올해 정책자금 운영규모는 3조2075억원으로 지난해보다 2.3% 증가했다. 특히 기술혁신형 창업 및 성장초기 기업육성을 위해 '창업 및 개발기술사업화자금(1조4000억원)'을 지난해보다 2200억원 늘렸고, 개발기술사업화자금(2580억원)도 1000억원 늘렸다. 올해부터 정책자금의 배분전략이 그간의 "Negative시스템(특정산업을 제외한 모든산업지원방식)"에서 '전략산업'을 종점 지원하는 방식인 "Positive시스템"으로 전환된다. 중기청은 특히, 녹색 신성장동력 산업 등 성장 가능성이 큰 7대 전략산업에 정책자금의 70%인 2조2천억원을 집중 투입할 계획이다. 이에 따라 태양전지 LED응용 IT융합 고부가식품산업(녹색 신성장동력산업), 금형 등에 정책자금이 집중 지원될 것으로 보인다. 이와 함께 우량기업 및 한계기업을 지원대상에서 제외하고 동일기업에 대한 편중지원을 제한하는 등 정책목적성을 대폭 강화할 예정이다. 자체 신용으로 민간금융 이용이 가능하나 저금리 혜택을 위해 정책자금을 이용하는 우량기업 및 생명연장식 한계기업 등에 대한 지원을 배제하고, 절감된 재원(약 3,000억원)은 전략산업의 창업초기기업에 종점 지원할 계획이다. 자세한 사항 및 정책자금 신청 희망기업은 중소기업진흥공단 홈페이지(www.sbc.or.kr) '정책자금 융자도우미'를 통해 신청요건 및 추천자금 등을 자가진단 후 신청하면 된다.

SOLAP system integrates and complements the functions of both OLAP and GIS systems. This enables users not only to easily access geospatial data but also to analyze and extract information for decision making. In this study a SOLAP system was designed and implemented to provide urban planners with GIS information when making urban planning decisions. Rapid urbanization in Korea has brought about ill-balanced urban structure as the result of development without detailed analysis of urban plans. Systematic urban planning procedures and automated systems are crucial for detail analysis of future development plans. Data regarding the development regulations and current status of land use need to be assessed precisely and instantly. Multi-dimensional aspects of a suggested plan must be formulated instantly and examined thoroughly using 'what if' scenarios to come up with a best possible plan. The SOLAP system presented in this study designed the dimension tables and the fact tables for supplying timely geospatial information to the planners when making decisions regarding urban planning. The database was implemented using open source DBMS and was populated with necessary attribute data which was freely available from the Statistics Korea bureau homepage. It is anticipated the SOLAP system presented in this study will contribute to better urban planning decisions in Korea through more timely and accurate provision of geospatial information.

This study aims to suggest the ways to reinforce academic library's supports for users' class·learning activities. For this purpose, this study collected the development plans of academic libraries in Korea, and analysed the plans for supporting class·learning activities. As a result, it is shown that the most libraries emphasized 'expansion of learning material' and marked it on development plan. As subsequent plans, libraries provided the action plans of 'expansion of reading education and reading programs', 'expansion of electronic materials', 'expansion of characterized materials' one after another. This study suggests 'user-centered collection development and expansion of learning materials', 'activation of library services making use of big data', 'enlargement of engagement services for handicapped and foreign students' as ways to strengthen the services of academic libraries to support class·learning activities of users.

GIS is a powerful toolbox in managing spatial data associated with attribute data. However GIS is short of spatial analysis function and graphic user interface(GUI) function in dealing with dynamic planning problems. Decision Support Systems(DSS) make up for the shortage of GIS by providing GUI function, modeling function and database function. Spatial Decision Support Systems(SDSS), a new kind of DSS, incorporate display function, basic spatial analysis function and manipulation function of spatial data and attribute data of GIS and GUI function, modeling function and database function of DSS in dealing with spatial planning problems. Planning Support Systems(PSS) add more advanced spatial analysis function and intertemporal function to the functions of SDSS. This study focuses on the modeling of a PSS for capacity expansion of water-distribution network depending upon land use planning by using GIS, value engineering(VE) and life cycle costing(LCC). The PSS shows a guideline about the investment of water-distribution networks related to urban growth management through generating certain numbers of dynamic alternatives to supply the amount of water caused by land use planning.

도시화와 토지이용 변화로 인하여 도시지역의 불투수면적이 증가하고 있으며, 이로 인해 발생하는 홍수, 가뭄, 수질악화 등의 해결은 수자원 계획 및 관리에 있어서 중요한 과제이다. 저영향개발(LID, Low Impact Development) 기법은 물 순환 체계를 복원할 수 있는 대안으로 도시지역에서 물 관리를 통해 하천 복원 및 수자원 관리를 가능하게 해주는 기술로써, EPA SWMM의 업그레이드 버전에서는 저영향개발 기술과 관련된 시설의 설계를 통한 유출 모의가 가능해졌다. 그러나 SWMM 모형 내에서 저영향개발 시설을 설계 및 계획하기 위해서는 저영향시설과 관련된 다양한 매개변수들을 입력해야하며, 효과적인 시설의 설계를 위해서는 반복적인 모의 수행이 동반된다. 이에 본 연구에서는 SWMM 모형을 기반으로 저영향개발 시설의 설계를 위한 의사결정지원시스템인 WMAM(Water Management Analysis Module)을 개발하였다. WMAM은 저영향개발 시설과 관련된 다양한 매개변수 중에서 최종 유출량에 영향을 미치는 매개변수의 추출이 가능하다. 또한, 저영향개발 시설의 설계 및 계획 매개변수에 대한 다양한 시나리오를 생성하고, 짧은 시간에 동시에 모의 분석을 수행하여 수문학적 측면에서 효과적인 시나리오를 도출해준다. 본 연구에서는 WMAM의 효과성을 보여주고자 A대학교를 모델링한 SWMM 모형에 저영향개발 시설 중 하나인 침투트렌치의 (1)계획 전과 (2)계획 후, 그리고 (3)WMAM을 적용하였을 경우의 첨두유량과 침투손실 결과를 비교하였다. 침투트렌치 설치 전의 첨두유량은 약 0.48 CMS로 세가지 경우 중 가장 높은 값을 보였으며, 침투트렌치 설지 후와 WMAM을 활용한 경우의 첨두유량은 점차 낮아졌다. 또한, 침투손실량을 보면 설치전에는 약 0.28 m로 가장 낮았으며, 설치 후 그리고 WMAM을 활용하였을 경우는 점차 그 값이 높아졌다. 본 연구를 통해, WMAM이 저영향개발 시설의 설계 및 계획에 있어서 수문학적으로 효과적인 결과를 보이는 것을 확인할 수 있었으며, 향후 보완과 추가 개발을 통해 수자원 계획 및 관리에 있어서 유용한 프로그램이 될 수 있을 것으로 기대된다.

This study introduces an objective and systematic framework for prioritizing buildings in the Gamyoung restoration project using a decision-support model. This model integrates evaluation criteria derived from a comprehensive literature review, refined through the Delphi method, and weights assigned via an Analytic Hierarchy Process(AHP) survey. Each building project is scored against these criteria to ascertain its priority for restoration, thereby facilitating informed decision-making for budget allocation in restoration projects. The effectiveness of the decision-support model was validated through a case study and expert consultations, demonstrating its practical utility in formulating concrete restoration project plans.

현재 기업에서는 생산 효율을 극대화시키기 위하여 많은 비용을 투자하여 Package형태의 솔루션(S/W)을 도입하고 있다. 그러나 솔루션들은 그 특성상 기업특성을 생산 일정계획 수립에 충분히 반영하지 못하고 있어 실제 도입 후에 사용에 어려움이 겪고 있으며 일부 기업에서는 생산일정 전문가를 통하여 재생산계획을 수립하고 있다. 본 연구는 상용화 되고 있는 솔루션에서 제시된 생산일정을 생산일정 전문가가 회사의 특성을 고려하여 재생산일정을 수립하는 단계에 대한 사용자의 패턴을 추출 후 신경망을 통하여 패턴을 학습하여 재생산일정 수립 시 소요되는 시간을 최소화 시키며 기업의 특성을 반영하는 적응적 일정계획 지원 시뮬레이터의Framework을 제시하고자 한다.

선박의 선위 추측(DR, Dead Reckoning)은 수신되거나 측정된 위치 데이터와 속력, 침로 데이터만을 반영하여 계산하므로 대양의 항해나 연근해의 해역에서는 유효할 수 있으나 침로의 변경과 선속의 변화가 잦은 항계 내의 조선에 있어서는 적용이 어렵다는 문제점이 있다. 본 논문에서 제안하는 선박의 추측위치(DRP, Dead Reckoning Position)는 선박의 운항 패턴에 따라 항계 내의 항적 데이터를 수집하고, 수신된 위치 데이터와 속력, 침로 데이터를 점장위도항법(Mercator Sailing)을 통하여 계획항로(Planned Route)의 각 변침점(WP, Waypoint)간 침로(Course)와 항정(Ship's Passage)에 반영하였다. 제안된 추측위치 산출방법을 통하여 항계 내의 조선과정에서 계획항로를 선박의 추측위치와 결합하여 특정 시간 후의 상황패턴을 미리 예측하고 관제사의 의사결정에 기여하고자 한다.

본 논문은 항공관제 시스템을 구성하는 핵심 시스템인 비행자료처리시스템(FDP: Flight Data Processing System)에서 적용되고 있는 비행계획 포스팅 기법을 효율적으로 관리하기 위한 자동 포스팅 메커니즘에 대해 제안하고 있다. 본 논문에서 제안하는 방식은 관제사의 항공기 관제중에 가장 빈번하고도 중요하게 활용되는 정보인 비행계획 포스팅 정보를 FDP에서 처리할 때 자동 포스팅 방식을 적용하여 관제사와 항공관제 시스템과의 연결을 최소화하고 이를 통해 효율적이고 집중적인 관제가 지속될 수 있도록 지원한다. 또한 FDP 시스템에서 포스팅을 관리하기 위한 프로세서를 분리하여 존재시킴으로서, 전자 스트립 뿐만 아니라 종이 스트립까지 지원하는 정책 설계가 가능하며 정책 수정시 반영이 용이하다는 장점이 존재한다.

학교도서관 운동은 이제 일선 교사들에게만 맡겨 둘 단계를 지났다. 중앙이나 지방의 교육행정 당국이 이 운동의 현황을 파악하고 계획적인 지원과 지도에 나설 시점에 이른 것이다. 필자는 여기에 경상남도 교육위원회의 1964학년도 학교도서관 장학지도 계획을 추려서 소개하기로 한다. 학교도서관 운동의 현단계에 있어서 아주 의미 없는 일은 아닐 것으로 안다.
