A Study on Eco-Port Policy of Japan and Its' Implications (일본의 친환경항만정책과 시사점)

  • Recently, international society strongly concerns global green house effect. As a result each nation introduces green policy for their economy and sustainable development. The emissions of carbon dioxide come from various sources, such as ports and port activities. Especially, port is a logistics hub for shipping, road and railways. Therefore, successful reduction of emissions in the port may encourage other transportations to reduce emissions. Korea as developing country is excused from Annex I countries which committed themselves to reduce four greenhouse gases. However, Korea is going to be placed in Annex I countries in 2013. Korean economy is heavily dependent on international trade and especially, 99.8% of its international trade cargoes is transported through the ports. Therefore, Eco-port plays a very important role in future Korean sustainable development. By introducing the most advanced port pollution regulations, Japan has taken a immediate step for Eco-port policy. International trade is very significant in Korea as well as in Japan, both nations have similar industrial structure. Therefore, Korea should pay attention to Japanese Eco-port policy and activities. This paper examines Japanese Eco-port policy and its' implications in order for Korea to find the most efficient way to reduce the emissions as Korea should reduce greenhouse gas emissions in post kyoto system.

Optimal Issuance Price of Carbon Credits in the Energy Industry (에너지산업 분야 탄소배출권의 적정 발행가격 분석)

  • In this study, the optimal level of CER issuance price in the energy industry was estimated using a real options considering the uncertainty of emission price. As a result of the analysis, the break-even point for CDM projects in the energy industry registered by UNFCCC from December 2012 to the end of 2021 was 0.64-36.69 euros per ton of CO2 for each individual project. More closely, the emission permit price that reaches the break-even point when NPVw/o CER+ NPVCER ≥ 0 is estimated to be 12.10 euros on average, and the emission permit price that reaches the break-even point when NPVw/o CER + NPVCER ≥ option value is estimated to be 12.63 euros on average. Meanwhile, the option value using real options to reduce business uncertainty is about 19% at the 1-5 euro per ton level, about 11% at the 5-10 euro per ton level, and about 5% at the 10-15 euro per ton level. It was analyzed that there was an effect of increasing emissions prices due to uncertainty reduction. The results of this study may be useful to greenhouse gas reduction project entities, including investors, project operators, and companies with potential mandatory reductions.

Learning-by-doing Effect on Price Determination System in Korea's Emission Trading Scheme (한국 탄소배출권시장 가격결정체계의 학습효과 연구)

  • We analyze the learning-by-doing effects of the allowance pricing system on the Korea's emission trading scheme. The price of allowance (Korean Allowance Unit) is influenced differently by internal market factors and economic conditions variables in the first (January 2015 to June 2016 ) and the second commitment year(January 2016 to June 2017). The prices and transaction volumes of complementary credits (KCU and KOC) as well as economic conditions variables (such as call rate, exchange rate, stock price) are statistically significant only for the second commitment year. Thus, the learning-by-doing effect makes the market participation decision on K-ETS market more efficient in the second commitment year, adopting the previous experience and knowledge in the K-ETS market. The factors estimated significantly in both commitment periods include the institutional binary variable for requiring the submission of the emissions verification reports issued both on February and March.

  • A carbon capture and storage (CCS) plays a very important role to reduce $CO_2$ dramatically in $CO_2$ emission sources which are distributed throughout various areas. Numerous research works have been undertaken to analyze the techno-economic feasibility of planning the CCS infrastructure. However, uncertainties such as $CO_2$ emissions, $CO_2$ reduction costs, and carbon taxes may exist in various impact factors of the CCS infrastructure. However, few research works have adopted these uncertainties in designing the CCS infrastructure. In this study, a two-stage stochastic programming model is developed for planning the CCS infrastructure under uncertain operating costs and carbon taxes. It can help determine where and how much $CO_2$ to capture, store or transport for the purpose of minimizing the total annual $CO_2$ reduction cost in handling the uncertainties while meeting the $CO_2$ mitigation target. The capability of the proposed model to provide correct decisions despite changing the operating costs and carbon taxes is tested by applying it to a real case study based on Korea. The results will help to determine planning of a CCS infrastructure under uncertain environments.

  • Carbon dioxide Capture and Storage (CCS) is one of the key players in greenhouse gas (GHG) reduction portfolio for mitigating climate change. CCS makes it possible not only to reduce a huge amount of carbon dioxide directly from coal power plant but also to maintain the carbon concentrated-energy infrastructure. The objective of the present paper is to review and introduce R&D progress and large scale demonstration plan focused on marine geological storage in Republic of Korea.

  • REDD is recognized as a cost-effective and the most appropriate way of managing global GHG emissions. It is negotiated in a global context under the UNFCCC. The main issues of the REDD mechanism are divided into two parts: 1) developing forest carbon verification and measurement system for reducing emissions from deforestation and forest degradation, 2) establishing an appropriate system of incentives for developing countries. REDD can provide stability in carbon offset credits. However, the most important task is to establish a clear legal framework and appropriate governance structures with relevant countries. There is a wide opportunities for Republic of Korea to take a lead in cutting off greenhouse gasses in the Post-Kyoto period.

  • 도시생활과 관련된 교통 주택부문의 온실가스 배출량은 43%를 차지하고 있어 도시에서의 온실가스 저감대책 마련이 시급하며, 저탄소 녹색성장의 시대적 요구에 따라 기후변화 위기에 적극적으로 대응할 수 있는 저탄소 녹색도시 조성이 필요한 실정이다. '저탄소 녹색도시'는 지구온난화 등 기후변화의 주요 원인인 이산화탄소의 배출을 획기적으로 감축하고, 지속가능한 도시기능을 확충하면서 자연과 공생하는 도시를 말한다. 최근의 '저탄소 녹색도시'는 기존의 녹색도시와 또 다른 양상을 보이고 있다. 자원순환과 신재생에너지원의 도입을 주장하고, 탄소상쇄를 위한 에너지 및 자원절감 전략을 중요시 하고 있다. 선진국에서는 이미 주거단지내 소비되는 난방과 전력은 단지내에서 생산되는 신재생에너지를 활용하고 있으며, 모든 주택의 지붕위에 태양광 패널을 설치하고 단지 내 열병합 자가발전소에서 산업폐기물을 소각하여 에너지를 생산함으로써 제로 에너지(Zero Energy)를 실현하고 있다. 선진국 뿐 아니라 전 세계의 이목이 '저탄소 녹색도시'에 집중되고 있으며 저탄소 녹색도시를 조성해야 하는 것은 선택이 아닌 의무가 되고 있다. 우리나라도 2020년 그린홈 100만호 보급을 목표로 주택분야 보급가능 신재생 에너지원을 태양열, 지열, 소형풍력, 연료전지 등으로 다양화하여 안정적 보급 기반을 확보해 가고 있다. 녹색도시를 조성하기 위해서는 저탄소 주택, 저탄소 에너지, 녹색교통, 생태녹지, 물 및 자원순환등 핵심요소들의 적용방안이 검토되어져야 한다. 이에 본지에서는 "저탄소 녹색도시의 해외사례와 국내 적용방향", "그린홈 100만호 보급사업 그간 성과와 발전방향", "온라인 전지자동차의 기술 개발 동향" 내용에 대하여 살펴보고자 한다.

Emission Rates Estimation by Vehicle Type in Seoul Using the Vehicle Inspection Data (차량 검사 데이터를 활용한 서울시 자동차 유형별 배출 가스량 원단위 산정)

  • One of the major causes of serious air pollution worldwide is emissions from road transportation. A number of countries are working to reduce vehicle emissions, and the Seoul Metropolitan Government is also implementing active policies to reduce emissions by setting a target of 40% by 2030. Implementing these policies requires the introduction of practical indicators. Most of the domestic emissions are calculated by the emission coefficient, a function of speed at the National Institute of Environmental Research under the Ministry of Environment, but the dynamic variable speed is limited to being used as an indicator of the number of eco-friendly vehicles. Therefore, this study calculated the emission rates in Seoul using the vehicle registration data of Seoul and the vehicle inspection data from the Korea Transportation Safety Authority. The tendency of emissions was determined according to key variables such as vehicle type, fuel and mileage. Emissions were based on carbon monoxide, hydrocarbons, nitrogen oxides and particulate matter measured by vehicle inspection from the Korea Transportation Safety Authority. As a result, the emission rates showed a significant trend according to the model year and mileage. This can be used as a policy indicator to preferentially switch commercial vehicles with old model years and long mileage when switching eco-friendly vehicles in Seoul.

  • It is necessary to reduce aviation GHG(CO2) emission to ensure aviation sustainable development. Operational improvements may not contribute significantly to carbon reduction but it can sustatially reduce emission in a short term. ICAO has developed GANP and ASBU to optimize operations and countries are making efforts to expand infrastructure and develop technology. The legal barriers to operational improvement are based on the notion of state sovereignty under the Chicago Convention which allows countries to control inefficiencies based on borders or limit or prohibit the passage of aircraft. Chicago Convention does not grant unlimited freedom of air sovereignty and if the concept of state sovereignty is interpreted according to the times it is possible to achieve smooth operational improvement.

  • The purpose of this study is to reduce carbon dioxide emissions in the cement industry and to collect carbon dioxide generated in industrial facilities such as cement factories and thermal power plants, store and utilize it, and convert high-value-added resources. While conventional Ordinary Portland Cement is characterized by hardening through hydration reactions, basic research is underway to develop cement that reacts with carbon dioxide and converts it into carbonate mineralization.
