The purpose of this study is to propose criteria for selecting picture books as various reading education materials for middle school students and to check whether it can be applied to book selection. First, identified the educational value of picture books as reading materials and the criteria for selecting picture books by academic field through previous studies. After integrating the commonalities of various picture book selection criteria presented in previous studies by categorizing them into illustrations, text, and other categories. And it devised selection criteria that can be applied after selecting middle school students as readers. Based on the unified picture book selection criteria, a survey was conducted to ask in-service librarians about the main criteria to consider when selecting picture books for middle school students, and intensive interviews were conducted with experts who have experience in picture book education. As a result, the picture book selection criteria from previous studies were revised and supplemented with two criteria related to text, four criteria related to pictures, and five other criteria, and presented as picture book selection criteria for middle school students. To verify the practicality of the picture book selection criteria, it checked the applicability of each category of criteria to picture books recommended by the Children's Book Research Society (ages 13 and older). Out of 22 picture books for middle school students, 15 books could be applied to all categories of the selection criteria, showing significant practicality.

The purpose of this research is to analyze the characteristics and problems of 'Reading Cheongju' which launched as 'One Book, One City' reading promotion campaign in 2006 and conducted 23 times for the past 15 years. The analysis of the selection criteria of 'one book', 31 selected books, and the activity of reading and discussion shows the strength of continuity and stability of 'Reading Cheongju'. However, the following weaknesses need to be improved on: the inadequate change in book selection criteria, selection of several books according to age groups instead of 'One Book', lack of consistency in themes of selected books, preference for best-sellers and popular works, difficulty in identifying the continuance of individual participation in reading and discussion, librarians' role limited to organizing programs, and lacking in direct participation in discussion and communication, and events and programs only led by Cheongju City Library without any cooperation from community members.

어린이에게 좋은 도서를 제공할 의무와 책임을 지고 있는 대표적인 기관은 도서관이다. 사서는 어린이를 위한 좋은 도서에 대한 정보를 요구하는 개인이나 단체를 위하여 상담과 조언을 할 수 있어야 한다. 그러나 현실적으로 출판물의 양적인 측면을 고려하면 사서가 어린이의 발달 단계에 적합하면서 좋은 책의 기준도 충족시키는 도서들을 선정하는 작업은 간단한 일이 아니다. 이상적인 관점에서 본다면, 도서를 선정하는 사서가 구입할 모든 책을 좋은 책의 평가 기준에 근거해서 살펴보는 것이 이상적이지만 한정된 시간 내에 모든 책을 자세하게 살펴보고 평가하는 일은 실제 업무상황을 고려할 때 거의 불가능한 일이다. The purpose of this study is to ascertain what kinds of books are selected for 'One Book, One City' campaign in Korea since 2003. For the purpose 473 selected books are analyzed. Based on the general overview of the campaign, selected books are analyzed by publication year, author, genre, and subject. From the analysis three preference tendencies in book selecting came out as newly published books, children's books, and regional characteristics reflected books.

The purpose of this research is to document the current state of 'One Book, One City' community reading campaign (Hereafter called 'One Book' reading campaign), launched in 2003 in Korea, and the characteristics of the selected books. For this research, the homepages, news and reports of a total of 1,170 public libraries and their local government, and several major institutions and organizations related to reading and culture were analyzed with the research method of content analysis and literature review. Also, online catalogs of the National Library of Korea and the National Library for Children and Young Adults were examined to identify the characteristics of 729 titles and 1,179 volumes of books selected in 57 'One Book' programs, as of 2021. The analysis of 57 'One Book' programs and those selected books shows the selection of more than one books in different age groups in more and more 'One Book' programs, lack of consistency in themes of those selected books, and preference for young adult books, new publications and bestselling novels. This trend has weakened individual 'One Book' programs' concentration on one book or one subject, but helped invite a diverse group of people with various interests. More in-depth analysis and explanation of the process of book selection and its appropriateness with the stated goals of 'One Book' programs are needed.

Gender sensitivity is a concept needs to be substantially count since early childhood when a child starts understanding and developing their gender role. As such UNESCO published the guideline on Comprehensive Sexuality Education(CSE) guidelines. In Korea, the Ministry of Women and Family selected the book called 'Nadaum children's book' in order to support children to better develop the gender sensitivity in their early childhood. This study aims for qualitative research on 101 books for low-grade children of Nadaum Children's Books. Content analysis and theme analysis were conducted based on UNESCO's CSE guidelines. This is to analyze the frequency rate of the CSE concepts and how the value of gender sensitivity is described throughout the books. The results shows that 'family member' and 'value of tolerance' were most frequently appeared while 'puberty' and 'sex and health' were not included. In addition, the results of theme analysis showed that this book well described the activities pursuing the value of gender sensitivity as well as process of being materialized it.

본 논문은 현행 전력기술 관리법에 의하여 시행되고 있는 전력시설물공사 감리제도의 제도개선에 관한 연구로서 연구자의 현장 실무경험과 감리제도의 일반사항, 감리업자와 감리원에 대한 사항, 감리업자 선정 및 입찰에 관한 사항을 조사하여 전력시설물공사 감리제도의 현황과 실태분석 및 개선방안을 제시한 내용으로 연구결과는 다음과 같다. 첫째, 법적 및 제도적 측면에서 시급히 개선될 사항이다. 정부는 1995년 12월 법률 제5,132호로 전력기술관리법을 제정하여 전력시설물에 대한 공사감리 업무를 별도 분리 발주하여 전문성을 높이도록 전기 분야 전문기술자에 의해 수행토록 하는 것을 골자로 하는 책임 감리제도를 도입하여 오늘에 이르고 있다. 그러나 공사 준골단계에서 전기사업법 제98조 2항에 의해 위탁업무를 하고 있는 전기 안전공사가 사용전 검사를 함으로서 책임 감리제도의 도입 취지를 무색케 한 정도로 심각한 국면에 접어들었다. 전력기술관리법이 제정되어 13년이 지난 오늘까지도 책임 감리제도가 성공적으로 정착되지 못한 근본적인 문제는 사용전 검사를 전기 안전공사에서 대행하고 있다는 것이다. 물론 그동안의 많은 노력으로 어느 정도의 개선은 있었지만 근본적인 문제가 해결되지 않고서는 전력시설물공사의 감리기술의 전문화를 기대하기 어려운 실정이다. 따라서 책임 감리계도의 성공적인 정착을 위해서는 전기사업법 제98조 2항에 의한 위탁 업무인 사용전 감사 제도를 감리업자에게 돌려줌으로서 책임과 권한을 실질적으로 부여하고 감리회사 자체의 기술력 및 기술자 확보와 기술개발에 필요한 운영자금 및 투자 확대를 유도해 나가야 하며, 무엇보다도 확실한 법적 제도적 뒤받침이 선행되어야 한다. 둘째, 제도적 측면에서 일반건축물은 사업주가 전력시설물공사 감리업자를 임의선정 및 수의계약에 의해 감리업자를 지정하고 해당 공사기간동안 전기 감리원을 투입토록 되어 있어 인건비에 미치지 못하는 저가수주와 다음계약을 위해 어쩔 수 없이 사업주에게 종속되는 경우가 많으며, 이로 인해 감리수행에 혼란이 야기되고 책임소재의 불분명 책임 감리원의 조정 및 통제기능이 약화되는 부작용이 나타나고 있다. 전력시설물공사의 감리는 전력시설물의 안전사고, 비효율 및 부실소지 둥을 방지하기 위해서 필수적이고 발주자 감리업자 시공업체에게 모두 도움을 주는 업무이며, 일정규모이상의 건축물은 자발적인 참여로 유도할 수 있도록 적격심사제도(PQ심사)도입이 적극 필요한 실정이다. 셋째, 운용측면에서 공동주택의 주택법에 의한 전력시설물공사 감리는 사업승인권자가 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 평가기준이 세대수에 따라 정해져 있어 효율적, 기술적 측면에 미치지 못하는 경우가 많다. 수준 높은 감리를 수행하려면 그에 맞는 적정한 감리원의 투입이 필수적이다. 넷째, 운용 및 제도적 측면에서 공공발주 건축물(공동주택 포함)의 전력시설물공사는 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 발주자 소속직원의 감리수행 근거에 의해 자체 감리를 함으로서 시장경쟁 및 민간경제 활성화의 제약, 부정부패 및 비효율 등 사회에 전반적으로 악영향을 끼쳐 하루 빨리 민간 감리업자에게로의 개선이 시급한 실정이다.

본 연구에서는 최근 기상이변의 영향 및 지진 발생과 저수지 노후화 등으로 지속적으로 발생되고 있는 소규모 저수지 붕괴에 의한 재해 위험성을 경감하고자 댐 저수지 EAP 수립 기준 이하 소규모 저수지를 대상으로 EAP 수립 대상여부를 판단할 선정지표를 개발하였다. 기존의 EAP 수립지침 검토, 과거 붕괴사례 분석, 관련분야 선행 연구 등을 분석하여 저수용량, 제체높이, 경과연수, 호우인자 및 지진인자를 포함하는 5개 선정지표를 정량화 하여 제시하므로 실무적용을 용이하게 하고자 하였다. 또한 개발된 선정지표는 EAP 수립 기준 이하 소규모 저수지에 적용하기에 앞서 각 선정 지표별 저수지 붕괴와의 연관성을 파악하기 위해 과거 저수지 붕괴사례에 단일지표 및 지표간 중첩도를 파악해 보았다. 그 결과, 지진인자, 호우인자, 지진 및 호우인자, 경과연수 지표순 순으로 저수지 붕괴와 높은 연관성을 나타내어, 소규모 저수지 붕괴에 연관되는 주요 지표를 지진인자, 호우인자, 경과연수로 선정하였다. 본 연구에서 선정된 지표간의 중첩정도를 파악하기 위해 과거 저수지 붕괴사례에 적용해 본 결과 호우인자+지진인자가 가장 높은 중첩도를 나타났다. 다음으로 본 연구를 통해 도출된 EAP 수립 대상 선정지표 중 주요 지표인 지진인자, 호우인자, 경과연수를 대상으로 2개의 지표가 중첩될 경우와 3개의 지표가 중첩될 경우를 EAP 수립 대상 관찰그룹과 검토그룹의 각각 분류한 후 이를 재해위험 저수지(MOIS, 2016)에 적용하여 보았다. 그 결과, EAP 수립 대상 관찰그룹에 속하는 경우가 38.5%를 차지하였고, 검토그룹에 속하는 경우가 11.9%를 차지하였다. EAP 수립 대상 관찰그룹에 해당하는 저수지에 대해서는 전문 시설관리자에 의한 주기적 점검 및 계측기 설치를 통한 모니터링 실시 등으로 세심한 시설물 관리가 필요할 것으로 판단되며, EAP 수립 대상 검토그룹에 해당하는 저수지에 대해서는 제체 하류부 구간의 주민 거주 현황, 경작지, 축사 등 재산 현황 및 EAP 수립에 소요되는 예산 등을 종합적으로 고려하여 저수지 관리기관에서 최종적으로 EAP 수립 여부를 결정하여 잠재적인 피해 발생을 사전에 저감시켜야 하겠다. 본 연구의 결과는 기존의 EAP 수립 기준의 보완책으로 활용 가능할 것으로 사료된다.

Collaborative filtering is one of the most successfully used methods for recommender systems and has been utilized in various areas such as books and music. The key point of this method is selecting the most proper recommenders, for which various similarity measures have been studied. To improve recommendation performance, this study analyzes problems of existing recommender selection methods based on similarity and presents a method of dynamically determining recommenders based on the rate of co-rated items as well as similarity. Examination of performance with varying thresholds through experiments revealed that the proposed method yielded greatly improved results in both prediction and recommendation qualities, and that in particular, this method showed performance improvements with only a few recommenders satisfying the given thresholds.

2022년 1월 「중대재해처벌법」시행 후 기업에서 경영책임자로써의 안전보건확보 의무에 대한 책임이 강화되어 건설산업에서는 안전보건관리체계를 구축하고 이행 확인 활동을 통하여 중대산업재해예방에 노력하고 있다. 동법 시행령 제4조 제9호에서 요구하는 안전보건 역량을 평가하여 업체를 선정할 수 있는 기준과 절차 즉'적격수급업체 선정체계'가 중대산업재해 예방에 핵심과제라 할 수 있으며, 이를 위해서는 안전보건수준을 평가할 수 있는 시스템이 필요하다. 이에 건설업에서 민간기업 스스로 적격수급업체 선정을 위한 안전보건수준평가를 운영하고 있으나 전문성과 신뢰성이 부족하다. 또한 민간 건설업체마다 안전보건수준 평가방법이 명확하지 않고 표준화 되어 있지 않아 하수급업체에서는 입찰마다 평가 수검을 받고 있어 효율성이 낮게 나타나고 있다. 본 연구는 선행연구 고찰과 공공기관에서 운영되고 있는 건설업 원도급사에 관한 안전 평가제도 실태조사를 통하여 하수급업체 안전보건수준평가 인증제도의 필요성을 확인하였다. 이에 건설업의 적격수급업체 선정체계 운영이 필요한 표준화된 안전보건수준 인증제도 도입 방안을 제시하기 위함이다.
