Welfare Analysis of Carbon Taxes and Tradable Permit Allocations: A Contest Theory Model (탄소세 정책과 배출권거래제 정책에 대한 후생 분석: 경쟁 이론을 중심으로)

  • I examine the situation in which the players compete to obtain economic rents which is generated by the market-based environmental regulation, such as carbon taxes or tradable permit allocations. Drawing on contest theory, I employ the sharing rules which is devised to motivate players best effort, and consider two models in carbon taxes: one model with observable sharing rules and the other model with unobservable sharing rules. I show that, first, the overall welfare of carbon taxes is always less than that of tradable permit allocations under the model with observable sharing rules. Second, depending on the share of the preassigned allocation in tradable permit allocations, the overall welfare of carbon taxes may be larger than that of tradable permit allocations under the model with unobservable sharing rules.

  • This paper analyzes the economic and environmental impacts of domestic policy to reduce greenhouse gas emissions by focusing on carbon tax, domestic emissions trading and the mixture of these policies. By utilizing a dynamic CGE model, KORTEM, this study shows that the economic cost under carbon tax is projected to be higher than that under emission trading. It is because under carbon tax scheme each emitter in economy must meet its emission target regardless of the abatement cost. On the other hand, emission trading allows emitters to reduce the marginal cost of abatement through trading of emission permits. In designing policy portfolio to address the climate change problem in Korea, therefore, this paper proposes the introduction of domestic emission trading scheme as the main domestic policy Instrument.

  • 우리나라는 저탄소 녹색성장을 위한 국가 온실가스 감축목표 즉 2020년까지 BAU 대비 30% 감축을 달성하기 위해 총량제한 배출권거래제를 도입하는 "온실가스 배출권의 할당 및 거래에 관한 법률"이 2012년 5월 14일 제정됨에 따라 2015년 1월 1일부터 온실가스 배출권거래제가 본격 시행된다. 배출권거래제를 통해 기업은 온실가스 감축에 소요되는 비용부담을 줄일 수 있고 그 만큼 산업경쟁력 확보가 가능하게 된다.

  • 온실가스 감축목표의 달성을 위한 정책은 에너지 가격구조의 개선을 통해 국가 경제의 탄소 집약도를 낮추고 에너지 효율을 제고하는 방향으로 추진되어야 할 것이다. 우리나라는 대규모 배출권에 대하여 배출권 거래제를 시행하고 있으므로, 이를 보완하는 차원에서 배출권 거래제의 적용을 받지 않는 배출원에 대하여 탄소세를 부과하는 정책을 추진할 필요가 있다. 온실가스 감축을 위한 규제(탄소세, 배출권 거래제 등)는 기존세제 구조의 왜곡을 해소하거나 교역조건 개선 효과가 클 경우 경제성장에도 긍정적 영향을 미칠 수 있다.

EU ETS 실시 이후 탄소누출 가능성 산정 연구

  • In this paper, we empirically analyzed whether carbon leakage really happened in EU by comparing before and after the period of EU ETS. We regarded foreign direct investment outflows as indicator of carbon leakage and analyzed panel regression between production cost including environment cost and this FDI variable. Also we consider foreign market potential to analyze market oriented FDI. According to this analysis, carbon leakage was observed in some models for manufacturing industry. However carbon leakage did not prove consistently in a variety of models and it is hard to speak carbon leakage was happened in EU ETS. Notwithstanding relatively short time series of data, in the view of the fact that carbon leakage was tested in some models, Korea also should keep in mind the possibility of carbon leakage and design emission trading scheme.

  • 현재 정부에서는 녹색성장기본법(안)의 제정을 준비 중이고 그 핵심적인 내용으로 총량제한 탄소배출권 거래제의 도입이 포함되어 있다. 본 논문은 배출권거래제 도입과 전력산업의 관계에 있어서의 법률적 쟁점들에 대한 제기와 대안을 제시해 보고자 한다. 배출권의 법적 성격과 외국의 배출권 관련 법률 입법 사례, 국내 배출권거래에 관련될 수 있는 자통법의 적용 등에 대한 검토를 바탕으로 몇 가지 시사점을 보여주고자 한다. 기존의 금융시장을 규율하는 법규가 아닌 배출권 거래에 대한 별도의 입법이 필요한 점과 함께 배출권 거래관련 입법 시에 현재의 규제적 전력시장을 감안한 법률 내용이 포함되어야 한다는 것이다.

  • The global warming caused by GHG has emerged as a global environmental problem. For this reason the continued efforts to reduce GHG emission by international cooperation and each country are in progress. This study was performed for a successful accomplishment of Korea's ETS aims in 2015, that is to reduce GHG emission, maintain competitiveness of the domestic industries and to reinforce competitiveness of the environmental management of domestic companies through comparing analysis research of major overseas ETSs with main features of Korea's ETS and the analysis of semiconductor industry. In this study, the cases of already being implemented ETS countries such as the European Union, the United States and New Zealand etc. have been investigated by comparing to Korea's ETS. We also suggested the detailed political proposals to stabilize the introduction of Korea's ETS at the enterprise level.

  • The purpose of this paper is to analyze the Japanese emission trading system and climate change policy thereby contributing to the instituting of similar systems that will be viable for the Korean context. In applying such analyses, it is important to include a careful consideration of cost sharing between stakeholders and firms, an enhancement of the trust worthiness of data concerning greenhouse gases, and an examination of related infrastructure such as emissions authentication agencies and their development. Moreover, it is important to minimize the outflow of domestic resources such as offset credit, green electricity certification system, and ecopoint, making compatible economic growth and carbon reduction thereby encouraging the production and dissemination of 'Environmental Value' as well as connecting 'Environmental Value' to a emission trading system.

Is Reducing Free Allocation Always Desirable in Emissions Trading Schemes?: A Perspective on Marginal Inefficiencies (배출권거래제에서 무상할당 비율을 낮추는 것이 항상 바람직한가?: 한계 비효율성의 관점에서)

  • In introducing emissions trading schemes, many countries start with a high level of free allocation to reduce the sudden cost burden on companies and increase acceptance of the policy. The free allocation is then gradually reduced, considering the risks of carbon leakage. This aligns with the "polluter pays" principle and is often considered one of the elements of an advanced emissions trading scheme. In this context, this study uses a simple emissions trading market model to show that decreasing the free allocation rate may not be desirable if the emissions market is not perfectly competitive. In particular, by identifying the existence of a free allocation rate at which the cost inefficiency is minimized, this study demonstrates that having a low level of free allocation does not necessarily imply the improvement of the emissions trading scheme.
