A Study on Improvement of Korean Port Incentives (우리나라 항만 인센티브제도 개선방안 연구)

  • This study explores the incentive system in Korean ports to become a global logistics hub in Asia or to be competitive among Korean ports as a regional hub. First, we identified the types of port incentives in Korea and in overseas ports. We selected potential incentives applicable to Korean ports and compared whether they were meaningful, efficient, and effective in the short and long term. We selected IPA (Importance-performance Analysis) as an analytical method and surveyed users and experts. The results show that it is necessary and effective to provide incentives for new shipping companies, both export and import shippers, while setting criteria for reasonable incentives. Factors needed for improvement included simplifying and calculating the incentive request process, incentives for terminal operators, and new incentives, in addition to existing incentives. Policy-making organizations will also need to collect feedback on institutional improvements and raise awareness among users. Key factors for improvement include providing incentives for existing shipping companies. In particular, in order to actively manage systematic and efficient policies, incentive criteria for existing shipping companies need to be reconsidered.

  • As more manufacturing and global businesses are being pulled into the port area, the idea of a Port Business Valley (PBV) is being pondered as it would create jobs and added value. The PBV would be centered around the harbor and be connected to the port, a logistics district, an industrial district, and the city. The resulting domestic and foreign investment in logistics, industry, business, tourism, living, etc. would vitalize the geographical characteristics of Incheon Port. It would also generate the largest amount of ripple effects between industries in the PBV. However, up until recently, the most frequently offered examples of planning that have helped logistics of a port to grow that have used a PBV have been those of Busan New Port and Gwangyang Port. However, this study is the result of the recent inception of the idea of creating a PBV centered around Incheon Port and the need for experts to develop a plan for such a PBV in Incheon by conducting a site specific study. The aim of this study is to set up the concept of PBV and establish PBV model of Incheon Port. In addition, this study identifies construct factors and their strategies for establish PBV of Incheon Port and then, shows the key factors and related-strategies on Fuzzy-AHP analysis from a survey of logistics experts with Incheon Port.

  • Today's port system,; require larger and faster operation of transfer cranes in order to accommodate rapidly increasing traffic. These cranes need precise control of their components for operational efficiency. This paper presents an IEEE 1451 based smart module that allows numerous sensors and actuators of the crane to attach themselves to various networks more easily. The smart module has been experimentally evaluated on a CAN network for its performance.

항로표지 시뮬레이터의 항로표지 가시화 속성 구현

  • 우리나라 항만 입출항 통항 선박의 대형화, 고속화에 따른 해양안전사고가 증가하고 있어 항만 연안 해역에서의 해상교통안전 확보가 절실히 요구되고 있는 실정으로, 최근 국제항로표지협회(IALA)에서 항로표지 설계와 배치계획에 대한 의사결정을 지원할 수 있는 항로표지 전문 기능 시뮬레이터의 개발과 주요 항로의 항로표지 설계 및 계획 등을 검증할 수 있는 시스템 필요성을 제기하였다. 우리나라 주요 항로의 항로표지 설계와 적정 배치 여부 등을 검증하고 보완할 수 있는 시뮬레이션 시스템에 대한 개발이 진행되고 있다. 항로표지 3D 모델에 대한 항로표지 종류별, 속성별 세부사항을 검토하여 다양한 조합이 가능하도록 DB를 구성하였다. 항로표지 3D 모델링 작업데이터에 대하여 각 항로표지 시설물별 조합 경우의 수를 고려하여 다양한 조합이 가능하도록 DB 분류작업을 수행하였으며 항로표지별 폴리건수에 따른 샘플형상을 비교하여 시인성이 양호한 최소한의 폴리건 수(안) 제시하는 등 항로표지 시뮬레이션을 위한 항로표지 3D 구현 방식을 검토하였다.

A Study on the Improvement of Physical Distribution System in Inchon Port (인천항 물류시스템의 실태분석 및 개선방안에 관한 연구 -입항지원시스템을 중심으로-)

  • The Inchon port has been heavily congested due to the tidal restriction in passing the lock and the shortage of berths or warehouses. The current congestion is predicted to become worse by the induced traffics near the lock entrance after completion of North harbour expansion and of Kyung-In canal construction. It is also expected that the newly developed configuration of the Inchon port will result in increasing the rate of marine accidents around the lock entrance because of the over-utilization of the limited capacity of the junction from the North harbour and the Kyung-In canal. This study adopts a systematic approach in analysing the physical distribution system of the inner-lock area in order to figure out alternative routes which are designed to improve the port efficiency. Ship maneuvering simulation is also attempted to propose a new approaching route to the canal as an alternative path in order to avoid the traffic accidents caused by the extreme congestion. The result of the ship maneuvering simulation demonstrates that the alternative routes by way of Buk-Sudo, Janbong-Sudo, north of Si-Do and Sin-Do is recommended routes which can satisfy the safety requirements of approaching to the canal entrance.

  • 본 연구는 항만에서 안전 수칙을 위반하여 발생하는 사고 및 이상행동을 실시간 탐지를 수행한 후 위험 상황을 관리자가 신속하고 정확하게 대처할 수 있도록 지원하는 지능형 CCTV, Smart Eye를 제안한다. Smart Eye는 컴퓨터 비전(Computer Vision) 기반의 다양한 객체 탐지(Object Detection) 모델과 행동 인식(Action Recognition) 모델을 통해 낙하 및 전도사고, 안전 수칙 미준수 인원, 폭력적인 행동을 보이는 인원을 복합적으로 판단하며, 객체 추적(Object Tracking), 관심 영역(Region of Interest), 객체 간의 거리 측정 알고리즘을 구현하여, 제한구역 접근, 침입, 배회, 안전 보호구 미착용 인원 그리고 화재 및 충돌사고 위험도를 측정한다. 해당 연구를 통한 자동화된 24시간 감시체계는 실시간 영상 데이터 분석 및 판단 처리 과정을 거친 후 각 장소에서 수집된 데이터를 관리자에게 신속히 전달하고 항만 내 통합관제센터에 접목함으로써 효율적인 관리 및 운영할 수 있게 하는 '지능형 인프라'를 구축할 수 있다. 이러한 체계는 곧 스마트 항만 시스템 도입에 이바지할 수 있을 것으로 기대된다.

Ship Collision Avoidance Support Model in Close Quarters Situation(I) (근접상황 선박충돌회피지원모델에 관한 연구(I))

  • Up to now a lot of the study on ship collision avoidance systems has proceeded actively. However the frequency of ship collision accidents didn't decreased. If there is collision risk in close quarters situation none the less manouvering ship for collision avoidance according to the system, only use of TCPA and DCPA as input factor for collision risk decision is not useful to avoiding collision action. For the recent 5 years by the analysis of first observation distance about approaching ship in domestic collision accidents, nearly $45\%$ of accidents is close first observation less than 2 miles. Therefor it is essential part for safety navigations to study for collision avoidance action in close encounter. In this paper, as foundation study of supporting collision avoidance manoeuvring for navigators, we proposed ship collision avoidance support model in close quarters situation through analysis of collision accidents for effective getting rid of the causes.

  • As maritime traffic increases and ships get bigger and faster, the risk of maritime accident increases. According to the recent reports on maritime accidents, more than 80% of the maritime accidents occur due to navigational mistakes and/or human errors. Even though many kinds of navigation systems based on new technology have been developed to reduce maritime accidents, we need to research the method for expressing and providing information. The efficient navigation system should be able to display information simply and intuitively to make decision quickly and accurately. In this paper, we proposed augmented reality based navigation system which can be utilized in bridge of the ships and described the services for navigational safety.
