This study tends to apprehend how much public library contributes to a role of upbuilder of digital integrated local society through a survey. For this, I performed the survey on 935 organization of public library in the whole country registered in national library statistical system. As a result, firstly, it's apprehended that equipment infra, Internet infra, etc like computer, laptop, scanner, tablet PC, etc are in relatively high level. Secondly, service or resource like electronic book, digital and virtual reference service, library service mobile App, etc that users can use are in relatively high level but software supporting cooperation and group task, fusibility of participating space, etc are shown very low level. Thirdly, the rate of literacy training relating to technology were only 22.4%, education subject focused on resource searching subject and somewhat future-oriented technical education like directions of video conference technique, cloud computing application education, etc wasn't conducted. Finally, we should consider expansion of providing technology and equipment and provision of future-oriented service and education according to a flow of the time that needs to seek change in various roles of library as enjoying culture space or creative space.

The field of geospatial information is rapidly changing due to the development of sensor and data processing technology that can acquire location information. And demand is increasing in various related industries and social activities. The construction and utilization of three dimensional geospatial information that is easy to understand and easy to understand can be an essential element to improve the quality and reliability of related services. In recent years, 3D laser scanners are widely used as 3D geospatial information construction technology. However, 3D laser scanners may cause shadow areas where data acquisition is not possible when objects are large in size or complex in shape. In this study, 3D model of an object has been created by acquiring oblique images using an unmanned aerial vehicle and processing the data. The study area was selected, oblique images were acquired using an unmanned aerial vehicle, and point cloud type 3D model with 0.02 m spacing was created through data processing. The accuracy of the 3D model was 0.19m and the average was 0.11m. In the future, if accuracy is evaluated according to shooting and data processing methods, and 3D model construction and accuracy evaluation and analysis according to camera types are performed, the accuracy of the 3D model will be improved. In the point cloud type 3D model, Cross section generation, drawing of objects, and so on, it is possible to improve work efficiency of spatial information service and related work.

Smart Cities intelligently manage numerous infrastructures, including Smart-City IoT devices, and provide a variety of smart-city applications to citizen. In order to provide various information needed for smart-city applications, Smart Cities require a function to intelligently process large-scale streamed big data that are constantly generated from a large number of IoT devices. To provide smart services in Smart-City, the Smart-City Consortium uses stream reasoning. Our stream reasoning requires real-time processing of big data. However, there are limitations associated with real-time processing of large-scale streamed big data in Smart Cities. In this paper, we introduce one of our researches on cloud computing based real-time distributed-parallel-processing to be used in stream-reasoning of IoT big data in Smart Cities. The Smart-City Consortium introduced its previously developed smart-city middleware. In the research for this paper, we made cloud computing based real-time distributed-parallel-processing available in the cloud computing platform of the smart-city middleware developed in the previous research, so that we can perform real-time distributed-parallel-processing with them. This paper introduces a real-time distributed-parallel-processing method and system for stream reasoning with IoT big data transmitted from various sensors of Smart Cities and evaluate the performance of real-time distributed-parallel-processing of the system where the method is implemented.

Recently operating a large scale computing resource like a data center becomes easier because of the virtualization technology that virtualize servers and enable flexible resource provision. The most of public cloud services provides automatic scaling in the form of scale-in or scale-out and these scaling approaches works well to satisfy the service level agreement (SLA) of users. However, a novel scaling approach is required to operate private clouds that has smaller amount of computing resources than vast resources of public clouds. In this paper, we propose a hybrid server scaling architecture and related algorithms using both scale-in and scale-out to achieve higher resource utilization rate for private clouds. We uses dynamic resource allocation and live migration to run our proposed algorithm. Our propose system aims to provide a fine-grain resource scaling by steps. Thus private cloud systems are able to keep stable service and to reduce server management cost by optimizing server utilization. The experiment results show that our proposed approach performs better in resource utilization than the scale-out approach based on the number of users.

As it spreads to all industries of artificial intelligence technology, AIaaS equipped with artificial intelligence services is emerging. In particular, non-IT companies are suffering from the absence of software experts, difficulties in training big data models, and difficulties in collecting and analyzing various types of data. AIaaS makes it easier and more economical for users to build a system by providing various IT resources necessary for artificial intelligence software development as well as functions necessary for artificial intelligence software in the form of a service. Therefore, the supply and demand for such cloud-based AIaaS services will increase rapidly. However, the quality of services provided by AIaaS becomes an important factor in what is required as the supply and demand for AIaaS increases. However, research on a comprehensive and practical quality evaluation metric to measure this is currently insufficient. Therefore, in this paper, we develop and propose a usability, replacement, scalability, and publicity metric, which are the four metrics necessary for measuring reusability, based on implementation, convenience, efficiency, and accessibility, which are characteristics of AIaaS, for reusability evaluation among the service quality measurement factors of AIaaS. The proposed metrics can be used as a tool to predict how much services provided by AIaaS can be reused for potential users in the future.

The development of IT (information technology) has brought about many types of new services, and the traditional sectors such as libraries and information management fields have actively applied new technology to improve the quality of their services. Many of these newly developed services are described under the term 'Web 2.0', in the sense they are next-generation forms of services, and this coinage is duplicated in the term 'Library 2.0', specifically referring to the library services equipped with Web 2.0 technology. Active acceptance of advanced IT to library services is very important to enhance the value and role of library in this rapidly changing information environment. So far, libraries in Korea and abroad have already been putting a lot of efforts and resources to develop and provide technically advanced services. Despite these efforts, it is found that some of these new services have failed to attract users' attention and interest, resulting in the low rates of usage. This study, therefore, reviews current state of the "Folksonomy" based services provided in Korean college libraries as a type of Library 2.0 services, and assess their usage rates. The result of this evaluation is then used to develop a guideline to improve and mobilize the use of such services.

The objective of this study was to develop a runoff analysis system of the Nakdong River watershed using the GRM (Grid-based Rainfall-runoff Model), a physically-based distributed rainfall-runoff model, and to assess the system run time performance according to Microsoft Azure VM (Virtual Machine) settings. Nakdong River watershed was divided into 20 sub-watersheds, and GRM model was constructed for each subwatershed. Runoff analysis of each watershed was calculated in separated CPU process that maintained the upstream and downstream topology. MoLIT (Ministry of Land, Infrastructure and Transport) real-time radar rainfall and dam discharge data were applied to the analysis. Runoff analysis system was run in Azure environment, and simulation results were displayed through web page. Based on this study, the Nakdong River real-time runoff analysis system, which consisted of a real-time data server, calculation node (Azure), and user PC, could be developed. The system performance was more dependent on the CPU than RAM. Disk I/O and calculation bottlenecks could be resolved by distributing disk I/O and calculation processes, respectively, and simulation runtime could thereby be decreased. The study results could be referenced to construct a large watershed runoff analysis system using a distributed model with high resolution spatial and hydrological data.
