The consideration of the vehicle safety (차량안전에 관한 고찰)

  • 차량의 안전성능 향상을 위해서는 사고에 대한 예방안전장치, 사고후의 사고 확산 방지, 사고시의 안전대책 등 여러가지 조건들이 고려되어야 한다. 그외의 부가적인 것으로는 도로여건, 운전자를 포함한 운전자 주위의 환경요건이 있다. 본 고에서는 차량안전에 관한 일반적인 관련 사항을 소개하고, 추가적으로 충돌시험의 몇가지 simulation 방법에 대하여 기술하고자 한다.

A Study on Factors that Trigger Human Errors Related to Causes of Ship Collisions (선박충돌사고 원인과 관련된 인적과실 유발요인에 관한 연구)

  • The purpose of this study is to contribute to the prevention of ship collisions by investigating real ship collision cases and statistically analyzing causes of human error for captains and Officers of the Watch (OOW). This study encompassed a total of 109 cases for 218 vessels, which were suitable for the analysis of ship accidents between merchant ships or merchant ships and fishing boats over the 7 years from 2010 to 2016. Data was collected while classifying vessels according to type, Give-way and Stand-on vessels, along with the cause of human error. Factors causing human error were identified after focusing on the cause of each collision given by the OOW ; frequency and cross tabulation analyses were conducted using SPSS, a statistical analysis tool. As a result, the main causes of human error by an OOW in a ship collision situation were that lookout was neglected in a Give-way vessel including radar surveillance (74.3 %) or continuous observation of an opponent vessel was carried out (17.4 %). A major factor for Stand-on vessels was failure to act to avoid collision with another vessel (63.3 %). In particular, most neglect for lookout type merchant ships occurred after the opponent ship was first observed, and a common cause of lookout neglect and neglect of duty was a focus on other tasks during navigational watch time.

Analysis of Effect of the Ship's Route Exchange through the Ship Handling Simulation (선박조종 시뮬레이션을 통한 선박 경로 교환의 효과 분석)

  • To prepare the integrated safety management system 'e-navigation', research is being conducted on the route exchange for sharing intended routes between ship and ship, and between ship and land. But they don't have enough specific grounds for the effects of route exchange and the necessity of its introduction and focus on technical aspects like the implementation of route exchange. This study tried to quantitatively analyze the effects of route exchange on sailing safety with the use of ship handling simulation, integrate simulation performers' subjective evaluations, and investigate the effects of route exchange. The ship-to-ship route exchange resulted in the initial collision avoidance action time was 3.43 minutes faster, the collision avoidance direction change rate was 60 %, the proximity to target A was 31 %, and Mean Rudder Angle Index decreased by 57 %. In addition, 95 % of the survey respondents had an effect on the decision making of collision avoidance, 85 % had a positive impact on safety navigation, 90 % had an accident prevention effect, 70 % reduced the psychological burden of officers, and 70 % should be introduced in practice.

  • This study researched about problem of Xenophobia and proposed countermeasures of the police. This study utilized previous studies and statistical of Xenophobia. Xenophobia was negative reaction about foreign stranger joined area of native people. and native hated stranger. Xenophobia has not yet big trouble in Korean society. But small trouble will prospect be big trouble. Xenophobia in Korea society was influenced by increase of migrant worker, increase of foreigner, negatude of foreigner from low income countries, native troubled immigrant, receptivity of multi-cultural. Accordingly, This Situation will be big social problem. and we need active counteract. Active counteract plan utilized police of public power. So. This study suggest plan of police. Plan of police stretch the criminal justice by Xenophobia crime, active response of media and SNS negative about foreigner, crash-prevention native, foreign crime prevention.

A Study on the Lights and Shapes for the Small Fishing Vessel and the Vessels Towing and Being Towed (소형어선 및 예인선단의 등화 및 형상물에 관한 고찰)

  • This study aims at reviewing first the cases of marine accidents of small fishing vessels and vessels towing and being towed and, the problems concerning such lights and shapes that could be misunderstood for those in concerned Rules, or that could impair their distinctive characteristics or obstruct to keep a proper look-out. And then I wish to make a suggestion of the necessity of amending the National Laws which stipulate the rules for the ship's lights and shapes as follows; Firstly, by amending the "Standard of Construction and Equipment for the Less Than 10 Gross Tonnage of Small Fishing Vessels" small fishing vessel must be equipped with the lights and shapes that are the same as those of "vessel engaged in fishing" prescribed by Rule 26 of the "COLREG 1972" and Rule 84 of the "Maritime Safety Law Act". Secondly, "Standard of Fishing Vessels Equipment" which stipulate the rules concerning the exception of the running lights and radar reflector for the small fishing vessels must be amended to meet the requirement of Rule 20 of the "Maritime Safety Act". Thirdly, the definition of "Length of the tow" which prescribed by Rule 2 of the "Maritime Safety Act" must be amended to meet the Rule 24 of the "COLREG 1972". And also I wish to adhere to the importance of displaying the adequate vessel lights and shapes by every mariner for preventing marine accidents.

  • In this paper we consider the problem of the existing TCAS-II systems that fail to be satisfactory solution to mid-air collisions (MACs) and near mid-air collisions (NMACs or near misses). This is attributed to the fact that the earlier studies on the collision avoidance mainly have focused on determination logic of avoidance direction and vertical speed, reversal of the avoidance direction, multiple aircraft geometry, and availability in certain air spaces. But, the influence of sensor measurement errors on the performance of collision avoidance was not properly taken into account. Here we propose a new TCAS algorithm by using Kalman filter instead of '${\alpha}-{\beta}$' tracker to improve the avoidance performance under the influence of barometric sensor errors due to air-temperature, pressure leaks, static source error correction, etc.

A Research on V2I-based Accident Prevention System for the Prevention of Unexpected Accident of Autonomous Vehicle (자율주행 차량의 돌발사고 방지를 위한 V2I 기반의 사고 방지체계 연구)

  • This research proposes the Accident Prevention System to prevent collision accident that can occur due to blind spots such as crossway or school zone using V2I communication. Vision sensor and LiDAR sensor located in the infrastructure of crossway somewhere like that recognize objects and warn vehicles at risk of accidents to prevent accidents in advance. Using deep learning-based YOLOv4 to recognize the object entering the intersection and using the Manhattan Distance value with LiDAR sensors to calculate the expected collision time and the weight of braking distance and secure safe distance. V2I communication used ROS (Robot Operating System) communication to prevent accidents in advance by conveying various information to the vehicle, including class, distance, and speed of entry objects, in addition to collision warning.

해상용 파노라마 카메라를 이용한 해양관측부이 보호 및 선박사고 예방방안에 관한 연구

  • 해양관측부이는 해상에서 일어나는 기상현상, 해양의 변화 등을 관측하는 중요시설물로 주로 원거리 해상에서 운영되고 있다. 이러한 해양관측부이는 원거리에서 운영됨에 따라 Vandalism, 선박운항 부주의 등에 의하여 파손, 유실 등의 사고가 빈번하게 발생하게 되는데, 해양관측부이가 선박 충돌 등으로 인해 손상되면 운영여건 특수성에 의해 복구 및 교체 작업에 많은 시간과 비용이 발생하게 되며, 정위치 이탈 시 2차사고의 발생 위험성이 있다. 본 연구에서는 이러한 해양관측부이의 보호를 위하여 위성전송 파노라마 카메라 및 항로표지용 AIS 등의 장치를 활용하여 접근하는 선박을 감시하고, 상대 선박에는 위험경보를 인식하여 사고를 예방하며, 불가항력적인 사고 발생 시 운영자에게 이를 신속하게 알려 조기에 필요한 조치를 취하게 할 수 있는 방법과 시스템을 개발하였으며, 해당 시스템을 효율적으로 활용할 수 있는 방안을 제시하고, 개발한 시스템의 유용성을 검증한다.

운항사고 평가와 예측기법의 개발동향 조사 연구

  • 운항사고는 충돌, 좌초, 화재, 사망 등 모든 해양사고가 내포된 것으로, 선박을 관리 및 운영하는 회사에 막대한 손실을 야기할 수 있다. 고도의 운항사고 예방기법과 예측 시스템 등은 비용손실 최소화를 위해 중요하다. 이 연구에서는 지금까지 연구 개발된 운항사고 평가와 예측에 관한 기법과 시스템 등의 개발동향을 조사하였다. 운항사고는 인적요인이 80% 이상을 차지하기 때문에 이에 대한 사고예방이 중요하지만, 더욱 중요한 것은 이러한 과실을 시스템적으로 평가하고 예측할 수 있는 시스템의 구현이 중요함을 알았다. 향후, 기존 연구를 토대로 실제 해운회사에 적용할 수 있는 첨단 시스템 개발을 지속 전개할 예정이다.

  • In the IEEE 802.11 Wireless Local Area Networks (WLANs), network nodes experiencing collisions on the shared channel need to backoff for a random period of time, which is uniformly selected from the Contention Window (CW). This contention window is dynamically controlled by the Binary Exponential Backoff (BEB) algorithm. The BEB scheme suffers from a fairness problem and low throughput under high traffic load. In this paper, I propose a new backoff algorithm for use with the IEEE 802.11 Distributed Coordination Function.
