셀렝게(Selenga)강은 몽골에서 발원하여 세계최대의 담수호로 알려진 러시아 바이칼호로 유입되는 국제하천으로서 소비에트 연방해체 이후 계획경제가 무너지면서 다양한 물환경문제에 노출되어 있다. 몽골의 경우 도시개발이 급격히 진행되고 있으나 처리시설의 미비로 인한 오폐수 배출 및 무분별한 광산개발에 따른 수질오염문제가 현안이 되고 있으며, 러시아(브리아트공화국)는 계획경제의 붕괴에 따른 산업구조의 변화, 처리시설의 부족 및 운영의 비효율성, 산림자원의 개발에 따른 비점오염부하의 증가 등의 수질문제 해결이 요구된다. 몽골은 자연적인 특성상 광물질을 많이 포함하는 지표수 성상 및 매우 적은 강우량으로 인한 수자원의 부족, 지역별로 극심한 물공급량의 불균형, 산업개발에 따른 지하수 오염 등의 문제를 포함한 수자원 부족이 해결해야할 현안과제이고, 러시아는 수자원은 매우 풍부하나 공급시설의 낙후 및 비효율적인 운영으로 인한 물 공급 시스템의 개선이 절실히 요구되는 상황이다. 물 환경관리 체계를 보면 양국 공히 대내적으로는 이용 및 공급 주체별로 분화된 물 관리체제로 인해 부문간 통합성이 결여되어 있으며, 대외적으로는 셀렝게강 상 하류 물이용 개발, 수질보전 및 수생태계보호와 연관된 문제해결을 위한 몽골과 러시아간의 국제적인 협력시스템이 없는 실정이다. 경제개발에 따라 최근 수질오염 및 물이용 개발과 관련된 이해당사자 간의 갈등이 심화되고 있어 이를 지역, 국가, 국제적인 차원에서 조정할 수 있는 통합관리시스템의 구축과 이해당사자의 인식제고 및 자체적인 관리능력 배양을 위한 역량강화프로그램의 개발 운영이 요구되고 있다. 따라서 본 연구에서는 동지역에서 기초현황조사, 물 환경현안 파악, 물 관리정책 및 체계와 문제점을 파악하고 향후 DPISR(Drivers-Pressures-Impact-State- Response) 분석이 가능하도록 물환경관리와 연관된 물환경상태, 현안, 원인, 영향 및 대책을 종합적인 관점에서 분석하며, 해외의 주요 국제하천의 물 환경관리모델에 대한 사례분석 및 비교연구를 통해 물이용 및 개발과 관련된 이해상충 조정체계를 개발하고자 하였다.

Electrical resistivity surveys were conducted at areas of abandoned landfills in Cheonan and Wonju. Geology and extent of leachate migration around the landfills were evaluated with collected resistivity data by 2-D and 3-D resistivity inverse modeling. The Cheonan landfill is located above the paddy fields and the resistivity survey lines were crossed to examine possible pollution at the paddy fields by leakage of the landfill leachate. In Wonju, the landfill and the downgradient paddy fields are divided by a concrete barrier wall. At the bottom of the landfill, there is a leachate settlement system, which has not been in operation. To evaluate leachate leakage into the paddy fields, a total of 4 survey lines were used. According to the resistivity survey results, the landfill leachate in Cheonan appeared to be restricted only within the interior of the landfill, not to migrate into the subsurface of the paddy fields. These results are well consistent with electrical conductivity values of groundwaters obtained from a periodic analysis of water qualities. In Wonju, however, it was inferred that the leachate emanating from the landfill migrated beneath the abandoned leachate settlement system and the leachate would reach the downgradient paddy fields. Low resistivity area was observed in the old reservoir area and it appeared to be derived from convergence of groundwater flows from the surrounding valley and the moist wet land. In addition, groundwater flow into the paddy fields occurs beneath the old reservoir embankment at depths of $7{\sim}8m$. This paper reports details of the resistivity surveys for the uncontrolled landfills.
BACKGROUND: Agricultural water is known to be one of the major routes in bacterial contamination of fresh vegetable. However, there is a lack of fundamental data on the microbial safety of agricultural water in Korea. METHODS AND RESULTS: We investigated the density of indicator bacteria in the surface water samples from 31 sites collected in April, July, and October 2018, while the groundwater samples were collected from 20 sites within Jeollabuk-do in April and July 2018. In surface water, the mean density of coliform, fecal coliform, and Escherichia coli was 2.7±0.55, 1.9±0.71, and 1.4±0.58 log CFU/100 mL, respectively, showing the highest bacterial density in July. For groundwater, the mean density of coliform, fecal coliform, and E. coli was 1.9±0.58, 1.4±0.37, and 1.0±0.33 log CFU/ 100mL, respectively, showing no significant difference between sampling time. The survival of E. coli O157:H7 were prolonged in water with higher organic matter contents such as total nitrogen (TN), and nitrate-nitrogen (NO3-N). The reduction rates of E. coli O157:H7 in the water showed greater in order of 25, 35, 5, and 15℃. CONCLUSION: These results can be utilized as fundamental data for prediction the microbiological contamination of agricultural water and the development of microbial prevention technology.
This study is aimed at the development of comprehensive environmental management system, which can be operated on the basis of world wide web, as a topic of G7 project. Even though there should be lots of works remaining to achieve this goal, preliminary products can be summarized as follows : 1) integrated environmental information management system, 2) web based control engine, 3) surface water environment management system, 4) subsurface water environment management system, 5) sewer and waterworks management system. The core methodology of the engine is the generalized multidimensional finite element matrices to depict the terms in the analysis of various partial differential equations. Spatial information management system (ArcView) and Visual Basic were extensively employed to construct GUI oriented web based engine. The developed systems were composed of very intense computer codes due to the necessity of combinatory management of environmental problems. The web based engine could be served as a decision tool for the integrated management of environmental projects in Korea.
There are numerous closed and abandoned mines in Korea, from which diverse heavy metals (e.g., As, Cd, Cu, Pb, Zn) are released into the surrounding soil, groundwater, surface water, and crops, potentially resulting in detrimental effects on the health of nearby residents. Therefore, we performed human risk assessments of two abandoned metal mines, Yanggok (YG) and Samsanjeil (SJ). The exposure parameters used in this assessment were specific to residents near mines and the included exposure pathways were relevant to areas around metal mines. The computed total excess carcinogenic risks for both areas exceeded the acceptable carcinogenic risk ($1{\times}10^{-6}$), indicating that these areas are likely unsafe due to a carcinogenic hazard. In contrast, the non-carcinogenic risks of the two areas differed among the studied receptors. The hazard indices were higher than the unit risk (=1.0) for male and female adults in YG and male adults in SJ, suggesting that there are non-carcinogenic risks for these groups in the study areas. However, the hazard indices for children in YG and female adults and children in SJ were lower than the unit risk. Consumption of groundwater and crops grown in the area were identified as major exposure pathways for carcinogenic and non-carcinogenic hazards in both areas. Finally, the dominant metals contributing to carcinogenic and non-carcinogenic risks were As and As, Cu, and Pb, respectively. In addition, the carcinogenic and non-carcinogenic risks of YG were evaluated to be 10 and 4 times higher than those of SJ, respectively, resulted from the relatively higher exposure concentration of As in groundwater within SJ area. Because of lacking of several exposure parameters, some of average daily dose (ADD) could not be computed in this study. Furthermore, it is likely that the ADDs of crop-intake pathway included some errors because they were calculated using soil exposure concentrations and bioconcentration factor (BCF) rather than using crop exposure concentrations.

There is an increasing need for water supply plan using sustainable groundwater to resolve water shortage problem caused by drought due to climate change and artificial aquifer recharge has recently emerged as an alternative. This study deals with recharge potential assessment for artificial recharge system and quantitative assessment for securing stable water and efficient agricultural water supply adapt to drought finding optimal operating condition by numerical modeling to reflect recharge scenarios considering climate condition, target water intake, injection rate, and injection duration. In order to assess recharge potential of injection well, numerical simulation was performed to predict groundwater level changes in injection and observation well respect to injection scenarios (Case 1~4) for a given total injection rate (10,000 m3). The results indicate that groundwater levels for each case are maintained for 25~42 days and optimal injection rate is 50 m3/day for Case 3 resulted in groundwater level rise less than 1 m below surface. The results also show that influential area of groundwater level rise due to injection was estimated at 113.5 m and groundwater storage and elapsed time were respectively increased by 6 times and 4 times after installation of low permeable barrier. The proposed assessment method can be contributed to sustainable agricultural water supply and stable water security for drought adaptation.

라오스의 Houay Pano 유역은 상업적 조림으로 인해 2011년부터 2013년까지 급속한 토지이용 변화를 겪어왔다. 본 연구는 이러한 토지이용변화가 박테리아 거동에 어떠한 영향을 주는지 이해하기 위해 Soil and Water Assessment Tool (SWAT) 모형을 활용한 박테리아 거동 모델링을 수행하였다. SWAT 모형은 수치 표고 모델, 토양 특성, 토지 이용 등의 정보를 종합하여, 유역 내수량 및 수질의 변화를 모의할 수 있는 모형으로, 본 연구는 대표적인 분원성 지표 세균 (Fecal Indicator Bacteria)인 대장균 (Escheichia coli, E. coli)을 대상으로 모델링을 수행하였다. SWAT 모형은 지표면 위 박테리아를 1)식물 위, 2)토양 용액상, 3)토양 입자상으로 구분하여 모의한다. 각 상태로 분할된 박테리아는 소멸 (die-off), 씻김 (wash-off), 침투, 표면 유출을 통한 수계로의 이동 등의 단계를 통하여 유역 내에서 거동한다. 본 연구는 서로 다른 기후의 영향을 배제하기 위해 각 토지이용 시나리오를 (2011, 2012, 2013) 실제 기후 조건과 동일 기후(2011-2013 평균) 조건으로 분류하여 분석하였다. 실제 기후 조건에서 SWAT 모형은 표면 유출, 토사 유출, E. coli 거동에 대해 2011년부터 2012년까지 감소, 2012년부터 2013년까지 증가로 모두 동일한 양상을 모의하였다. 이는 강수량의 양상과 동일한 것으로, 강수량이 표면 유출의 양을 결정하고, 달라진 표면 유출에 따라 토사 유출과 E. coli 거동이 결정되기 때문이다. 하지만 동일 기후 조건에서는, E. coli 거동 동인인 표면 유출과 토사 유출이 비교적 일정해짐에 따라, 각 상태로 분할된 박테리아의 초기 부하량값이 E. coli 거동을 결정하는 주된 요인임을 확인 할 수 있었다. 따라서 초기 부하량 분할에 활용되는 엽면적 지수 (Leaf Area Index)와 분배계수 (BACTKDDB)의 정확도가 요구된다. 추가적으로 본 연구는 박테리아의 유입원인 비료 모델링과, LAI를 활용한 박테리아 초기 부하량 산정, 토양 특성 변수와 토지 이용 변수의 분리, 지하수를 통한 박테리아 거동 등을 중심으로 SWAT 모형의 한계점과 개선점을 제시하였으며, 본 연구 결과는 토지이용변화가 박테리아 거동에 주는 영향을 모형적으로 이해하고, 또한 추후 박테리아 모델링 개발에 도움을 줄 것으로 예상된다.
Water leakage in tunnels is a defect that can affect tunnel stability and the ground movement by changing the stress and pore water pressure of the surrounding ground. Long-term or large-scale water leaks may lead to damage of tunnel structure and the surrounding environment, such as tunnel lining instability and ground surface settlement. The present study numerically investigated the effects of water leakage on the structural stability of a tunnel and the ground behavior. The tunnel was assumed to be under undrained conditions for preventing the inflow of the surrounding water and leaks occurred in the concrete lining after completion of the tunnel construction. A coupled hydro-mechanical analysis using a TOUGH-FLAC simulator developed in Python was conducted for assessing the leakage induced-behavior of the tunnel structure and ground under different conditions of the amount and location of water leak. Additionally, the effect of hydro-mechanical coupling terms on the results of coupled response was investigated and discussed.

도시화로 인해 유역의 불투수면적이 증가함에 따라 수문학적 요소와 수질에 큰 변화를 가져왔다. 불투수면적의 증가는 강우시 지표유출의 증가, 토양층 침투 차단으로 인한 지하수 재충전 감소 및 지하수위 감소를 초래하여 결과적으로 기저유출을 감소시킨다. 이러한 증가된 불투수면적이 강우유출수의 수문 및 수질에 미치는 영향을 완화하기 위해 최근 저영향개발 (Low Impact Development; LID) 기법이 개발되어 적용되고 있다. LID 기법은 개발 이전의 수문순환 상태에 최대한 근사하도록 개발하는 기법으로 우수 유출 속도 감소, 유역에서의 저류, 침투 및 증발산 과정 촉진, 하류로의 오염물질을 저감시킨다. 효과적인 저영향개발 기법 적용을 위해서는 시설 설치 전 모형을 이용한 저영향개발 기법의 적용 효과를 파악해야 한다. 이에 따라 많은 저영향개발 기법 모형들이 개발되었으며, 그 중 SWMM (Storm Water Management Model) 모형이 LID 효과분석을 위해 많이 이용되고 있다. 그러나 SWMM 모형의 경우, 저영향개발 기법으로 모의되는 침투 후 토양 물 흐름이 토양의 수분 조건을 고려하지 않고 모의가 되고 있다. 본 연구에서는 HSPF(Hydrological Simulation Program: FORTRAN) 모형을 이용하여 LID 시설 내에서의 저류현상을 구현하고 수문요소에 대한 영향을 분석하고자 한다. HSPF 모형의 입력자료를 구축하여 모형을 구축하고 LID 모형 적용 전에 모형의 보정 및 검정을 수행하였으며, LID 시설을 적용하여 유역내 수문요소들의 변화를 분석하였다. 본 연구의 결과는 향후 LID 효과 분석을 위한 기초자료로 활용될 수 있을 것으로 사료된다.

This study was carried out to evaluate precipitation, geological and topographical factors from the landslide area occurred in Maeri, Sangdong-myeon, Gimhaesi, Gyeongsangnam-do. The landslide was affected by geo-topographical factors. Talus which is infiltrated easily by runoff was widely distributed in the landslide area. Concave areas on back- and toe-slope were built up colluvial materials and weathered soils. The colluvial materials were consisted of less weathered pebbles and stones (diameter: 10~100 cm) which are easily infiltrated during rainfall events. Also the landslide was mainly affected by an ascending of ground water table which is low in summit and high in toe-slope due to geo-topographical characteristics of the landslide area. The most important reason of the landslide was a lacking of drainage system of ground water despite the high infiltration rates of ground water in talus area during rainfall events.
