  • The purpose of this study is finding the way of vitalizing local festival of Chung-buk through successful local festivals and local festivals of Chung-buk. Therefore this study analyzed case of local festivals Young dong with reference definitude, participation, foundation, organizing, capability of calling the people. And It is pointing out the problems of the local festivals and suggesting the ways of vitalizing local festival in Chung-buk.

A Field Case Report on Oral Health Education Applying Intervention Activities in Some Areas of Hongcheon-gun (홍천군 일부 지역의 중재 활동을 적용한 구강보건교육 사례보고)

  • Objective: This study is to design an intervention model for local residents to manage their oral health on their own. By establishing an autonomous participatory network without the intervention of external experts, it is possible to actively practice toothbrushing and use preventive services. Method: This is a case report study, and oral health education was conducted after interviews with 8 members of the Health Plus Village Committee in the N region of Hongcheon-gun and 156 residents of the senior center. Result: To foster oral health guardians in the community and to change behavior by actively sharing information and communicating with residents. It was confirmed that the Health Plus Village Committee was influential in spreading information, means, and interest about toothbrushing practices and preventive dental services to neighbors. Conclusion: In order to implement continuous resident-led oral health projects, resident-led village projects led by the Health Plus Village Committee should be activated through repeated empowerment education.

Difference Analysis between Social Workers and Community Members about Perception of Citizen-Initiative (주민주도성에 대한 사회복지사와 주민간 인식 차이에 관한 연구)

  • The purpose of this study is to find developing way of community welfare aimed community-initiative by analyzing differential perception of citizen-initiative between social workers and community members. For this purpose, this study did a difference analysis on self-rating result of importance and difficulty in 59 statements about the citizen-initiative. Participants were 10 social workers in charge of community center over 2 years and 10 community members joined in community group over 2 years. The results are as follows. Differential perception between social workers and community members appeared both importance and difficulty. Especially, differential perception in difficulty was bigger. The statements that social workers as well as community members answered high level of difficulty were related with securing budget and external financial support. As the analysis of categorized statements, the differential perception in 'Goal and responsibility' and 'Democratic system' in procedural aspects were statistically significant. Based on these results, this study presented practical suggestions to make consensus about citizen-initiative in community organization.

Case Analysis of Conflicts in Renewable Power Generation Projects Using Non-cooperative Game Theory (비협조적 게임이론을 활용한 신재생발전사업 갈등 사례분석)

  • The government is encouraging the expansion of renewable energy facilities through national renewable energy policy. However, the installation of renewable energy generation facilities has led to local resident complaints due to landscape degradation, electromagnetic wave emission, real estate devaluation, and environmental pollution. This creates conflicts between power project developers and residents, making the progress of projects more difficult. This study applies non-cooperative game theory to analyze eight cases of renewable energy projects where conflicts between developers and residents were resolved through resident's investment participation. By accepting investments from local stakeholders, residents achieved returns ranging from a maximum of 25 % to a minimum of 4.1 %. It was found through game theory analysis that a dominant strategy involves residents agreeing to the development of the project and the developers sharing a portion of the profits with the residents. The analysis results show that the point where dominant strategy meet forms a Nash equilibrium, and at the same time becomes the Pareto optimal point, benefiting both power generation operators and residents.

  • Although rural areas account for more than 80% of the total land area of South Korea, most of them are deteriorated and living environment is inconvenient. In addition, the migration of young generation to urban areas and ageing have reduced the population and caused not only cavitation phenomena of villages but also stagnant communities. As for one of the rural areas, the seat of Myeon Office located in Oesan-myeon, Buyeo-gun, Chungcheongnam-do, this study presented not a plan only for strengthening hub functions but the methodology of the complex development plan in consideration of the regional characteristics in the comprehensive improvement project in seat of Myeon Office. From the perspective of enhancing the function of the seat of Myeon Office, it is inevitable to establish plans based on hardware. However, empowerment of the residents in the targeted areas also works as an important factor. In other words, each project promoted by the plan will be mainly operated by the local residents. Therefore, it is necessary to establish a management system of this. The success or failure of the established plan is based on the accurate survey of the issues of the targeted areas and demand, and this depends on participation and positive response of the residents of the targeted areas. That is, the method as a 'local community network' is required in order to increase the effect of resident participation in the planning area.

A Study on the Roles of Public Libraries as Community Public Spheres: Focused on the Case of Seongbuk Public Libraries in Seoul (지역사회 공론장으로서 공공도서관 역할에 대한 연구 - 서울 성북구립도서관 사례를 중심으로 -)

  • The research was undertaken to explore the role of the public library as a public sphere. For this, the characteristics and meanings of the library's role were examined by analyzing the public spheres operated by the public library. Data were collected through interviews with librarians at Seongbuk Public Libraries in Seoul. Data collected were coded using NVivo for thematic analysis. As a result of the study, the characteristics and meanings of the library's role in the public sphere were identified in the following five types; 1) A place for meeting, communication and interaction of citizens, 2) Supporting citizen learning and growth through information services and discussion on the subject, 3) Expanding civic participation in the community and strengthen civic power, 4) Strengthening citizens' experience of democracy, 5) Improving citizens' perception of libraries and expanding the library's influence on citizens. In particular, it was found that information services enhance citizen interaction and spread of public opinion on the agenda. The results of this study can be used as a basis for developing and supporting libraries as community public spheres.

A Study on the Social Effects of Local Living Culture Activities in Daejeon (지역 생활문화활동의 사회적 효과에 관한 연구 : 대전광역시를 중심으로)

  • This study analyzed social effects of participating in living culture activities for Daejeon citizens. The social effects were set to creativity and self-esteem at the individual factor and community involvement and exchange at the social factor, this effects were tested by the method of participation in living culture activities. We used SPSS 22 to analyze this effects, factor analysis, analysis of variance, and logistic regression analysis were used. The results showed that participation in lecture programs increased the effects of community involvement and exchange at the social factor. Participation in the club activities showed a decrease in creativity, and further analysis of the club activities was necessary. Participation in cultural art events increases self-esteem. Participation in performances and exhibitions of cultural art events increased creativity. Through these analysis results, first, development of living cultural programs to improve the characteristics of local residents and community of village culture. Second, revitalization through support of various community club activity programs. Third, support for the formation of village cultural community through exchange and cooperation between local Culture and Art Activists and local residents. Fourth, development and expansion of living-oriented and generation-integrated living cultural programs for young and old generations.

  • 거제(巨濟) 지역사회(地域社會) 개발(開發) 보건원(保健院)이 목적하는 바대로 사업이 진전되고 있는지, 바람직한 지역사회의학 사업을 수행하고 있는지를 평가하는 일은 필요하다고 생각한다. 이러한 평가의 하나로서 프로젝트에 영향력을 줄 수 있는 세 그룹 즉 지역사회의 유지, 프로젝트를 이용하는 주민 그리고 의료문제에 관심이 있는 사람들 중 프로젝트에 다녀간 일이 있는 사람에 대해서 그들이 이 사업에 대해 이해하고 있는 바 또는 태도 등을 알아 보았다. 거제 지역사회 개발 보건원에 대한 반응은 긍정적이었다. 즉 저렴한 수가로 농촌 보건사업을 하고 있고, 간단한 치료사업과 예방의학 사업을 하고 있으며, 한국에서 지역사회의학의 교육을 발전시키는 데 자극적인 역할을 하고 아울러 지역사회의 개발을 위한 자극을 주었다고 하였다. 문제점으로 지적된 것은 위치가 거제군 전체의 의료를 위해서는 적합하지 못하며, 국내 의료인이나 지역주민의 참여가 불충분하였고, 보건소 사업과의 협조가 덜 이루어지고 있다는 점 등이었다. 한편 사업의 목적이나 계획 및 운영면이 약하지 않은가 하는 것도 우려하였다.

A Study on the Role of Service Design in Creating Resident-driven Safe Community (주민주도형 안전 공동체 조성에 있어 서비스디자인의 역할 탐색)

  • With an increase in urban crimes in various forms, this study is intended to analyze the effectiveness of the service design that presented a new model resolving crime risks through differentiated thinking paradigm and problem approaches. The empirical case addressed in this study is 'the project to create resident-driven safe community in Duryu-dong, Dalseo-gu, Deagu though service design'. This project is evaluated as having prepared a prevention-oriented local safety system through a preemptive and resident-centered process. The project was promoted as a 'natural monitoring capacity building program' for residents to prevent local crimes, a 'social role expansion program' for local safety, and 'crime prevention environment design', which provides comprehensive solutions for residents' safety. Here, designers act as exerts in designing a task-based platform that can be driven by residents rather than a visual environment improver, and reorganizing the local ecosystem by expanding the opportunities for residents to interact. This case identifies the role of service design as binding the solidarity of local residents beyond the improvement of the crime environment and giving them the potential capacity to maintain a safe living space in relation to a safety issues of community.

A Comparison of Health Behavior between Rural and Urban in Soonchun City (순천시 지역적 특성에 따른 건강 행태 비교)

  • The objective of the study was to examine and compare health behavior between rural area and urban area in Soonchun city. Data were collected through personal interviews from 25, April to 30, May in 1998. Questions were asked to the rural area residents(n=399) and urban area residents(n=149) about their health behaviors, including such as self-recognition of health status, health related behaviors(smoking, drinking, eating habit, and exercising), status of disease and prevention, and utilization of hospital. As we examine the demographic characteristics, rural area residents were more aged(p<0.001) than urban area residents. And the urban residents had higher education(p<0.01), higher income(p<0.01) and higher health care cost(p<0.01) than rural residents. There were difference in health status existed between rural and urban residents. Rural residents had poorer health status(p<0.01) than urban residents, and however urban residents had more anxiety about their health(p<0.01) than rural residents. Comparison of the health related behavior between rural and urban area residents, rural residents were more likely to smoke(p<0.05), less intake of milk(p<0.01), do not exercise(p<0.01), and less try to lose their weight(p<0.01) than urban residents. Rural resident used to suffer from chronic diseases than urban residents(p<0.01). Consideration of health care need for rural residents are required due to the results shown as above. Therefore, the health care center, where most of the rural residents depend on for their treatment and prevention of disease, should make inquiries about resident's health care need and evaluate the important information sources for construction of a health care information system.
