한국출판문화산업진흥원(원장 이재호)는 지난 6월 27일 오후 2시 가톨릭청년회관 대강당에서 '제3회 지역서점 육성 포럼'을 개최했다. 이번 포럼은 지난해 연말부터 서점 종사자, 출판사 대표, 지방자치단체와 소비자단체 관계자 등이 지역 서점의 위기에 대해 공감하고 해법을 논의한 것을 정리하고, 그동안의 성과를 나누는 마지막 지역서점 포럼이다.

This study is about finding factors affecting user experience satisfaction in Korean local bookstores which are increasing recently. Previous researches are concentrated on the aspect of supplier. However, a study for actual users is needed to help develop bookstore industry. The local bookstores were classified into independent, professional, and complex cultural bookstores. Based on the four realms of an experience by the Experience Economy, this study analyzed the experience factors through questionnaires. As a result of study, the three most significant factors influencing experience satisfaction were identified through regression analysis. It is expected that this study may help develop the local bookstores industry in the future by concentrating on the actual experience of the user and finding out the major experience factors.

In Korea, the independent publication market has grown since it came into existence in the 1990s. In 2008, the country's first independent bookstores selling independent publications opened. As of late 2019, there were a total of 466 independent bookstores in Korea and the number of independent bookstores rapidly increased for the last decade. However, the closing rate of independent bookstores is rapidly increasing. This trend is also shown in independent bookstores in Gwangju. Recently, the closing rate of independent bookstores in Gwangju is more than twice as high as the national average. Against this backdrop, this study intended to identify the current conditions of independent bookstores in the city, analyze the problems facing them, and find solutions. Independent bookstores in Gwangju currently make various efforts such as book curation, management of various supplementary programs, and book markets. However, the bookstores have problems including the curation and programs focused on specific areas, focus on limited generations, dependence on publications from the Seoul metropolitan area. To address these problems, this study proposed solutions such as diversifying publications through planning and developing of local contents, strengthening the taste-based salon nature, organizing networks of independent bookstores, and systematically incubating independent bookstores. At the system level, this study also suggested a need for local bookstore certification system, a complete execution of a fixed book price system, and a fair provision rate.

The local bookstore direct loan service for users' requests in public libraries, which was launched in Gyeonggi Province, is a creative new service that has led to the revitalization of the local economy through the rise in sales of local bookstores and high user satisfaction. However, it is a service in which positive and negative reactions coexist as negative opinions are presented on the deterioration of the quality of public library books due to overlapping needs for desired books by users. Therefore, several ways of improving for local bookstore loan service in public libraries through a survey of public libraries, local bookstores, and users were suggested in this study. The local bookstore direct loan service for users' requests, which is a creative cooperation plan between public libraries and local bookstores, needs to constantly improve its services by increasing book purchase cost, organizing a steering committee for continuous communication and collecting plans through research on the book purchase cost. Also, it is necessary to improve its services by enacting regulations expanding reading culture services expanding the number of healthy users and fostering various local bookstores.

This study intends to analyze issues of purchasing process in public libraries by the 2014 revised Publication Industry Promotion Agency of Korea and fixed book price. Furthermore, this study suggests future tasks for restoring the intent of revising the laws and toward a better book purchases. The main contents of this study are as follow: 1) preparing the effective methods for selecting book vendor with evaluating the performance not price competition, 2) establishing concept and scope of local bookstore as book vendor for restoring the intent of the activation policy of local bookstore, 3) establishing the well-defined regulation about benefit of the economic dimension.

지방서점들의 고충은 재고로 인한 공간확보의 어려움과 이 과다한 보유도서를 관리하기 위한 인적.물적부담에서 비롯된다. 더욱이 점차 심각해지는 교통난과 인력난 등으로 가중되는 지방 소매서점의 영세성을 해결하기 위해서는 대형유통기구 출현과 이를 통한 도서유통체계 현대화가 지름길이다.
