21세기의 이슈 중 가장 주목받고 있는 것은 '녹색성장'입니다. 정부 역시 '저탄소 녹생성장'을 향후 60년 비전으로 제시하여 에너지 위기와 경제위기를 동시에 타개해 나가겠다고 선포하였습니다. 이에 따라 환경부에서는 저탄소 녹색성장의 효율적 추진을 위해 지자체 기후변화대응 강화, 탄소포인트제 실시, 폐기물 에너지 자원화, 저탄소형 소비 생산 문화 확산, 온실가스감축 실천프로그램, 저탄소 자동차 보급 확대 등 10대 중점과제를 선정하여 단계별로 추진 중입니다. 지금부터는 고유가 시대에 저렴한 연료비로 관심을 바도 있는 LPG차량(완성차, 엔진개조차량 포함)의 연비 특성에 대해 살펴보겠습니다.

The amount of energy consumption in the buildings is approximately 20% of domestic energy consumption. The Carbon Point Program have been published on reduction of greenhouse gas emission in buildings under the paradigm of 'Low Carbon Green Growth'. This study focuses on the effect of 'Carbon Point Program' for residential buildings in Daegu. The amount of electricity and waterwork consumption and information of households were investigated to analyse the effect of carbon point program. The samples are situated in Deagu and are apartment in Bukgu and Suseonggu. The $CO_2$ emission is analysed by factors of energy resource and household organization between before participating and after participating in Carbon Point Program. The participation type has a difference of voluntary participation in Suseonggu and passive participation in Bukgu. Based on this investigation, average amount of $CO_2$ emission was reduced from voluntary participation households but all of them did not. To promote the effect of Carbon Point Program, this study proposes that needing the plans to raise will and activity of reducing carbon and to help participation which have disadvantage against achieving reduction.

It is necessary to evaluate the greenhouse gases (GHGs) reduction policy by central and regional governments to set up the suitable GHG emissions measures. Quantitative, qualitative and synthetic methods have been adopted by previous researches to estimate GHG reduction policy. However, these methods mostly focused on the results of the reduction policy, rather than understanding and fixing the integrated structures of GHG emissions. In this research, System Dynamics(SD) was applied to 1 million green homes program, self-carfree-day system and carbon point program. The results showed that SD analyses could be appliable for the estimation of GHG reduction policy by developing the feedback loops and dynamic simulation model. SD can be consider as a supplementary tool to estimate the GHG reduction policies through the recognition of the structure in complex real system.

본 논문의 목적은 최근 일본에서 시행되고 있는 기후변화정책과 다양한 형태로 도입되고 있는 배출권거래 및 탄소크레디트 관련 제도의 시행상황을 분석하여 우리나라의 관련 제도설계 시 시사점을 제공하고자 함에 있다. 일본의 제도시행 상황에 대한 분석을 참고로 할 경우 배출권의 제도설계는 기업 등 이해당사자의 비용부담의 공평성문제에 대한 신중한 논의와 온실가스 관련 데이터의 신뢰성 제고, 배출권발행 검정기관의 육성 등 관련 인프라를 정비하면서 착실히 추진해야 할 필요가 있다. 아울러 옵셋 크레디트 그린전력증서, 에코포인트 등 국내재원의 해외유출을 최소화하면서 경제와 탄소삭감을 양립시키는 '환경가치'의 생산과 유통을 장려하고 이들과 배출권 거래제도를 연계할 필요가 있다.
