The Study on the Application of the Safety Management Utilizing USN Using Smart Safety Equipment to Reduce Falling Accident on Construction Sites (건설현장의 추락재해 감소를 위한 스마트 안전장비를 활용한 USN 활용 안전관리의 적용에 관한 연구)

  • The domestic construction industry is becoming larger, high-rise and specialized. However, safety consciousness is still staying in low levels and falling accidents are apt to rise compared to other industries. So, the new way of safety management is required for reducing of the construction falling accidents. In this paper, we evaluate appropriateness of safety management on construction sites utilizing USN using smart safery equipment. Thus, we calculate loss costs of falling accidents considering accident rates and costs of the USN using smart safery equipment installation then compare both calculated costs. This research aims to propose the method for reduction of construction accidents in addition to conventional safety control methods by analyzing the propriety of applying USN using smart safery equipment on construction sites.

  • Purpose: This paper conducts IoT and CCTV-based safety monitoring to analyze accidents and potential risks occurring at construction sites, and detect and analyze risks such as falls and collisions or abnormalities and to establish a system for early warning using devices like a walkie-talkie and chatbot service. Method: A safety management service model is presented through smart construction technology case studies at the construction site and review a relevant literature analysis. Result: According to 'Construction Accident Statistics,' in 2021, there were 26,888 casualties in the construction industry, accounting for 26.3% of all reported accidents. Fatalities in construction-related accidents amounted to 417 individuals, representing 50.5% of all industrial accident-related deaths. This study suggests implementing AI chatbot services for construction site safety management utilizing IoT-based health monitoring technologies in smart construction practices. Construction sites where stakeholders such as workers participate were demonstrated by implementing an artificial intelligence chatbot system by selecting major risk areas within the workplace, such as scaffolding processes, openings, and access to hazardous machinery. Conclusion: The possibility of commercialization was confirmed by receiving more than 90 points in the satisfaction survey of participating workers regarding the empirical results of the artificial intelligence chatbot service at construction sites.

  • The present study was motivated by the needs to make diversified scientific approaches toward influential factors like human, technical, organization, policy and environmental on the basis of the specialized information concerning the cause for industrial accidents in a measure to prevent the falling accident which has the biggest priority among the three major frequent industrial accidents. In this connection, diverse policies have been practiced in the meantime, with little effects in fact to reduce occurrence of industrial accidents, seemingly because such policies have been practiced on the direct dimension, instead of tries to nip in the bud of fundamental causes. This study was thus conducted with a view to determine the causes that have influence on falling accidents from the overall context and unearth the factors requiring management with priority. For this aim, "Fall from Height"(2003), a study by HSE, UK was applied to various conditions of korea as an experiment to search for fundamental causes for falling accidents. The major findings of this study might be summed up as exploring a main critical path that has influence upon falling accidents and suggesting effective ways to cut down through the critical path.

  • 지난 8월 13일 서울 종로구 소격동 국립현대미술관 서울관 공사현장에서 화재 발생으로 4명이 숨지고 18명이 중경상을 입는 등 많은 인명피해를 냈다. 이처럼 인명피해가 컸던 것은 우레탄 공사를 하던 밀폐공간에서 불이 나면서 발생한 유독가스 때문에 사람들이 제대로 대피하지 못했기 때문이다. 사고발생 원인으로 '용접공사' 여부를 놓고 공방을 벌였으나 경찰은 '전기합선'이라는 잠정 결론을 내렸다. 지난 2008년 1월에 발생한 경기도 이천 냉동창고 화재는 40명의 목숨을 앗아갔다. 화재 원인은 냉동배관을 설치하면서 전기 용접을 하기 위해 불을 붙였다가 공기 중에 차 있던 유증기(기름증기)와 만나면서 폭발이 일어난 것이었다. 인화성 액체(유기용제)를 취급하는 건설현장에서는 다량의 유증기가 발생할 수 있을 뿐만 아니라 건조한 조건일 경우 정전기에 의한 화재 폭발 누출사고의 발생 위험이 높다. 기계설비공사에서 화재, 폭발 위험성이 가장 큰 공사는 용접공사이기에 용접공사를 할 때 화재, 감전의 위험성을 배제한 후 공사에 들어간다. 용접으로 인한 사망사고의 유형으로는 용접 중 추락사고와 더불어 용접 불꽃이 가연성 물질에 옮겨 붙어 화재 발생으로 인한 질식사, 용접작업 중 절연체가 파손된 용접기 홀더 충전부의 접촉으로 인한 감전사 등이 있다. 본지는 용접으로 인한 화재 감전 등의 사고발생을 미연에 방지하기 위해 안전작업 수칙 및 안전수칙 체크리스트, 재해사례를 지난호부터 시리즈로 연재하고 있다.

  • Recently, looking at construction sites with either large or small scale, accidents like collision, fall, etc. occur often. These accidents lead to not only damage of human lives but also serious economic loss. In case of large scale constructions sites, safety management systems are used to reduce industrial accidents. However in construction sites with small scale, those systems cannot be applied due to problems such as lack of compatability and high installation expense. In this case, just by putting on safety gears can also reduce industrial accidents. Therefore, in this paper, a safety management systems that can be used at both large and small scale construction sites is proposed. This safety management system consists of a smart module, a repeater and a gateway, and a monitoring system. The smart module, which is detachable, is attached to a safety helmet. This module transfers the current status of the user to the monitoring system through the repeater and the gateway. The repeater transfers the data received from the smart module to the gateway, and the gateway sends the data from the repeater to the monitoring system. The monitoring system shows the user status to the safety supervisor by displaying the data - temperature, height, intensity of illumination, images - received from the smart module. The safety supervisor can monitor the user status in real-time and take immediate action in case of emergency through this monitoring system.

A Study on the Reduction of Falling Deaths Using 4M (4M을 활용한 떨어짐 사망사고 저감 방안 연구)

  • Purpose: The purpose of this study was to analyze data from the Ministry of Health, Safety and Health and the Ministry of Employment and Labor, and the total number of deaths (disease + accidents) reached 2,020 in 2019 and the estimated economic loss was 27.6 trillion won. This is believed to be the time to present improvements to ensure that economic loss estimates are steadily increasing as in Table 1, and that government-level losses can be drastically reduced. Method: In this study, factors were selected through prior research, and reliability analysis, technical statistics and correlation analysis, and multi-term analysis were conducted through the Jamovi program for the analysis of results. Result: Multiple session analysis was conducted to verify the research theory indicated in this study, and the analysis showed that mechanical and management factors did not affect the fall death accident of the opening, and human factors, material and environmental factors had a static effect. In addition, mechanical and administrative factors do not affect the fall of the outer wall, and human and material and environmental factors have a static effect. Conclusion:: As a result of analyzing 450 falling deaths over the past 13 years among the data posted to the Korea Health and Safety Corporation, the most common causes of falling deaths were the openings and outer walls.

Developement and Application of Patent Technology for the Improvement of Scaffolding Safety Facilities in Small-scale Muliti-Family Housing System for the Prevention of Severe Disasters (중대재해 예방을 위한 소규모 공동주택 시스템비계 안전시설물 개선 특허기술 개발 및 활용)

  • According to the official letter of the Ministry of Employment and Labor (recent guidance on the status of deaths in the construction industry and thorough safety management, April 4, 2022), 17 deaths occurred in construction works worth more than 5 billion won until March 31, 2022. In terms of the size of the construction, 7 cases of 5 billion won to 12 billion won, 5 cases of 12 billion won to 80 billion won, and 5 cases of more than 80 billion won occurred. The causes of death accidents were found to be nine cases (50%), five cases (28%), two cases of collapse (11%), one case of entrapment (5%), and one case of drowning (5%). Safety facilities need to be strengthened to reduce deaths caused by falling, which accounts for most of the deaths, and if fall prevention nets, openings, and safety rails are completely installed, most falling accidents can be prevented. Therefore, this paper intends to present cases of development and use of patent technology through improvement of safety facilities in order to prevent accidents corresponding to the fall of new urban living housing sites, which are small apartment houses.

  • The number of horizontal tower cranes, major hoisting machineries for lifting approximately 50% of entire materials in construction projects, is rapidly increasing, but a number of accidents related to the tower cranes are being continuously occurred in construction sites as well. In particular, telescoping works in the horizontal tower cranes have showed the greatest safety concerns such as falls and collapses. It is due to the fact that tasks inserting a new mast in the space made after raising telescoping cage by fluid pressure and ascending it to the required height in the telescoping works include a series of dangerous factors in safety aspects, and might cause very serious and unexpected accidents in construction sites. The primary objective of this research is to propose two conceptual models for automating the telescoping work in horizontal tower crane and conduct their technical feasibility analyses. In this study, a design concept, a position control system using hydraulic cylinders is suggested as a better alternative for automating the telescoping work. Its potential safety improvement rate compared to the conventional method is also analyzed and presented in this study.
