An International Study on Different Factors Operating Personnel Strategies of School Temporary Workers: Focusing on Korea, Holland, Germany, Sweden (학교회계직원 인력운영 방안에 대한 국제비교 분석 - 한국·네덜란드·독일·스웨덴 중심으로 -)

  • The necessities of a plan for the labor force in the school temporary workers are superior in education practice. In a view of government, a new paradigm and method for them such as employment stability, better treatment and fewer tasks have been sought. However, the information for them is not enough. While seeing the main issue to manage an temporary workers and the feature of the system for them in schools of Holland, Germany and Sweden, this study shows an effective plan for not only the labor force in the school temporary workers and but their skill development. Based on the result of a plan in education office, supporting office, and schools this study proposes the political and institutional method to revitalize the efficient management of an temporary workers in school.

A Study on the Effect of Reading Activities on Job Satisfaction and Organizational Commitment of Public Library Employees (공공도서관 직원의 독서활동이 직무만족과 조직몰입에 미치는 영향에 관한 연구)

  • The purpose of this study is to analyze the effect of reading activity of employees in public libraries on their job satisfaction and organizational commitment which was suggested by previous studies proving the relationship among the variables in the business area. The results from the survey indicate that there were significant differences in job satisfaction, satisfaction with human relationship, satisfaction of self-realization, affective commitment, and continuance commitment in terms of the frequency of participation in a book club. Additionally, the number of employees' reading books and hours spent for reading significantly influenced their job satisfaction and the hours spent for reading significantly influenced affective commitment. It was also found that participation continuity for a book club influenced on satisfaction level of social recognition, continuance commitment, and normative commitment. Job satisfaction level had a complete mediation effect between reading hours and affective commitment, and satisfaction from social recognition had a complete mediation effect between participation continuity in a reading meeting, continuance commitment, and normative commitment. Based on these results, this study suggests a plan for constructing a good environment for employees to read through introducing a reading management as follows. Firstly, managers of public libraries need to take an active interest in reading management and various programs to encourage employees to read need to be provided. Secondly, public libraries are required to encourage their employees' participation in book clubs and support them, so that the employees are able to participate in the book club consistently. Finally, institution-level consistent motivation is needed for an active reading activity.

Violations of Information Security Policy in a Financial Firm: The Difference between the Own Employees and Outsourced Contractors (금융회사의 정보보안정책 위반요인에 관한 연구: 내부직원과 외주직원의 차이)

  • Information security incidents caused by authorized insiders are increasing in financial firms, and this increase is particularly increased by outsourced contractors. With the increase in outsourcing in financial firms, outsourced contractors having authorized right has become a threat and could violate an organization's information security policy. This study aims to analyze the differences between own employees and outsourced contractors and to determine the factors affecting the violation of information security policy to mitigate information security incidents. This study examines the factors driving employees to violate information security policy in financial firms based on the theory of planned behavior, general deterrence theory, and information security awareness, and the moderating effects of employee type between own employees and outsourced contractors. We used 363 samples that were collected through both online and offline surveys and conducted partial least square-structural equation modeling and multiple group analysis to determine the differences between own employees (246 samples, 68%) and outsourced contractors (117 samples, 32%). We found that the perceived sanction and information security awareness support the information security policy violation attitude and subjective norm, and the perceived sanction does not support the information security policy behavior control. The moderating effects of employee type in the research model were also supported. According to the t-test result between own employees and outsourced contractors, outsourced contractors' behavior control supported information security violation intention but not subject norms. The academic implications of this study is expected to be the basis for future research on outsourced contractors' violation of information security policy and a guide to develop information security awareness programs for outsourced contractors to control these incidents. Financial firms need to develop an information security awareness program for outsourced contractors to increase the knowledge and understanding of information security policy. Moreover, this program is effective for outsourced contractors.

  • The advent of private railroad corporations gave us many changes because of emphasizing on administration's effectiveness. The change has had an effect on safety management too. Most public railway corporations maintain their rolling stocks and facilities by their direct workers on the other hand, private railway corporations depend on outsourcing to cut down the cost of maintenance. But they have almost same safety management system. Therefore we try to study the difference between two type of corporations, especially workers' safety attitude and propose different safety management system depending on direct or indirect workers.

  • Emotional Management refers to the capacity for recognizing our own feelings and those of others, for motivating ourselves, and for managing emotions well in ourselves and in our relationships. Although many of the companies are currently emphasizing that the emotional management is a very important for the management, the study of the emotional management is still extremely passive. This paper is to explain about the reason why emotional management which is becoming an ongoing issue recently should focus less on customers but more on staffs (personnel) in building industries. Furthermore, the paper suggests the required emotional management to the staffs (personnel) with the data from the survey carried out. Finally, this paper is aimed to solve the difficulties that the building industry related would have.

  • The success or failure of the public library system depends upon the effective management of the human resources. It means that public library's staff is the most important resource in the operation and delivery of services. In order to provide the best service to the community, therefore, it is necessary to maintain excellent staff to make effective use of the information resources of the library and to meet the demands of the community. The goal of this study is to compare and analyse the staff standards and guidelines of public libraries in international organizations(IFLA/UNESCO, ISO), major developed countries(USA, UK, Canada, Australia, Taiwan, Japan), and Korea. In addition, the implications derived from this study will be used to provide a valuable theoretical background and rationale for the future research.
