행정자치부는 지식정보화시대에 부응하는 표준 ${\ulcorner}$사이버 혁신선도마을${\lrcorner}$을 조성하여 각 지역별 주민과 행정간 서비스 전달체계의 획기적 개선을 통하여 모범 사례가 될 수 있는 행정과 주민 모두에게 도움이 되는 시스템을 구축하기 위한 전국적 사업을 진행하였다. 이 사업을 위하여 전국적 공모를 하였는데 여기에 선정되어 정부의 예산지원과 지자체의 적극적 지원으로 이 사업을 시작하게 되었다. 사업내용은 면과 17개 마을 간의 화상회의 , 원격방송, 홈페이지 , 마을별 PC사랑방 구축이었다. 이를 통해 얻는 이익은 시간적 경제적으로 이익이 될 수 있는"꼭 사용해야 하는 정보화 도구" 를 구축하는 것이고, 이장 등 마을 핵심리더들과 노년층의 정보화 도구에 대한 활용도 제고 "행정 서비스로 주민 간 의사전달 체계" 의 근본적 구조 개혁을 가져왔다. 또한 언제 어디서든지 사용할 수 있는 유비쿼터스형으로 만들어 주민 정보화마인드를 심어주었으며 , 타 기관에서도 사용할 수 있는 " 표준,보급형 " 모델을 창조하였다.

In this study, we analyze the case of Moon Jae-In's government based on the specific public enterprises. The public companies that were the subject of the study were evaluated as having done a good job of open innovation through open innovation evaluation. In this study, we analyzed the success factors of open innovation through collaborative in - depth interviews with public corporations, public agencies and local farmers. First, it was important to share goals to form a consensus to seek cooperation among the cooperative actors. It is very important to recognize that each other has a mutually beneficial relationship and move toward a common goal. In addition, it was found that the incentive system for continuously participating in collaborations or innovations is very important. Therefore, in order to encourage collaboration, it is necessary for public institutions to establish an incentive system such as personnel compensation or economic compensation.

상지대학교 #낙석 및 산사태 방재연구단#에서는 #건설교통부 지역기술혁신사업#의 일환으로 사계절 낙석과 산사태 위험에 노출되어 있는 강원지역의 주요 도로 사면에 대한 재해를 저감하기 위하여 통합 사면관리기술, 광역산사태 저감기술 및 사면 안정성중대기술을 개발하고 있다. 본 논문은 강원지역의 최근 5년간 시공된 주요 사면별 178종의 애트리뷰트들의 정보를 Database화하고 이를 활용하여 시공 예정인 특정 사면과 환경조건이 유사한 사면에 적용하였던 공법들과 이에 따른 유지보수 내역과 안정성 등의 정보를 제공하는 사면정보 검색시스템의 설계와 구현에 관한 것이다. 검색의 효율성을 위해 18종의 중요 애트리뷰트들을 선정하고, 이들을 선택형과 기재형으로 분류한 후, 공법들간의 유사도(일치도)를 측정하는 방안을 도입하였다.

한국의 지역기반 소규모 기계경비업체들은 고객의 수요는 다변화되어 가는 현실에서 첨단 경비서비스 제공을 위한 시스템의 미비와 전문 인적자원의 부족으로 기업경영의 위기에 봉착했다. 이에 지역기반 소규모 기계경비업체들의 혁신적 생존전략 모색방안의 일환으로 관제업무 아웃소싱 전략이 대두되었다. 기계경비 관제업무 아웃소싱 전략은 관제업무의 일부 또는 특정부분을 전문용역업체에 위탁하는 것으로 첨단 관제시스템과 전문관제요원을 보유하고 관제업무를 대행해 주는 아웃소싱기업의 전문성을 최대한 이용할 수 있는 장점이 있으나, 통제와 보안의 문제, 비용 상승과 계약종결의 문제 및 내부 전문기술의 축적기회 상실 등의 산재한 선결과제도 있다.

Since policies of each local government toward regional development have been focusing on only development of the individual applied items such as a character merchandise, co-regional brand, and developing a speciality for the region, the adverse effects of design have been came out. So we carried out this research to minimize the adverse effect of design and also we would like to give the opportunity of thinking of a new way to activate local economy, to create regional identity and to develop local resources by applying the Cl program which have bean used as the way of business improvement coping with the conceptional change of competitiveness with a comprehensive view. Therefore, for design to play an important role in regional development, as standing on the basis of regional development it is necessary to attain the various goals such as activating administrative organization, improving the administrative image, and making the local in go unique. And also it is necessary to develop the communicational strategy as an innovative and expressive program which can consider human network development as an regional resource. To carry out this communicational strategy effectively, in particular, it is not only inevitable to operate the strategic and comprehensive programs promoting the regional development according to the of 6 stages design develop cent program which consists of region's self-verification and self-recognition, self-determination, development of self-innovation, visibility to unify the regional images, creating the design system, and carrying out and verifying the program, but also it is necessary to apply regional development system which can change the regional basic plan, aiming at regional development, into unique regional trait that has an future image by improving the program with constant management and feedback through verifying the design program.

This paper aims to present the ways to maximize educational effects and facilitate a curriculum renovation through the Specified Track Curriculum Development, a joint lecture system among local universities which is implemented by Busan Educational Alliance of Mechanical Engineering (BEAM) as part of New University for Regional Innovation(NURI), a government-sponsored project to facilitate a balanced regional development of Korea. The Specified Track Curriculum is a unified governing body joined by 4 universities of mechanical engineering departments with an emphasis on their specified academic fields(advanced hightech, environmental, marine and foundational machinery sectors), And the universities mutually recognize academic credits. The track (Specified-Track Curriculum) was carried out three times from winter semester in 2005 to the present and 486 students took the track course for two years. As a result, the track laid out a foundation for the first local joint lecture system in korea with the performance-oriented and students-tailored education, meeting needs of the new era and training efficiency. The graduates' employment rose to 8.5%, compared with that of 2005. According to recent survey conducted on companies employing the graduates, the satisfaction with the graduates' performance marked 9.4% improvement. The track also contributed to expanding human networks, facilitating the educational exchange of local universities.

근래에 무인 자동화기술의 발달과 마이크로프로세서 기술의 혁신적인 성장에 힘입어 일반산업현장에서 사용되고 있는 로봇은 복잡하고 다양한 작업이 요구되는 비제조업분야로 그 적용분야가 확장되고 있다. 그 대표적인 분야를 들자면 방사능 지역과 같은 위험한 환경에서의 작업, 우주공간이나 심해에서의 작업, 활선 작업과 같이 사람이 접근하기 어려운 곳에서 인간을 대신하는 작업 등이 있다. 이와 같이 사람이 접근하기 어려운 지역에서 인간을 대신하여 작업을 수행할 수 있는 원격작업 로봇시스템을 개발하였다. 개발된 로봇은 6 자유도를 갖는 수평다관절 유압구동형 조작기로써 로봇의 운반 및 설치가 용이하도록 제 1 링크의 분리가 가능하도록 설계하였다. 로봇의 제어기는 전체 제어기를 통괄하는 1 개의 마스터 CPU 및 3 개의 제어보드로 구성되며 이들은 VME 버스를 이용하여 데이터를 전송한다. 로봇의 관리제어시스템은 그래픽워크스테이션을 이용하여 구성하였으며 로봇의 작업상황을 실시간으로 애니메이션하여 작업자에게 원격현장감을 제공하고 작업효율의 향상시켰다.

최근 광역 및 국지적 호우의 발생빈도 증가로 인해, 능동적 대응 기술 개발과 실용화가 필요하다. 홍수재해 관련정보의 경우 전문기관 및 정부부처를 위한 홍수정보 표출 시스템은 구축되어 있다. 그러나 홍수재해의 분석, 모니터링, 예경보 시스템 구축 등 홍수정보 요소기술의 웹기반 실시간 홍수 예측시스템 연계가 미흡하다. 이에 홍수 예측 및 조절 등 다양한 정보의 연계 및 공동 활용요구가 증가되고 있으므로 각각의 정보를 실시간으로 분석하고 모니터링 할 수 있는 체계를 수립하고 통합 정보시스템 기반을 마련해야할 필요가 있다. 국내에서 수재해의 광범위한 관측과 정확한 평가 및 예측을 위해 위성 레이더 및 관측장비 자료를 활용한 시스템 구축에 대한 연구가 활발히 진행되고 있다. 이와 관련하여 위성 레이더 및 관측장비 분야별 시스템들을 연계하여 통합 홍수 정보 시스템 구축방안을 제시하고자 한다. 이를 위해 위성 레이더 및 관측장비 기반 TRMM, GPM 등의 위성강우, AWS, 고정밀 소형 레이더, UAV를 이용한 실시간 모니터링 등의 관측 자료를 수집이 필요하다. 그리고 홍수를 감시 평가 예측 등에 필요한 강수량, 수위, 토양수분, 하천범람범위 등의 수문정보를 분석 평가하는 효율적인 광역 및 국지적 홍수 대응 관리체계를 구축해야 한다. 이에 본 연구에서는 광역 및 국지적 홍수 피해 범위와 규모 등을 평가 산정하고 정확히 예측하기 위해 국내에서 활용되고 있는 위성 레이더 및 관측장비 기반의 기술들을 연계 활용하여 시스템을 구축하고자 한다. 먼저, 시스템에서 고정밀 소형레이더 기반 강우추측을 통해 수문정보와 연계하여 레이더 관측지역에 대한 국지적 호우 및 침수 예측을 할 수 있다. 또한 위성 및 관측장비 기반 위성영상을 통해 침수지역 분석 및 위성강우를 평가하여, 광역 홍수재해 및 침수지역을 분석할 수 있다. 추가적으로 UAV 관측장비를 활용하여 하천의 홍수범람범위를 관측하여 침수지역 분석에 대한 정확도를 높일 수 있다. 이와 같은 광역 및 국지적 홍수 정보를 체계적으로 감시 평가 예측 할 수 있는 통합적인 홍수 대응 및 관리 시스템 구축으로 연간 홍수 피해규모 저감을 위한 선제적 대응 관리 시스템으로 활용될 것으로 기대된다. 또한 이를 통해 홍수 관련 정보를 분석 관리 할 수 있는 수자원 분야에 혁신적인 시스템을 확보하는 소중한 토대가 될 것으로 사료된다.

From the 1950s, the science parks were begun the composition as a way for innovation and commercialization in the world around developed countries. Since the 1980s, Korea also starting with quantitative investment in R & D for technology innovation, so far has been a continuous effort. Korea's patent creation level according to these R & D investment is already within the world's top 10, but the fact that the domestic technology trade balance appearing current competitive level compared to the developed technology is very insufficient. This means that the creation of economic value is low as compared with financial commitment. Therefore the plans to ensure the economic value through technology are required. As one of plans to do this for local economy activation through technical advances, constructing regional innovation systems and making science parks have been made. These science parks are required to develop the basic original technology in order to secure new growth engines, but the science parks in Korea are facing difficulties of performing research and development for regional industry advancement and local economy activation. Accordingly, this study attempts to organize the concept of 'science park' is similar but there is difference, and to compare institutions with similar functions based on regional innovation systems theory. In addition, the study is to obtain the application plans of basic original technology in science & research Parks through the model for overcoming weaknesses of Korea's innovation system and enabling organic cross-linking between institutions.

This research is to analyze the mediating effect of product innovation between work-life balance (work-family balance, work-leisure balance and work-development balance) and corporate performance in venture SMEs. We test four hypothesis. First, we test the hypothesis that work-life balance has a positive effect on product innovation. Second, we test the hypothesis that product innovation has a positive effect on corporate performance. Third, we test the hypothesis that work-life balance has a positive effect on corporate performance. Fourth, we test a positive mediating role of product innovation between work-life balance and corporate performance. For this research, we administered the questionnaire surveys, and got the 162 effective data of korean venture SMEs. We use CFA and SEM analysis of research model by AMOS 18.0. As a result, we can find the four meaningful results. First, work-life balance, especially only work-development balance, has a positive effect on product innovation. Second, product innovation has a positive effect on corporate performance. Third, the relationships between work-life balance (work-family balance, work-leisure balance and work-development balance) and corporate performance are no significant after the mediating variable (product innovation) is added. Fourth, product innovation has a positive mediating effect between work-life balance, especially only work-development balance, and corporate performance. Although this research has some limitations of generalization because of the limited size of samples, we has meaningful information related to the venture companies in the academic and business field. Additionally, the Multiple Indicator Multiple Cause(MIMIC) model is recommended in the future research.
