An Analysis on the Appropriation of Chemical Accident Evacuation Facility Using GIS - focused on Ulsan metropolitan city - (GIS 기법을 활용한 화학사고 대피시설의 적정성 분석 - 울산광역시를 대상으로 -)

  • The purpose of this study is to minimize damage of chemical accidents through the appropriation analysis of evacuation facility position focused on Ulsan metropolitan city. For analysis, informations such as pollutant release and transfer registers(PRTR), population census, and evacuation facilities were used. After then, damage assessment of chemical accidents, accessibility and appropriation of evacuation facilities were analyzed. Damage of chemical accidents is high in around 5km of industrial complex there is dense of chemical facility and population. Evacuation facilities were mainly situated in hazard area of chemical accidents, but accessibility of evacuation facilities was vulnerable in chemical plant neighborhood. Therefore, safety check of deteriorated plants is important for prevention of chemical accidents. Also, effective evacuation plan considering capacity and scale of evacuation facilities will be established.

최근에 발생한 외국의 식중독 사례 분석

  • 문명이 고도로 발달하고 환경위생상태가 양호한 최근에도 세계 도처에서 끊임없이 식중독이 발생되고 있다. 세계보전기구에 의하면 현재 전세계적으로 가장 많이 발생하는 인간의 건강상의 위해 요인은 식중독을 포함하여 오염된 식품으로 인한 질병이라고 생각되고 있다. 이들 중 일부는 출처에서부터 오염된 식품에 의한 것이며, 그 나머지는 식품을 부주의하게 취급함에 의한 것이다. 실제로 지구상 인구의 일부는 생존을 위해서 먹는 음식물에 의하여 식중독이 야기되어 불필요하게 사망하고 있는 것이다. 우리의 일상의 식생활에 있어서 음식물의 취급과 섭취에 주의를 기울이고 올바른 위생 행태를 실천한다면 식중독 발생과 사망, 그리고 경제적 손실을 상당히 줄일 수 있을 것이다. 한편 식중독으로 보고되는 공식적인 추계는 선진국에서조차도 빙산의 일각에 불과하다는 것이 세계적 전문가들의 지론으로서 대개 실제 발생사례의 10% 정도만이 보고되는 것으로 알려지고 있다. 우리 나라의 경우 보고된 통계자료에 의하면 1965년부터 1986년까지의 식중독 경향은 사망자수는 상당히 감소 (연간 40여명에서 10여명 수준으로) 하였으나 이는 아직 급성전염병으로 인한 사망자수를 상회하는 수준이었다. 최근 10년간 (1987-1996)에는 발생수가 연간 31-104건으로 집계되고 있으며 사망자수는 아직도 연간 5-12명으로 나타나고 있다 (감염병 발생정보 등). 1977년에 발생하였던 학교급식 식중독 사례 (1977년 9월, 초등학교 점심급식, 발병자 5,500명 이상, 사망자 1명, 원인식품=크림빵, 병인물질-포도상구균)는 아직도 커다란 교훈으로 남아있다. 우리 나라의 경우 이와 같이 공식적인 식중독 통계자료의 결과가 제시되고는 있으나 식중독 사례에 대한 면밀한 사안이 밝혀지는 경우가 많지 않다. 또한 그 발생 경위나 원인요소에 대해서는 일반에게 공개되지 않고 있어, 우리가 실천하여 식중독을 예방할 수 있는 정보가 함께 제시되지 못하는 형편이다. 따라서 본 고에서는 최근 수년간 외국에서 학교급식을 비롯한 집단급식 등에서 발생한 식중독 사례를 중심으로 고찰, 분석하였다. 이로부터 식중독 발생에 기여한 주요 원인을 찾아내고 여기서 얻어지는 교훈을 토대로 식중독 발생을 예방 및 최소화할 수 있는 실천적 대처 방안을 모색해 보고자 한다.

An Empirical Study of Light Railway Transit Ridership using Socio-economic Data Based on Block Group Level (소지역단위 사회경제지표를 활용한 경전철 역별 수요분석 방안 연구 - 실증분석 중심으로 -)

  • A direct demand model requires relatively little analysis time and incurs a low cost. It is also known to be useful for the preliminary screening of promising configurations or concepts. This study reviews direct demand models of 12 existing urban railways using demographic data based on a block group level which is approximately 1/24 of a traditional zone area. However, direct demand models are limited. Therefore, a new approach is suggested. The proposed method is based on a field study and an empirical analysis. The study finds factors that affect ridership at the station level. As a case study, the proposed approach is tested using 54 light railway transit stations. The results of this empirical study demonstrate its applicability to improve the error rates of the predicted ridership at the station level.

Determinants of Municipal Water Prices and Costs (지자체간 수돗물 판매가격과 생산비용 격차의 결정 요인 분석)

  • This study investigates the determinants of municipal water prices and costs in Korea. A panel data set of 164 municipalities for the period 2000~2007 is used for the study. Both random and fixed effect models with an appropriate set of instruments are applied to the data. Substantial differences in prices and costs among municipalities are observed. The study finds that prices and costs increase if the leakage rate is high, the quality of primary water is bad, and the municipality has to purchase primary water from K-water which is the single creation and management corporation of water resources facilities in Korea. Prices and costs decline if the size of consumer is large, the proportion of paying consumer is high, and the amount of subsidy from the central government is large.

  • By materials of traffic safety public corporation, from 2007. 1. 1 to 2007 12. 31, for a year. traffic accidents took place in korea were 211,662 accidents. By this 6,166 people were death, and 335,906 people were wounded. In Gwangju metropolitan city, in 2007 year, 7,881 accidents took place and 152 people were death and 12,728 peoples were wounded, in 2008 year, 8,231 accidents took place and 138 people were death and 13,533 people were wounded. Death people reduced but accidents numbers were in creased 4.4%. Meanwhile, government did various traffic policies to reduce traffic accident. But still, disgrace of underdeveloped country in traffic division couldn't take off. Moreover, traffic safety unconcern of general country people are very deficient. In this research, as the basis of Gwangju province police agency, in traffic accident the present state, I am' going to analyse the part of directly related to citizen life and centering death accident and to present traffic police activities for prevention of traffic accidents.

  • 전 세계적으로 물과 관련된 자연재해 피해가 지속적으로 증가하고 있고 세계재난데이터베이스(EM-DAT)에서 집계한 물과 관련된 중요한 자연재해의 피해액은 지난 50년 동안 많은 투자에도 불구하고 여전히 피해액이 증가되고 있다. 특히, 우리나의 경우, 전 국토의 70% 이상이 산악지형으로 구성된 지형적 요인, 인구 및 사회기반시설이 집중되는 도시지역의 확대 현상, 빈번히 발생되는 이상강우와 강우강도의 증가 등으로 전국 곳곳에서 큰 침수피해가 반복적으로 발생하고 있다. 이러한 도시침수의 저감대책을 마련하기 위해 정부부처에서 도시계획적 및 방재차원에서 관련 정책을 제시하고 있지만 실무적 측면에서 실효성이 낮은 실정이다. 이러한 문제점을 해결하기 위해 지자체 담당자의 업무부담을 줄여주면서 기술지원이 가능한 도시침수 위험도 관리시스템을 구축하고자 한다. 이에 따라 재해에 대해 평상시 위험도 정보를 기초로 시설투자, 개발계획 조정 등 사전대책을 마련할 수 있는 도시침수의 위험정도에 따른 지역 분석과 중점관리 대상지 선정 기준이 필요하다. 따라서 본 연구에서는 재해통계자료를 토대로 전국 226개 지자체에 대해, 최근 8년(2008~2014년) 간 발생된 호우 발생빈도와 피해액의 관계분석을 통하여 도시침수의 위험지역을 분류하였다. 국가재난정보센터의 재난통계기록의 호우발생횟수와 도시침수에 대한 피해정도를 고려하기 위해 건물과 공공시설에 대한 피해액을 분석항목으로 적용하였다. 이에 대한 도시지역의 침수발생에 대한 중점관리대상지 선정을 위하여 각 행정구역의 면적계수를 적용한 뒤 분위분석을 실시하였다. 호우 발생빈도와 피해액에 따라 위험도가 75% 이상으로 도시의 침수피해가 가장 높은 지역, 50% 이상이며 75% 미만인 지역, 25% 이상이며 50% 미만인 지역, 25% 미만으로 위험도가 가장 낮은 지역으로 도시침수 위험지역을 상세 분류하고 도시침수에 의한 중점관리가 필요한 대상지 35개 지역을 선정하였다. 본 연구의 결과는 지역의 도시계획 및 방재 측면에서 도시침수와 관련된 저감대책을 고려 시 기초자료로 활용 가능하고, 지자체별 지원 규모 설정 시 적정 기준제시가 가능할 것이다.

  • Policy improvement such as the revision of the Road Traffic Act are proposed for personal mobility(especially e-scooter) usage. However, there is not enough discussion to solve the problem of using shared e-scooter. In this study, we analyze the influencing factors that amount of pick-up and drop-off of shared e-scooter by dividing the Seoul into a 200m grid. we develop spatial auotcorrelation model such as spatial lag model, spatial error model, spatial durbin model, and spatial durbin error model in order to consider the characteristics of the aggregated data based on a specific space, and the spatial durbin error model is selected as the final model. As a result, demographic factor, land use factor, and transport facility factors have statistically significant impacts on usage of shared e-scooter. The result of this study will be used as basic data for suggesting efficient operation strategies considering the characteristics of weekday and weekend.

  • By the statistics of traffic safety public corporation as of Feb. 2009 year, in domestic 16,861,965 cars were registered and in this Gwangju is registered by 476,149 cars. Except Ulsan, compare to other metropolitan city, vehicles numbers are fewer. Then, as of 2009. 4. 9. by the announcement of National land and marine ministry, the operation distance of passenger cars of Gwangju metropolitan city is 40.9 km per 1 day and the most highest in the whole country. On the one hand, by the materials of traffic safety public corporation, from 2007. 1. 1 to 2007. 12. 31 for a year, traffic accidents of Korea were 211,662. By this, 6,166 people were death, 335,906 people were wounded. This mean about 17 people death and 920 people wounded per day. In Gwangju metropolitan city, last year 8,231 traffic accidents took place and 138 people were death and 13,533 people were wounded. This while government did various traffic policy to reduce traffic accidents and some degree were progressive. But still the actual circumstances is that disgrace of traffic undevelopment country can't take off. Moreover, the concern for the traffic safety of feeling of general people is very deficient. In this research, with the help of Gwangju province police station. analysed traffic accidents reality of 2009 year March and this is going to look around spring season traffic accidents prevention activities and spring season means from March to June.

Geographically Weighted Regression on the Characteristics of Land Use and Spatial Patterns of Floating Population in Seoul City (서울시 유동인구 분포의 공간 패턴과 토지이용 특성에 관한 지리가중 회귀분석)

  • The key objective of this research is to review the effectiveness of spatial regression to identify the influencing factors of spatial distribution patterns of floating population. To this end, global and local spatial autocorrelation test were performed using seoul floating population survey(2014) data. The result of Moran's I and Getis-Ord $Gi^*$ as used in the analysis derived spatial heterogeneity and spatial similarities of floating population patterns in a statistically significant range. Accordingly, Geographically Weighted Regression was applied to identify the relationship between land use attributes and population floating. Urbanization area, green tract of land of micro land cover data were aggregated in to $400m{\times}400m$ grid boundary of Seoul. Additionally public transportation variables such as intersection density transit accessibility, road density and pedestrian passage density were adopted as transit environmental factors. As a result, the GWR model derived more improved results than Ordinary Least Square(OLS) regression model. Furthermore, the spatial variation of applied local effect of independent variables for the floating population distributions.

Nepotism or Networking?: The Effectiveness of Social Networks in the Labor Market ('연줄'인가, '연결'인가?: 인적 네트워크의 노동시장 효과 분석)

  • This paper analyzes the effectiveness of social networks in finding jobs and estimates the value of job search network using the Korean Laber and Income Panel Study (KLIPS) dataset and utilizing the Difference-in-Difference Propensity Score Matching (PSM) methodology (Heckman et al., 1997). While the wide use of social networks in the Korean labor market is often perceived as 'nepotism,' this study confirms that social networks, by serving as an effective information transmitter between job search and recruitment, make a significant contribution to improving the adequacy of job matching in the domestic labor market. In order to verify the effectiveness of using social networks for getting jobs, this study looks into the cases of labor turnover using social networks and also not using it. In the aspect of individual satisfaction improvement relating to workplace and job duties, both cases of turnover turn out to experience an increased satisfaction by 2~3 points (on a 100-score scale). Meanwhile, as for the educational and technical adequacy improvement, no positive effects are found in the case of turnover without social networks, whereas the educational and technical adequacy improvement turns out to increase by 2.13 and 2.52 points, respectively, in the case of turnover using social networks. The effect of income increase through turnover using social networks registered 40,074 Korean won per month (as of 2010), which can be considered as the result from the improved educational and technical adequacy. Of all things being considered, the value of job search network per wage worker in the Korean society is estimated to be 18.72 million won in terms of life-cycle wage improvement, and 758.2 scores in terms of the improvement of working life satisfaction. Provided that the cash value of satisfaction score 1 is equivalent to 'n' times 10,000 won, the aggregate value of job search network is estimated to be 18.72+7.582n million won, which means the total amount of costs that a wage worker in the Korean society willingly pays to maintain and manage job networks for lifetime.
