WTO/TRIPS 협정 체결과 WIPO의 저작권 조약이 선진국의 주도로 성립된 뒤로 지적재산권 분야의 변화와 대응은 각국의 주요 이슈로 부각 되었다. 새로운 지적재산 체제는 경제는 물론 교육, 문화, 사회 전반에 걸핀 서비스영역까지 영향을 미치고 있다. 본 연구에서는 새로운 지식재산 시대에서 한국과 경제적, 문화적, 지정학적으로 비슷한 위치에 있는 대만의 과학기술 정책과 연구 개발 활동, 그리고 지적재산권에 대한 현황에 대해 살펴봄으로써 대만의 지적재산 관련 정책대응과 활동에 대해 알아본다.

Even though the data of digital cadastral map, stored in the Korea Land Information System(hereinafter referred to as "KLIS") has a wide variety of errors, it has been used in a cadastral surveying field without any compensating work. As a result, it has given rise to a lot of problems when we use this digital cadastral map in the cadastral surveying field. That is why we should analyse the accuracy of digital cadastral map which has been stored in the KLIS. In this context, this paper has been intended to provide acceptable proposals with regards to present operation of KLIS or the cadastral re-survey project in the future by analysing the data of digital cadastral map which is one of the layers of the KLIS. Our study results showed that the accuracy of both the location and area in the present KLIS datum was not satisfactory Therefore, in our own judgment, it is necessary to revise cadastral maps more accurately in order to use in the field of cadastral surveying or in carrying out the cadastral re-survey project.

Korean government has constructed a nationwide cadastral map database through the cadastral map computerization project and also produced a variety of spatial data through the NGIS (National Geographic Information Systems) project. Under this circumstance, it is needed to set up the new automatic methodology that effectively solve cadastral non-coincidence problems by using various digital map data instead of expensive field survey methods. This study proposed a new automatic methodology for cadastral non-coincidence surveying and developed a prototype system as a proof of concept. Validation of this proposed method was done with some test areas. Results showed that this methodology could easily detect and assess both regional non-coincidence levels and cadastral map quadrangle non-coincidence levels. We expect that this new methodology can provide many benefits in planning and determining work priority of the forthcoming nationwide cadastral re-surveying project.

In this study, one of the main aims is to build up a technical foundation for promoting the cadastral resurvey effectively and to improve the accuracy of cadastral surveying is to make use of precise surveying techniques in allowance of position errors as reference accuracy in cadastral resurvey, which is proper to obtain the sufficient accuracy of the cadastral control points, and parcel boundary points by introducing the GNSS-based surveying techniques on cadastral survey. In detail, the existing procedures and outcomes of cadastral survey were compared and analyzed for suggesting a better survey technique than that of the other techniques in a variety of aspects of capability of cadastral survey. The new skills and supports could be upmost importance when doing cadastral survey. What's more, essentially, 'The Measurement Department' makes all the efforts to establish 'The Surveying Regulations'. This could possibly apply GNSS-based surveying technique to the cadastral resurvey for the foreseeable future and this research paper suggested that how to improve absolute accuracy of cadastral reference points by means of putting to use the appropriate models of measurement further.

The methodology on digital cadastre(World Geodetic System Conversion) needs to be specified because the primary target site is discussed for large national estate such as road, river etc. on nationwide. Comprehensively reviews on similar cases and literature reviews to make a methodology for digital cadastre on large national estate, cadastral map revision is required before converting to World Geodetic System. The revisions are on subdivision survey or the other surveys to the necessary area through inspection of geometry and attributes. And the researcher pointed out the need of registration conversion and union of parcel to remove small parcel or to remove the inconsistency of land use type. Basically a systematic maintenance of cadastral map is necessary because the World Geodetic System Conversion unresolved the poor cadastral map quality to digital cadastre on large national estate.

The paper reviews the adoption of ISO 19152, Land Administration Domain Model (LADM) for the enhancement of the current Mongolian cadastral system. It can be said that the current cadastral system is developed for the pure purpose of land registration. There is a need for a comprehensive data model for not only this reason but also reflecting the current problems in the Mongolian cadastral system. The LADM was published by the International Organization for Standardization later in 2012 as an International Standard for modeling cadastral and land administration information for the purpose of providing a common vocabulary(ontology) and efficient system development. This study examined possibilities of adopting the LADM to the cadastral system for Mongolia focused on Land Manager system. Data model of the Land Manager was examined against the corresponding LADM classes and as a result, gaps between each data model have been drawn. Lastly we proposed the LADM-based new data model for Mongolian cadastral system ensuring that the current problems be reflected.

On July 23th, 2009, the newly-revised copyright law was reflected the free trade agreement which occurred between the United States and the Republic of Korea. The agreement is expected to have positive effects such as competition as well as the social efficiency in the field of intellectual property. Nevertheless, Korean government should pay much costs, Therefore, we should minimize the cost in a short run and maximize the benefits we could obtain out of the agreement in a long run. However, we are not prepared to improve economic value of the intellectual property rights. Specifically, it should be noted that the aspects of law execution to protect not only the intellectual property rights. If we manage to get the utmost out of the agreement, we could be going through the transition from a consumer nation of intellectual properties to a producer nation.

Intellectual capital is the driving force for the competitive advantage and durability of the public library. This asset consists of the library members' competences, the organizational structure constructed by the members, and the interrelationships among the people sharing the same interests. These are called human capital, structural capital and social capital in the respective order. The purpose of the study was to provide foundational information for the public library's intellectual capital assessment as well as creating an experimental assessment model. It analysed the three characteristics of the capital, which generated an assessment index. In addition, it identified the relationship between the components of the intellectual capital and performance were discovered through empirical study to improve the assessment system.

Korea's inspection of cadastral surveying value is carrying out based on cadastral law, and has to enter in cadaster after government office's final inspection of cadastral surveying of land alteration according to the request of land owner or the state. Therefore, government office has to inspect the value of surveying before arranging cadastral book, and has to confirm whether the surveying error is whithin the range of allowing one. If it is, a govenment office has to arrange the cadastral book according to resulting Value. This study investigates and analizes annual land alteration of Sungnam city and analizes the situation of government office's cadastral surving value, the number of inspectors, and equipments. As a result, this study shows the problem and provides effective basic materials, increases the efficacy of the state's cadastral surveying inspection, and minimiges land dispute.

The cadastral system of our country is same as Japanese 2D-cadastral system. Recently, not only surface but ground and underground is became the developable space, so today the management of cadastre becomes more difficult to preserve each ownership of properties and to manage the nation lade efficiently. Consequently, we are in need of the 3D-cadastral information system for handle with whole cadastre information. In this paper, we propose the efficiently registrating strategies and more stabile construction technique for the 3D-cadastral information system.
