The Korea Planning Support Systems (KOPSS) represent Korean style national policy and planning support systems using the GIS-based spatial analysis methods. The KOPSS refers to a kind of the spatial decision support systems (SDSS) or the planning support systems (PSS) for stakeholders' spatial decision-making. The KOPSS uses the existing individual databases obtained from the Architecture Information Systems (AIS) and Land Management Information Systems (LMIS) that have been constructed by information projects since the mid 1990s. The purpose of this paper is to suggest the development strategies and establish the theoretical frameworks of the KOPSS by considering the comprehensive basic composites of the GIS-based SDSS or PSS. For this, it deals with the basic concepts, the development strategies, the base environment strategies, and the promotion strategies of the KOPSS.

Over the past decade, there has been considerable policy development in early childhood education and care in Korea. The focus is now shifting from the federal government to grassroots initiatives or efforts in local communities in order to provide information or programs for all eligible families with young children. There is a strong need for more integrative and comprehensive parenting support programs(titled Child Care Information Center, Young Plaza in Korea) for families with young children to meet their diverse needs of child rearing. This paper overviews the current status and trends on the support system in which early childhood education and care and parenting support centers are embedded in Korea as well as those of developed counties. Also, the issues of development and implementation of more effective parenting support programs are key themes throughout this paper. Implications and suggestions for research, practice, and policy development in the future were provided.

국토기본법과 국토의 계획 및 이용에 관한 법률은 국토의 지속 가능한 발전을 위한 정책 및 계획을 규정하고 있다. 이를 효율적으로 달성하기 위한 수단으로GIS를 기반으로 공간의사결정 지원체계 구축에 대한 수요가 높아지고 있다. 이는 그 동안 행정업무를 위한 자료관리 중심의 정보화에서 공간자료분석을 기반으로 한 정보화에 대한 새로운 수요라고 할 수도 있다. 그러나 국토공간계획을 지원하기 위한 의사결정지원체계를 성공적으로 구축하기 위해 해결해야 할 많은 과제들이 있다. 본 연구는 국토공간계획을 위한 의사결정지원체계를 구축하는데 장애가 되는 과제를 파악하고, 해결방향을 제시하는데 목적을 두고 있다. 이를 위해 전문가를 대상으로 한 델파이 조사를 실시했다. 본 연구는 공간의사결정지원체계의 설계 및 개발에 영향을 미치는 주요 요인을 중심으로 research questions를 가지고 접근했다. 시스템 설계 관점에서 처리결과에 영향을 미치는 요인으로 입력되는 자료와 지식, 분석처리하는 방법, 인터페이스 등을 중심으로 research question을 설정했다. 시스템 개발과 관련하여 개발도구 확보, 이해관계자 참여 방안, 시스템의 지속성 확보 등을 중심으로 research questions를 설정했다. 마지막은 향후 공간의사결정 지원체계의 연구 및 개발을 효율적으로 수행하기 위한 파트너쉽에 대한 research question이다. 지금까지 국내에서 공간의사결정지원체계 구축과 관련해 기초적인 이론이나 방법론에 대한 연구가 미흡했다. 대부분 외국의 연구 및 개발사례를 소개하는 수준에 불과하다. 특히 공간의사결정지원체계를 구축하거나 운용하는 기반기술인 개발도구에 대한 기술수준이 상당히 미흡하다. 조사결과에서 공개소프트웨어 도입에 대한 필요성 강조가 이를 반증하고 있다. 또한 시민사회의 성숙, 다양한 사회단체 출현 등으로 국토공간계획 과정에 이해관계자 참여정도가 질적 양적으로 높아질 것으로 예상된다. 그러나 이에 대응하기 위한 기술, 기법 등에 대한 연구는 매우 미흡하고 단편적으로 관련 기술을 소개하는 정도이다. 국토공간계획 및 정책과 관련한 다양한 문제해결을 위한 공간의사결정지원체계를 구축하기 위해서 장기간에 걸긴 단계적 접근이 필요하다. 국토공간계획은 우리나라만의 자연 환경 및 인문환경의 특성이 반영되어야 할 것이다. 이를 위해 우리의 개발방법론, 우리의 기술이 개발되어야 하며, 이를 체계적으로 구현할 수 있는 협력체계 구축이 필요하다.

효과적인 조종사의 임무수행을 지원하는 소프트웨어인 비행임무지원체계가 현대 항공작전의 필수 요소로 주목 받고 있다. 첨단 항공기를 위한 비행임무지원체계의 개발을 위해서는 많은 시간과 비용이 소요되며 높은 개발수준을 요구하고 있으나, 국내 실정은 기본 프레임워크 조차 없는 단일 응용 프로그램 개발 수준에 불과하다. 따라서 차기 항공기를 지원하는 향상된 한국형 비행임무지원 체계를 개발함에 있어, 재사용이 가능하며 품질을 향상시켜줄 수 있는 프레임워크의 개발은 매우 중요한 과제이다. 이에 본 논문에서는 한국형 비행임무지원체계의 개발에 적합한 개발 프로세스를 제시하고, 이에 따른 비행임무지원체계의 프레임워크의 설계 및 개발 방향을 제시하고자 한다.

지난 9월 28일, 지식경제부 박영준 차관 주재로 '제2차 온실가스 에너지 관리위원회' 회의가 열렸다. 이번회의에서 지식경제부는 소관분야인 산업 발전분야의 '10년 온실가스 에너지 목표관리 업체로 374개를 지정 고시한다고 발표하고, 중소기업의 부담완화를 위해 대 중소상생, 자금 인력지원 등 종합적 지원체계를 마련했다. 목표관리제 시행에 따른 지원체계와 지자체의 효과적인 대응 전략을 살펴본다.

국방지휘통제체계는 다양한 감시정찰 자산으로부터 수집된 많은 양의 정보를 융합하고 분석하여 지휘관이 최적의 의사결정을 내릴 수 있도록 지원하는 시스템이다. 하지만 현재 운영 중인 지휘 통제체계는 단순히 정보를 보여주고 유통하는 체계로 대량의 정보를 분석하고, 최적의 방책을 제공하는 등과 같은 지휘관의 의사결정을 지원하기에는 미흡한 수준이다. 지휘통제체계의 지능화 수준을 높이기 위해서 최근 이슈가 되고 있는 인공지능을 지휘 통제체계에 적용해 보고자 한다. 인공지능은 다양한 분야와의 융합을 통해 새로운 가치를 창출하고 사회 전반의 변혁을 이끌고 있다. 이러한 특성으로 4차 산업혁명의 핵심으로 주목받고 있다. 본 논문은 주요 선진국들의 인공지능 관련 추진동향과 인공지능의 국방적용을 위한 군사적 활용의 필요성, 그리고 지휘통제체계의 적용을 위한 고려요인들에 중점을 두었다. 지휘관의 의사결정을 보다 효과적으로 지원할 수 있도록 지능화된 지휘통제체계로 발전하는 데 기여할 수 있다고 생각한다.

웹 2.0이 등장하면서, 인터넷은 데이터에 대찬 효과적 표현을 위할 시맨틱웹 정보화 사용자 중심의 정보 표현에 대한 패러다임이 등장하면서, 유투브, 세컨드라이프 등의 서비스 모델이 등장하기 시작하였다. UCI는 인터넷에서 디지털 콘텐츠에 대한 식별 체계 기능을 하며, 다양한 콘텐츠 유통 모델을 지원하는 체계로 2003년부터 본격적인 서비스를 시작하였다. UCI는 URN을 기반으로 서비스 체계를 완성하여 2007년 현재 15개 RA와 15백만개 이상의 콘텐츠에 대한 서비스를 제공하는 커다란 데이터 운명을 지원하고 있다. 웹 2.0의 다양한 메쉬업 서비스를 지원하기 위하여 UCI는 2가지 측면의 기술적 보완이 이루어졌는데, 하나는 UCL의 등장이며, 또 다른 하나는 콘텐츠 추적에 대한 BM을 제공하는 것이다. UCL은 UCC와 같이 사용자 중심의 인터넷 서비스를 쉽게 제공하기 위한 UCI 콘텐츠 인덱싱 정보를 콘텐츠 저작 도구를 통하며 제공함으로써, 쉽고 생산적인 콘텐츠 생성을 지원하는 것이다. 콘텐츠 추적은 콘텐츠를 분야별 엔티티를 통한 서비스 체계를 지원하는 BM의 특성들 가진 것으로, 콘텐츠 레파지토리의 프레임에 UCI를 제공하여 콘텐츠에 대한 일관된 관리 및 추적을 제공하는 것이다. UCI는 지속적으로 새로운 패러다임에 맞는 BM을 제공할 수 있는 기술들 개발하고 있으며, 콘텐츠 유통 체계의 인프라 서비스를 제공하고 있다.
