Innovation in local industries and the development of public services require, among other things, shared growth with the concept of regional co-prosperity. Regional co-prosperity is essentially aimed at bridging regional balance or regional gaps, which means a relationship that can achieve shared growth through complementary cooperation. In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. Above all, one of the strategies for regional development should be linked to the establishment of a cooperative system for win-win cooperation and policy means to support it. The activation of cooperative programs with local universities, companies and local governments and the case of problem-solving using living labs. Therefore, it suggested that active participation by various stakeholders and a cooperative governance model were needed to enable Living Lab.

This article introduces the process of building Gongjuhak Archive that collects and databases data from various fields related to the region, enabling people to easily establish Gongju locality and lay the foundation for Gongju Studies. Gongjuhak Archive is built in accordance with the win-win development agreement between both Gongju City and Gongju University, and is proud to have played a pioneering role in the regional studies archive established by the local government. Therefore, we hope to share our concerns and experiences in building Gongjuhak Archive and to successfully develop it with regional studies archive building institutions across the country.

This study examined Internet discourse on inter-regional co-prosperity. In particular, the study is interested in the co-prosperity between the Daegu-Gyeongbuk regions. The Internet discourse was searched through a set of four keywords: co-prosperity, economy, business attraction, and cultural tourism. The study also conducted sentiment analysis of YouTube comments to determine how the Internet responds to co-prosperity topics. The findings of the analysis are as follows. First, Internet discourse related to co-prosperity has evolved from abstract concepts to concrete cooperative measures and policy contents. Second, the discussion of co-prosperity has moved from outside help or support to self-sustaining innate motivation. Finally, YouTube sentiment analysis showed that if co-prosperity efforts between regions are promoted through concrete policy contents, it becomes easier to gain positive responses from citizens and lead a positive policy drive. In this regard, a study on Internet discourse is a useful means to detect citizens' response to inter-regional co-prosperity.

This paper shows procedure and strategies to improve military facilities and local residents' welfare through a civil-military sustainable cooperation project. Military installations tend to impede urban developments, so that a few civil compliant have been often filed. Meanwhile, it is sometimes impossible to relocate military units due to their own unique purpose, even though they belong to core sites of civil developments, which are generally indispensible due to urban expansion, magnified road networks and so on. The solution to offset these conflicts between civil and military demands, which are associated with military units and urbanization surrounding them, is to establish sustainable strategies which enable both civil and military be beneficial. In this study, it is described, decision making procedure to make some facilities of a military unit be better as well as promote local residents' welfare through securing high-quality sports facilities. Delphi-technique and Paired Comparison Method are used to collect civil and military opinions regarding sustainable agreements. As a case study, a civil military cooperation project between a military unit and a local government is introduced. With successful projects, it is expected that the better installations could lead positive images of a military unit, provide advanced athletic environments for both local residents and military personnels, and lessen defense cost to maintain them. Moreover, this project will go down as a paragon of civil military sustainable cooperation.

충남 당진에는 여성 낙농인으로 구성된 우유사랑봉사회가 있다. 우유사랑봉사회가 주로 하는 활동은 지역에서 생산된 우유와 유가공 제품을 알리고 홍보할 수 있는 곳을 찾아 봉사활동을 펼치며 국산우유와 유제품을 홍보하는 것. 매일 쉴 틈 없이 일하는 낙농인으로서 따로 시간을 내서 봉사한다는 것이 말처럼 쉽진 않지만 우유사랑봉사회는 40명의 회원이 동고동락하며 낙농발전은 물론 지역사람들과의 상생을 향해 아낌없이 헌신하고 있다.

전 세계적으로 반복적인 경기침체가 지속됨에 따라 소비자들의 소비 형태도 양극화되고, 식품 소비 패턴도 빠르게 변화하고 있어 영세 중소기업의 시장 진출이 점점 어려워지고 있다. 또한 지방자치단체마다 경쟁적으로 지역의 농산물가공 산업을 지원하면서 지역별로 생산되는 제품의 차별성을 확보하기 어려워지고 있다. 이런 문제를 해결하기 위해 횡성군은 농산물종합가공센터의 원활한 운영과 농산물가공 산업의 발전을 촉진하고자 사업을 추진하였다. 이는 원료조달 제조 가공 유통채널과의 연계를 촉진시켜 지역농업인, 공업인, 상업인의 협력체계를 구축하고자 지역 특성에 맞도록 농업인, 공업인, 상업인의 유기적 연대를 구성하고 서로의 장점을 살려 잘 팔리는 상품 및 서비스를 개발, 서로 상생할 수 있도록 지원하는 프로그램을 실제로 운영한 사례로 타 지역 식품산업 발전에 도움이 되었으면 한다.

In the era of knowledge-based society and glocalization the new role and mission of universities is of increasing concern to us. Studies of the successful universities suggest that there are many ways for the future development of universities, for example high qualification, specialization, and internationalization of universities etc. In this context we can also focus particularly on the regionalization of universities in terms of the university as a regional builder. This paper aims to identify the interactions between universities and regions and to explain their's contributions to the regional developments. The result of analysis shows that the university-region interaction is a win-win strategy both for university and for region in the rapid changing social-economic, administrative and educational environments, and more systematic and stepwise approaches are required to ensure a mutually beneficial collaboration.

The purpose of this study is to reveal the significance of regional loan-to-deposit ratio and local banks through Post-Keynesian endogenous monetary theory. According to endogenous monetary theory, banks, rather than financial intermediaries, are credit creation agencies that create deposit money through loans. On the other hand, according to the existing view which interprets bank as a financial intermediary, it is seen that the higher the loan-to-deposit ratio of the deposit bank in a region, the more active the lending activity based on the deposit inflow. However, according to the endogenous monetary theory, the loan-to-deposit rate is reinterpreted as an indicator of regional balance. Especially, relatively high lending-to-deposit rate of a region is interpreted as follows: money circulation in the region is shrinking due to the outflow of deposits created through loans in the region. In addition, when considering the local based financial practices of local banks, their ability to create credit, and their impact on the real economy, it is necessary to positively review the local bank restructuring policy from the perspective of balanced regional development.

The aim of this article is to examine the role of Gyeonggi Province in the industrial development in the Republic of Korea by taking a case study of the program of the national innovative cluster (NIC). In such program which has been for the purpose of the regional industrial development for non-Seoul metropolitan regions (N-SMRs) since 2018, the total firms' transactions were highly focused upon Gyeonggi Province and other Seoul metropolitan regions (SMRs). Especially, firms' transactions in 5 clusters of the total 14 clusters concentrated on Gyeonggi Province. Within this context, the future direction of this policy program for the regional industrial development and the national balanced development is more focused upon a win-win strategy between the SMR and N-SMRs rather than the dichotomy between them.
