The Study on the Analysis of Marine Accidents and Preventive Measures (해양사고의 분석과 방지대책에 관한 연구)

  • I have been analyzed the marine accidents during 10years(1992~2001) based on the maritime inquire court decision, the results were as follows: 1. The rate of accident occuring were showed fishing boat(69.9%), freighter(12.3%), tanker(4.3%), tug boat(3.8%), passenger boat(2.1%) by the usage. 2. The marine accident had been showed operational fault(67.3%), mishandling of engine equipment(21.7%), meteorological condition, etc(11%) by the reason, most accidents had been occured by the operator fault and rack of experience. 3. The marine accidents had been showed damage of hull and engine(27.5%), collision(24%), foundering(11.3%), fire(3.9%), agrounding(10%), by the kind of accidents. 4. The accidents had been occured (74.6%) at the coastal sea, harbour and (25.4%) at the open sea by the sectors. The accidents of the vessel less than 500ton were much increased (54.3%) also, The accidents were much occured at the time between 0400~0800 hours by the time.

  • Aids to Navigation (AtoN) is marine traffic safety facility to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulation or guideline of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). By IALA NAVGUIDE, the term "New Danger" is defined as newly discovered hazards not yet shown in nautical documents and includes naturally occurring obstructions such as sandbanks or rocks or man-made dangers such as wrecks. 'New Dangers' should be appropriately marked using Lateral, Cardinal, Isolated Danger marks or by using the Emergency Wreck Marking Buoy. However, the Emergency Wreck Marking Buoy has difficulties with implementation conditions in terms of speed and accuracy to install the buoy. In case of sinking accidents, it is difficult immediately to install the Emergency Wreck Marking Buoy because of weather conditions, marine environments and accident position. This paper studies Auto Releasing New Danger Mark Buoy on the deck which can be automatically to release from the deck of a vessel and float in the water and quickly install the accident position in case of sinking accidents. The buoy will be to reduce the risk of navigation and prevent secondary collisions.

A Secure AIS Protocol Suggestion with Analyses of the Standard AIS Protocol (표준 AIS 프로토콜 분석을 통한 보안 AIS 프로토콜 제안)

  • Recently, marine accidents such as the sinking accident Mongol freighter ship and the sinking accident of Sewol ferry in Jindo continuously happen. In order to decrease the number of these marine accidents, Korean ships are obliged to follow the AIS(Automatic Identification System) system. The AIS protocol includes all information for sailing ships. However, the standard AIS protocol does not provide any security function, In addition, it is possible to hijack the standard AIS protocol in case of using a satellite communication device called FUNcuve Dongle Pro+. Therefore, this paper analyzes weak points of the security in the standard AIS protocol. Furthermore, this paper ensures reliability by marking the MAC Address of sender and receiver for secure communication and suggests the protocol that can securely send data, using the VPN Tunnelling method. Therefore, the suggested AIS protocol provides the secure communication to the AIS protocol and protect the messages in the AIS protocol, which can serve safe voyages by decreasing the marine accidents.

  • This study aims to examine the state of accidents and related issues related to Theme Groups experiential learning experiences of students and suggest ways to improve security measures to prevent future incidents. Case studies of the sunken Sewol ferry and the collapse of the gymnasium at Mauna resort in Gyeongju are conducted by analyzing the existing literature and the data collected from the media sources and related agencies. With a basis on the findings of the analyses, it is suggested that legal foundation and disaster and risk management systems (systematic revision of the laws, raised safety awareness among citizens, production and education of security managers, formation of disaster management organizations, establishment of headquarters in case of emergency and installation of first aid facilities, improved national response system, enforcement of disaster drills, introduction of assessment system, etc.) must be established to contribute to creating a safer society.

  • On January 13th 2012 Italian flag Costa Concordia was partly sunk. The ship was carrying 4,252 passengers and crew; in the next few days the bodies of 30 people were found. Two are still missing. Two South Korean passengers and an Italian crew member was rescued from the ship on January 15th, more than 24 hours after the accident. As of June 18th 2012 (The date of presentation) around 32 people had not been accounted for. In this paper, it is viewed and pointed out the cause, problem, and implication for the future. As a result, intelligent innovative evacuation system for the VLPS (Very Large Passenger Ship) should be set up in terms of international maritime safety.

  • Purpose: This study was conducted and analyzed using statistical techniques to examine the impact of fear of risk committed by risk committed overseas on people who are about to travel abroad. Method: In the event of a risk, fear of a risk occurs, and fear of a risk adversely affects people's daily lives, and in the event of a decline in daily life, affecting the economy and social activities of the area, a small risk often has a huge impact on society. In particular, the fear of risk committed abroad has an impact on overseas activities as overseas travel has been activated in time for the global era. Result and Conclusion: Therefore, according to the research, the fear of crimes committed overseas has a negative effect on the choice of overseas travel.

Identifying Seafarer's Behavioral Error by Marine Accident Type (해양사고 종류별 선원의 행동오류 식별)

  • The identification of behavioral errors by seafarers that have caused marine accidents may provide important clues for the reduction or prevention of marine accidents. The purpose of this study is to identify the behavioral errors of seafarers by the type of marine accident using the theory of Skill-, Rule-, and Knowledge-Based Behavior (SRKBB). In order to identify behavioral errors, we collected the information related to 1,744 cases of maritime accidents over a 9 year period (2008 ~ 2016). The behavior errors of the seafarers who caused the marine accidents were classified as SBBE (Skill-Based Behavioral Error), RBBE (Rule-Based Behavioral Error), and KBBE (Knowledge-Based Behavioral Error). After analyzing the frequency of behavioral errors according to the type of marine accident, results showed SBBE had the highest frequency of errors, followed by RBBE. Additionally, the frequency of occurrence of accidents such as stranding, overturning, and sinking was high in KBBE. This study showed it is possible to identify behavioral errors of seafarers according to the type of marine accidents.

Ultimate Strength Based Reliability of Corroded Ship Hulls (부식을 고려한 선각거더의 최종강도 신뢰성)

  • Aging ships can suffer structural damage due to corrosion, fatigue crack etc., and possibility of catastrophic failure of seriously damaged ships is very high. To reduce the risk of loss of ships due to hull collapse, it is essential to evaluate ultimate hull strength of aging ships taking into account various uncertainties associated with structural damages. In this paper, ultimate strength-based reliability analysis of ship structures considering wear of structural members due to corrosion is described. A corrosion rate estimate model for structural members is introduced. An ultimate limit state function of a ship hull is formulated taking into account corrosion effects. The model is applied to an existing oil tanker, and reliability index associated with hull collapse is calculated by using the second-order reliability method (SORM). Discussions on structure safety of corroded ships are made.

  • 최근 국제해사기구(International Maritime Organization, IMO)는 "극지를 운항하는 선박에 대한 안전기준(Polar Code)"를 제정하여 결정하기로 하였으며, 2012년까지 완료하여 법제화하기로 하였다. 이는 최근의 극해 지역의 연속적인 사고의 심각성에 대한 대비책의 일환이다. 2004년도에 알라스카 앞바다에 침몰한 Selendang Ayu 는 6600만 톤의 콩, 170만 리터의 연료유와 55,564 리터의 MDO 및 다른 오염물질을 바다에 유출하였다. 이는 주변의 동물들에게 심각한 영향을 끼쳤고, 아직까지도 유출되어진 오염물질들을 완전히 처리하지 못한 상태이다(Arctic marine shipping assessment, Arctic council 2009.). 즉, 기름이 유출을 하면 방재시설이 다른 육상에서 오기 전까지는 상당히 오랜 시간 동안, 사고 지역 주변을 오염시키게 되며, 유빙이나 극한의 온도는 방재 작업을 더욱 힘들게 한다. 본 연구에서는 극해와 같은 해역에서 기름이 유출 하였을 때에 대응하는 방법, 즉 현존하는 기계적인 복구 방식, 점화식 처리 방식 과 유처리제 방식을 소개하고, 그에 대한 국제규정 및 기술 발전 동향에 대해서도 설명한다.
