The purpose of this study is to research the specific ways of successful localization by analyzing the success and failures case for localization through the theoretical background and the strategic models of localization. The strategic models of localization are divided by management aspects such as the localization of production and sourcing, the localization of human resources, the localization of marketing, the localization of R&D, harmonious relationship with the local community and authority transfer between headquarters and local subsidiaries. And the specific measures of the successful localization are proposed within the framework of the strategic models by comparing and analyzing the success and failures case for localization of individual companies operating in Indonesia. The results indicate that there are successful companies which develop a suitable products for the local climate and failed automobile company which is weak for assembly of complete vehicle in terms of localization of production and sourcing. In case of localization of human resources, most companies recognize the importance of this part and endeavor to secure superior human resource through a related education. It is found that most of the companies perform R & D in their native country. In part of a harmonious relationship with the local community, Korean companies should contribute to the community and be friendly with local residents and make a good image of the company focusing on the cultural environment. In aspect of authority transfer between headquarters and local subsidiaries, there is a tendency to be determined by the head office rather than the joint participation. In the future, in order for Korean enterprise to be successful one in Indonesia market, a highly interdependent and complex forms between headquarters and local subsidiaries shall be performed and an active exchange of information and the selection of best talent regardless of nationality shall be promoted.

본지는 지난 1월호에서 '외국사와의 공동설계 - 그 문제점과 개선방향'이란 주제를 가지고 기획특집을 마련해 최근 급증하고 있는 외국설계사무소의 국내진출에 대한 건축계내의 다양한 의견을 들어보는 한편 실제 공동설계의 사례들을 모아 자료와 함께 게재한 바 있다. 이와 관련해 이번호에서는 1월호 특집에 이어 이를 좀 더 심층적으로 다루고자 건축계내 인사들을 초청해 지상좌담을 개최하였다. 국내 건축설계분야의 시장개방과 함께 큰 이슈로 떠오른 외국사와의 공동설계 문제는 선진 한국건축의 미래를 위해 넘어야 할 또 하나의 산으로써 향후 우리 건축의 진로 결정에 큰 영향을 미칠 것으로 예상된다. 따라서 본지는 이번 좌담을 통해 향후 더욱 증가할 것으로 예상되는 외국설계사무소와의 공동설계 작업에 대한 바람직한 방향을 모색하고 나아가 건축설계 시장개방에 따른 우리 건축계의 대응 방안을 정립하는 계기가 되길 기대한다.

최근 지방자치단체는 세계화 개방화 정보화 기술화라는 메가트렌드와 지방화 분권화 자치화라는 국내외 환경변화에 직면하고 있어 그 생존과 발전을 위해서는 무엇보다도 지역개발 및 지역경제발전이 시급하다는 위기의식을 가지고 있다. 과거 국가적인 차원에서 주도되어 왔던 지역경제개발정책이 이제는 지방자치단체에 의하여 지역적 차원에서 이루어지고 있다는 것이다. 특히, 경제정책의 대외적인 측면인 통상정책분야는 최근의 시대적 흐름에 비추어 볼 때 그 개발의 주체가 지방자치단체이어야 하며 지방자치단체의 정책영역 중에서도 비중이 가장 높아지고 있다. 이러한 통상진흥정책의 중요성에도 불구하고 중앙정부차원에서 제공되어지는 통상자료는 수도권 중심의 자료가 대부분이어서 그 자료를 이용할 때는 해당 지방의 중소기업에 맞게 지방자치단체가 보완 수정해줄 필요가 있다. 특히, 세계화와 지방자치시대 이후 경쟁이 심화되고 있는 지방자치단체는 국내외적인 통상환경변화에 능동적으로 대처하기 위하여 통상진흥전략을 신축적으로 운용하여야 한다.

모바일 트래픽 폭증으로 인한 망 과부하와 서비스 품질 저하 이슈가 부각되면서 이에 대한 해결 방안으로 스몰셀이 새롭게 부상하고 있다. 전 세계적으로 스몰셀을 도입하는 사업자 수가 빠르게 증가하고 있으며 글로벌 장비업체뿐만 아니라 다양한 제조업체들이 스몰셀 시장에 진출하였다. 2014년에도 스몰셀 수요 증대 및 인지도 향상, 대규모 서비스 전개 등이 스몰셀 시장의 성장을 이끌 것으로 예상된다. 이러한 확산 추세에 힘입어 스몰셀은 향후 우회망 역할을 넘어 다양한 유무선 융합서비스를 실현하고 새로운 수익 창출의 기회를 가져다 줄 것으로 기대된다. 본고에서는 스몰셀의 개념 및 관련 현황을 개략적으로 살펴보고, 국내외 스몰셀 업계 동향 및 시장전망을 분석하여 시사점을 제시하고자 한다.

국내 많은 연안 어선들은 해사안전법, 개항질서법 및 선박안전법 등과 같은 안전에 관한 법률을 외면하고 있는 실태이다. 국내 항만 진출입로에는 항로가 설정되어 있고, 상선들은 관제실과 상호 연락하면서 통항안전에 최선을 기울이고 있으나, 어선의 무질서 함으로 인하여로 해상안전에 위협을 받고 있다. 한일 어업협정과 배타적 경제수역 선포에 의해 어장이 축소되고, 이에 따른 어획량 감소가 선주나 어선 선원들을 위축시켜 안전을 위한 제안이나 규제에는 더욱 배타적이 된 것으로 볼 수 있다. 이 연구에서는 어선의 특징을 분석하여 어선 측과 의사 소통을 위한 통신방법의 제안과 아울러 AIS 정보제공 방안을 제시함으로서, 어선의 통항 안전을 증진시키고자 한다.

DPO(Dynamic positioning Operator)는 Dynamic positioning 기능이 있는 선박에 승선하는 항해사로서 항해, 정박 당직 뿐만 아니라 Dynamic positioning이 요구되는 다양한 offshore 작업시에 DP 당직을 수행한다. 정식 DPO가 되기 위하여는 SCTW 항해사 면허뿐만 아니라 NI 혹은 NMD에서 규정한 training 과정을 이수하여 DP limited 혹은 DP unlimited certificate를 취득하여야 한다. 본 연구에서는 1982년부터 업계 표준 DPO의 training과 certification을 담당하고 있는 NI (Nautical Institute) 산하 DPTEG(Dynamic Positioning Training Executive Group)의 DPO 양성과정을 조사하였다. 특히 업계의 보다 현실적인 DPO training 과정에 대한 요구에 대응하여 2014년 3월에 발표되어 2015년 1월1일부터 발효될 더욱 강화된 training과 verification 절차를 담은 새로운 DPO training scheme을 분석하여 한국 해기사들이 DPO로서 offshore sector에 진출하기 위한 방안을 제시하였다.

The Korean railroad has developed as a foundation of nation's nucleus network. Nowadays Korea has entered into a new era because of the operation of KTX(Korea Train Express). As an introduction of KTX, the Korean railroad system has advanced Korean style high speed rail(HSR-350x), which is based on transfer and own technology. It is expected that the Korean rail road system has the leading design and production ability. Korea is planning to develop its own high speed railroad system until 2007. So the present task is to initiate a strategic export method for the development and value-added of Korean high speed railroad system. Furthermore this study proposes the administrative and technical policy for the basic technical research and creativeness predominance.

The purpose of this paper is to establish the policy for the abroad promotion of small-medium and venture businesses. The core strategy is enhancing the total sales trough the low management cost and low advertisement cost. The Partnership Management by the Export Cooperation Organisation is a model which is maximize the outputs and profits at the same time minimize the fixed costs, advertisement costs etc. The effect of synergy from the grand exhibition and partnership management will be a critical momentum to the national business that concrete and diversify the export.
