  • In this paper we propose a collision risk decision system for collision avoidance system A collision avoidance system carries out collision avoidance based on collision risk of unknown obstacle. In the traditional researches, using DCPA and TCPA for calculating the collision risk has problem that they produce a same collision risk for ship which located in the given distance. The solves the problem we use DCPA, TCPA, and VCD for calculating collision risk. A proposed system has two advantages that is produce more detailed collision risk and reflects the international Regulations for Preventing Collision at Sea.

  • The Convention on the international regulations for preventing collisions at sea, 1972(COLREGs) defines the collision avoidance principles and various navigation rules for the prevention of collision at sea. In particular, the initial responses to avoid risk of collision are mainly decided by navigation officer's experience and subjective judgement. However, collision accidents could be effectively prevented if the minimum criteria of quantitative initial response are suggested to the junior officers and the cadets who have insufficient sea experience and navigation competency. This study reviewed the COLREGs terms related to the initial response and the existing papers concerned with risk assessment model. A questionnaire survey is also carried out for safe passing distance, degrees of alternating course and initial response distance to avoid collision in accordance with various encounter situations. Base on these results, we propose the proper minimum safe passing distance between the vessels, the initial response distance and required turning angles for alternation in each encounter situations. The suggested criteria of initial response will contribute to the prevention of collision at sea as well as the improvement of gradual navigation technology.

  • Collision of small vessels such as fishing boats cause great personal injury. Prior to this study, the collision prevention algorithm was developed to assess the collision risk and make the collision alarm. However, a service provided for safety, such as a collision warning, not only prevents risks, but also requires a certain degree of user satisfaction to function effectively. In this study, the collision prevention algorithm for small vessels was improved to be more practical, and the effects of the improvement were confirmed by applying the algorithm. A survey conducted on the users of the collision warning service confirmed the user requirements for improving the accuracy of the collision warning system and reducing the volume and number of alarms. Accordingly, the algorithm was improved for user satisfaction, and the actual vessel experiment was performed applying the improved algorithm in an actual maritime environment. As a result, the frequency of alarm occurrence decreased compared to former algorithm, but the alarm was relatively steadily generated in dangerous situations. It was analyzed that the accuracy and practicality of the collision alarm were improved. If the practicality and reliability of the improved algorithm are verified in the further study, it will be able to effectively contribute to the prevention of collisions of small vessels.

  • 국제해사기구(IMO)에서는 인적과실의 예방과 항해사의 업무부담 경감을 위하여 e-navigation의 도입을 추진하고 있고 전략이행계획에 따라 2019년까지 e-navigation의 구현을 위한 관련 지침의 개발과 협약규정 제 개정작업이 활발히 진행 예정이다. 해양사고에 취약한 소형선박이나 어선에 e-navigation적용위해서는 사고예방에 관한 시스템의 개발과 구축이 필요하다. 본 연구에서는 IMO의 e-navigation 솔루션과 현재 정부에서 추진중인 한국형 e-navigation 구축사업 내용을 바탕으로 향상된 개념의 소형선박의 선박충돌예방지원시스템을 연구하여 제시하였다. 이 연구가 e-navigation이 실질적인 해양사고 예방에 효율적으로 활용되는데 정책적인 측면과 실무적인 측면에서 기여할 수 있다고 보며, 특히 연안선박과 소형어선의 안전증진에 기여할 수 있기를 기대한다.

  • According to the Ministry of Employment and Labor's statistics on occupational fatalities in South Korea, more than half of the fatalities in the past five years have occurred in the construction industry. The stuck-by and caught-in-between accidents associated with construction equipment is the major source of fatalities from construction sites. In order to prevent such accidents in construction sites, the government has spent lots of efforts including proposing the "special law on construction safety" and encouraging the implementation of new technology for accident prevention. However, numerous accidents are still occurred at construction sites and further efforts are still required. In this manner, this study developed a collision prevention technique that can prevent collision between equipment and worker by recognizing location and type of the nearby objects through ultrasound scanning. The study conducted a pilot experiment and the analysis results demonstrate the feasibility of achieving high performance in both object recognition and location estimation. The developed technique will contribute to prevent collision accidents at construction sites and provide the supplemental knowledge on developing automated collision prevention system for construction equipment.

선박운항자 의식을 반영한 간소형 선박 충돌위험도 표시 어플리케이션 개발에 관한 연구

  • 최근 우리나라 연안해역에는 선박간의 빈번한 조우상황 및 교통량 증대로 해양사고 위험이 항상 잠재되어 있다. 또한, 선박 조선에 편의한 기술은 증대하고 있으나 충돌사고는 줄어들지 않고 있어, 경험을 기반으로 한 선박 조선은 한계에 왔으며, 선박의 충돌위험도의 정량화가 필요하다. 본 연구는 선박운항자의 주관적인 위험도를 나타내는 모델(PARK's Model / Potential Assessment of RisK)을 이용하여, 선박에서 간편하고 쉽게 이용할 수 있는 어플리케이션을 개발하고 이를 실제 선박에 탑재하여 그 효용성을 점검하여 선박통항 안전성에 기여하고자 한다. 이를 통해 선박에서 뿐만 아니라, 관제사에게 객관적인 정보를 제공하며, 예비 항해사를 위한 충돌예방 교육용 도구로도 사용하고자 한다.

  • A Collapse of bridge by ship's collision to the bridge post may lead a great calamity. This paper investigates on avoiding collision between a ship and bridge by improvement of environmental factors, submitting a counter plan of reducing collision effect by triangular type of collision protecting bar and ship maneuvering skills. Putting up collision protecting bar fences of triangular type around the bridge posts would decrease the collision impact force by 75 percent.

Study on the Human Error Prevention Collision Avoidance Model using Merchant Ship Collision Accident Analysis (상선 충돌사고 분석을 이용한 인적과실 예방 충돌회피모델 연구)

  • The purpose of this study was to investigate the causes of collisions by examining 668 cases of merchant ship collision accidents that occurred during the past 12 years (2010-2021) and analyzed them statistically. Further, the analysis results were applied to propose a human error prevention collision avoidance (HEPCA) model. The statistical annual report of the Korea Maritime Safety Tribunal (KMST) and the collision investigation report were investigated to collect data on the causes of collisions of merchant ships, and frequency analysis was performed using the statistical analysis tool, SPSS Statistics. In the first-stage analysis, the causes of collisions were analyzed targeting 668 merchant ship collision accidents, and in the second-stage analysis, the identified maximum frequency cause factors were analyzed in detail. The analysis results identified that 98 % of the cause of the collision was the human error of the navigator, and the highest frequency was in the order of neglect of look-out > violation of navigation regulations > improper maneuvering. The cause of the neglect of look-out was mainly neglecting continuous monitoring after the first recognition of the target ship. The HEPCA model for human error prevention was proposed by applying the analysis results to the collision case of the investigation report. The results of this study are expected to be used as educational materials at marine navigator educational institutions and in practice for avoiding collisions caused by human errors of navigators.

Accident Information Analysis and Alert Technology for Protecting Highway 2nd Collision (고속도로 2차 충돌사고 방지를 위한 사고 정보 분석 및 알림 기술)

  • 매년 고속도로 교통사고로 많은 사람이 목숨을 잃고 있으며 이 중 1차 사고에 이은 2차 충돌사고로 인한 교통사고는 전체 고속도로 교통사고의 14%이며, 치사율은 50%에 이른다. 본 논문에서는 고속도상의 2차 충돌사고 예방을 위한 실시간 사고 정보 분석 및 알림 기술을 제안한다. 제안 기술은 블랙박스와 내비게이션 길 안내 기술, 교통정보 및 센서를 활용한 사고 인식 기술, 통신형 내비게이션 및 위치 공유 기술 그리고 사고 정보 알림 기술을 바탕으로 현재 주행 중인 고속도로의 정보를 종합적으로 인식하여 사고 및 정차를 판별하여 사용자에게 알려줌으로써 2차 충돌사고를 예방한다.
