One of the important considerations in structural designing the flat plate system is ensuring the resistance to punching shear caused by axial loads and the ductile ability to follow horizontal deformation under earthquake. In this study, the ECC (Engineered Cementitious Composite) has been placed in the critical section zone of punching shear at slab-column joint to improve ductility and the advanced details of shear reinforced area nearby critical section zone has been developed using stud and steel fiber. The shear performance tests were performed on the specimens with parameters of fiber type mixed with ECC, stud and steel fiber set into the shear reinforced area in which the failure pattern, joint strength, displacement and strain of the specimen were compared and analyzed. The test results showed that the strength and ductility of specimens with ECC applied to joint were better than those of RC flat plate system. Also, the shear reinforcement effect of stud and the ductility improvement of steel fiber concrete were confirmed in the shear reinforcement area.
Due to the cases of recent global warming and unusual weather etc., large-scale natural disasters such as typhoons, floods, snow damage occur frequently across the continents such as Southeast Asia and North America, South America etc. and risks of earthquakes and tsunami are also increasing gradually in Korea which has been regarded as a safe zone and disaster types are also being diversified such as typhoons, floods, heat waves, heavy snow and damage scale is also enlarged. In addition, due to geographical characteristics or lack of infrastructure, disasters tended to occur intensively around a specific region or city in the past but disasters occur throughout the country in recent years so preparation for disaster prevention has emerged as an urgent challenge issue. Therefore, considering that the plan of obtaining the effective feedback function of disaster Information is very important in the proactive and software aspects for disaster reduction, this paper analyzed this three aspects of contents, procedural and contextual aspects and proposed the plan. First, in the content aspect, building disaster prevention information communication Infrastructure, building urban and regional disaster prevention system, obtaining concurrency and sharing of information and second, in the procedural aspect, active utilization of ICT(Information and Communication Technology) of the prevention stage, disaster prevention information collection and analysis reinforcement of the preparation stage, improvement of decision-making structure and field command system of the response stage, recovery system related information promotion of the recovery stage were proposed as alternatives and finally, in the contextual aspect, if disaster prevention information is effectively managed through maintenance of disaster prevention information related systems, obtaining domainality by disaster prevention work, improvement of the ability to judge the situation, obtaining comprehensive and feedback function etc, it is considered to significantly contribute to reducing natural disasters.
Cheomseongdae in Gyeongju, known as an astronomical observatory, is a cultural monument with great historical, academic, and artistic value, as its unique shape is preserved well in its original form. The outer structure, ground stability, and seismic reliability of Cheomseongdae have been assessed by numerous researchers through various scientific methods, but research on the underground structure has been insufficient. This paper contains detailed models of the underground structure of Cheomseongdae interpreted in 2D and 3D images based on the data acquired through GPR surveys conducted of features in and around the base of Cheomseongdae. As a result, the existence of twelve small features arranged in a circle, although only about half of them remain, was confirmed at a depth of 0.4 - 0.6m. Furthermore, a structure three bays long (north-south direction) and four bays wide (east-west direction) was detected beneath Cheomseongdae at the depth of 0.7 - 1.0m. Other than 2 layers of foundations as is known, a square structure with the dimensions of 7m × 7m is situated at a depth of 0.6m, directly under Cheomseongdae, and what is reading that is expected to be the foundation structure of Cheomseongdae was detected and confirmed. This foundation structure is circular with a diameter in the east-west direction of 11m and in the north-south direction of 12m. The northern, western, and eastern edges of this foundation structure are about 1m away from the foundation of Cheomseongdae, whereas the the south side extends to about 5m wide.

Worldwide casualties caused by earthquakes, floods, fire or other disaster has been increasing. So many researchers are being actively done technical studies to ensure golden-time. In this paper if a disaster occurs, use the IoT technologies in order to secure golden-time and transmits the message after to find the user of the accident area first. When the previous job is finished, gradually finds a user of the surrounding area and transmits the message. For national emergency information, OPEN API of Korea Meteorological Administration was used. To collect detailed information on a relevant area in real time, this study established the system that connects and integrates Crowd Sensing technology with BLE (Bluetooth Low Energy) Beacon technology. Up to now, the CBS based on base station has been applied. However, this study designed and mapped DB in the integration of Beacon based user positioning and national administrative address system in order to estimate local users. In this experiment, the accuracy and speed of information dif6fusion algorithm were measured with a rise in the number of users. The experiments were conducted in a manner that increases the number of users by one thousand and was measured the accuracy and speed of the message spread transfer algorithm. Finally, became operational in less than one second in 20,000 users, it was confirmed that the notification message is sent.

Recently, the need for emergency medical facilities is increasing due to a large-scale disaster. The Ministry of the Interior and Safety has completed the development of Disaster Resource Sharing System (DRSS). In this system, only air tent and negative pressure tent, which are classified and managed as equipment are resources related to emergency medical facility at disaster site. However, the characteristics of resources for the facility such as the time of input, a period of stay, transportation, and installation methods were not reflected. So, The purpose of this study is to propose improvements of management of resources for emergency medical facility at disaster site, that classified to materials and equipment in DRSS. This study analyzed the state of resources for facilities and the attributes of resources based on literature and disaster medical consultation of mobile hospitals. The resources for emergency medical facility are required to be linked to medical support resources and reflected in the DRSS, since emergency medical facility resources at the disaster site should be managed through a combination of medical resources classified as equipment. And future research on installation of emergency medical facilities plan considering the cost of the disaster management resources should be carried out.
Forest fires increase the risk of subsequent soil erosion and mass movement in burned areas, even under rainfall conditions below landslide alert thresholds, by destroying plants and vegetation and causing changes to soil properties. These effects of forest fires can alter runoff in burned areas by altering soil composition, component minerals, soil water repellency, soil mass stability, and soil fabric. Heat from forest fires not only burns shallow organic matter and plants but also spreads below the surface, affecting soil constituents including minerals. This study analyzed X-ray diffraction and physical properties of topsoil and subsoil obtained from both burned and non-burned areas to identify the composition and distribution of clay minerals in the soil. Small amounts of mullite, analcite, and hematite were identified in burned soils. Vermiculite and mixed-layer illite/vermiculite (I/V) were found in topsoil samples from burned areas but not in those from non-burned areas. These findings show changes in soil mineral composition caused by forest fires. Expansive clay minerals increase the volume of soil during rainfall, degrading the structural stability of slopes. Clay minerals generated in soil in burned areas are therefore likely to affect the long-term stability of slopes in mountainous areas.

The purpose of this study was to establish a complex disaster scenario that can comprehensively consider various disaster situations that may occur in the utility tunnel. Method: In order to comprehensively consider the correlation between disasters, a composite disaster scenario was derived from a combination of damage factors, respectively. A risk assessment was performed in order to derive the priorities of the scenarios. And based on the results, the priorities of complex disaster scenarios were set. Result: Based on the disaster cases in the utility tunnel, a plan was prepared for complex disaster scenarios centered on damage. A complex disaster scenario was specified using a semi-quantitative evaluation method for single and multiple disaster factors such as fire, flooding, and earthquake. Conclusion: The composite disaster scenario derived from this study can be used for the prevention and preparation of damage when the precursor symptoms of a disaster are detected. In addition, the results of this study are expected to be used as basic data for preparing strategic plans and preparing complex disaster response technologies to induce rapid response and recovery in case of emergency disasters.
As new disasters such as COVID-19, MERS, and earthquakes appear in modern society, the nation's ability to manage uncertain risks is becoming more important. The government is promoting a disaster safety management policy closely related to daily life by reinforcing on-site response capabilities. Therefore, in order to respond more effectively to disasters that have recently been enlarged, complicated, and delocalized, there is a limit to only disaster-related organizations in the public sector. It is necessary to check it and find ways to develop it. In the event of an unpredictable national disaster or infection, the government needs disaster safety management measures closely related to daily life. Accordingly, as an efficient response and strategy such as procedures and methods for funeral support at the scene of a national disaster were needed, a designated funeral home was introduced. In the event of a major disaster, a large number of casualties that exceed the daily work level of the relevant department occur and rapid changes in relief, medical care, funeral and administrative procedures occur accordingly. The purpose of this study is to derive basic operating directions and prompt funeral support plans for funeral homes designated for national disaster preparedness.

This study was done at a scientific camp sponsored by Nara Women's University Secondary School, Japan. In this school, $10^{th}$ grade students from 4 East Asian countries: Korea, Japan, Taiwan, and Singapore, participated. We made a research on students' perceptions about nuclear energy. Sample populations include 77 students in total, with 12 Korean, 46 Japanese, 9 Taiwanese and 10 Singaporean students. Overall perceptions comparison about nuclear energy shows average values from the order of highest Korea, Taiwan, Singapore, and to lowest, Japan. We implemented a T-test to identify perception differences about nuclear energy, with one group that include 3 countries (Korea, Taiwan and Singapore) and another group that includes all the Japanese students. T-test results of perceptions about nuclear energy shows students from the 3 countries of Korea, Taiwan and Singapore having higher average than Japanese students. (p<.05). Korean average scores regarding overall perceptions about nuclear energy show as the highest in all 4 East Asian countries and also highest in all subcategories. On the contrary in Japan, they have lower and negative perceptions of nuclear energy. In spite of these facts, perceptions of Japanese students about nuclear energy seem lowest and negative mainly because of the recent Fukushima nuclear power plant disaster, caused by the tsunami and its subsequent damages and fears of radiation leaks, etc. This shows that negative information about future disasters and its resulting damages like the Chernobyl nuclear accident could influence more on people's risk perception than general information like nuclear energy-related technologies or the news that the plant is operating normally, etc. Even if the possibility of this kind of accident is very low, just one accident could bring abnormal risks to technology itself. This strong signal makes negative image and strengthens its perceptions to the people. This could bring a stigma about nuclear energy. This study shows that Government's policy about the highest priority for nuclear energy safety is most important. As long as such perception and decision are fixed, we found that it might not be easy to get changed again because they were already fortified and maintained.
In this investigation, results of laboratory tests on four reinforced concrete flat plate interior connections with elongated rectangular column support which has been used widely in tall residential buildings are presented. The purpose of this study is to evaluate an effect of column aspect ratio (${\beta}_c={c_1}/{c_2}$=side length ratio of column section in the direction of lateral loading $(c_1)$ to the direction of perpendicular to $c_1$) on the hysteretic behavior under earthquake type loading. The aspect ratio of column section was taken as $0.5{\sim}3\;(c_1/c_2=1/2,\;1/1,\;2/1,\;3/1)$ and the column perimeter was held constant at 1200mm in order to achieve nominal vertical shear strength $(V_c)$ uniformly. Other design parameters such as flexural reinforcement ratio $(\rho)$ of the slab and concrete strength$(f_{ck})$ was kept constant as ${\rho}=1.0%$ and $f_{ck}=40MPa$, respectively. Gravity shear load $(V_g)$ was applied by 30 percent of nominal vertical shear strength $(0.3V_o)$ of the specimen. Experimental observations on punching failure pattern, peak lateral-load and story drift ratio at punching failure, stiffness degradation and energy dissipation in the hysteresis loop, and steel and concrete strain distributions near the column support were examined and discussed in accordance with different column aspect ratio. Eccentric shear stress model of ACI 318-05 was evaluated with experimental results. A fraction of transferring moment by shear and flexure in the design code was analyzed based on the test results.
