The domestic construction industry need to do productivity improvement through technology development than improvement of manpower control or system and develop competitive power through technology in international construction market. Upon this, government for elevation of technological level enacts and operates the advanced construction technology endorsement system but is not looking at effect as that the actual use-results also expected first. Therefore, in this paper, present improvement and direction for activation plan of construction new technology development through comparison with other connection system, literature investigation and questionnaire after grasp present condition of the advanced construction technology endorsement system with specialty construction company as the central figure which occupy most of appointed new technology.

In Korea, an intelligent transportation system(ITS) is established to efficiently operate traffic congestion on roads and is being used for traffic information collection and speed control systems. Currently, designated and dedicated lanes are in place to ensure traffic circulation and traffic safety, and systematic and accurate illegal vehicle crackdown systems with artificial intelligence technology are needed. In this study, we propose a vehicle number recognition model that can improve the efficiency of the traffic of designated vehicles. By applying computer vision technology, we are going to identify three-lane and four-lane multi-lane roads in real time and detect vehicle numbers by car to suggest ways to crack down on vehicles that violate the designated lane system.

The problem of privacy is considered one of the main concerns to deploy RFID applications. In this paper, we propose methods to change a tag state and assign a master leader for the protection of privacy. By changing a tag state, we can limit the range for the information retrieval of the tag to all leaders or a specific leader (mater leader). Whenever the owner of a tag changes, with the master leader assignment method for the tag, we can make only the master leader get the information for the tag. With the proposed methods, it is expected that the privacy problems can be solved by preventing the private information of tags that persons have from being exposed by illegal leaders.

교통안전특정해역 내 통항선박과 어로에 종사하는 선박간의 충돌 위험성이 높아, 해상교통관제사 및 항해사에게 많은 위험부담이 있으므로, 인명 및 충돌사고를 미연에 방지하기 위하여 해사안전법상 교통안전특정해역 안에서의 항로지정제도를 시행하는 구역에서 지방해양수산청과 지방해경서 간의 어로행위 단속 주체를 관련법령을 통해 명확히 하고자 한다.

환경부는 2005년 2월 10일 악취방지법 시행 이후 악취배출시설 관리업무 등 현행 제도의 운용상에 나타난 일부 미비점을 합리적으로 개선, 보완하고 악취관리지역 지정 및 지정해제, 미신고대상 악취배출시설 관리강화 등 효율적인 악취관리방안을 마련하여 쾌적한 생활환경을 조성하기 위해 악취방지법 일부개정법률안을 재입법 예고한다. 현행 악취방지법에서 시.도지사의 소관업무로 정하고 잇는 악취사무를 인구 50만 이상 대도시에서 수행할 수 있도록 책임과 권한을 부여함으로써 지역실정에 맞는 악취저감대책을 자체적으로 추진할 수 있도록 하고 있다. 본 고에서는 주요내용과 함께 달라진 법률안을 살펴보도록 한다.

어린이가 위험에 노출된 경우 그 안전을 확보하기 위해 어린이 안전에 관한 「어린이안전관리에 관한 법률」이 제정되었다. 이에 어린이이용시설종사자는 행정안전부에서 지정하는 어린이 안전교육 전문기관에서 이론 및 실습 교육을 매년 이수하여야 한다. 한국어린이안전재단은 어린이 안전교육 전문인력 및 시설을 확보하여 어린이 안전교육 전문기관으로 지정되었다. 이에 효과적인 안전교육을 제공하기 위한 운영방안에 대해 논의하고 대응한다.

본 연구에서는 산.학.연 협동을 통해 기술실용화와 중소기업창업을 촉진하는 효과적인 추진방법의 하나로, 대학캠퍼스나 인근지역에 "기술창업.개발센터"(Technology Business Development Center: TBDC)를 설립하는 방안을 제시하고, 구체적인 기술창업.개발센터의 개념과 체계, 설립운영방안, 우리나라에서의 효과적인 추진전략을 제시한다. 특히 국가적 차원에서 TBDC를 지방대학들을 중심으로 한 지역기술개발센터(Regional Technology Center:RTC)의 형태로 전국 각 지역에 설립하여 육성하되, 공개경쟁을 통해 선별적으로 TBDC를 지정할 것을 제의한다. 아울러 정부의 TBDC지원유형과 TBDC의 단계별 육성방안도 제시한다.성방안도 제시한다.
