delays and preventive research, many efforts were made concerning construction delays and preventive management methods. But analysis of delay causation, which is a main key to solve the problems is not done, yet. Therefore, in this research causation delays are analyzed by characteristics of construction projects, which are type of projects, type of contracts, project participants, and general condition. As a result of the analysis, delay causation are proved to be different by characteristics of the projects. The research results will be used for prevention of time extension and dispute resolution.

  • The purpose of this study is to identify important evaluation criteria that need to be prioritized by developing one for the campustown development project in Seoul. To achieve this, we examined the list of initial ideas for the project and selected the criteria that corresponds to the goal of the project. Moreover, we conducted AHP and preference survey to further refine the evaluation criteria. As a result, improvement of walking space and providing urban regeneration base space were found to be most important; utilizing high density mixed land use was rated as least important. Based on the findings, the proposed evaluation criteria can help the process of the project as guidelines. As initial evidence it can also guide us for a future development direction in between the completion of the first project and the start of the second stage of the project.

  • 기후변화와 도시화에 따른 개발사업으로 인하여 재해 위험성은 날로 증가하고 있다. 이로 인한 재해의 영향을 최소화하기 위해 각종 개발사업 시 자연재해대책법에 따라 사전에 자연재해에 따른 피해를 예방하기 위한 목적으로 재해영향평가 협의가 시행되고 있다. 재해영향평가 협의에서 홍수로 인한 재해예방을 위해 개발사업으로 인한 홍수유출 증가량 검토하고 저감 대책을 제시하게 된다. 이중 소규모 재해영향평가는 면적 5천m2 이상 5만m2 미만의 개발사업을 대상으로 실시되고 있으며, 이를 위한 첨두홍수량 산정 방법으로는 합리식, clark단위도법 등이 사용되고 있다. 소규모 유역의 첨두홍수량을 합리식, 단위도법 등으로 산정할 경우 도달시간이 매우 짧아 홍수량이 과다하게 산정된다. 이를 방지하기 위해 합리식에서는 강우지속기간을 늘리기 위해 일정 유입시간을 고려하고 있으며, 단위도법에서는 유역반응시간을 조정하고 있다. 기존의 연구에서 clark단위도법에서 저류상수 매개변수 보정을 7 ~ 10분으로 적용하도록 하고 있다. 본 연구에서는 화성, 양주, 청주지역의 소규모 재해영향평가협의 대상인 공장부지 조성사업의 홍수량 산정시 저류상수 매개변수 조정 사례를 조사하고 그 중 유역의 상황변화를 고려하지 않고 개발 후 매개변수 조정을 10분으로 적용한 10개 사업을 대상으로 선정하였다. 본 연구에서는 개발 후 매개변수 보정량을 10분을 7분으로 변경하여 홍수량을 산정하였다. 10개 사업 홍수량 산정결과 「재해영향평가등의 협의 실무지침 (2021.01, 행정안전부)」에서 제시하는 소유역 비홍수량의 범위인 25 ~ 35m3/s/km2에 8개 사업이 만족되었고, 2개 사업은 개발 후 비홍수량이 제시 범위를 다소 초과하였고, 홍수량의 증가는 4.7 ~ 16.3% 범위로 나타났다. 소규모 유역에서 저류상수 보정량이 홍수량 산정에 미치는 영향이 큰것을 감안하면 유역의 도시화등 상태변화 비율 및 소유역 면적별로 매개변수 조정량을 정량화하는 추가 연구가 필요하다.

  • Railroad alignment improvements and operating speed increase occupy considerable portion in recent railroad market. Developing countries have limitations to construction of new high speed railroads due to the burden of budgets and the lack of demands, and the projects of operating speed increase arepracticallyrecommended. Thisstudy developed the methodologyto provide the railroad alignment design alternatives and the costs by upgrading the "Intelligent Railroad Alignment Design Program (ei-Rail)" which has been used to obtain the alignment plans and construction costs for railroad construction projects. The program provides the cost for alignment improvement, design drafts and the effects of operating speed increase with the input of target improvement speed and the prevailing railroad alignment on the numerical map. It is then expected for the ei-Rail program to be used for the supporting tool for the railroad alignment improvement projects.

  • Fast track completion of urgent typhoon damage recovery construction project is becoming crucial for the prevention of the secondary damage from the next year typhoon, prompt psychological stabilization of flood sufferers, the early recovery of damaged infrastructure condition and so forth. As the recovery learning process has been continued for last consecutive typhoons and experts suggested, the keys in attaining the goals of the project (preventative, sustainable, cleaner and fast tracking development) are found to be the early contracting and improved competencies in project management especially during the design phase. It can be presumed that the former is attainable through administrative supports in the form of government guidelines, but the latter necessitates more research efforts. In this regards, this study aims to find a way how to lift up the current level of project management capability facing ever changing project mangement environment of urgent typhoon recovery project. By comparing the current level of application of government guidelines in flooded districts and analyzing the time required for each phase from design contracting to construction starting, several reformative ideas are illustrated in association with the necessity of adopting CM method in the deign phase. It is highly expected that CM application in the design phase can be an effective alternative in overcoming current limits in improving the quality of the project and prevent the delay due to the lack of expertise and professional workers in the owner side.

A Study on the Prediction of Civil Construction Cost on Apartment Housing Projects at the Early Stage (사업 초기단계에서 공동주택 토목공사비의 예측에 관한 연구)

  • At the early construction project stage, the most important task is to estimate planned construction costs analyzed with detailed information. Therefore, in this study, Apartment Housing Projects at the Early Stage of Civil Construction Cost of the reasonable and accurate predictions of the Regression analysis to 170 of actual Construction Cost, and dependent variable regression to Civil Construction Cost, location based national land area based on a combination of private land, union land, public land to the use of predictive models by various analyses of the ease and accuracy. As a result, Civil Construction Cost of Apartment Housing Projects by the regression formula for the error rate estimates in national land predictive model 15.59%, private land predictive model 17.53%, union land predictive model 21.86%, public land predictive model 13.08%.
