  • 본 연구의 목적은 요금 리밸런싱의 경제적 효과를 이론적인 측면에서 분석하는 것을 목적으로 한다. 이를 위하여 기존의 통신요금이론의 틀 속에서 국내 유선전화 시장의 특성을 반영한 최적가격설정모형을 수립하고, 이 모형을 통해 도출되는 최적 기본요금과 서비스별 최적 사용요금의 특성을 분석함으로써 사회적 후생을 극대화하는 최적 가격체계가 요금 리밸런싱의 관점에서 어떤 방향으로의 리밸런싱과 부합하는지를 규명하였다. 특히 모형의 최적해를 이용하여 다양한 파라미터 값에 대한 수치예제 분석을 실시함으로써 보다 풍부한 정책적 함의를 도출해 내고자 노력하였다.

  • 교통수요와 공급은 상호 밀접한 연관성을 지니고 있다. 교통수요는 교통시설 서비 스수준 및 교통시설의 이용가격에 영향을 미치는 반면에 교통시설 공급비용과 서비스수준은 교통수요에 영향을 준다. 또한, 교통수요와 공급간의 상호작용은 도시공간상에서 발생하기 때문에 교통시스템의 공간적 구조 및 도시의 공간적 특성은 공급, 가격 및 수요를 통합한 교통균형모형에 있어서 매우 중요한 영향인자로 작용하게 된다. 그러나, 이제까지 개발된 교통균형모형에서는 통행인의 통행시간가치 및 교통체증의 도시공간상 변화가능성을 적절하 게 반영하지 못하고 있다. 본 연구에서는 도시공간상에서 통행인의 통행시간가치 변화패턴 을 반영한 수 도시공간상에서의 교통시설의 최적 서비스 수준, 교통수단별 최적요금체계를 도출할 수 있었다. 단핵도시구조를 지닌 도시공간상에서의 최적버스요금은 통행거리에 따라 할증되는 체계를 가져야 한다. 선행연구에서는 승용차에 대한 통행혼잡세 부과는 소득역분 배적인 효과를 초래하는 것으로 알려졌다. 그러나 버스의 요금구조나 서비스 수준이 최적수 준에서 제공된다면 통행혼잡세는 소득역분배적 결과를 초래하지 않는 것으로 나타났다.

Estimation of Optimal Fare for Cloud Transportation System (클라우드교통시스템의 최적 요금 산정)

  • The Traffic congestion is caused by the increasing traffic demand. Thus, economic losses have been increasing every year. To solve these problems, car sharing and rental car systems that are equipped with IT technologies emerge. Car sharing has many advantages-the alleviation of the traffic congestion, the saving of maintenance cost for cars, the reduction of car possessiveness, the solution for the hassle of car ownership, for business and personal duty, and the improvement of connectivity between public transportations-. The goal of the car sharing is to achieve low-carbon and eco-friendly transportation. In this study, we review papers related to the car sharing system and the cost system of traffic systems. We estimate the optimal cost of the cloud traffic system that is one of the car sharing services. We suggest a methodology to estimate operational cost and use cost through the analysis of cost system between similar traffic means. The range of the maximum and minimum cost was determined through the comparison and analysis of similar traffic means. Expected demand and the cost that people are willing to pay were estimated through optimized value pricing. The minimum cost per hour that was compared to the cost of rental car was estimated at 5,333 won and the maximum cost per hour that was compared to taxi cost was estimated at 17,700 won. The cost for users was estimated at 6,930 won. The cost of 50% demands was estimated at 6,550won. Future studies should analyze service hours of users, weather, demand pattern and trend and consider them into the cost estimation.

  • This Paper deals with the model of fixed-mobile interconnection. Specifically, how interconnection charge and originating price are determined when there is customer ignorance about terminating network or the price. This paper shows that the terminating charge with customer ignorance is higher than without that, and therefore the retail price becomes higher. This paper discusses the several methods to prevent the increase of the retail price and suggests the scheme to regulate the retail price and interconnection charge, simultaneously.

  • 본 연구는 전력사업에서 공급설비가 다양할 때 계절 시간대별 요금에서 최적투자 및 가격정책을 도출하기 위한 동태적 분석방법을 제공하는 데 있다. 이를 위하여 수요의 교차 가격탄력성을 고려한 동태적 모형을 설정하여 최대원리법(Maximum Principle)을 적용하였으며, 최적해 도출시 해석적 방법을 이용하여 모형의 수리적 해석에 대한 방법론을 제시하였다. 특히 순 사회편익을 목적함수로하고 이를 최대화하는 제어변수를 설비투자로하여 각 시간경로 (Time Path)에 따른 최적 가격이 단기 및 장기 한계비용과 어떻게 연관되는지를 보여주었다. 또한 제어변수인 설비투자가 계속적인 수요증가가 발생하는 시간경로에 따라 최적값이 어떻게 변하는지도 보여 주었다.

  • This paper presents a numerical model of the optimal operation pattern of the CHP system built for duel-purpose of power generation and district heat production. The model can be differently formulated in accordance with the view of planner: society, electric utility or district-heating company. Here, the operation pattern of the system components and the effect of heat price are of major interest in the study. From the case study, it was found that the optimal use of auxiliary heating equipment is very important to achieve the minimum societal cost. And, the multi-step heat pricing scheme is desirable to induce the voluntary behavior of both companies towards the societal optimal pattern.

  • This paper presents an optimal operation control method for energy saving in the water reuse pumping system. A predictive horizon switching strategy is proposed to implement an optimal operation control and a linear programming (LP) algorithm is used to solve optimal problems in each time step. Energy costs are calculated for electricity on both TOU in the light, heavy, and maximum load time period and peak charges. The optimal operation in water reuse pumping systems is determined to reduce the TOU and peak costs. The simulation results show a power energy saving for water reuse pumping systems and power stability improvement.

Optimal Toll Estimate of a Toll Road Using Fuzzy Approximate Reasoning - Forced on the Geoga Bridge - (퍼지근사추론을 이용한 유료도로의 적정요금 산정 - 거가대교를 중심으로 -)

  • For a private toll road project, deciding optimal toll is an important element of economic analysis for the project and a challengeable work. In this study, the optimal toll of a private toll bridge, Geoga Bridge which connects Geoje Island of Gyeongnam Province and Gaduk Island of Busan was estimated using Stated Preference (SP) data. The SP data were collected by interviewing the passenger car drivers travelling on the National Road 14. They are latent users of the bridge. A fuzzy approximate reasoning model to estimate the optimal toll was built using the SP data. For the input variable of the model, the saved travel time and toll level were employed and the diversion rate to the bridge was employed for the output variable. The diversion rates for each toll level and saved travel time were estimated and the toll level which had maximized the toll revenue was decided as optimal toll. The optimal toll was tested by comparing with the average pay rate of passenger car drivers. Since the optimal toll for passenger cars at one hour saving, the 6,250 won is about 50 % of the average pay rate of passenger car divers, the toll was evaluated not to be high. The technique employed in this study may be used for the estimation of the optimal tolls for other kinds of vehicles.

  • The basic way to charge vehicles for using road and public transport networks is the entry-exit toll system. This system works by reading Hi-Pass and public transportation cards of the vehicles using card readers. However, the problems of navigating a route in consideration of entry-exit toll systems include the non-additive costs of enumerating routes. This problem is known as an NP-complete task that enumerates all paths and derives the optimal path. So far, the solution to the entry-exit toll system charging has been proposed in the form of transforming the road network. However, unlike in the public transport network where the cards are generalized, this solution has not been found in situations where network expansion is required with a transfer, multi-modes and multiple card readers. Hence, this study introduced the Link Label for a public transportation network composed of card readers in which network expansion is bypassed in selecting the optimal path by enumerating the paths through a one-to-one k-path search. Since the method proposed in this study constructs a relatively small set of paths, finding the optimal path is not burdensome in terms of computing power. In addition, the ease of comparison of sensitivity between paths indicates the possibility of using this method as a generalized means of deriving an optimal path.
