Practical Model to Estimate Road User Cost for Bridge Maintenance Strategy (교량 유지관리 전략 수립을 위한 실용적 도로이용자비용 추정 모델)

  • The road user cost in indirect costs as well as direct costs such as the inspection/ diagnosis cost and the repair/reinforcement cost should be considered as one of the important items in the life-cycle cost-effective design and maintenance of the bridges. To estimate the road user cost, this paper formulates the road user cost as a sum of the user delay cost and the vehicle operating cost considering the detour effect. A numerical traffic simulation and a regression analysis are performed to develop a regression model due to a time delay. The proposed regression model is applied to the generation of the maintenance strategy based on the life-cycle cost and performance, and its effectiveness and applicability is investigated. The road user cost has a great influence on establishing the maintenance strategy, and the proposed regression model could be successfully utilized to estimate the road user cost of a bridge.

  • As critical infrastructure, bridges play an indispensable role in facilitating the distribution of goods. When bridges reach their end of useful life or get damaged by natural disasters such as earthquakes or storms, they have to be removed and reconstructed. When bridges in service need to be reconstructed, user costs occur from vehicle detours and traffic congestions, and social costs occur from noise and dust during construction periods. However, these user and social costs are not considered during reconstruction and the evaluation methods of those costs are vague. Thus, there is lack of appropriate bridge types that consider these costs. Therefore, this paper identifies the social overhead costs that occur during bridge reconstruction, which is also called, users' socioeconomic values. Next, it proposes a method to evaluate user costs during bridge reconstruction, and appraises the method. User costs are evaluated based on traffic information, social and material volumes including the bridge's daily traffic volume, peak hours, detour distance and time. In addition, time delay costs due to traffic operational costs and bridge reconstruction are also taken into consideration.

Status of Nuclear Power Plant Decommissioning Cost Analysis in USA (미국의 원전해체 비용평가 기초자료 및 동향 분석)

  • Assessment of NPP(Nuclear Power Plant) decommissioning cost is very important for safe decommissioning of nuclear power plants. In the United States, which has the most NPP decommissioning experience, the cost evaluation study has been conducted since the 1970s in order to decommissioning nuclear facilities. The US NRC has conducted studies on decommissioning technology, safety and cost for a variety of reactor type and nuclear installations. In the total decommissioning costs, the end of operation licenses accounted for the largest portion, followed by spent fuel management and site restoration. In case of immediate decommissioning, spent fuel management cost increased compared to delayed decommissioning, and delayed deocmmissioning increased the cost of terminating the operation license. However, in general, delayed decommissioning does not show any significant benefit as compared with immediate decommissioning. It is necessary to consider the evaluation according to the site conditions when evaluating the cost of decommissioning domestic nuclear power plants. Also, in Korea, IAEA recommendations were applied to reorganize the radioactive waste classification system. Therefore, it is necessary to develop a method to appropriately use the decommissioning data of the preceding US Nuclear Power Plant in the new classification system when estimating the amount of radioactive waste generated during decommissioning. In particular, the establishment of the evaluation methodology for the waste to be disposed of will be an important factor in securing the accuracy of the decommissioning cost. In addition, it is necessary to construct information data that can be applied to facility characteristics and work characteristics in order to evaluate the cost of demolition of domestic nuclear power plants.

An Efficient Caching Mechanism for Reducing Call Setup Delay in Hierarchical P2PSIP (호 설정 지연을 줄이기 위한 계층적 P2PSIP에서의 효과적인 캐싱방법)

  • VoIP 통신에서 단말간의 세션을 수립하고 종료하는 역할을 하는 SIP는 기본적으로 서버-클라이언트 방식으로 이루어져있다. 하지만 이는 확장성과 설치비용, 단일실패 지점 측면에서 큰 단점을 갖는다. 최근에 DHT를 이용한 구조적인 P2P를 SIP와 결합하여 위의 단점들을 극복하기 위한 연구들이 활발히 진행되고 있다. 하지만 DHT를 이용한 방식은 기존 서버-클라이언트 방식에 비해 검색지연이 늘어난다는 큰 단점을 가지고 있다. 검색지연은 SIP에서 QoS의 중요한 지표중 하나인 호 설정 지연에 60~80% 정도의 큰 영향을 미치게 되므로 해결해야할 중요한 문제이다. P2PSIP에서는 종단 노드가 검색한 사용자의 주소를 캐싱하여 같은 사용자를 재 검색시에 사용하고 있다. 이는 네트워크 전체 오버헤드 감소에 큰 영향을 주지 못할뿐만 아니라 발생된 검색비용을 자신만이 사용할 수 있으므로 비효율적이다. 이에 본 논문에서는 도메인으로 구분된 계층적 P2PSIP네트워크에서 프록시 서버의 역할을 하는 슈퍼노드를 이용한 효과적인 캐싱 방법을 이용하여 호 설정 지연을 단축할 수 있는 방안을 제안하다.

An Efficient Multicast Scheme for Hierarchical Mobile IPv6 (계층적 Mobile IPv6를 위한 효율적 멀티캐스트 방안)

  • This paper proposes an efficient multicast scheme for the hierarchical mobile IPv6(HMIPv6). If a mobility anchor point(MAP) in a new domain does not support multicasting, an entering group member cannot join the multicast group through the new MAP The group member thus keeps receiving multicast packets from its home agent(HA) using Mobile IPv6 (MIPv6). This increases the propagation delay of binding update (BU) messages. However, our scheme enables an entering group member to keep receiving packets from the old multicast MAP. It can also reduce tunneling costs, total delivery costs and handover latency. We simulated the performance of our scheme by comparing it with the seamless multicast handover in a hierarchical mobile Pv6 (M-HMIPv6) using the delivery cost and handover latency factors.

  • In this paper, a software policy considering testing time and the number of errors corrected is presented. The software is tested until a specified testing time or the time to a specified number of errors are corrected, whichever comes first. The model includes the cost of error correction and software testing during the testing time, and the cost of error correction during operation. It is assumed that the length of software life cycle has no bounds, and the error correction follows an non-homogeneous Poisson process. An expression for the total cost under the policy is derived. It is shown that the model includes the previous models as special cases.

A Mobile IP Handover Scheme Based on Routing Costs (라우팅 비용을 고려한 Mobile IP 핸드오버 방안)

  • This paper proposes a new handover scheme to minimize handover delay and signaling costs, using the fact that a new packet forwarding path could be same or similar to the old one in Mobile IPv4. In the proposed scheme a foreign agent estimates the correlation between the new and old routing paths by using routing costs after receiving a registration request message from a mobile node. If the new packet forwarding path could be same or similar to the old one, the mobile node can receive packets from its old foreign agent without registering its new location with its home agent or correspondent node. The performance analysis shows that the proposed scheme can efficiently reduce handover delay and signaling costs.

  • S/W 개발 프로젝트의 품질, 비용, 개발 기간을 잘 관리하여 프로젝트를 성공시키기 위해 PM 은 프로젝트의 종료시점과 예산의 초과를 예측할 수 있어야 한다. PMBOK 의 비용관리의 Earned Value Method 는 프로젝트의 진행에 따른 생산성의 변화와 그에 따른 비용과 일정의 증가 추정에 대한 규칙을 제시한다. 그러나 EVM 은 제조공정에서는 그 효과를 증명하였지만, S/W 프로젝트에서는 적용이 힘들어 잘 활용되고 있지 않다. 이는 사람이 주요 자원인 S/W 프로젝트에서는 Actual Cost 의 측정이 쉽지 않기 때문이다. 따라서 본 논문에서는 S/W 프로젝트 관리에서 Earned Value 의 측정이 쉽지 않아 추정되기 힘든 지연된 종료 시점에 대한 예측을 PMBOK 과 CMMI 에서 제시하는 관리 영역과의 연관성을 활용하고, EVM 을 보완하여 지연에 대한 예측모델을 만들어보고자 한다.

  • Constraint directed scheduling techniques, representing problem constraints explicitly and constructing schedules by constrained heuristic search, have been successfully applied to real world scheduling problems that require satisfying a wide variety of constraints. However, there has been little basic research on the representation and optimization of the objective value of a schedule in the constraint directed scheduling literature. In particular, the cost objective is very crucial for enterprise decision making to analyze the effects of alternative business plans not only from operational shop floor scheduling but also through strategic resource planning. This paper aims to explicitly represent and optimize the total cost of a schedule including the tardiness and inventory costs while satisfying non-relaxable constraints such as resource capacity and temporal constraints. Within the cost based scheduling framework, a cost propagation algorithm is presented to update cost information throughout temporal constraints within the same job.

  • 디지털 오디오나 비디오와 같은 멀티미디어 트래픽 QoS 제약 조건(종단간 지연, 대역폭 가용성, 패킷 분실률, 지터 등)을 요구하고 있다. 이러한 멀티미디어 트래픽의 제약 조건을 보장하기 위해서는 데이터 전송을 하기 전에 실시간 채널을 설정할 필요가 있으며 그러한 채널의 설정은 QoS 제약 조건을 고려한 효율적인 경로 설정 알고리즘을 필요로 한다. 일반적으로 네트워크에서 지연 제약 조건과 최소 비용을 만족하는 경로를 찾는 것은 NP-complete임이 증명되었다. 따라서 본 논문에서는 간단하고 분산된 루프 프리 라우팅 알고리즘(Loop-free Delay-constrained Routing algorithm with Load balancing : DRL)을 제안한다. 제안한 DRL은 지연 제약 조건을 만족하는 경로를 선택하며 네트워크의 상태에 따라 부하를 분산시키는 기능을 갖고 있다. 또한 지연 제약 라우팅을 위해 각 노드에서는 한정된 네트워크 상태 정보만을 필요로 한다. 시뮬레이션 결과는 DRL이 LDP와 마찬가지로 지연 제약조건을 만족하는 경로를 제공하면서 DCUR에 비해 루프가 발생하지 않는 경로 설정을 수행한다는 것을 보여주고 있다.
