Comparative Study on Rail Freight Policies of Various Countries (철도화물수송 지원정책 국제비교 연구)

  • Railroad is considered as an eco-friendly transportation mode because it emits lower greenhouse gases and air pollutants and consumes less energy compared to trucking. To promote rail freight, many countries have implemented various policies, while South Korea has implemented few substantial policies. This study aims to compare and analyze rail freight policies of various countries in order to suggest policy implications to South Korea. We analyze relevant policies of 9 countries; these are classified into 5 categories, and we provide policy implications for facilitating rail freight infrastructure and equipments, grants for the transportation cost using freight rail, and road freight restriction policy.

  • 한국통합물류협회는 2월 21일 정기총회에서 천일정기 화물자동차(주) 박재억 대표이사를 제3대 회장으로 선임하였다. 대기업만이 아닌 많은 중소기업으로 이뤄진 통합물류협회는 모두의 이익을 조화롭게 조율할 수 있는 회장을 통해 업계 발전을 이룬다는 목표 아래, 전 물류영역을 아우르는 다양한 경험을 가진 박재억 회장을 선임했다고 밝혔다. 박재억 신임회장은 전일정기화물자동차(주)를 이끌연서, 컨테이너와 벌크화물 운송, 특수화물, 철강 및 철도운송, 항만하역사업, 자동차부품운송, 택배, 창고 등 물류 전 영역에서 물류정보화, 정시운송시스템 도입과 독보적인 조달물류 분야 개척 등 우리나라 물류경쟁력 확보에 앞장서 왔다. 3월 20일 열린 기자간담회를 통해 박재억 신임회장에게 협회 운영 계획에 대한 견해를 들어보았다.

  • This paper performs flow analysis of ultra-high speed vehicle inside the long distance tunnel. One and three dimensional hybrid mesh was used for describing moving motion and flow analysis of an vehicle inside a long distance tunnel which over 20 km. Flow analysis and aerodynamic drag measuring were performed by three dimensional mesh: around vehicle, and pressure waves of a tunnel was measured by one dimensional mesh: the other region where rare changing of flow pattern.

  • KORAIL's Rail freight tonnage approximately 39 million tons in 2010, coal transportation thereof approximately 6.2 million tons, it is about 15.7 percent in the entire railway transportation. In addition, the incomes of rail transport of coal is 51.7 billion won which is about 15.8 percent of total. It is the third largest proportion of tonnage and profit on rail freight items. However, the percentage of rail transport of coal has been decreased by the government policies to reduce the production of anthracite and to supply non-thermal power anthracite preferentially which depends on truck transport. Such reasons effect to transport incomes of stations located in Gangwon province which handle coal transport a lot. Accordingly, this study tries to explicate the fundamental problems and find solution for stations to maintain its incomes.

  • The hub-and-spoke strategy is widely used in the field of transportation. At the field of rail transportation, however, it is difficult that we find an application case of this strategy because of modal characteristics. According to the fast growth of containerization and the development of transshipment technology, presently, the hub-and-spoke strategy is introduced by operators on actual European rail freight transportation. However, it is hardly to find empirical studies evaluating the applicability of transportation strategy. In this context, this study analyzed the applicabilities of hub-and-spoke strategy in the actual network of European rail freight. For the application and evaluation of the characteristics of hub-and-spoke strategy, it utilized a service network design model for rail freight. Utilizing this model, it analyzed the efficiency of furnished rail freight services, the potential locations of hubs, the characteristics of O-D flows by the types of trains and service links, and the types of paths of O-D flows. Finally, it proposed some implications and the further study topics.

  • Currently, urban areas face congestion problems that diminish personal mobility and freight-transport productivity. An increasing number of experts suggest that separating freight traffic from passenger traffic makes sense in terms of economics, the environment, and safety. Some experts suggest that tube transportation is the solution. The objective of this paper is to evaluate the potential benefits and limitations of tube transportation system as a viable mode of transport that can alleviate congestion on roadways. Specifically, this research employs theoretical and practical method identifying, evaluating, and selecting appropriate freight pipeline systems; evaluating the technical and economic feasibility of tube transportation; and estimating environmental, energy, and safety benefits.
