Conservation and Utilization of Forest Life Resources in Jeju (제주지역 산림생명자원의 보존과 활용)

  • 제주는 면적에 비해 생물종다양성이 높은 지역으로 평가된다. 한반도 자생 관속식물은 4,500여종으로 이 중 50%에 달하는 2,200종이 제주에 분포하고 있으며 최근 30년간 80여종의 미기록 식물이 출현하였다. 이러한 특성은 선태식물과 산림버섯 분야에서도 유사하게 나타나는 것으로 지리적 위치, 기후적 조건, 한라산으로 인한 수직 식생 분포, 특이산림생태계로 인한 입지 환경의 다양성과 관련이 있다. 동시에 제주는 희귀 및 유용 산림생명자원의 보고이다. 제주에서 수집하여 종의 실체를 확인한 2,167종을 대상으로 희귀성과 유용성을 평가한 결과 제주고사리삼, 구상나무, 갯취 등의 희귀·특산 식물이 400종, 흑오미자, 제주백서향, 황칠나무 등의 유용식물이 781종에 달하였다. 또한 제주는 우리나라에서 기후변화에 가장 민감한 지역으로 동북아시아 기후변화의 요충지로 전망되고 있다. 한라산의 구상나무가 쇠퇴하는 등 이상 징후가 지속적으로 증가하고 있으며 동북아시아 아열대 최북한계지로서 한반도 생물지리의 징검다리 역할을 하기 때문이다. 따라서 나고야의정서 발효와 기후위기로 산림생명자원의 보존과 활용의 중요성이 더욱 강조되고 있는 현재의 시점에서 제주는 우선 연구 대상지라 해도 과언이 아니다. 이에 국립산림과학원 난대·아열대산림연구소는 절멸 위기에 처한 종의 보존과 유용 산림생명자원의 활용 기반 마련을 위해 수집 및 탐색-빅데이터 기반 구축-증식기술 개발-현지내·외보존원 조성 및 관리 기술 개발 등의 일련의 연구를 20년 이상 수행해 왔다. 여기에서는 제주지역 산림생명자원의 가치와 함께 보존과 활용 연구 성과를 소개하고 향후 연구 방향을 제안함으로써 산림 바이오 소재 산업화와 관련된 학계와 임업인 및 기업에 도움이 되고자 한다.

Effectiveness of Situational Crime Prevention Methods to Deter Shoplifting in the Private Security (상점절도 방지를 위한 상황적 경비기법의 효과성)

  • Shoplifting causes serious losses to not only stores but also to consumers and society as a whole. There need to be effective society-wide measures to control shoplifting due to its characteristic of playing the role as a stepping stone to induce more serious crimes. However, there is a lack of research on shoplifting in Korea, especially the research analyzing situational factors to suggest effective alternative measures for shoplifting prevention. Therefore, the current study surveyed teenagers, the group known to be the most frequent shoplifters, to see their perception of effectiveness of the situational crime prevention methods used in stores. The result showed that the teenagers found only some of the prevention methods effective, including CCTV, Electronic Article Surveillance(EAS), minimization of blind areas, and watchful clerks. However, factors such as the number of doors and their accessibility and presence of security guards were not perceived to be very effective. Using the result of the survey, this study suggests ways to utilize situational crime prevention methods more effectively to deter shoplifting.

A Study on the Strategies for Incheon International Airport to be a Successful Hub Airport in Northeast Asia (인천국제공항의 동북아 허브화 성공을 위한 전략 -한·일 항공시장 분석을 중심으로-)

  • The construction of Incheon International Airport(IIA) was planned in order to meet the national air transport demand which has been rapidly increased, and to be a major hub airport in Northeast Asia. However, it is inevitable to compete with Japanese airports because Japanese government also planned to expand greatly the airport capacity in Tokyo area and Kansai Airport in Osaka area. Since a hub airport should have convenient connecting flights to spoke cities, it is required for IIA to have plenty of short-haul flights to the cities around Seoul, for example, to the cities in East China, Japan and other East Asian countries. IIA authority and Korean national air carriers should coordinate to develop air transport demand for short-haul international route and establish efficient hub-spoke flight schedules. This would be a essential precondition to function as a hinterland hub in Northeast Asia. Reflecting the geographical position, the function as a hourglass hub could be possible, if IIA is utilised by major airlines as a bridge to connect passengers between cities in Southeast Asia and 'cities in North America. To be a successful hourglass hub, the Korean national carriers must try to engage in the joint operations or the alliances with the major airlines of Southeastern countries or North American countries. All of these could be accomplished through the cooperation among government, airport and national air carriers.

How Do Landscape and Road Barriers Affect Road Crossing of Multihabitat Mammals (경관과 도로침입 방어막이 범서식지 포유류종의 도로 횡단에 미치는 영향 분석)

  • This study examined spatial disposition of wildlife highway mortality using road-kill GIS database and Naver panoramic 360 degree views to find out which habitat and road variables most influenced road-kill numbers for each mammal species and how the landscape and road elements are connected on highway. Road-kills on Yeongdong(YD) and Jungbu highway(JB) generally tended to be higher in natural barren, grassland and cropland due to its value of preferred habitats of nocturnal and multihabitat species like water deer(Hydropotes inermis argyropus), raccoon(Nyctereutes procyonoides) and hare(Lepus coreanus). Land cover in YD showed no difference between species (p=0.165) while JB did by species (p=0.001). This may be explained by disparate landscape between mountain and urban or the fact that YD in long term operation might have enabled consistent crossing pattern compared to JB experiencing continuous extension works which may in turn have deviated the road crossing. Although road-kill prevention effect of local topography alone was appreciable, compared to less significant or ineffective fence and guardrail, gentle slope declining in a direction to the road turned out to offset the preventive effect of juxtaposed fence. Furthermore, green patches on road near intersection were deemed a visual stepping stone facilitating wildlife attempted crossing and local roads juxtaposed with a highway were especially left defenceless to road-kill without road barriers.

Metapopulation Structure and Movement of a Threatened Butterfly Parnassius bremeri (Lepidoptera: Papilionidae) in Korea (멸종위기종 붉은점모시나비(Parnassius bremeri )의 메타개체군 구조와 이주)

  • Understanding the metapopulation structure and movement of a species are required for conserving the species. In this paper, migration patterns and connectivity of patches of a threatened butterfly, Parnassius bremeri Bremer, were postulated using the mark-release-recapture (MRR) technique in a habitat located in the mid-southern region of the Korean peninsula. A total of 194 individuals were captured (137 males and 57 females) and, of them, 93 individuals (73 males and 20 females) were recaptured during the MRR experiment. The migration analysis showed 23-150% immigration and 28-53% emigration. There were high correlations between the migrating individuals and the distance between patches, but there was no correlation between migrating individuals and patch size or between migrating individuals and the number of host plants. Consequently, the migration of butterflies occurred frequently between closer patches, while patch size and quantity of the food plant had minor effects on migration behavior. Additionally, males migrated more frequently than females. Analysis of the migration patterns of P. bremeri showed that the central patch played an important role on linking patch groups and more frequent migrations were monitored between nearby patches than between the remote patches. This study suggested that active migrations take place between the neighboring multiple patches and these are accelerated if there is a stepping-stone patch between them.

A study on improving the bike way in the Urban river Waterfront (도시하천 수변공간 내 자전거도로 개선방안 연구)

  • The study area,Cheonan Stream, is an urban river that flows through urban areas in close proximity to densely populated areas and multi-use facilities. The natural river improvement project from 2006 to 2015 improved the quality of life of local residents with the improvement of river function, the restoration of the natural ecosystem and the securement of hydrophilic space. A bike way in the constructed waterside space was built focusing on trails. This study suggests improvements appropriate for insufficient bike way function-related regulations. The problems of ramps, river crossing facilities, stairway facilities, safety facilities, signs, road markings, and parking facilities, etc.have arisen in the utilization situation and citizen consciousness survey. As an improvement, it was suggested that 12% or fewer ramps should be improved, a submerged bridge should be installed at 7 places separated by stepping bridges, and signs and road markings according to bike way-related regulations should be installed and bike parking facilities at Cheonan station and Cheonan bus terminal should be expanded. The bike way in the waterfront of ChoenanCheon(river) will increase the accessibility and utilization rate of short-distance transportation with the institutional expansion of bike use facilities and work organizations and the improvement of facilities in accordance with urban rivers and bike-related regulations. Therefore, it is expected that the development of the living space will be beneficial for the citizens due to the elimination of traffic in the city and the activation of bike traffic.

Comparing Connectivity in Forest Networks of Seven Metropolitan Cities of South Korea (국내 7대 광역시 산림 연결성 비교 분석)

  • This quantitative research aims to examine the connectivity of forest networks in seven metropolitan cities of South Korea using a graph-theoretical approach. We first estimated an overall network connectivity at multi-scales (i.e., dispersal distances), ranging from 100 m to 20 km, and quantified the contribution of small forest patches (less than 10 ha) to the overall network connectivity by comparing networks according to the presence and absence of small ones. As a result, the cities were divided into two groups depending on the network connectivity; one group of cities with high connectivity such as Daegu, Daejeon, and Ulsan and the other group of cities with low connectivity including Gwangju, Busan, Seoul, and Incheon. The result showed that small forest patches, especially in the cities with low connectivity, played a key role as stepping stones that connect large forested patches, thereby contributing to maintaining connectivity. This study also suggests that large and well-connected forest areas may be the key factor to preserve the connectivity in the cities with high connectivity, while the cites with low connectivity are in need of some complementary strategies. Through the study, we suggest that the creation of new forest patches in the areas where a gap in connectivity presents is needed in order to improve connectivity; and that the conservation of the existing small forest patches is essential in order to maintain the current connectivity level.

Development of a Program for Topophilia Geological Fieldwork Based on Science Field Study Area in Youngdong, Chungcheongbuk-do (충북 영동 지역의 과학학습장을 활용한 토포필리아 야외지질학습 프로그램 개발)

  • The purpose of this study is to develop a science field study area using Geumgang(Geum River), fossil origins and various geological resources in Youngdong area of Chungcheongbuk-do as educational resources; and utilize them to develop an education program to cultivate earth science and topophilia. The Youngdong sedimentary basin (Cretaceous period) has a well-developed outcrop along the Geumgang and it is therefore easy to find various geological structures, plant fossils, and dinosaur fossils. Also, it has a distinct sedimentary structure, such as mud cracks, ripple marks and cross-bedding. Science field study area(6 observation sites) were developed based on school curriculum, textbook analysis, and professional earth science education panel discussion to create a convergence education program. The result of validating the developed program showed that all the items were satisfactory ($CVR{\geq}0.88$) in the test categories. The science field study teaching-learning model was applied to actual classes. The evaluation result for class satisfaction was positive, scoring Rickert scale 4.18. The result of observation about the outdoor classroom process in the science field study area revealed that students were able to form a new image of the beautiful scenery of the Geumgang. Also, the students could gain a new understanding, concept and value of various geological objects (sandy beach, stepping-stones, dinosaur footprint fossils, sedimentary formation), which naturally allowed them to form topophilia.

The Historical Status of "Cheonmyeong-Doseol" by Jeong Ji-wun (추만(秋巒) 정지운(鄭之雲) 저술(著述) 『천명도설(天命圖說)』의 사상사적(思想史的) 위상(位相))

  • A pen name Chuman(秋巒; a mountain of Fall), Jeong Ji-wun(1509-1561) is a famous person wrote "Cheonmyeong-Doseol" which made two men, Yi Hwang and Ki Dae-$s{\breve{u}}ng$ dispute Sachil-Nobyeon(traditional argument about heart/mind). But except this point, few people of nowadays know who Jeong Ji-wun was. Therefore this paper is made for understanding Jeong Ji-wun in the point of view in history of thought. "Cheonmyeong-Doseol" by Jeong Ji-wun had systemized traditional theory of Cheonil-Habil(sky and human are an organic body), through this theory, Jeong Ji-wun had taken an important role who developed the Neo-Confucian theory in the field of political thought at that time. All Neo-Confucian literati used the theory of heart/mind as a sole useful method in political field from after King Myeonjong and Seonjo. "Cheonmyeong-Doseol" by Jeong Ji-wun was a first step to this scene. Especially "Cheonmyeong-Doseol" was got famous by arguments of Yi Hwang and Ki $Dae-s{\breve{u}}ng$, great scholars in the history of Chosun Dynasty. They firstly developed Sachil-Nobyeon, Sandan(pure morality) comes from li, Chiljeong(emotions) comes from Ch'i, is it right or not? This argument with "Cheonmyeong-Doseol" raised up the level of Neo-Confucian theory at that time. Like this, "Cheonmyeong-Doseol" was on the first step for Neo-Confucian literati to study and develop their theory of political thought which covered politics in Chosun Dynasty.

Development of Operation Control and Warning System of Movable Weir for River Safety Management (안전한 하천관리를 위한 가동보 방류제어 및 경보 시스템 개발)

  • 하천 시설물은 홍수시 혹은 비상시 운영할 수 있는 경보시스템이나 관리지침 등의 마련이 필수적임에도 불구하고, 현재까지 가동보 시설물에 대한 비상시 운영 메뉴얼 및 경보시스템이 구축되지 못한 실정이다. 4대강 살리기 사업이나 하천정비사업과 같은 대표적인 하천관련 사업에서 단순한 하천 이 치수 목적뿐만 아니라 소수력 발전, 친수공간조성 등의 다목적 활용을 위하여 가동보 설치 사업이 다수 수행되었으며, 현재 국내 하천에 약 1,200여개의 가동보가 설치 운영되고 있다. 이와 같이 다목적 활용을 위하여 가동보의 수요가 급증하는데 반해, 각 설치 현장 상황에 적합한 가동보 운영지침이나 비상경보시스템이 구축되지 못한 실정이며, 적절한 지침 없이 관행적인 가동보 방류로 인한 물놀이 안전사고나 인명피해가 속출하고 있는 실정이다. 2012년 11월에는 하천 제수변 공사를 위해 전주천에 설치한 가동보를 임시적으로 방류하였는데, 하류측의 안전을 확인하지 않고 관행적으로 가동보를 방류하였고, 경보시스템의 부재로 인하여 가동보 하류측 징검다리를 건너는 유치원생들이 급류에 휩쓸리는 사고가 발생하였고, 최근 2014년 5월에는 수원시에 위치한 원천저수지 여수로 둑에 설치된 가로 34m 높이 1.6m 크기의 가동보가 공기압축기의 오작동으로 인하여 보 높이가 낮아지면서 약 30분 원천저수지 하류의 원천리천에 갑자기 무리 불어나 산책로가 침수되고 인근에 산책하던 주민들이 휩쓸려 떠내려가는 사고가 발생하였다. 해외에서도 가동보 운영 미숙으로 인하여 인명사고가 발생하는데, 2008년 11월 호주에서는 하류측 상황 점검이나 경고 방송 없이 가동보를 도복시켜 4살 여아가 급류에 사망하는 사고가 발생하였다. 국외의 경우에는, 상류측 홍수 수위나 하류측 역류 수위를 조절하기 위하여 가동보의 높이를 제어하는 시스템을 구비하고 있지만 이러한 시스템 역시 단순한 수위조절 기능으로서 가동보의 방류량을 제어하지 못하는 실정이다. 가동보를 운영하기 위한 조작시스템은 국내의 경우, 조작실의 조작판넬을 이용하여 가동보의 기립/도복 조작이나 원격 조작 기능과 같은 단순기능만을 구비하고 있어 가동보 방류시 하류측의 범람 피해를 야기하고 있다. 본 연구에서는 가동보 방류에 의한 하류측 범람 피해를 최소화하기 위하여 (1) 가동보 도복에 의한 방류량 산정 알고리즘을 개발하고, (2) 방류량에 따른 하류측 수위상승 범위 예측 기법을 개발하고, (3) 가동보 도복 속도를 제어하는 방류량 제어시스템을 개발하고, (4) 가동보 방류에 의한 비상경보시스템을 개발하였다.
