흔히 관리의료 (Managed Care)라 불려지는 미국의 의료체계는 과거 약 30여년간 미국내 의료비용증가의 억제, 의료서비스 접근성 개선, 의료의 질향상이라는 세가지 목표를 이루기위해 시행되어 왔다. 이 관리의료체계는 지속적으로 증가하는 의료비용을 어느정도 억제하는데는 성공하였으나, 몇년전부터 의료정책전문가들은 관리의료체계의 의료비용증가 억제 역할은 이미 한계에 다다렀다고 판단하고 있으며, 의료서비스 접근성 개선이나 의료의 질향상에는 큰 성과를 이루지 못했다고 평가하고 있다. 그럼에도 불구하고 미국의 의료서비스 질향상을 위한 노력은 지속적이면서도 체계적으로 진행되어왔다고 자부하고 있다. 최근 미국내 의료서비스 질향상을 위한 형태를 살펴보면 자주 거론되는 것이 Prevention activity, Physician Profiling, Pay-for-Performance (P4P), Clinical Practice Guideline, Health Information Technology (Health IT)등임을 알 수 있다. 미국의 이러한 노력들이 최근 1-2년사이 한국내에도 널리 알려지고 이미 일부는 시범사업형태로 실시되고 있는 점을 감안하면 별반 다를 것이 없다고 여겨질 수 있으나, 여기서 주목할 것은 이러한 노력들이 미국내에서 시도되게된 계기와 목적, 그리고 그 과정들을 눈여겨 볼 필요가 있다는 점이다. 하지만 민간보험 주도 형태의 미국 의료시장에서 탄생한 이런 일련의 노력들이 정부주도하의 전국민건강보험체계로 운영되는 국내 의료시장에 도입되어 실효를 거두기 위해서는 모방형 도입이 아닌 국내 의료체계와 실정에 적합하도록 수정 혹은 개선된 형태로 선별, 도입되어야 함을 암시하고 있음도 주지해야 한다.

The claim that the quality assurance measures towards teacher education institutions tend to be deviated from its original purposes has been raised among international scholars, especially in those countries where prospective teachers are oversupplied. This study aims to analyze the characteristics of evaluation systems of teacher's colleges in South Korea and China from a comparative perspective. Based on six areas such as evaluation authority, purposes, cycle, criteria, methods, result utilization, we describe current practices to draw similarities and differences of the two systems. The analyses revealed remarkable similarities despite the slight differences. First, the evaluation was deviated from the quality assurance and support of the teacher's colleges. Second, the evaluation focused on supervision of the institutions and control of quantitative aspects of teacher's colleges instead of quality assurance. Based on the findings, we suggested some policy recommendations to recover the original purposes and functions of teacher education institutional evaluations in South Korea and China.

LBS (Location-Based Service) systems have become a serious subject for research and development since recent rapid advances in wireless communication technologies and position measurement technologies such as global positioning system. The architecture named the GALIS (Gracefully Aging Location Information System) has been suggested which is a cluster-based distributed computing system architecture to overcome performance losses and to efficiently handle a large volume of data, at least millions. The GALIS consists of SLDS and LLDS. The SLDS manages current location information of moving objects and the LLDS manages past location information of moving objects. In this thesis, we implement a monitoring technique for the GALIS prototype, to allow dynamic load balancing among multiple computing nodes by keeping track of the load of each node in real-time during the location data management and spatio-temporal query processing. We also propose a buffering technique which efficiently manages the query results having overlapped query regions to improve query processing performance of the GALIS. The proposed scheme reduces query processing time by eliminating unnecessary query execution on the overlapped regions with the previous queries.

For question-answering system, question analysis module finds the question points from user's natural language questions, classifies the question types, and extracts some useful information for answer. This paper proposes a question type classifying technique based on focus words extracted from questions and word semantic information, instead of complicated rules or huge knowledge resources. It also shows how to find the question type without focus words, and how useful the synonym or postfix information to enhance the performance of classifying module.

Recently, MOOC (Massive Open Online Course), which has the characteristics of open content, has been changing the paradigm of university education as it is being serviced by various universities. In addition, MOOC based e-learning service has been developed into various types. The quality management of MOOC-based e-learning services has been studied on the general factors provided by MOOC regardless of MOOC type so far. In this study, we propose a method to improve the quality management of MOOC - based e - learning service by analyzing the factors affecting the quality of e - learning service by MOOC type.

과체중, 비만을 포함한 만성질환은 일회성의 치료행위보다는 지속적인 관리가 필요한 질환이다. 이러한 점을 고려하여 개발된 IT서비스와 Healthcare서비스의 융합형 체중관리 모바일 어플리케이션 사용이 늘고 있는 추세다. 그러나 대부분의 체중관리 어플리케이션에서는 식단정보와 운동 칼로리 소모량에 관한 정보를 일방적으로 제공하고 있을 뿐, 사용자 건강의 질적인 부분을 고려하지는 못하고 있다. 따라서 본 연구에서는 어플리케이션 사용자들에게 지속적으로 동기를 부여하는 방안들을 모색하고 사용자 건강의 질도 관리 할 수 있도록 고려하여 모바일 체중관리 어플리케이션을 개발하였다. 이를 위하여 사용자 건강의 위험도를 Framingham risk score를 이용하여 지속적으로 점검하고 관리할 수 있도록 하였다. 또한 건강과 관련 된 삶의 질(HRQOL) 측정도구를 포함하여 사용자가 건강상태를 지속적으로 평가, 관리할 수 있도록 개발하였다. 본 연구를 통해 개발된 체중관리 어플리케이션은 사용자는 식이, 칼로리 뿐 만이 아니라 개인의 건강의 질에 관한 관리를 지원하고, 나아가 일회성이 아닌 지속적인 건강관리 서비스를 제공할 것으로 기대한다.

As of December 2013, 63 distance education training centers has been operating in the form of private, university affiliated and national/public centers. LMS is related to distance training quality as the system because distance education training centers are managing training by using LMS. In this paper, LMS functions of distance education training centers were analyzed to enhance the quality of distance training. In results of the analysis, it is showed 70.07%, 72.09% and 70.41% that implementation ratio of necessary LMS functions for trainee, manager and tutor. Functions of the lowest implementation ratio were "training support" of trainee mode, "statistics management" of manager mode and "communication" of tutor mode. The results of this paper will be helped to improve LMS for effective distance training of distance education training centers.

An important factor in education is ensuring reliable quality of education. There are a variety of ways based on criteria to ensure the quality of education. To ensure quality management, attendance is important which is highly reliable rating at the account education of Ministry of Employment and Labor and sevice training of Health Care. In contrast, the service training of health care professionals was consisting of formal attendance management, quality of education has been raised as a problem. Recently developed USN-based attendance management system is effective. But if education is proceed at a large number of small scale in the area of education, cost, portability, systeme management, the reliability of the Trainee's attendance remained as problems to solve. To address these needs, this paper quoted low-cost attendance management system which was desighned and implemented by barcode and PC camera. As a result the actual maintenance training system showed a 98% satisfaction in terms of administrator and 95% satisfaction in terms of Trainee.
