This study proposes a legal limit from the administrative and management standpoint of the city hall/county office/gu office, which is the cadastral authority, in relation to the discrepancy between the actual land use status and the cadastral study that has been continuously raised. And also, from the point of view of civil complaints such as landowners, this study tried to evaluate the practical problems of the current land category system from the point of view of civil complaints such as landowners and to derive a solution to these problems. Therefore, this study indicates how the category of land use is classified, and how land use is restricted by the laws of Registration & Management of public cadastre. Also, it shows the reasons why discrepancy between the land use fixed by the law and the current state of actual use of land occurs. Addtionally, This study suggests a plan to reorganize the Land Category system and it includes consolidation and subdivision of land. The study also describes a way to minimize the targets for conversion of land under control of Land Category System as well as to improve the law that protects the people's property rights.

최근 법원이 인터넷 음악파일 공유사이트 '소리바다'의 복제금지 등에 대한 가처분신청을 받아들이면서 인터넷 정보공유 위축이라는 주장과 디지털 상에서도 지적재산권을 보호해야 한다는 의견이 팽팽하게 맞서고 있다. 이번 판결을 통해 지난해 2월 미국에서 내려진 냅스터 서비스 위법판결과 마찬가지로 '사이버 상에서도 저작권이 인정된다'는 유권해석이 가능해져 소리바다와 비슷한 서비스를 제공하는 업체들 뿐만 아니라 MP3 업체들까지 아연 긴장하고 있다. 소리바다의 서비스 중단이 가지는 의미는 과연 무엇일까.

본 논문은 디지털 컨텐츠의 지적 재산권 보호를 위해 활발히 연구가 진행되고 있는 디지털 워터마킹 기술의 응용분야로서 CAD 프로그램 상에서 도안된 건축설계도면에 워터마크를 은닉하는 기법을 제안한다. 워터마크 은닉에 필요한 컴퓨터로 설계된 건축도면 정보의 추출과 CAD데이터의 특성에 맞는 워터마크 은닉알고리즘에 대해 연구하여 워터마크를 은닉하고 추출하는 실험을 하였다. 실험결과 은닉된 워터마크는 비가시성을 만족하였으며, format 변환, cropping등에도 워터마크는 추출됨을 확인하였다.

현재 우리나라의 측량체계는 크게 측지분야와 지적분야로 이원화되어 있으며 측지분야에서는 2001년도에 측량법을 개정하여 ITRF2000좌표계와 GRS80 타원체를 측량기준으로 사용하는 세계측지계를 도입하였다. 하지만 지적 분야에서는 국민의 재산권과 직접적으로 관련이 있는 필지의 경계와 면적의 변화 연구는 미미한 상태이다. 따라서 본 연구는 2010년 세계측지계 도입 후 지적분야에서 발생할 수 있는 필지별 면적 변동에 따른 사회적 혼란 여부를 판단하기 위하여 서울특별시 종로구 숭인등 숭인4구역주택재개발지구를 연구 대상지로 선정하여 세계측지계 전환에 지적 필지별 면적 변화를 분석하였다. 분석결과 연구대상지는 세계측지계와 지역측지계가 종선(X)축으로 305.87m. 종선(Y)축으로 70.87m 편차로 두 좌표계 간 북동방향으로 313.97m의 차이가 있고, 현행성과와 비교한 결과 종선(X) 방향으로는 평균 +4.0cm, 횡선(Y) 방향으로는 평균 -3.0cm의 차이가 나타났으며, 필지별 면적의 변동량은 $1.0m^2{\sim}3.0m^2$ 차이가 있지만 허용오차 범위 내에 있으므로 세계측지계 전환에는 문제점이 없는 것으로 판단된다. 하지만 본 연구의 결과는 그 대상범위가 한정되어 있고 기 검증된 지적기준점 성과를 사용한 결과이므로, 향후 보다 효율적인 세계측지계 전환과 도입을 위해서는 현 지적기준점체계의 정확한 세계좌표계 변환 성과를 기준으로 한 대단위의 필지별 면적 변동량 및 허용범위 분석과 같은 추가적인 연구가 조속히 이루어져야 할 것으로 판단된다.

There have been researches into digital Watermarking technology or Fingerprinting vigorously to safeguard Protective rights for knowledge and poverty for digital contents. DRM(Digital Rights Management) is not only Protective rights for knowledge and poverty, but also management and systems that are necessary to put out, circulate and use for contents. This paper proposes two kinds of ideas. One is protecting contents from illegal acts such as illegal copies when the contents are in the process of circulation. The other is the protocol that can give users convenience. Hidden Agents are used so that contents are protected from illegal copies and illegal use in the contents and cuts off those illegal acts. The Agent will be installed without any special setup. In addition, it can replace roles of Watermarking as a protection. Therefore, this paper shows the solution of illegal copies that happens frequently.

The digital contents expand into software source code and maintenance of technology and IPR about source code have a very important meaning to international competition, The recognition about software security is very low specially among these Intellectual Property Rights. On occurring disputation property, we have to prove the fact, there is a problem to discriminate the original source code, Also, it is hard to accurate decision that is correct to complexity and the lack of read and understand ability even if software is reproduced. In this paper, we don't enforce distinction about software reproduction by one individual code unit. And we developed digital license prototype of XML that can distinguish reproduction based on structural conformability of whole source codes. Software has Context Free Grammar in structure and presents BNF notation type, it is apt to present hierarchical structure. Then, we can express architecture of software source code by hierarchical structure to discriminate structural conformability. In this paper, we make a study of the digital licence prototype for discriminate the original source code. Reserved words of software source code by parsing express to XML file that have hierarchical structure. Then, we can express architecture of software source code by tree structure form instead of complex source code.

This research is to examine the factors affect technological innovation, which in turn is likely to related to financial performance in SMVs (Small-Medium Ventures). Empirical analyses showed that overseas market shares, R&D investment, firm size, firm capability, and centralization in decision-making are statistically related to technological innovation measured with patents and intellectual property. Additionally, technological innovation was found to have a positive relationship with financial performances measured with firms' assets and sale revenues. In conclusion, this research assist to devise a strategic plan for motivating technological innovation and realizing its performance in the SMVs.

This paper shows the result of study on the detailed applicable procedure of software Escrow account applied for rolling stock. The customer as end-user requires software source code, related critical technical documents etc. about software based system of train for maintenance purpose through software modification and enhancement after completion of warranty period. Otherwise, it is not easy to keep up with the customer's requirement of demanding supplier's exclusive information because it is considered as intellectual property rights of supplier as software developer. Therefore, the main contractor(normally called as Car-builder) need to introduce software Escrow service in order to coordinate the different a standpoint between software developer and end-user. Software Escrow is a legal arrangement in which an software Escrow packages (software source code, software development tool, build process, proprietary information, copyright and etc.) is deposited into and Escrow account under the trust of a reliable third party (Escrow agent) depending on mutual agreement on Escrow contract condition as signing off Escrow agreement document. This paper deals with the study on the detailed procedure about the following general category of Escrow procedure and purpose to apply this specific procedure of Escrow into the future project onward.

As logistic environment of digital resources is rapidly changing, protection of the intellectual property for digital resources has been recognized as one of important issues. Digital Rights Management (DRM) has taken much interests from ISP, authors and publishers of digital content as an integrated approach to create a reliable environment for access and the use of digital resource. In this paper we proposed a dynamic digital rights management system based on adaptive agent theory (ARPA : Adaptive Resource Protection Agent) to address problems facing contemporary DRM approaches : static rights management problem solving and strengthened monitoring/tracking system. We introduced a dynamic mission control scheme to realize dynamic digital rights management. We incorporated adaptive agent theory to implement on-and off-line tracking and protection. Through the implementation of protype system, the process, the process dynamic digital rights protection will be demonstrated.

인터넷의 시대에 들어오게 되면서 현대는 무한한 정보바다의 물결에 휩쓸려가고 있으며 이러한 경향과 더불어 멀티미디어 데이터의 양도 급격히 늘어나고 있다. 인터넷의 가장 큰 특징이자 장점인 접근 가능성은 무제한으로 어떠한 정보 컨텐츠라도 이용 가능하게 한다. 그렇지만 접근 가능성은 누구나 쉽게 디지털 정보의 복제를 가능하게 함으로써 타인의 지적 재산권에 침해를 줄 수 있게 되었다. 이를 해결하기 위한 방법으로 워터마크 연구가 활발히 이루어지고 있다. 본 논문에서는 동영상 자막 정보인 SMI 파일을 동영상 내에 숨기는 방법을 이용하여 자막 정보 및 동영상 정보의 저작권 및 무결성 보호를 하고자 한다. 본 논문에서는 자막 정보를 분리, 암호화하여 동영상 내의 프레임에 삽입하는 방법을 제시한다. 동영상에 영향을 미치지 않는 각 프레임 내의 최하위 비트에 자막 정보를 삽입하여 다른 사람들이 동영상을 편집한 경우에는 자막 정보를 제공받지 못하도록 한다.
