A Study on the Bidder Evaluation System Using the Technology Proposal-Based Best Value System (기술제안입찰형 최고가치 낙찰제도 입찰자 평가체계에 관한 연구)

  • International construction market has been depressed significantly after 2000. Exclusive techniques and advanced construction management methods are desperately in demand so as to ensure the competitiveness in unlimited competition. Although public construction delivery system has been revised several times starting with introduction of the lowest bidding system in 1951, there has been no remarkable achievement whenever new system was introduced. This study analyzed the successful stories of developed countries like Europe, USA and Japan to settle successful rating system down and vitalize the best value system in Korea, which was introduced in October 2007. We constructed the bidder evaluation system for domestic situation, and designed the evaluation tool which is useful in utilization. Since this study were analyzed on only same systems of developed countries and domestic similar cases, this study is limited to typical construction in Korea. The study of specialized rating system in the field related should be followed.

  • Government is not only the biggest owner in public sector, but also the leader responsible for improving and fostering construction industry. Delivery systems and award methods are enacted as laws via government's strong will for construction innovation. In addition to establishing relationships between government and contractor, delivery systems and award methods affect every aspect of industry. Therefore, the government should keep trying to remove inefficiency and achieve Best Value. This paper analyzes the delivery systems and award methods of advanced countries to extract lessons for Korean industry focusing on leading parties, direction, and change in owner's awareness of their respective innovative movements for construction. The prerequisites for improvement in delivery systems and award methods are suggested as partnership between public and private sectors, consistent innovation, enhancement in efficiency, and reinforcement of owner's capability.

  • Bidding systems in the domestic public construction work have been amended many times since the lowest-bidding system was implemented in 1951. However, this hasn't had much success. Competition in technical development among companies has declined as the contracts for buildings are given to company which submits the lowest price without considering traits of projects. In addition, as the construction market turns to the limitless competition system due to FTA(Free Trade Agreement), advanced techniques are needed to promote the national competitive power. Considering the needs of the times, Korean government announced that "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" are included to 4 existing bidding systems in October 2007. Thus this study aims to suggest devised the evaluation criteria including major items for evaluating bidders, in order to establish and revitalize the best-value bid system successfully.

A Study on Construction Evaluation Criteria for Securing the Objectivity in Public Construction (공공공사 시공평가 항목의 객관성 확보를 위한 주요 개선 항목 도출에 관한 연구)

  • The government introduced the comprehensive evaluation bidding system with the goal of pursuing the best value and the global standard in 2016. However, for the evaluation criteria on the construction evaluation reflected to the comprehensive evaluation bidding system, the problems of the objectivity insufficiency, the inclusion of multiple subjective evaluation items, and the irrationality of the weight for each evaluation item are continue to be presented. The central office group, the local government, the relevant industry, and the expert group share recognition, but the solution is not derived. Hence, the major evaluation items to be improved were derived with the characteristics analyzed to secure the objectivity of the construction evaluation. For the analysis method, the standard deviation and the Fleiss Kappa analysis method were used by utilizing the characteristics that the construction evaluation criteria consist of all 4-point measures (good, average, insufficient, and poor). According to the result, the 10 evaluation items of the total 25 construction evaluation items were derived as the evaluation items to be improved. It was found in the analysis on the major characteristics of the derived evaluation items that the qualitative evaluation criteria such as 'Very Suitable' and 'Suitable' were commonly included in the detailed evaluation guidelines. Hence, as far as the future construction evaluation standards are concerned, the qualitative evaluation standards are sublated, and the improvement should be made mainly for the quantitative evaluation criteria enabling the objectivity assurance.
