This study examined the procedures and legal issues for introduction and current Salary-structures and methods for system introductions centered around Seoul Metro which is railway related public company along with the background on introducing Salary-peak system and national/international situations according to the changes in paradigms. Base on these, the study deduced presented plans for improving corporate competitiveness by the introduction of Salary-peak system such as target for applications and ages for Salary-peak and the rate of fall, plans for adjusting duties to present optimum plans according to the introduction of Seoul Metro Salary-peak System.

A sudden increase of old people's free urban railway transportation resulted from the acceleration of aging trend causes the chronic deficit. As continuous deficit caused by the free urban railway transportation of old people is expected, a fairness problem about the fare system of using public transportation is issued because only the urban railway provides free-rides to them, which is contrast to bus-riders paying full payments. Therefore, the study intends to draw an alternate to solve the problem of the free urban transportation uses by calculating an appropriate fare ratio between the two transportation modes, which is expected to alleviate the fairness issue between the urban railway and the bus.

This study analyzed the efficiency change and the factors affecting productivity change for the six railway operation corporations that are local public enterprises; study was performed with the DEA-CCR Model and Malmquist Productivity Index, using data collected from 2010 to 2014. Since it was not feasible to collect data on the operating expenses and the number of employees of each of the lines, the efficiencies of each operation corporation were analyzed by integrating the operation corporations, and the Malmquist Productivity Index was used to investigate the trend of the periodical productivity change. Average efficiency for urban railway operation corporations was found to be higher in the case of the bigger corporations. In 2014, the Seoul Metro and the Daejeon Metropolitan Express Transit Corporations were analyzed and found to be the most efficient operation corporations. The Malmquist Productivity Index was used to determine the periodical change; the average MPI was 1.06, with a continuous increase of productivity. The analysis showed that changes of technology were generally more obvious than change of technology efficiency for all six operation corporations.

국내 지방자치단체나 기업에서 기존의 TDM 방식의 교환설비를 차세대 VoIP 방식의 교환설비로 전환하면 고품질의 영상전화, 멀티미디어 서비스 등 다양한 기능과 효율성 통신비가 절감되는 효과가 있다. VoIP의 기술적용은 급속한 신기술 환경변화에 능동적인 대응의 필요성에 따라 추진되는데 많은 시간적 비용적 부분이 소요될 것으로 판단된다. 본 논문은 서울특별시 도시철도공사에서 운영중인 TDM 방식의 행정교환설비가 수명이 만료되어 "국내 최초" All IP 기반의 VoIP 방식으로 전면 교체한 사례를 가지고 연구하였다. 이 논문에서는 교체배경, 사업추진의 전략과 VoIP 구축작업 완료의 효과분석이 정리되어 있으며, 기업의 VoIP 도입시 고려사항 등을 제시하고 있다.

This paper evaluates the effects of privatization and deregulation on the firm-specific efficiency and total factor productivity (TFP) growth in the Korean and Japanese railways. Using a stochastic frontier approach and a generalized translog functional form, the paper specifies the equation system consisting of a multiproduct variable cost function and input share equations which is estimated with Zellner's iterative seemingly unrelated regression and the corrected least squares method. The Korean and Japanese railway firms are assumed to produce three outputs (Shinkansen passenger-kilometers, incumbent railway passenger-kilometers, ton-kilometers of freight) using three input factors (labor, fuel, maintenance and rolling stock). A monetary value of the ways and fixed installations held by the railroad firm is also included as a quasi-fixed input. The empirical results indicate that the average estimate of cost inefficiency is 2.57% for the total sample and on the average, JNR and JR Kyushu are found to be worst efficient while the most efficient railway firm in the sample is JR West. Also the cost efficiency levels of seven JRs have been improved after the reform and privatization of JNR. The findings also indicate that TFP growth of the privately-owned JRs are higher than those of the government-owned KNR and JNR. Three-island JRs and JR Freight have slightly higher TFP growth than Honshu JRs as well. Thus, the results suggest that managerial autonomy and increased competition via deregulation have improved efficiency and TFP growth.
