Developing Measurement Model and Indicators for Entrepreneurial Ecosystem: Focusing on Regional E-Ecosystem Indicator via Delphi Analysis (창업생태계 측정모형과 지표개발: 델파이분석을 통한 지역창업생태계 측정지표 개발)

  • As the entrepreneurial ecosystem turns out to be a leading factor in improving nation's entrepreneurship, many studies are underway in the country to develop the start-up ecosystem. Although the entrepreneurial ecosystem is receiving attention as an essential factor for the nation's economic growth as well as entrepreneurship due to its inter-relationship with start-ups, government agencies and investors, criticism of measurement indicators has been increasing due to the different institutional and political contexts of each country, including the various definition of start-up ecosystem. In this study, we develop indicators that are suitable for domestic conditions in Korea and that can measure the level of start-up ecosystems in each regional level. FGI and Delphi surveys by scholarly experts in each field of start-ups & entrepreneurship were conducted to verify how well existing indicators fit the domestic situation and to develop indicators that can measure the local entrepreneurial ecosystem in Korea through close examination. As a result, the local entrepreneurial ecosystem consisted of three to four sub-components and 38 sub-components, each consisting of seven indicators, including Policy, Investment, Culture, Market, Human Capital, Support and Knowledge. It is expected that this research will be used to diagnose local start-up ecosystems and to propose discriminatory policies that can complement regional strengths and weaknesses.

지역 스타트업 생태계 발전을 위한 스타트업 지원 기관의 역할 및 운영 방안

  • 현재 4차산업혁명시대에 창의적인 아이디어와 적극적인 도전정신으로 무장한 스타트업이 글로벌 산업을 주도하고 있다. 정부에서도 지역별 스타트업 생태계 활성화를 위해 전국 17개의 창조경제혁신센터 운영을 지원하며, 각 센터별로 '개방성, 자율성, 다양성'의 운영 원칙 하에 지역별 스타트업 창업 생태계 허브, 공공 액셀러레이터, 그리고 오픈 이노베이션 플랫폼 역할을 담당하고 있다. 최근 수도권 스타트업 생태계는 활성화되고 있는데 비해, 지역의 스타트업 생태계는 인력, 자금 등 스타트업 성장에 핵심적인 요소 확보에 큰 어려움을 겪고 있다. 특히, 부산은 일자리를 찾아 수도권으로 떠나는 등 청년층의 이탈로 고령화가 가장 빠른 도시로서, 지역 일자리 문제를 해결하는 주요 방법 중의 하나로 스타트업 생태계 활성화가 중요한데, 스타트업 지원기업 중에서도 초기 스타트업 창업 및 성장 지원 업무에 집중하는 부산창조경제혁신센터의 역할이 매우 중요하다. 본 연구에서는 부산창조경제혁신센터의 운영 개선 방향을 내부 직원 설문조사로 도출하고, 타겟 고객을 창업가/초기 스타트업(Creator), 교육기관(Campus), 대기업(Company), 그리고 커뮤니티(Community)의 4C로 정의하였다. 부산창조경제혁신센터의 일관된 방향성 정립을 위해 미션과 비전을 각각 정의했으며, 그것을 달성하기 위한 전략 및 실행 방안을 도출하였다. 마지막으로 센터와 직원들이 공동 성장할 수 있는 센터 업무 협력 체계와 역량 강화 교육 체계를 제시한다.

Perception of Entrepreneurs on the Startup Ecosystem in the Daegu (대구지역 창업생태계에 대한 창업자들의 인식)

  • The main point related to the entrepreneurial ecosystem is that in an environment where a good entrepreneurial ecosystem has been established, startup companies can generate good results. From this perspective, this study examined the perception of entrepreneurs regarding the entrepreneurial ecosystem in the Daegu by conducting an analysis of importance and satisfaction towards the Daegu entrepreneurial ecosystem, using the results of the Innovation Entrepreneurial Ecosystem Establishment and Operation Project of the Daegu Creative Economy Innovation Center, which is a key member of the entrepreneurial ecosystem. The analysis results showed that the importance and satisfaction of the entrepreneurial infrastructure were classified as high, while the importance and satisfaction of finance (investment and support) and securing human resources were shown to be low. Based on the results of this study, we confirmed the perception of entrepreneurs regarding the entrepreneurial ecosystem in Daegu and provided implications for improving the regional entrepreneurial ecosystem and policy directions.

A Study on Singapore Startup Ecosystem using Regional Transformation of Isenberg(2010) (싱가포르 창업생태계 연구: Isenberg(2010) 프레임워크의 지역적 변용을 통한 질적 연구를 중심으로)

  • With the era of the Fourth Industrial Revolution in sight, innovative business models utilizing new technologies are emerging, and startups are enjoying an abundance of opportunities based on the agility to respond to disruptive innovations and the opening to new technologies. However, what is most important in creating a sustainable start-up ecosystem is not the start-up itself, but the process of research-start-investment-investment-the leap to listing and big business-in order to build a virtuous circle of startups that leads to re-investment. To this end, the environment created in the hub area where start-ups were conducted is important, and these material and non-material environmental factors are described as being inclusive by the word "entrepreneurial ecosystem." This study aims to provide implications for Korea's entrepreneurial ecosystem through the study of the interaction of the elements that make up the start-up ecosystem and the relationship of ecosystem participants in Singapore. Singapore has been consistently mentioned as the top two Asian countries in assessing the start-up environment and business environment. In this process, six elements of the entrepreneurial ecosystem presented by Isenberg(2010)-policies, finance, culture, support, human resources, and market-are the best frameworks for analyzing entrepreneurial ecosystems in terms of well encompassing prior studies related to entrepreneurial ecosystem elements, and a model of regional transformation is formed focusing on some elements to suit Singapore, the target area of study. By considering that Singapore's political nature would inevitably have a huge impact on finance, Smart Nation policy was having an impact on university education related to entrepreneurship, and that the entrepreneurial networks and global connectivity formed within Singapore's start-up infrastructure had a significant impact on Singapore's start-up's performance, researches needed to look more at the factors of policy, culture and market. In addition, qualitative research of participants in the entrepreneurial ecosystem was essential to understand the internal interaction of the elements of the start-up ecosystem, so the semi-structured survey was conducted by visiting the site. As such, this study examined the status of the local entrepreneurial ecosystem based on qualitative research focused on policies, culture and market elements of Singapore's start-up ecosystem, and intended to provide implications for regulations related to start-ups, the role of universities and start-up infrastructure through comparison with Korea. This could contribute not only to the future research of the start-up ecosystem, but also to the creation of a start-up infrastructure, boosting the start-up ecosystem, and the establishment of the orientation of the start-up education in universities.

Campus Entrepreneurial Ecosystems and Regional Culture: A Comparison of Seoul National University and KAIST in Korea (캠퍼스 창업생태계와 지역문화: 서울대와 카이스트 비교를 중심으로)

  • This article examines how and why entrepreneurship differs by region concerning the history of Korea's entrepreneurial ecosystems (EEs). Through a qualitative analysis of 19 interviews, this article compares the history and components of Seoul National University and KAIST (Korea Advanced Institute of Science and Technology) EEs. First, these ecosystems emerged around 1996 and are currently experiencing the second startup boom, with various supporting organizations and actors involved. Second, these ecosystems revealed differences concerning material, social and cultural attributes. Third, differences in the networking of the two ecosystems are due to different regional cultures, which allow individuals to interpret entrepreneurial opportunities. In other words, the maintenance and development of EEs are cultural in essence and display regional variation.

창업기반 지역혁신형 대학체계 구축 및 활성화 방안에 관한 연구

  • 최근 대학을 둘러싼 외부 환경은 학령인구 감소로 인한 대학 입학자원 감소, 4차 산업혁명 도래에 따른 청년 일자리 감소 등의 급진적인 변화가 나타나고 있으며 이에 따라 내부 역량 강화 및 고도화, 대외 경쟁력 강화 및 사회적 역할 변화 등 체계적인 대응이 요구되고 있는 상황이다. 향후 학령인구 감소가 본격화될 것으로 예상되는 가운데 국내 대다수의 대학 특히 지방 대학의 경우 학령 인구 감소로 인해 나타날 다양한 변화에 대한 대책 마련이 절실히 요구되는 있다. 지방대학의 위상 약화로 지방대 졸업생의 취업의 질이 낮아지고, 우수 학생의 지방대학 기피로 이어지는 구조적 문제 발생하고 있으며, 이러한 지역 대학의 위기는 특정한 지역의 일부 대학만의 문제가 아닌 현재 우리 사회 전체가 직면하고 있는 구조적이고 복합적 원인에 기인하여 악순환의 고리를 형성하고 있다. 이에 본 연구에서는 지역 혁신을 위한 대학 역할 및 활성화 방안 도출 및 지역 혁신에 기여하는 대학의 국내외 우수사례 분석 지역을 중심으로 한 창업 생태계 현황 및 구성 체계, 창업선도대학, 캠퍼스 타운사업 등 대학을 중심으로 한 지역기반 창업 생태계 선도 모델 분석을 통해 지역사회와 상생하는 대학 중심 지역 창업생태계 구축을 위한 창업기반 지역 혁신형 대학 모델 발굴 및 제언하고자 한다.

Financial Ecosystem Development for Venture Capital Activation in Daejeon, Korea (대전지역 벤처창업 활성화를 위한 벤처 자금생태계 개선방안)

  • Despite the fact that Daejeon has excellent technology infrastructures such as government-funded research institutes, Daedeok Innopolis, and KAIST, the infrastructure for initial investment and growth support for technological start-ups is not sufficient. In particular, the amount of venture capital supply in Daejeon is relatively low compared to other innovation infrastructures. The purpose of this study is to suggest the implications of the venture capital ecosystem in Daejeon area through the analysis of what evolution process has been undergoing and what improvements and complementary points are needed in the future. First, the role of public finance system should be strengthened in order to stimulate angel investment and private capital inflows to start-up companies. Second, in order to cultivate investment professionals in the region, it is necessary to grant local funds to local institutions, and to run investment expert training courses in universities. Third, cooperation between related agencies is needed to add accelerator functions to existing incubators and to foster new accelerators. Fourth, in order to expand the role of local governments, it is necessary to establish funds, to open innovation mindset of public officials, and to communicate effectively with the central government. Fifth, basic venture ecosystem infrastructures such as inflow of excellent manpower, prevention of technology deception, improvement of rechallenge environment should be expanded. Sixth, it is necessary to reorganize the step-by-step start-up financing policy of 'Establishment - Growth - Exit - Rechallenge'. This study is meaningful in that it has grasped the current status of venture start-up financial ecosystem in Daejeon, which is changing rapidly. In particular, it is different in that it identifies financial difficulties venture companies in Daejeon and finds ways to utilize existing financial ecosystem efficiently.

노마드적 기업가정신: 글로벌 인바운드 창업이주의 관점에서

  • 오늘날 많은 선진국들이 창업국가를 표방하고 있다. 실제로 많은 연구들은 창업 생태계의 역동성이 국가 경쟁력 향상으로 이어지고 있음을 뒷받침하고 있다. 이에 각국 정부들은 스타트업을 새로운 미래 성장 동력으로 인식하고, 능력 있는 창업가와 스타트업을 자국으로 유치하기 위해 힘쓰고 있다. 본 연구는 창업자들의 글로벌 창업이주(Startup migration)현상과 지역적 창업 생태계의 등장에 주목하여, 그들의 이주요인을 알아보고자 한다. 창업 생태계 관련 선행연구에 따르면 창업자들은 개인적 동기 혹은 가용 자원이 풍부한 환경을 찾아서 국경을 넘는다. 창업이주는 국내 스타트업의 해외 진출을 의미하는 아웃바운드(Outbound)와 해외 스타트업의 국내 창업 허브에 유치하는 인바운드(Inbound)가 있는데, 본 연구는 비교적 선행연구가 적은 인바운드 창업이주(Inbound startup migration)를 중심으로 진행하고자 한다. 본 연구는 선행연구, 선행연구 기반의 질문지 작성, 설문 조사의 단계로 구성되어 있다. 우선 글로벌 창업 생태계를 비교 분석 및 평가한 선행연구를 살펴보고, 글로벌 창업 이주에 영향을 미치는 요인들을 찾아낼 것이다. 이후 전문가 인터뷰를 통해 앞에서 발견한 요인들을 인바운드 창업이주 관점에서 재정리하고 각 요인별로 질문을 추가하여, 설문지를 구성할 것이다. 설문지 작성의 목적은 인바운드 창업이주에 영향을 미치는 요인들 간의 중요도를 알아보기 위함이다. 작성된 설문은 글로벌 창업이주 형태로 국내에 정착한 100여명의 해외국적 창업자들에게 진행될 것이다. 본 연구는 인바운드 창업이주의 핵심 요인들을 찾아내어 이론화하고 이를 실증할 설문도구를 만들어서, 이를 우리나라 인바운드 스타트업들을 대상으로 검증하여 각각의 상대적 중요도를 찾아내었다는 데 그 의의가 있다. 본 연구에서 찾아낸 영향, 요인, 프레임워크는 세계 각국의 창업생태계를 비교하는 후속 연구에 활용될 수 있을 것이고 실증된 결과는 정책 입안에 활용될 수 있을 것이다.

A Study on the Support Method for Activate Youth Start-ups in University for the Creation of a Start-up Ecosystem: Focused on the Case of Seoul City (지역 청년창업생태계 조성을 위한 대학의 지원방안 탐색: 서울시 사례를 중심으로)

  • The purpose of this study was to analyze the perception and demand of local youth and to find ways to support universities in order to create an youth start-up ecosystem. To this end, 509 young people living in Seoul were analyzed to recognize and demand young people in the region for youth start-ups, and to support universities. The findings are as follows. First, as a result of analyzing young people's perception of youth start-ups in the region, the "Youth Start-up Program" was analyzed the highest in terms of the demand for regional programs by university. In addition, there was a high perception that the image of youth startups in the region was "challenging" and "good for changing times." Second, after analyzing the demand for support for youth start-ups in the region, it appeared in the order of mentoring, start-up education, and creation of start-up spaces. And it showed different needs for different ages. Third, the results were derived from analysis of the demand for university support for the creation of a regional youth start-up ecosystem, the criteria for selecting local youth start-up support organizations, and the period of participation in local youth start-up support. Based on the results of the above research, the implications and suggestions of university support for the creation of a community of youth start-up ecosystem are as follows. First of all, it is necessary to develop and operate sustainable symbiosis mentoring programs focusing on university's infrastructure and regional symbiosis. Second, it is necessary to develop and utilize step-by-step systematic microlearning content based on the needs analysis of prospective youth start-ups. Third, it is necessary to form an open youth start-up base space for local residents in universities and link it with the start-up process inside and outside universities. The results of this study are expected to be used as basic data for establishing policies for supporting youth start-ups and establishing and operating strategies for supporting youth start-ups at universities.

A Study on the Measurement of Startup and Venture Ecosystem Index (창업·벤처 생태계 측정에 관한 연구)

  • The importance of startups and ventures in the Korean economy is growing. This study measured whether the start-up and venture ecosystem is growing, including the growth of startups and ventures. The startup and venture ecosystem consists of startups and ventures, investors, and government, which are the main actors of the 'ecosystem', and their movements were measured with 25 quantitative indicators. Based on the original data of the time series from 2010 to 2020, the startup and venture ecosystem index was calculated by applying weights through the comprehensive stock index method and AHP. In 2020, the startup and venture ecosystem grew 2.9 times compared to 2010, and the increase in the government index had a significant impact on growth. Also, the individual indicators that make up each index in 2020, the corporate index had the greatest impact on the growth of the number of 100-billion ventures, while the investment index had a recovery amount and the government index had a significant impact. Based on the original data, the startup and venture ecosystem index was analyzed by dividing it into ecosystems (startup ecosystem and venture ecosystem), industry by industry (all industries and manufacturing industry), and region (Korea and Busan). As a result, the growth of the startup ecosystem over the past decade has been slightly larger than that of the venture ecosystem. The manufacturing was lower than that of all industries, and Busan was lower than that of the nation. This study was intended to use it for the establishment and implementation of support policies by developing, measuring, and monitoring the startup and venture ecosystem index. This index has the advantage of being able to research the interrelationships between major actors, and anyone can calculate the index using the results of official statistical surveys. In the future, it is necessary to continuously update this content to understand how economic and social events or policy support have affected the startup and venture ecosystem.
