  • ESCO협회는 정보통신산업진흥원이 발주한 'IT기반 에너지절약사업 동향조사 및 타당성 분석에 관한 연구용역'을 에코시안과 공동으로 수행 중이다. 오는 11월까지 연구를 마무리 할 예정으로, 연구과제가 완료되면 그린 IT와 에너지절약사업을 접목해 ESCO사업이 가능한 아이템을 발굴한다는 목표로 최선을 다하고 있다. 시범사업장 현장방문 사례를 통해 그린 IT와 에너지절약사업이 같이 상생할 수 있는 가능성을 알아보았다.

  • 본 논문에서는 공공사업의 예비타당성을 평가하기 위하여 한국개발연구원에서 예비타당성조사 수행을 위한 일반지침을 참고하여 H시의 공공사업에 대해 평가요인별 가중치산출 및 사업 시행여부에 대한 대안의 평가를 실시하였다. 구체적인 평가의 방법으로는 AHP를 이용하였으며, 한국개발연구원에서 제시한 평가시 고려사항을 참조하여 평자체계 및 설문지 등을 구조화 하였고, 해당 공공사업에 대해 예비타당성 분석을 실시하여 객관적인 기준에 의한 평가가 필요한 공공사업에 대해 합리적인 의사결정을 내려 보았다.

  • An Analysis on the Pre-Feasibility Evaluation Factors of Activation for Welfare Facilities for the Residents in Apartment Building. The adapted research method of selected case five apartment building in D new town and carried out questionnaire survey to residents and user for draw items of feasibility evaluation. Drew items of feasibility evaluation classify as Plan section, Design section, and Operation section and evaluate the weight of each section utilizing analytical hierarchy process (AHP). Depending on the purpose and methods. The results of this study are as follows: Such as Plan section, Composition of Program Facility, User Charge Survey, Arrangement of Program Room were analyzed highest. Such as Design section, Arrangement of Program Room, Circulation planning, Educational Equipment were analyzed highest. And such as Operation section, Operation costs, Operation Plan, Review of Program Facility were analyzed highest.

  • The objective of this study is to calculate road user costs that caused by the expansion work of metropolitan arterial highway and to analyze the costs that affect economic feasibility evaluation. "Taerung~Guri IC" section of Bukbu Expressway was selected as a case study. As a result, it shows that these costs could be a factor for determining economic feasibility for some projects. However, decreased capacity and free-flow speed are seriously different as period, type, length and traffic volume of work zones. These factors that decrease traffic capacity and free-flow speed should be deeply researched in the future.

  • According to the preceding research outcomes, feasibility studies on public construction projects were incorrect and subjective. To resolve the problems, Korean government initiated Preliminary Feasibility Study (PFS) system prior to undertaking the main feasibility study. The PSF can be categorized into four areas such as road, railroad, harbor, airport, and Culture & Tourism (C&T). Especially when it comes to complex due to the introduction of five-weekday working system and local $government^{\circ}{\phi}s$ self administrative system. As a result, the standardization and legislation of the PSF can not be operated effectively. Accordingly this paper seeks to 1) identify actual condition of conducted PSF in C&T; 2) set up analytical model considering cost factor of economical efficiency and seek obstacles of PSF system; 3) suggest improvement plan for construction PSF projects.

  • The purpose of this study was to make a database model for financial feasibility study of buildings offered for sale which is helpful for improvement of business ability in construction and confidence of a project from a related participant. At first, we studied several thesis and met some professionalist which work for construction and did a first survey for examining latest situation of a feasibility study in construction. As a result, even though feasibility study is important, factors for information management wasn't systemized. So we did a second survey for fixing Factors of the database model. The database model was composed of the factors that we got from the second survey. ER(Entity-Relationship) analysis was used to making it. We expect thar we can get more reasonable information to study financial feasibility study and can diminish risks of project through the database model. So the result of this study was to make a database model for more reasonable financial feasibility study of building offered for sale.

  • 네팔은 6천여 개가 넘는 강이 존재하며 불안정한 기후로 인해 산사태와 홍수가 빈번하게 발생하고 있고, 노후된 상수도 시설 문제도 있어 효과적인 물관리 대책이 필요하다. 이 연구는 네팔 카트만두 인근의 소도시인 둘리켈시를 대상지역으로 하여 스마트 물관리 도입 방안에 대한 타당성 연구조사를 수행하였다. 이를 통해 스마트물관리(SWM) 사업계획을 수립하고, 상수도 관리 기술이 둘리켈시 수돗물 공급 전과정에서 수량·수질을 체계적으로 관리할 수 있도록 계기를 마련하는 것을 목표로 하였다. 주요 연구로 국내 스마트물관리 기술의 네팔 적용성 분석, 수운영 자료및 현황 조사, 스마트 물관리 도입을 위한 수도 시설의 설계 방향을 수립하였고, 기술 도입과 확대 방안을 제시하였다. 스마트 물관리 기술의 적용 타당성 분석을 위하여 현장 조사를 수행하였고, 수리 계측데이터의 분석, 수원지, 정수장, 주요 관로에서의 수질을 분석하였다. 이외에 관망수리해석을 기반으로 대상지역 내 공급가능한 수량을 산정하였고, 상수도 공급이 어려운 지역에 대한 추가시설 확보방안을 제시하였다. 현재 조건에서의 상수도 운영, 관리체계를 분석하여 노후화된 상수도 시설의 개선 및 보완 방안, 스마트 물관리 기술 도입 가능성도 제시하고자 하였다. 연구 결과를 기반으로 기본계획과 실시설계를 통하여 스마트 물관리 인프라가 둘리켈시에 도입될 경우, 물 공급의 불균형으로 인한 피해를 최소화하고, 수돗물의 안정적인 공급 및 수질 안정성 확보, 상수관망에서 수질 및 누수 사고에 대처가 가능할 것으로 보이며 인근 카트만두를 비롯한 지방 소도시에도 스마트 물관리 기술적용에 기틀이 될 것으로 기대된다.

  • Recently, large-scale projects are required in the water resources sector considering safety and publicitythe due to uncertainty of securing water resources and changes in the ecological environment by climate change. Among these large-scale projects, the projects that fall under the preliminary feasibility study are determined by comprehensive analysis based on economic analysis, policy analysis, and balanced regional development analysis. However, most of the results of the preliminary feasibility study showed a tendency to depend heavily on economic analysis. For this reason, projects in non-metropolitan areas sometimes fail in the preliminary feasibility study. To supplement this point, the Korea Development Institute revised the standard guidelines for preliminary feasibility studies for water resources sector projects that place a high weight on policy feasibility analysis. Therefore, the objective of this study is to analyze the cases of the preliminary feasibility study conducted previously and to suggest the direction of policy analysis in the preliminary feasibility study for water resources sector projects. For this, we analyze preliminary feasibility studies conducted for 18 years from 2002 to 2019, and suggest direction of policy analysis method using the benefit items not included in the economic analysis.

  • Recently our country need to change about hospital building operation and business change. The recent real estate development projects are made in very complex due to the diversity of development method or its legal aspects. Under such a real estate investment, the review of investment yield rate is fundamentally important for the one that invests and the one that finances it. Previously, the focus was in the review of the time to turn the surplus or the plan for making repayment of the borrowings, and without the analysis of sufficient investment yield rate. For a simple issue of finding the most advantageous project method, there is a need for reviewing the taxation issues, fund procurement method, legal aspects, policy analysis aspects and others. Therefore, the real estate investment is now likely to encounter the form of having the time of venture as well. In conclusion, the scientific and reasonable decision making in investing on the real estate does not suggest the absolute evaluation standard but the need and the use are more and more demanded.
