종합물류정보망의 서비스와 시스템의 추진방향

  • 전자상거래의 발달은 산업구조와 상거래의 변화를 가져왔다. 기존의 제조업체와 도, 소매상과 소비자와의 관계 변화에 따라 물류에 대한 중요도가 더해 가고 있다. 인터넷상에서 실시간으로 이루어지는 전자상거래에서 물류는 그 성패를 가늠할 만큼 중요한 요소라 할 수 있다. 국내에서는 변화하는 정보화시대에 대비하여 정부차원에서 지난 90년대 중반부터 물류분야에서 종합물류정보망을 구축하여 수출입물류와 국내물류의 정보화를 추진하고 있다. 통관망과 더불어 종합물류정보망은 수출입물류에 있어 전자문서교환(EDI)과 컨테이너터미널에서의 게이트자동화와 터미널운영정보서비스를 제공하고 있다. 육상에서는 첨단화물운송정보시스템(CVO)을 구축하여 화물차량실시간추적 및 수배송주선서비스를 제공하고 육상과 수출입물류에서 정보관리와 통계서비스를 제공하고 있다. 전자상거래에 따른 산업구조와 기술개발 등의 변화 외에도 남북한 긴장완화, 동북아시아 환경변화, 환경친화형 사회 구축 등에 따른 물류정보화에 대한 접근이 필요하게 되었다. 이에 따라 외국에서의 전자상거래의 발달에 따른 물류정보화의 추세, 통신 및 정보기술(IT)의 발달에 따라 구현가능한 물류정보화 서비스를 살펴보고 국내에서 추진중인 종합물류정보망의 서비스와 시스템의 추진방향에 대해 다루어 보았다. 종합물류정보망에서는 향후 수출입물류정보서비스, 첨단화물운송(CVO) 서비스, 통합물류DB서비스, 물류거점시설정보서비스, 물류 e-Marketplace 서비스를 구축, 제공할 예정이다.

Estimating the storage space requirement of a container terminal considering the variance of a containership's load size (본선 작업물량의 변동을 고려한 컨테이너 터미널의 장치공간 소요량 추정)

  • The storage space requirement is a very important decision variable which determines the storage capacity of a container terminal. Generally, the storage space requirement is dependent upon such factors as ship headway, allowable dwell time of containers, loading/winding time per ship, and so on. Until now, the storage space requirement is estimated under the assumption that the factors are deterministic in several studies. However, this study proposes how to estimate a storage space requirement satisfying the required service level under the assumption that a containership's load size is probabilistic. Numerical experiments, which use a simulation show that the proposed method can estimate more adequately the storage space requirement than other methods under a probabilistic environment.

  • Our country, which relies on maritime transport a majority of import and export trade volume and faced with unexpected accidents, it is difficult to operate the normal function of container terminal. It also caused by reliability issue raised is likely to be given a blow to the new volumes to attract and maintain existing volumes. Under this views, the container terminal is a situation that highlights the role of the harbor workers and cope with aggressive work to provide the best quality services to customers 365 days. On these grounds, the heavy work burden is passed on to the harbor workers and caused accidents every year. The study was analyzed the safety status of the container terminal under the real following the conditions as disaster status analysis, insufficient safety training circumstances and safety training from 2012 year to 2015 in the target current K.Y terminal. As a result of equipments safety training analysis, it shows that 2012 year happened 45 cases and 31 cases in 2013 year until not practicing the training over the Gantry Crane equipment. One hand 23 cases took place in 2014 while preparation training and the other intensive training period of 2015, 8 cases occurred. it shows that 2012 year happened 13 cases and 19 cases in 2013 year until not practicing the training over the Transfer Crane equipment. One hand 12 cases took place in 2014 while preparation training and the other intensive training period of 2015, 8 cases occurred. it shows that 2012 year happened 9 cases and 9 cases in 2013 year until not practicing the training over the Yard Tractor equipment. One hand 9 cases took place in 2014 while preparation training and the other intensive training period of 2015, 4 cases occurred. Because safety training of the container terminal was given to greatly impact on the mandatory safety training, self-educational enforcement and specified equipments safety training, hence the container terminal is to strengthen the safety education to prevent accidents in advance.

A Study on the Service Quality Analysis and the Difference Between User Groups in Bulk Terminals of Busan Port (벌크터미널 서비스품질 분석 및 이용주체별 차이에 관한 연구: 부산항 벌크터미널을 중심으로)

  • While marine transport freight is steadily increasing, people are more interested in terminals handling cargo. But the domestic researches on terminals were almost on container terminal. This study attempted to study the service quality for bulk terminals. The users of bulk terminal services were divided into shipowners and shippers to compare their differences by using bulk terminal service provided. During the attributions proposed in this study, Tangibles were descripted by the numbers of berth or depth, facilities, and so on. So it was suitable to consider the tangibles by formative indicators. And also this study has tried using "reflective model" and "formative model" to make a measurement model for comprehensive analyses. The results showed that all of the items were significant except the relation between empathy and performance satisfaction in the overall measurement model analyses. User groups difference analyses results have showed that the trust responsiveness impact on performance satisfaction was more importantly assessed by shippers than by shipowners. It was expected to use the results of this study as a good strategic resource to help bulk terminal administrators make various expansion plans to improve the bulk terminal's competitiveness in the future.

Analysis on Enhancement Plan of Competitiveness of Global Port Container Terminal (글로벌 항만컨테이너터미널 경쟁력 제고 방안)

  • Recently, GTO's rate of return to investment is decreasing. Therefore, the main purpose of this paper is to analyze empirically on enhancement of competitiveness of global port container terminal. This study deals with the terms of three competitiveness enhancement factors which are a GTO's subjective factors, a management environment factors, and a government policy factors. According to analysis results of the three competitiveness enhancement factors, a GTO's subjective factors(4.21 score) are scored at the most ones of competitiveness enhancement factors of GTO, to be compared with a management environment factors(3.94 score). with a government policy factors(3.90 score). Therefore, first of all, it is important to enhance competitiveness of GTO through as follows, a GTO's subjective factors : (1) to procure local and tranship cargo volume, (2) to promote port logistics service, (3) to retain resonable port rate by promoting terminal productivity, (4) to procure container ship firms and alliance. And, the next, we have to enhance GTO's competitiveness through considering a management environment factors, that is, fluctuation of container cargo volume, port awareness, whether function of hub port, etc., and a government policy factors, that is, smart policy of port development, smart policy of port rate, incentive policy for procuring tranship cargo, etc.

A Study on the Optimal Service Level of Exclusive Container Terminals (컨테이너 전용부두의 최적 서비스 수준에 관한 연구)

  • This study analyzes the optimal service levels of exclusive container terminals in terms of the optimal berth occupancy rate and the ships' waiting ratios, based on the number of berths. We develop a simulation model using berth throughput data from pier P, Busan New Port, a representative port in Korea, and apply the simulation results to different numbers of berths. In addition to the above results, we analyze the financial data and costs of delayed ships and delayed cargoes for the past three years from the viewpoints of the terminal operation company (TOC), shipping companies, and shippers to identify the optimal service level for berth occupancy rates that generate the highest net profit. The results show that the optimal levels in the container terminal are a 63.4% berth occupancy rate and 10.6% ship waiting ratio in berth 4,66.0% and 9.6% in berth 5, and 69.0% and 8.5% in berth 6. However, the results of the 2013 study by the Ministry of Maritime Affairs and Fisheries showed significantly different optimal service levels: a 57.1% berth occupancy rate and 7.4% ship waiting ratio in berth 4; 63.4% and 6.6% in berth 5; and 66.6% and 5.6% in berth 6. This suggests that optimal service level could change depending on when the analysis is performed. In other words, factors affecting the optimal service levels include exchange rates, revenue, cost per TEU, inventory cost per TEU, and the oil price. Thus, optimal service levels can never be fixed. Therefore, the optimal service levels for container terminals need to be able to change relatively quickly, depending on factors such as fluctuations in the economy, the oil price, and exchange rates.

  • 지능형 교통시스템(ITS: Intelligent Transport Systems)의 부체계인 첨단화물운송시스템(CVOs: Commercial Vehicle Operations)은 교통혼잡 완화와 물류비 목적으로 종합물류정보전산망 사업에서도 추진되어 왔다. ITS 기본계획에서 정의한 화물 및 화물차량관리시스템과 위험물 차량관리시스템의 세부서비스는 '97년말 종합물류정보전산망 상세설계와 첨단화물운송시스템 기본설계 과정에서 새롭게 정립, 제시되었다. 본 고에서는 첨단화물운송시스템의 서비스와 소요기술 개발현황을 기존의 지능형 교통시스템과 종합물류정보망의 추진계획, 업계의 관련자료를 바탕으로 비교적 상세하게 검토하고, 현재까지 공공과 민간에서 개발, 적용되고 있는 시범서비스 차원의 첨단화물운송시스템의 소요기술 적용사례와 효과를 분석하고자 하였다. 본 고에서 첨단화물운송시스템의 적용사례로서 해양수산부를 중심으로 현재 구축 운영중인 컨테이너터미널 전자문서교환(EDI: Electronic Data Interchange) 및 GATE 자동화시스템과 '97년 7월부터 본격 가동에 들어간 현대물류 택배종합전산시스템(HYDEX)의 정보서비스와 관련한 요소기술과 함께 그 효과를 살펴보고, '96년 12월부터 시범서비스를 제공중인 한국통신의 화물운송정보시스템의 적용효과를 분석하였다.

An Empirical Study on the Strategies for the Container Terminal in Pusan (부산항 컨테이너터미널의 경쟁력 제고를 위한 전략에 관한 실증연구)

  • This paper aims to derive the strategies for the container terminal in Pusan. So it has focused on analyzing the current conditions of Pusan container terminal while evaluating the difficulties arising from the existing facilities/equipment and the operating system in the Pusan Korea Container Terminal through the workers at the container terminal and at off-dock CY. The object of this study is to assist the existing terminals to operate the facilities/equipment reasonably and to contribute shaping the ports policy which will be the basis of constructing new ports that will remain competitive while maintaining superiority over the ports in northeast area. According to the analysis 68% of the supplier answered that their terminal services which are the most important factor in running a terminal were superior to the other while only 28% of the user answered that they thought the current services were superior. For the areas of supplementing the terminal the people working at the terminal answered in the order of business operation equipment the number of berth service and management ability while the user answered in the order of service computer system transportation system and equipment. According to the regression analysis it became clear that there should be more effort toward improving or supplementing the facility scale facility usage charge transportation facilities which will assist in developing competitiveness of the terminal. It was also noted that management ability and business ability were mentioned as the important factors in operating a terminal.

The Efficiency Determinants to Port Cargo Equipment on Container Terminals to DEA & Tobit Model (DEA와 Tobit 모형에 따른 컨테이너 터미널의 하역장비 효율성 결정요인)

  • This paper focuses on measuring the efficiency of container yards in container terminals in Busan and Gwangyang using Data Envelopment Analysis (DEA) approach. It analyses the relative efficiency of 11 container terminals based on the data for the period between 2006 and 2009 to offer a fresh perspective. The applied framework assumes inputs to be container cranes, transtainer cranes and yard tractors and output as container transshipment volume. Through the analysis, the differences between the impact of using of container cranes, transtainer cranes and yard tractors, top handler & reach stacker on container yard efficiency are measured. Moreover, the associations between the three input factors are analyzed as well. This paper also employs heteroscedastic Tobit model to show the impact of explanatory variables on container yard efficiencies. I took into consideration the strategies for operation of container cranes, transtainer cranes and yard tractors in container yard.
