Sensor-based Alert System applying Expert System for Performance Improvement (성능 향상을 위해 전문가 시스템이 적용 된 센서 기반 경보 시스템)

  • These days news about natural disaster caused by earthquake, typhoon is broadcasted frequently. At this moment, structure' healthy is threatened by natural disaster, only way to minimize the casualties and property damage is doing accurate alert. In this research, I designed Expert system to reduce wrong-alert and elevate the accuracy. The expert system put many sensors close to each other as a one group. We focus on elevating reliability of monitoring system by comparing each nearby sensor's state not one single sensor. Providing accurate data which can decide safe to structure manager can minimize current damage by early response, also has advantage that can prevent additional damage can be occur in the future.

  • Periodic and systemic disaster management has become more important than ever owing to the recent continuous occurrence of disasters, such as fires, earthquakes, and flooding. This management goes beyond simple disaster preparedness, which was introduced minimally under the existing legal system. For effective disaster management, facilities should be managed through regular maintenance on a daily basis, and in the case of an emergency, intuitive and accurate communication is essential regarding the situation and purpose. BIM manages the entire building property data using the effective 3D visualization model, so it can be used for various management purposes from design to facility maintenance. In this study, through an expert survey on the use of services in a BIM-based integrated disaster information system, the available areas of BIM data were organized in terms of facility information management, 3D visualization, and disaster control. Later, through the use service and DB definition within the BIM-based disaster integration information system, the main facilities monitoring and response services based on BIM and BIM-based spatial management service are proposed. Based on this study, it is hoped that the BIM-based application service functions within the system will be implemented to enable an effective system response.

GIS-based Disaster Management System for a Private Insurance Company in Case of Typhoons(I) (지리정보기반의 재해 관리시스템 구축(I) -민간 보험사의 사례, 태풍의 경우-)

  • Natural or man-made disaster has been expected to be one of the potential themes that can integrate human geography and physical geography. Typhoons like Rusa and Maemi caused great loss to insurance companies as well as public sectors. We have implemented a natural disaster management system for a private insurance company to produce better estimation of hazards from high wind as well as calculate vulnerability of damage. Climatic gauge sites and addresses of contract's objects were geo-coded and the pressure values along all the typhoon tracks were vectorized into line objects. National GIS topog raphic maps with scale of 1: 5,000 were updated into base maps and digital elevation model with 30 meter space and land cover maps were used for reflecting roughness of land to wind velocity. All the data are converted to grid coverage with $1km{\times}1km$. Vulnerability curve of Munich Re was ad opted, and preprocessor and postprocessor of wind velocity model was implemented. Overlapping the location of contracts on the grid value coverage can show the relative risk, with given scenario. The wind velocities calculated by the model were compared with observed value (average $R^2=0.68$). The calibration of wind speed models was done by dropping two climatic gauge data, which enhanced $R^2$ values. The comparison of calculated loss with actual historical loss of the insurance company showed both underestimation and overestimation. This system enables the company to have quantitative data for optimizing the re-insurance ratio, to have a plan to allocate enterprise resources and to upgrade the international creditability of the company. A flood model, storm surge model and flash flood model are being added, at last, combined disaster vulnerability will be calculated for a total disaster management system.

  • Fire accidents in foreign countries, like the accident in a thermal power plant in Beijing, the accidents in domestic power plants, including Boryeong Power Plant in 2012 and Taean Power Plant in 2016, a disaster in a nuclear power plant in Fukushima in 2011 or the large-scale power failure in California in 2001 are safety accidents related to electric power, which caused losses in the people's stable lives and the countries. Electricity has an absolute impact on the people's life and the economy, so we can easily expect the serious situation affecting economic growth as well as direct damage to the protection of the people's lives and the losses of properties, if there are fire or explosion accidents or radioactive leak because of negligence in safety management, or problems because of natural disasters like an earthquake in power plants that generate electricity. In this study, it was drawn the improvement of the organizations exclusively in charge of firefighting, the operation of a program for the improvement of professional competency, the development of a customized firefighting management system for plants for systematic firefighting safety management and the improvement of the earthquake-proof correspondence system, which has recently become an issue, as measures for improvements through a survey of the actual conditions concerning the necessity of the construction of a firefighting safety management system for power plants with five power generation companies, including Korea Southern Power Co., Ltd., and the persons in charge of firefighting safety Korea Hydro & Nuclear Power Co., Ltd.

Natural Baseline Groundwater Quality in Shingwang-myeon and Heunghae-eup, Pohang, Korea (포항시 신광면 및 흥해읍 일대 지하수의 배경수질 연구)

  • The results of long-term groundwater level and quality monitoring can be used not only as the basic data for evaluating the impact of various disasters including climate change and establishing responses, but also as key data for predicting and managing geological disasters such as earthquakes. Some countries use groundwater level and quality monitoring for researches to predict earthquakes and to assess the impacts of the earthquake disaster. However, a few cases in Korea report on individual groundwater quality factors (i.e., dissolved ions) observed before and after the earthquakes, being different from other countries. To establish the abnormality criteria for groundwater quality in Pohang, groundwater samples were collected and analyzed five times from 14 agricultural or private wells existing in Shingwang-myeon and Heunghae-eup. As a result of the analysis, it was found that Ca2+ was the dominant cation in Shingwang-myeon, while Na+ was the dominant cation in Heunghae-eup. The elevated NO3- concentration in Shingwang-myeon is contributed to the agricultural activity in the area. A high concentration of Fe was detected in a well on Heunghae-eup; the concentration exceeded the drinking water standard by nearly 100 times. Relatively higher dissolved ions were observed in the groundwater of Heunghae-eup, and it is considered as the result of the flow velocity difference and water-rock reaction accompanying the difference in bedrock and sediment characteristics. The groundwater of Shingwang-myeon appeared to be most affected by the weathering of granite and silicates, while that of Heunghae-eup was mainly affected by the weathering of silicates and carbonate. The background concentrations (baselines) of groundwater Shingwang-myeon and Heunghae-eup was identified through the survey; however, the continuous monitoring is required to monitor the possible changes and the repeatability of seasonal variation.

Efficient Design of a Disaster Broadcasting System using LTE Modem (이동 LTE모뎀을 활용한 재난방송시스템 설계)

  • Recently, damage caused by natural disasters such as fire, earthquake, heavy rains and heavy snow is increasing. In addition, traffic accidents due to freezing, fog and fire in tunnels and bridges are frequently occurring. In such a disaster situation, it is very important to take prompt action by the person in charge of managing the facility and area.To this end, a disaster broadcasting system is used, but in the existing system, the broadcasting room and the speaker are connected by a wired connection. Also, the person in charge has to be in the broadcasting room to broadcast, which has a problem of delaying the time. In this paper, we design a disaster broadcasting system using LTE modem. The designed system enables a broadcasting person to make a call to a broadcasting system from anywhere using a cellular phone and a public telephone. Broadcasting via telephone is possible only with the telephone number pre-registered in the system and can be registered / deleted by the administrator. The registered telephone number, incoming voice file, and announcement voice for automatic broadcasting are stored in the system internal SD memory for convenient management. This disaster broadcasting system is expected to contribute to quick and convenient disaster broadcasting.

Technological Development Trends for Underground Safety in Urban Construction (도심지 공사시 지하안전 확보를 위한 기술개발 동향)

  • Amid increasingly saturated ground space, development of underground space has been booming throughout the world and excavation has been underway near the structure above or under the ground level. But the ground subsidence caused by improper or poor construction technologies, underground water leakage, sudden changes of stratum and the problem with earth retaining system component has been emerged as hot social issue. To deal with such problems nationwide, establishment of preventive and proactive disaster management and rapid restoration system has been pushed now. In this study, collection of the data on technology development trend to secure the underground safety was made, taking into account of internal change elements (changing groundwater level, damage to underground utilities, etc) and external change elements (vehicle load, earthquake and ground excavation, etc) during excavation. Amid the growing need of ground behavior analysis, ground subsidence evaluation technology, safe excavation to prevent ground subsidence and reinforcement technology, improvement of rapid restoration technology in preparation for ground subsidence and development of independent capability, this study is intended to introduce the technology development in a bid to prevent the ground subsidence during excavation. It's categorized into prediction/evaluation technology, complex detect technology, waterproof reinforcement technology, rapid restoration technology and excavation technology which, in part, has been in process now.
