A Study on the Classification Criteria of Landscape Type for Urban Landscape Planning (도시경관계획을 위한 경관유형 분류기준에 관한 고찰)

  • The purpose of this study is to build fundamental data for the classification of landscape type as a base for landscape planning and management practices. To do this, prior dissertations and landscape plan reports were analyzed, which presented the classification criteria for landscape type. Based on this, classification criteria for landscape type which could be usable in zoning ordinances has been suggested. The result is as follows: Firstly, in landscape analysis and assessment study based on ecological and formal aesthetic models, landscape type is classified by the character of the landscape element. Secondly, there is no logical classification of landscapetype in urban landscape planning according to mixed use of landscape type for analysis and planning. It is therefore difficult to identify the object of landscape planning, which is intimately linked with the shortage of concrete practice for landscape management. In connection with this issue, classification criteria for landscape type are suggested based on utility in landscape planning. This could be divided into internal criteria and external criteria. The former are land-use, topographical characteristics, characteristics of the view object, and landscape elements while the latter are viewpoint, distance to view object, and urban form. Applying the landscape type classified by the criteria suggested in this paper, it is possible to manage an entire urban area. In addition, landscape type could be reference data for operating a zoning system.

Characteristics of Non-Point Pollution Discharge According to Land Use in Yeinam Watershed (외남천 유역의 토지이용도에 따른 비점오염원 유출특성)

  • 우리나라의 수질오염에 대한 규제는 주로 호소 및 하천의 수질을 향상시키기 위하여 하수 및 공장폐수 등 점오염원을 중심으로 관리되어 왔으나 강우와 함께 대량 유출된 비점오염원은 수용하천의 자정능력을 감소시키고 있고 이로 인해 하천과 호소의 수질은 향상되지 못하고 있다. 또한, 농촌지역에서 배출되는 비점오염원은 정확한 기작의 분석이 안 되고 있으며, 비료$\cdot$농약의 사용 증가에 따라 영양염 및 유해물질에 의한 수질오염의 영향이 증가되고 있는 실정이다. 본 연구는 농촌지역의 강우-유출로 인한 비점오염물질의 유출특성 및 배출부하량을 조사하기 위하여 영산강권역의 외남천을 대상으로 조사하였다. 대상 유역의 토지용도 구분은 (1)논지역, (2)밭지역, (3)산지지역, (4)농촌주거지역, (5)복합지역(논, 산지)으로 구분하였다. 시료의 채취는 강우시 5회에 걸쳐 조사하였으며, 2L 용량의 무균채수병에 채취한 후, 아이스박스에 $4^{\circ}C$이하로 보관하여 24시간 이내로 실험실에 운반하여 실험하였으며, 매회 시료 채취 주기는 강우유출이 발생하기 전부터 강우 종료 후 유출량 변화가 없을 때까지 $9\~12$단계로 세분하여 유출량과 pH, DO, BOD, COD, SS, T-N, T-P의 농도를 측정하였다. 본 연구에서 조사한 결과 토지이용별 비점오염원의 SMC를 살펴보면 BOD의 SMC는 $4.38\~11.02mg/{\ell}$, COD의 SMC는 $7.07\~23.99mg/{\ell}$, T-N은 $1.57\~5.20mg/{\ell}$, T-P는 $0.11\~0.274mg/{\ell}$의 범위를 갖는 것으로 나타났으며, 전반적으로 논 지역에서 비교적 높게 나타났는데 이는 농작물의 경작에 따른 시비법의 영향으로 판단된다. 또한, 비점오염원의 유출특성을 보면 전반적으로 초기 오염물질 유출특성 갖는 것으로 나타났다.

  • 풍수해보험은 국민안전처가 관장하고 민영보험사가 운영하는 정책보험으로 국민이 예기치 못한 풍수해 피해에 대처할 수 있도록 보험료의 일부를 국가 및 지방자치단체에서 보조해 주는 제도이다. 그러나 풍수해보험은 불합리한 보험요율체계 등의 문제점으로 인해 저조한 가입률을 보이고 있다. 현재 풍수해보험요율 산정시 과거의 피해이력만을 근거로 보험요율을 산정하고 있다. 또한 풍수해 보험은 태풍, 홍수, 호우, 강풍, 풍랑, 해일, 대설, 지진을 대상재해로 분류하고 있으나 동일 시군구 내에서는 재해요인별 원인별 가중치가 동일하게 적용되어 단일 보험요율을 적용하고 있다. 현재의 불합리한 보험요율체계의 문제점을 보완하고 향후 피해발생 위험을 고려하여 피해 특성에 따라 지역적으로 차등화된 보험요율을 적용하는 방안이 필요하다. 이에 따라 본 연구에서는 풍수해보험요율 산정을 위해 풍수해보험 대상재해 중 내수침수에 대한 분석 방안을 제시하고 적용성을 검토하고자 하였다. 우선 다양한 내수침수분석방법 중 전국단위의 내수침수분석을 위해 경제성, 간편성, 정확성을 고려하여 Level-Pool 방법을 선정하였다. 그리고 기존 Level-Pool 방법의 문제점을 보완하기 위해 내수침수분석 결과의 정확성을 향상시킬 수 있도록 도시계획 용도지역을 고려한 수정 Level-Pool 방법을 제시하고, 풍수해저감종합계획과 비교 검토를 실시하여 적용성을 검토하였다. 또한, 제시한 수정 Level-Pool 방법을 울산, 대구, 경북, 강원지역에 적용하여 내수침수위험지역을 도출하였다. 본 연구에서 제시한 수정 Level-Pool 방법을 통해 전국단위 내수침수 해석시 지역별로 차등화되고, 정확도가 높은 내수침수지역을 도출하여 풍수해보험요율 산정을 위한 기초자료로 활용할 수 있을 것으로 판단된다.

A Study on the Characteristical Evaluation of Metals and Fluorine Concentrations in the Southern Part of Seoul (서울 한강이남 지역의 용도별 토양 중금속 및 불소 오염 평가)

  • This study performed from 2002 October to 2003 April. The samples were taken at 66 sites, divided into the 6 sections functionally in the southern part of Seoul such as Yangchon-gu, Kangseo-gu, Kuro-gu, Yeongdengpo-gu, Kwanak-gu, Dongjak-gu, Seocho-gu, Kangnam-gu, Songpa-gu, and Kangdong-gu. The result of research showed that each property soil was pH 4.7∼9.5, Cd; 0.391 mg/kg (0.011∼l.081 mg/kg). Cu; 12.35 mg/kg (0.061∼73.62 mg/kg), Pb; 13.04 mg/kg (N.D.∼61.85 mg/kg), Hg; 0.0866 mg/kg (N.D.∼1.353 mg/kg), F; 206.8 mg/kg(47.1∼561.1mg/kg). The minimum and maximum of the concentration with functional soils were Cd; 0.632 mg/kg for multi-purposed soil,0.079 mg/kg for schools, Cu; 21.35 mg/kg for roadside, 2.159 mg/kg for schools, Pb; 24.70 mg/kg for roadside, 1.030 mg/kg for schools, Hg; 0.1780 mg/kg for multi purposed, 0.0087 mg/kg for schools. Especially F was the high concentration at the hills. Also the concentration of Cd, Cu, Pb, Hg and F at school Zone was detected such as low. area of schools area was detected the low concentrations as the items of Cd, Cu, Pb, Hg, and F. The average concentrations of metals and fluorine in the survey area were below the Preliminary Standard of the Soil Preservation Acts in Korea. To evaluate the soil quality of these area showed as a good qualified results. The results of SQPI (Soil Quality Pollution Index the qualified results as much as 86.4%.

  • The purpose of this study is to evaluate the urban land used by the Urban Land Use Information System (ULIS) which can supply the micro-level land usc information for the understanding of micro-level urban spatial structure and district-level planning and managements(such as urban design, redevelopment planning and district-level transportation planning, etc.). The study evaluates the current situation of urban land use database and suggests the prototype of urban land use database using GIS. The planning and management of post-modern city which has characterized by diversity and the mixture of land use, need more detail and quantitative information about land use. Recent redevelopment and reconstruction of existing physical condition are increasing the density of activity. It raises urban problems such as the shortage of infrastructure and traffic congestion, etc. In this process we need to construct information system which monitors current land use situation.

Self-Rating Perceived Health: The Influence on Health Care Utilization and Death Risk (자가건강인지도에 따른 3년간의 의료이용도와 사망위험 비교)

  • Objectives: This 3-year longitudinal study was conducted to evaluate the influence of self-rating health perception on health care utilization and all cause-death risk. Methods: The hypothesis was tested using a community-based samples, among which subjects 3,414 were interviewed in 1995, Self-rating health perception was assessed by single-item question. Three components of health care utilization amount(number of visits, number of medications, yearly health care expenses) per year were measured using medical insurance data during 3-year follow-up period among subjects in district health care insurance. There were 123 deaths from all causes among 3,085 subjects interviewed. Results: The results showed that those who had poor health perception revealed more increases in the amount of health care utilization than good health perception group (p<0.05). After adjusting for age and sex, the poor health perception group had higher death risk over 3 years than good health perception group(hazard ratio=1.88). but, after adjusting health care utility, supplementary, was not significant. Conclusion: These results suggest that self-rating health perception was associated with difference in health care utilization and all cause-death risk.

A Study on Establishing Urban Spatial Structure through Central Hierarchy Analysis: Focus on Daejeon (중심지 위계 분석을 통한 대전시 도시공간구조 설정에 관한 연구)

  • The purpose of this study is to establish the central hierarchy and urban spatial structure of Daejeon in 2040 using differentiated analysis indicators. In order to establish a central hierarchy in the future urban space of Daejeon City, three indicators were derived: population density, use of buildings (commercial, office, residential, etc.) and traffic volume data(KTDB). The results of analyzing the center hierarchy using indicators are as follows. First, the primary centers responsible for urban (core) functions are set in three areas, including Dunsan downtown, the original downtown (Daejeon Station area, designated as a special urban convergence zone), and Doan New Town, and the secondary centers corresponding to sub-city centers (regional bases). was set at 9, 10 tertiary centers corresponding to regional centers (living area centers), and a center hierarchy was established with 5 new specialized bases. Second, new secondary and tertiary centers emerged that were different from the center hierarchy in the 2030 Daejeon Urban Basic Plan. The three indicators used in this study yielded meaningful results in establishing urban spatial structure and central hierarchy that can secure urban competitiveness.

Diversified Investment of Commercial Real Estate Assets - Focused on Office Building and Retail Real Estate Markets in Seoul - (상업용 부동산 시장의 분산투자에 관한 연구 - 서울지역의 오피스 빌딩 및 소매용 부동산 시장을 중심으로 -)

  • This paper is to understand investment's efficiency and performance of commercial real estate assets diversified by use and district. To do so, this paper divides two different commercial real estate markets(office build market and retail real estate market) in Seoul city by district into "GBD(Gangnam Business District), YBD(Yeouido Business District), and CBD(Central Business District)" and "GBD(Gangnam Business District), SBD(Shinchon Business District), and CBD(Central Business District)" respectively, configures these districts each other to structure portfolios as its portion varies based on Markowitz's Mean-Variance principle, and looks at risk-return relationship of portfolios to find out efficiency, performance, and optimal investment chosen based upon Sharpe's Performance Index. As a result, the portfolio configured by "10 to 30% of office building asset at CBD" and "70 to 90% of retail real estate asset at CBD" is shown to be the most optimal, suggesting the highest quarterly Sharpe's performance index of 2.7118~2.7776 with quarterly rate of return of 1.826%~1.838% and quarterly standard deviation of 0.573~0.589. Furthermore, it is obvious that diversified portfolio configured by use(office-retail) shows better investment performance than that by district with same type of asset(office-office or retail-retail). Finally, results driven from this research will play an important role to stimulate real estate and construction markets through enlarging ideas as to diversified investment by use and district on real estate indirect investment products.

특용작물 - 투기는 피하고 산지가공성 고려

  • 특용작물 선택은 자기지역의 입지조건에 알맞은 작물과 품종을 선정하여 농업경영을 합리적으로 다양화 할 필요가 있다. 우리나라는 다행히 기상변화가 뚜렷하고 작물의 종류도 대단히 많은 실정이므로 지역별 주산단지를 조성하여 생활필수품 또는 중요한 가공원료로서 용도를 가지고 있는 작목과 우리나라 고유의 특산품으로 각광을 받는 작물을 선택하여 재배함으로서 앞으로 다가올 올림픽용품 등을 제조 판매하거나 수출하여 외화를 획득할 수 있는 좋은 기회라고 생각된다. 그러므로 특용작물을 도입하여 농업경영을 합리화하려면 적지적작(適地適作)의 원칙에 따라 그 지방의 기후와 토지조건에 알맞은 종류와 품종을 선택하여 재배 기술과 수확, 조제, 가공방법 등을 잘 파악하여 재배하도록 한다.

A Study on the Problems and the Betterment Plan in Operating District Units Plan of the City in Busan Metropolitan (부산광역시 지구단위계획의 운영실태에 따른 문제점 및 개선방향에 관한 연구)

  • In this paper, the problems and betterment plan in operating district units plan are studied by selecting typal case locations based on the types of district units plan of the city of Busan. According to the types, 4 locations of 'type of maintaining preexisting district' and 3 of 'type of managing preexisting district' are selected as case locations, based on a scale and characteristics of each location.In systematical aspects of the case locations, indiscreet upward adjustment of the locations, insignificant participation of the citizens and patternization were recognized as problems. And setting accurate standards for target and range of alteration in line with usage plan of the locations would be necessarily urgent. So through the analysing process of the problems arisen from the case locations I would suggests necessary solutions to improve the effectiveness of the district units plan. And In planning aspects, the similarity between the basic directions and the object, batch-application of the density plan, inadequacy of the usage plan, allocations and patterns of structures, and color planning were recognized to have problematic points. Consequently distinguished specific operating-guidelines would be necessary to achieve the basic directions and the object of district units plan. Furthermore, the building-to-land ratio and floor space index are needed to be exactly calculated through providing accurate and logical standards for appropriate development density of structures.
