최근 우리나라 연안해역에는 선박간의 빈번한 조우상황 및 교통량 증대로 해양사고 위험이 항상 잠재되어 있다. 또한, 선박 조선에 편의한 기술은 증대하고 있으나 충돌사고는 줄어들지 않고 있어, 경험을 기반으로 한 선박 조선은 한계에 왔으며, 선박의 충돌위험도의 정량화가 필요하다. 본 연구는 선박운항자의 주관적인 위험도를 나타내는 모델(PARK's Model / Potential Assessment of RisK)을 이용하여, 선박에서 간편하고 쉽게 이용할 수 있는 어플리케이션을 개발하고 이를 실제 선박에 탑재하여 그 효용성을 점검하여 선박통항 안전성에 기여하고자 한다. 이를 통해 선박에서 뿐만 아니라, 관제사에게 객관적인 정보를 제공하며, 예비 항해사를 위한 충돌예방 교육용 도구로도 사용하고자 한다.

In this study, we propose a method for evaluating the risk of collision between ships to support determination on the risk of collision in a situation in which ships encounter each other and to prevent collision accidents. Because several uncertainties are involved in the navigation of a ship, must be considered when evaluating the risk of collision. We apply the Dempster-Shafer theory to manage this uncertainty and evaluate the collision risk of each target vessel in real time. The distance at the closest point approach (DCPA), time to the closest point approach (TCPA), distance from another vessel, relative bearing, and velocity ratio are used as evaluation factors for ship collision risk. The basic probability assignments (BPAs) calculated by membership functions for each evaluation factor are fused through the combination rule of the Dempster-Shafer theory. As a result of the experiment using automatic identification system (AIS) data collected in situations where ships actually encounter each other, the suitability of evaluation was verified. By evaluating the risk of collision in real time in encounter situations between ships, collision accidents caused by human errora can be prevented. This is expected to be used for vessel traffic service systems and collision avoidance systems for autonomous ships.

Collision avoidance algorithm of vessels have been studied to avoid collision and grounding of a vessel due to human error. In this paper, We propose a collision avoidance algorithm using bayesian estimation theory for safety sailing and reduced risk of collision accident. We calculate collision risk for efficient collision avoidance using bayesian algorithm and determined the safest and most effective collision risk is predicted by using re-planned with re-evaluated collision risk in the future(t=t'). Others ship position is assumed to be informed from AIS. Experimental results show that we estimate the safest and most effective collision risk.

The Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs) was adopted to prevent ships from colliding with other ships or any object such as the seabed. COLREGs have been codified and refined since the mid-19th century, and have reached the present. Therefore, the terms and sentences used in COLREGs also have distinct academic and legal connotations. However, in the Maritime Safety Act of the Republic of Korea, which translated COLREGs into domestic law, the "risk of collision" and the "danger of collision" was used in the law without distinguishing their meanings. Accordingly, the difference between "risk" and "danger" was analyzed with reference to the definition of risk by an authoritative international organization of the United Nations such as the International Maritime Organization and the International Organization for Standardization as a well-known and authoritative non governmental organization. In addition, the cases codified in COLREGs and translated cases in the Maritime Safety Act were analyzed to highlight the need for amending the Maritime Safety Act. From the perspective of safe navigation, it is expected that the Maritime Safety Act in the future would distinguish between "danger" and "risk" so that the efforts of watch officers to prevent collisions could be further systematized.

지난 50년 동안 우리나라 근해의 해양사고통계에 따르면 해양사고의 36%가 선박충돌사고로 나타나고 있고 이로 인해 막대한 재산피해, 인명손실 및 환경피해가 발생되고 있다. 한국형이네비게이션사업은 우리나라 근해에서 발생하는 이러한 해양사고를 획기적으로 줄이기 위한 것으로 현재 연구가 진행중이다. 본 연구는 한국형이네비게이션의 최적안전항로서비스에 필요한 충돌위험도평가모델을 개발하는 것이 목적이다. 개발된 충돌위험도평가모델은 과거의 AIS 데이터를 기반으로 주어진 항로의 충돌위험도를 계산한다. 모델의 계산 및 결과를 도시하기 위해 MATLAB 및 MATLAB 기반의 M-Map 패키지가 사용되었다. 개발된 모델의 검증을 위해 정상작동 여부를 확인하기 위한 시험해역 적용과 현장 적용성을 검토하기 위한 실해역 적용이 각각 수행되었으며 그 유용성을 확인할 수 있었다.

In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.

Vehicle collision to bridges has been known as one of the causes of bridge collapse, and the emergency plans and disaster management has been recently emphasized to secure public safety. This study conducted risk assessment of vehicular collision to bridges for highway bridges in Korea. Risk assessment consists of three steps; preliminary risk analysis(PRA), simplified risk analysis(SRA) and detailed risk analysis(DRA). The PRA firstly screens out the possibility of occurrence of the event. The SRA identifies influencial factors to risk of the event and evaluates risk scores to determine risk levels and necessity of DRA that investigates the risk of the bridge in detail. This study focuses on the methodology of the risk assessment, especially the SRA, and the stratification methods which evaluate risk levels of vehicular collision. The analysis results were compared to the reported vehicular collision accidents. The proposed method can be utilized in similar disaster management area.

The ship's maneuverability is the important factor to avoid ship's collisions. The ship's maneuverability is usually measured in a deep water, and the turning ability is decreased and the course stability is improved in a shallow water. The variation of the turning ability could cause the risk of collision. In this paper, we proposes application technique of Variable Safe-Guard Ring to consider the shallow water effect and to be simple to estimate the grade of collision risk simultaneously. Through the mathematical simulation, the availability of new method was varified. Therefore this method is expected enough to support a maneuver for collision avoidance.

This paper includes the development and operational status of the space object collision risk management system operated by the Korea Aerospace Research Institute. Currently, it monitors 6 low-orbit satellites and 3 geostationary satellites for collision risks 24 hours, enabling prompt collision avoidance maneuvers to ensure safe and stable operations. Since Chinese anti-satellite test (ASAT) in 2007, the monitoring of collision risks between space objects and operational satellites has been taken seriously, leading to the development of various collision risk management systems to respond quickly and efficiently to such situations. This paper provides an introduction to the space object collision risk management system developed from 2007 to the present, the current status of artificial space objects around Earth, and the system currently in operation. Additionally, it outlines future prospects and plans for the system.
