A Study on Safety Standards of a Railway Crossing (철도 건널목 안전기준에 관한 연구)

  • The railway crossing is very dangerous because the track intersects with the road there. Thus, The laws were designed for safety of the railway crossing and they are classified as to the acts for the road and the railroad. For safety of the railway crossing, there are 'Road/Railroad Crossing Improvement Promotion Act', 'Enforcement Decree of Road/Railroad Crossing Improvement Promotion Act', 'Rules on Construction of Railroad', 'Rules on Safety Standards of Railroad Installations', and 'Enforcement Ordinance of Cable way/Railway Track Act' in the acts for the railroad and there are 'Road Traffic Act', 'Enforcement Ordinance of The Road Traffic Act', 'Ruled on Structure and Facility Standards of The Road', 'Rules on Structure And Facility Standards Of The Rural Road' and 'Rules on Structure and Facility Standards of The Installations for Bicycle' in the acts for the road. Both the acts for the road and the railroad have standards for the structure of the railway crossing. However, they have different standards. Besides, they don't have standards for new facilities which were recently installed for safety of the railway crossing. Therefore, we suggest new standards for safety of the railway crossing.

A Study on Gradual Changes in Railway Organization During Japanese Colonial Period (일제 강점기 철도관련 조직의 변화에 관한 연구)

  • In this paper, changes of railway-related organization during the Japanese colonial period were studied indepth. The railway-related organizations were expanded from the Railway Management Bureau in 1906 (Residency-General). In 1910, this bureau changed to the General of Chosun Railway Bureau (Government-General) and the Chosun Railway Bureau (Government-General). In the 1940's, it developed into an organization called the Transport Bureau, dealing with the whole transport service. The number of employees in the railway sector increased along with the expansion of the organization and the establishment of a training institution for better recruitment. After examining the period of the construction of railway and connection system, which is deeply related to the railway organizations of the Japanese colonial period, this paper analyzes the transformation process of railway-related laws and organizations. Furthermore, this paper finds common characteristics and differences between railways in a comparison of three countries: Chosun, Japan and Taiwan.

Improvement of Regulations for Establishing Spatial Information Data Base of Railway Facilities (철도시설 공간정보DB 구축을 위한 법제도 개선방안)

  • Government has established and operated GIS Data Base in such fields as land-use, road, and underground facilities since 1995. Based on these circumstances, the importance of spatial information industry began to emerge and accordingly MLIT (Ministry of Land, Infrastructure and Transport) established "National Spatial Information Policy Master Plan" and "National Spatial Information Policy Action Plan". However, compared to other fields of transportation, the spatial information data base for railway facilities are not established and provided systematically. As shown in 'Korea National Spatial Data Infrastructure System', only 'transportation information' as an related information and 'transportation' field as an administrative information are included in the system. Detailed information for railway and its facilities are not included in the system. The reason why detailed information for railway facilities are not included in the system is that regulations for establishing and utilizing the spatial information of railway and its facilities are imperfect. In this study, trend of establishing spatial information and regulations related to railway and its facilities are reviewed. Through this review, improvement items such as complementing existent laws and establishing organization for managing spatial information data of railway are deduced and suggested. Based on this research 'Korea National Spatial Data Infrastructure System' could set a legal fundament and both integrated maintenance and operation of railway facilities could be possible.

The Strategies of Railway Facility Charging Toward A Railway Competitive Market (철도경쟁체제 대비 철도시설 사용료 부과 전략)

  • This study focuses on developing railway facility charging scheme and more understanding of its corresponding regulations, which is to be utilized as a principal guideline toward a railway competitive market in future. European countries where railway competition is already in place have referred as case studies. The study first defined what the railway facility charges are based upon a spatial concept, railway networks with links and nodes. There are two types of charging: first is on railway tracks which are identical to links, and another at stations which are identical to nodes, such that the railway facility charges become a summation of track charges and station charges covering all the railway networks. Next, we have identified what the objectives of imposing track and station charges are, including factors being able to reflect each objective. 6 objectives are proposed as for the track charges, and 3 objectives as for the station charges. The factors found are accordingly belonged to the objectives. In the end, relevant regulations are compared with the European regime to diagnose what further requirements or/and principals have to be guided into them. In summary, both charging scheme and the direction of regulation updates can be utilized in setting an appropriate charging scheme and corresponding regulations to ensure fair competitions.

Diagnosing Railway Incident Response Manuals and Their Improvement (철도사고 대응매뉴얼 과부하에 대한 진단과 개선방안 연구)

  • An emergency manual is designed to minimize the extent and effect of lives and assets; it is not designed to prevent an accident. There have been continuous arguments in terms of manual effectiveness regardless of the fact that much effort and great cost have been invested in emergency planning and operations. The problems are that there are a number of different emergency manuals, that these manuals are hard to understand and rarely used due to their complexity, that they provide little direction toward the taking of action, and that coordination is difficult between those involved; all of these problems are related to two different pieces of legislations that define emergency manuals in different ways in terms of the contents required. The study has tried to respond to these arguments by exploring relevant legislation to identify emergency manuals that can be used to respond to rail incidents/accidents, for which previous responses have seemed inefficient. Further, some parts of the emergency manual contents are found to overlap, including the ways of differentiating incident responses, personnel roles and responsibilities by types of accident, and threat levels, all of which has resulted in unnecessary pages of the manuals. In preparing and operating such manuals, this study recommends that one piece of legislation that directly affects rail undertakings must be applied in an effort to increase effectiveness.

  • 고속철도 운행, 도시철도 고밀도화, 무인자동운전의 경량전철 등 신교통시스템 도입 등 급변하는 철도환경에 따른 철도안전의 위험요인이 증가하고 있다. 국내 철도사고 사망자는 설비개량, 노후차량교체, 건널목입체화로 감소하고 있으나 10년을 주기로 대형참사가 발생하고 있으며, 철도관련 종사자의 안전의식이 낮은 수준이다. 이러한 대형참사의 발생을 방지하기 위하여 철도안전법이 제정되고 이의 효율적인 시행기반을 구축하기 위하여 철도시설안전체계 구축 및 기술분야별 안전기준을 개발하고 있다. 본 논문에서는 철도종합기술개발사업의 철도사고 위험요인분석(PHA : Preliminary Hazard Analysis)을 토대로 관계있는 위험원을 선정하였다. 또한 위험원에 의한 사고발생을 예방하기 위한 철도신호분야의 안전기준항목을 기술하였다.

  • Japanese railroad companies continued growing by developing diversification based on a railroad enterprise. However, after entering in the 1990s, the diversification model of a railroad company reached the management limit. Under economic depression, A decrease in the birthrate and aging progressed and passenger transport changed to the downward tendency. Nevertheless, since railroad investment was expanded, railroad achievements got worse and price competitiveness with JR East Japan became weak. But the achievements of a diversification section got worse compared with the railroad enterprise. Therefore, group management was thought as important and enterprise reorganization was developed.

Study on the Introduction of Tram Driving Qualifications (트램 운전자격제도 도입방안 연구)

  • Trams are rail vehicles that run on tracks along public, urban streets; they also sometimes run on separate rights of way. Tram vehicles run more efficiently and their overall operating costs are lower than those of similar vehicles. In general, trams provide a higher capacity service than buses. However, when tram stops in the middle of the road do not have pedestrian refuges, trams can cause speed reductions for other transport modes (buses, cars), as in such configurations other traffic cannot pass whilst passengers are alighting from or boarding the tram. In this study we examined the qualifications of overseas tram operation. The Railway Safety Act, sub-laws, and other relevant laws were examined to determine complementary measures.

Methodology for Reliability-based Assessment of Capacity-Rating of Plate Girder Railroad Bridges using Ambient Measurement Data (상시 계측 데이터를 이용한 신뢰성에 기초한 판형 철도교의 내하력 평가법)

  • Today, the Working Stress Rating (WSR) is being widely used for the capacity-rating and the safety assessment of railroad steel bridges. Since it cannot incorporate the uncertainties, several studies have been carried out in order to get over the incompleteness of the conventional capacity-rating and safety assessment. A system reliability-based equivalent capacity-rating method, which can evaluate the capacity of existing bridges, has been recently proposed. For more efficient reliability analysis, probabilistic parameters of the random variables in the limit-state models should be reasonably evaluated. Especially, uncertainties for live load effects must be realistically included. In this study, an improved limit-state model was used for the system reliability-based equivalent strength method. This model can incorporate the probabilistic parameters obtained from ambient measurement data. To demonstrate the applicability of the improved system reliability-based equivalent capacity rating method, this was applied to the existing steel plate girder bridge for comparison with the conventional capacity-rating and safety assessment.
