This study suggests a model for building governance system to develop and utilize human resources in Chungnam province. In particular, In the regional level of balanced development of human resources, the study tries to investigate alternatives to utilize regional human resources development by building and using a network between related organizations through their partnership and cooperative relations. This survey was conducted to 250 of personnel and experts who were in charge of human resources in diverse chungnam institutions through mail or e-mail from December in 2008 to February in 2009. As a result of the survey, the study shows that basic groundwork for the regional human resources development is poor in terms of forming the system and its plans, and the ties and cooperation between related organization, Therefore this study shows that in order to overcome the current situation and build the governance appropriate to Chungnam area, we need to consider different approaches for each regional organization stage by stage regarding the maturity in the governance.

Applying the perspective of Comprehensive Community Initiatives (CCIs), this paper attempted to examine community development practice for children. Using focus group interviews, this qulitative research study collected data from six social workers in Guryonpo-village(fishing village) and Ganeong 1-dong village(city village), all of whom have experience in community development practice for children. The main results were as follows: First, it was found to be important to access the community in the initial stage of CCIs. Second, indigenization strategies were useful for the fishing community. Third, it was important to organize parents of children in poverty. Lastly, the community development practice was more successful in the fishing village than in the city village.

본 연구는 저자가 2005년 평택시 문화상품 개발과정에 연구위원으로 참여하여 지역의 대표성을 가지는 디자인 고찰 과정을 살펴본 것이다. 연구목적은 고유문화재와 전통성을 바탕으로 한 상품 개발을 통한 인식 변화를 가져오는 것이다. 그리고 평택시의 문화성립 및 자긍심 고양 및 지역 위상을 확립하는 것이다. 또한, 국 내외 관광객 유치 및 지역 문화 알리기의 기반 마련하는 것이다. 이를 바탕으로 대표적 문화 상품의 개발을 통하여 도시 이미지 확산을 고려하는 것이다. 구체적으로는 평택농악(전통악기, 뱃지, 키홀더등), 문구사무용품(서류함, 책갈피, 시계, 키홀더), 생활용품 (컵받침, 탁상용 저금통, 북, 명함), 장식용품(주방용품등 문화관련 상품들을 개발) 등으로 세분화하여 조사 하였다. 연구 개발 과정을 통하여 도시브랜드 디자인 개발사례로 디자인 적용안을 도출하였다. 그 결과 지역의 도시브랜드 확립을 위한 결론이 선행되어야 한다는 아홉가지 결론을 구체화 할 수 있었다.

최근의 재해 발생은 하천에 의한 범람, 제방의 붕괴 등에 의한 피해발생보다는 일정지역에 국한적으로 내수배제 불량, 토사유출, 산사태 등으로 인한 피해의 발생이 증가하고 있다. 특히나 도시지역과 신규개발지역을 중심으로 집중호우로 인한 토사유출 등으로 인한 배수로 막힘, 산사태등의 2차적인 피해가 증가하고 있는 추세이다. 2011년의 서울의 우면산 산사태 등과 같은 도시중심에서의 피해와 강원도 등의 신규개발지역에서의 토사로 인해 2차, 3차 피해는 국지적이고 예측이 불가능한 곳에서 발생되고 있다. 이러한 토사유출, 산사태에 의한 예측기법은 최근의 정보기술의 발달로 인해 보다 다양한 방법의 접근들이 시도되고 있으며, 이에 대한 정량적인 평가기법들이 개발되고 적용되고 있다. 본 연구에서는 산지지형의 소규모 개발지의 토사재해의 위험성을 평가하기 위하여 GIS 기술을 이용한 사면의 안정성과 산사태 위험성을 평가하는 대표적인 방법으로 Pack et al. (1998)이 제안한 수리적 무한사면 안정모델과 결합하여 사면안정분석을 위해 개발된 SINMAP을 이용하여 소규모 개발지역의 토석류 해석과 사면의 안정성 검토 그리고 범용토양공식을 이용하여 토사유출량을 산정하여 개발지역내 사면 및 토사재해의 위험성을 평가하였다. GIS를 이용한 지형적 특성에 따른 사면의 위험성과 토사유출량 해석 결과를 이용하여 소규모 개발지역의 토사재해의 위험성을 정량적이고 다각적으로 평가하여 재해발생에 따른 위험성을 노출하고 이에 대한 대책 수립에 도움이 될 것으로 판단된다.

이 연구의 목적은 PEST 방법론을 적용한 STEAM 프로그램 개발 및 적용에 대한 효과성을 알아보는 창의교육을 위한 연구이다. 특히, 이 연구는 과학문화 소외지역에 대한 이동천문대 활용 STEAM 프로그램을 개발하여 이에 대한 학생들의 수업효과 및 만족도를 알아보는 연구로, 과학 문화에 소외된 지역의 학생들에게 천문에 대한 흥미를 주어 향후 천문과학의 올바른 과학적 개념을 이해하고 미래 직업으로서 천문관련 분야에 관심을 갖도록 하는 데 있다. 이 연구에서 개발한 STEAM 프로그램은 관련분야 전문가 5명이 한국천문연구원을 통해 이동천문대 교육 프로그램에 대한 지속적인 연구와 PEST 방법론 적용 및 소외지역에 대한 현장 적합성 연구를 5회의 워크숍과 전문가 타당화회의와 Pilot test를 통해 최종 STEAM 프로그램을 개발하였다. 이 연구에서 개발된 STEAM 프로그램의 적용 결과는 다음과 같다. 첫째, 이 연구에서 개발된 이동천문대는 모든 학생들에게 천문에 대한 호기심을 자극하는 긍정적인 효과를 나타내었다. 둘째, 이 프로그램은 총 11시간의 PEST 방법을 적용한 프로그램으로, '상황제시 1차시, 감성적 체험 5차시, 창의적 설계 5차시로 구성되어 과학문화 소외지역 학생들에게 높은 수업 만족도를 나타내었다. 따라서 PEST 방법을 적용한 이동천문대 STEAM 프로그램은 학습자의 천문과학에 대한 과학적 소양과 과학적 본성을 불러일으키는데 매우 긍정적인 효과를 나타낼 것으로 사료되며, 추후 연구에서 다양한 학년과 지역 및 위계에 따른 프로그램의 개발과 적용될 필요가 있다.

This paper analyses the effect of R&D investment on local economies. R&D investment contributes to the regional local economy by increasing employment and production activity of the investees. The investees may end up with increased productivity, sales and employment. At the regional R&D level, the central government R&D fund and firm self R&D budget will be the source of R&D investment. Further positive effects are inter-related with local industries. This study carried out an empirical analysis on the effect of R&D investment on local economies using Korean panel data after comparing international literatures. The dynamic panel estimator is used to estimate an autoregressive model with lagged dependent variable. Using the Da Silva method, mixed variance-component moving-average error process is estimated and selected. R&D investment is very important factor to improve the productivity of a region and the size of the effect is dependent on the time periods within the Korean economic history.

This paper aims to evaluate the regional development model related regional cooperative system, especially, with the governmental-educational-industrial mutual cooperative establishment plan for regional development to propose the basic direction pursued by engineering colleges, regional development policy and policy of science and technology. It proceeds through the analysis of the distinctive qualities of modern scientific technique and the system to pursue it's policy, and the study of the necessity and concepts of regional cooperative system. For this, the present condition and main issues regarding the cooperative research system among the government, education and industry complex such as the regional consortium projects and the regional cooperative research center etc, are analyzed and examined. Besides these, questionnaire survey method for experts on regional development is used concerning the regional cooperating system, their ongoing cooperative research, main issues and the roles of the mutual cooperative system. In conclusion, it proposed evaluating methods for solidifying cooperation and development of mutual relations between regional development and regional cooperative system.

The local history research started from the 1960's postmodernism neted in the local history as the subject of diversity instead of National history. The local is being magnified as a new research theme among history scholar. In these circumstances, the local history research shows sign of activity and the movement that used in various ways at education has become more active. Compared to the contents business of local history, development of education contents what serviced for student is insufficient. Therefore, this research suggests development plan of local history education contents using archives which efficient tool of history education. Students can grow the ability of historical inquiry, thinking, insight through archives-assisted learning. Also, self-learning is possible instead of a lecture by teacher. This research shows a development of archival contents for local history education though literature research, abroad case analysis, focus group interview with history teachers. Concepts of the local history, local history education, education contents are examined at literature research. Local history education of the State Archives of the United States of America, the United Kingdom, Australia web site is analyzed. These state archives have been providing the web based service of archival contents for local history education for a long time. With these theoretical background, carry out a focus group interview with middle school history teachers. It draw conclusion that 14 category and 35 subcategory and these are reflected in the development of archival contents for local history education.

This study is to understand the needs of local character design for SNS marketing and find development plan. We analyzed successful cases in Korea and Japan to find out development plan of competitive local character for SNS marketing. Method of study was literature research, case study and in-depth interview, based on component of character. These are the results. First, development of local character has to consider the use in SNS marketing. Second, local character has to be more concerned with intimacy than Symbolic. Third, it should have attractive visual, reflecting the taste of people. Fourth, it should have creative design to arouse people's curiosity. Finally, name and design of the character should be intuitive. Therefore, we expect improvement of Korean local characters, which reflect SNS marketing and current trends.
