Application of GIS for Assessing Asset by Double Entry Bookkeeping in Local Government -Focused on Geoje City- (지자체의 복식부기 자산평가를 위한 GIS적용 -거제시를 중심으로-)

  • Local government needs to an official document to conserve and manage its assets under the control of it by performing public duties. The central government adopted double entry bookkeeping in January of 2007 is demanding that local government should make reports of asset management that are related to assets and debts by using double entry bookkeeping. It is also imperative to assess assets of local government's public facilities in order to adopt double entry bookkeeping. But it is hard to exactly inspect some facilities that are constructed underground. In case of Geoje City, this study also found out that $70{\sim}80%$ of the clauses about facilities such as road and water supply in GIS database can be applied fur assessing assets by double entry bookkeeping. Due to the weak connection between double entry bookkeeping and GIS database, local governments have to make more study in order to practically use double entry bookkeeping system.

Survey for Farmland Development in Western Coast of North Korea Using Satellite Image Data (인공위성 화상데이터를 이용한 북한 서해안지역의 농지기반조성 현황조사)

  • The aim of this study was to find out and confirm the project formulation, feasibility, scale and locations on the farmland development projects such as planned and ongoing tideland reclamation and irrigation facilities along the western coast of North Korea using satellite image data, Landsat TM, JERS OPS and SPOT PAN and aged maps. In order to apply to the study, remote sensing technologies such as geometric correction. digital mosaicking, image merging, linear extraction and land cover classification were studied. As the results of the study, the reclaimable tidal flats are recognized at about 178,000 ha equivalent to 59% of announced 300,000ha. and 16,000 ha of completed, 17,000 ha of ongoing project areas although 27,000 ha were revealed to be completed during 1987-1993. Almost planned projects are appeared to be shortage of water supply due to their small watersheds, however, most projects are connected with 2000 mile canal system.

  • In industrial fields like big factories, efficient management of resources is critical in terms of time and expense. So, inefficient management of resources leads to additional costs. Nevertheless, in many cases, there is no proper system to manage resources. This study proposes a system to manage and track large-scale resources efficiently. We attached Bluetooth 5.0-based beacons to our target resources to track them in real time, and by saving their transportation data we can understand flows of resources. Also, we applied a diagonal survey method to estimate the location of beacons so we are able to build an efficient and accurate system. As a result, We achieve 47% more accurate results than traditional trilateration method.

  • 현재 우리나라의 수치지도는 5년 주기로 갱신되고 있어 국토변화에 신속하게 대응하지 못하는 문제점을 가지고 있다. 본 연구에서는 이러한 수치지도를 건설공사 준공도면을 활용한 수시갱신이 이루어 질 수 있도록 건설공사 현황, 관련규정, 해외사례 검토, 준공도면을 이용한 수치지도의 시범제작을 통해 현재의 관련규정 및 제도상의 문제점을 도출하고, 개선방안을 제시하였다. 이를 종합한 결과 수치지도 수시갱신을 위해 준공도면을 활용하기 위해서는 첫째, 준공도면의 명확한 정의와 세부지침의 마련이 필요하다. 둘째, 준공측량의 제도적 근거 마련과 성과심사가 필요하다. 셋째, 준공도면 작성비용의 부담주체 설정해야 한다. 넷째, 정보공유협력체계가 마련되어야 한다. 준공도면을 활용하여 수치지도를 수정하는 방법은 매우 효율적인 것으로 판단되며, 준공도면 제출제도를 활성화시키기 위한 노력을 통해 신속하고 정확한 수치지도를 제공할 수 있는 기반을 마련할 수 있을 것이다.

Analysis on Pilot Survey for Cadastral Non-correspondence Arrangements (지적불부합지의 정리를 위한 실험측량 분석 연구)

  • The cadastral system which accomplishes the base of national land administration with accuracy of proper data and the cadastral maintenance quickly is agreeing with the actual place in information ages in Inundation. But even in spite of many efforts, various Problems are exposed in accuracy of the data on the cadastral maps and local situation must agree accurately from the process which propels cadastral information systems. Therefore, it must be carried out the cadastral non correspondence arrangement first of all in link of the plan which it corrects the error of existing data and computerization quickly. It summarizes the research as follows ; Cadastral non correspondence of the land boundaries on the map and actual circumstance does not agree with cadastral maps accurately, The lands which exceed the standards with the position error excess of 50cm on lil ,200 and 240cm on 1/6,000 areas on the map scale are the registration correction objectives. It is investigated that the cadastral non correspondence parcels occur in various cause and long period, the area error corrections are mainly objectives, and about 80% of the test area comes to reveal within permitted the limit of the measurement of planimetric area for cadastral survey, so it is not difficult with the fact that the compensation back which it follows in area increase and decrease and the location error correction becomes the important object fer the cadastral non correspondence arrangement projects.

Problems and Improvement Measures for the transformation of World Geodetic System (지적공부의 세계측지계 변환에 따른 문제점 및 개선방안)

  • The introduction of the world geodetic reference system in cadastral sector can apply the international standardization of cadastral survey and can be the basis for the creation of new industries by merging with other industries based on spatial information. With the introduction of the world geodetic reference system, non-coincidence land may cause problems which are whether the cadastral record and the real estate register are not consistent, etc. This problem infringes on the protection of ownership of citizens suggested in the main purpose of 「Act On The Establishment, Management, Etc. Of Spatial Data」. We have analyzed at overlapping cases between private land and overlapping cases between national and public land and suggested institutional improvement measures to solve problems arising on the site. As a result, it will be necessary to introduce a transformation verification measure by the world geodetic reference system in order to assign a function as a cadastral records to mapping converted to the world geodetic reference system. It is also expected that the legal and institutional basis should be established for alert adjustment and positioning through verification measures. Finally, it is difficult to determine the transformation factor as the co-ordinates of common points also differ because survey results vary by work area. Therefore, it is deemed necessary to consider the requirement to use the cadastral measurement basis by the world geodetic reference system in 2021.

Extraction and Utilization of DEM based on UAV Photogrammetry for Flood Trace Investigation and Flood Prediction (침수흔적조사를 위한 UAV 사진측량 기반 DEM의 추출 및 활용)

  • Orthophotos and DEMs were generated by UAV-based aerial photogrammetry and an attempt was made to apply them to detailed investigations for the production of flood traces. The cultivated area located in Goa-eup, Gumi, where the embankment collapsed and inundated inundation occurred due to the impact of 6th Typhoon Sanba in 2012, was selected as rhe target area. To obtain optimal accuracy of UAV photogrammetry performance, the UAV images were taken under the optimal placement of 19 GCPs and then point cloud, DEM, and orthoimages were generated through image processing using Pix4Dmapper software. After applying CloudCompare's CSF Filtering to separate the point cloud into ground elements and non-ground elements, a finally corrected DEM was created using only non-ground elements in GRASS GIS software. The flood level and flood depth data extracted from the final generated DEM were compared and presented with the flood level and flood depth data from existing data as of 2012 provided through the public data portal site of the Korea Land and Geospatial Informatix Corporation(LX).

Estimation of Geomorphologic Change in Saemangum Tidal Flat by Remote Sensing (원격탐사를 이용한 새만금 조간대의 지형변화 연구)

  • 위성영상을 이용한 새만금 지역의 DEM생성을 위하여 waterline method를 사용하였으며, 총 13개의 Landsat thematic mapper (TM) 위성영상 자료를 이용하여 1991년과 2000년 기준의 DEM을 생성하였다. 현장 수준측량 자료를 이용하여 생성된 DEM의 정밀도 검증을 실시하였으며, 2002년 3월에 100m 간격으로 측정된 실측자료를 이용하였다. 해안선 추출은 density slicing 방법을 사용하였으며, 사용된 밴드는 육지의 경계를 구분하는데 많이 쓰이는 밴드 4번, 5번 및 6번 밴드를 선택적으로 사용하였다. 절대고도 값의 대입을 위하여 waterline 추출에 사용된 위성영상의 획득 시간에 대해 해양조사원의 10분 간격 실측 조위를 사용하였으며, 추출된 13개 waterline의 최저 조위는 58cm 이고 최고 조위는 537cm 이다. 추출된 해안선에 수준측량 자료를 이용하여 검증한 결과 RMS 오차 9.91 cm, 표준편차 9.78 cm의 정밀도를 갖는 2000년도 DEM을 생성하였다. 새만금 지역의 waterline 추출 과정에서 만경강과 동진강 하구 지역은 강에 의한 에너지의 유입, 유출로 인한 변화가 심하여 두 지역을 DEM 생성에서 제외하였다. 이렇게 생성된 과거(19991년도) DEM과 현재(2000년도) DEM을 이용한 지형변화 비교는 두DEM 차이로 9년간의 새만금 조간대 변화를 계산하였다. 군산공항지역의 지형변화는 거의 없는 것으로 나타났으며, 새만금 방조제가 건설된 이후 개화도 주변지역의 변화가 가장 두드러진 지형적 변화로서 방조제 입ㆍ출구 지역은 빠른 유속에 의해서 과거에 비해 침식이 우세하며, 방조제에서 육지로 갈수록 퇴적이 우세한 것으로 관측되었다.보체계의 구축사업의 시각이 행정정보화, 생활정보화, 산업정보화 등 다양한 분야와 결합하여 보다 큰 시너지 효과와 사용자 중심의 서비스 개선을 창출할 수 있는 기반을 제공할 것을 기대해 본다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. A Study on Legal and Regulatory Improvement Direction of Aeronautical Obstacle Management System for Aviation Safety (항공안전을 위한 장애물 제한표면 관리시스템의 법·제도적 개선방향에 관한 소고)

  • Aviation safety can be secured through regulations and policies of various areas and thorough execution of them on the field. Recently, for aviation safety management Korea is making efforts to prevent aviation accidents by taking various measures: such as selecting and promoting major strategic goals for each sector; establishing National Aviation Safety Program, including the Second Basic Plan for Aviation Policy; and improving aviation related legislations. Obstacle limitation surface is to be established and publicly notified to ensure safe take-off and landing as well as aviation safety during the circling of aircraft around airports. This study intends to review current aviation obstacle management system which was designed to make sure that buildings and structures do not exceed the height of obstacle limitation surface and identify its operating problems based on my field experience. Also, in this study, I would like to propose ways to improve the system in legal and regulatory aspects. Nowadays, due to the request of residents in the vicinity of airports, discussions and studies on aviational review are being actively carried out. Also, related ordinance and specific procedures will be established soon. However, in addition to this, I would like to propose the ways to improve shortcomings of current system caused by the lack of regulations and legislations for obstacle management. In order to execute obstacle limitation surface regulation, there has to be limits on constructing new buildings, causing real restriction for the residents living in the vicinity of airports on exercising their property rights. In this sense, it is regarded as a sensitive issue since a number of related civil complaints are filed and swift but accurate decision making is required. According to Aviation Act, currently airport operators are handling this task under the cooperation with local governments. Thus, administrative activities of local governments that have the authority to give permits for installation of buildings and structures are critically important. The law requires to carry out precise surveying of vast area and to report the outcome to the government every five years. However, there can be many problems, such as changes in the number of obstacles due to the error in the survey, or failure to apply for consultation with local governments on the exercise of construction permission. However, there is neither standards for allowable errors, preventive measures, nor penalty for the violation of appropriate procedures. As such, only follow-up measures can be taken. Nevertheless, once construction of a building is completed violating the obstacle limitation surface, practically it is difficult to take any measures, including the elimination of the building, because the owner of the building would have been following legal process for the construction by getting permit from the government. In order to address this problem, I believe penalty provision for the violation of Aviation Act needs to be added. Also, it is required to apply the same standards of allowable error stipulated in Building Act to precise surveying in the aviation field. Hence, I would like to propose the ways to improve current system in an effective manner.
