세계보건기구(WHO)에서는 동남아시아를 중심으로 발생하기 시작했던 급성호흡기감염을 '중증급성호흡지증후군(SARS)'으로 공식 명명하고 전 세계에 경보령을 발동, 각국에서는 경계령을 발동하여 환자 발생감시체제를 가동하였다. 또한 올 겨울 SARS가 다시 유행할 것에 대비해 철저한 대비책을 세워나가야 한다는 전문가의 의견이 제시되기도 하였다. 특히 우리나라는 WHO의 SARS 위험평가 분류에 의거 저위험지역에 해당되나 상반기 사스유행지역인 중국 등과 밀접한 교류가 많은 점을 감안하여 교점지역에 준하여 의료기관 중심 SARS 감시체계를 운영하고 단계별로 감시체계를 전국 병원으로 확대하기로 하였다. 이에 편집실에서는 한동안 전 세계 초미의 관심사였던 SARS에 대해 정리해보는 기회를 갖고자 원고를 청탁하여 특별기고로 다루고자 한다.

Previous studies of ethnic enclaves did not provide an adequate explanation of the geographical contexts and spatial implications of industrial production systems, as a result of emphasizing ethnic networks with stagnant participation from geographers. The objective of this study was to identify and examine the formation mechanism of Korean ethnic enclaves through the case of Bom Retiro's Korean garment industrial district in Brazil, specifically by performing an integrated review of the development path of Bom Retiro, the garment industry's production systems, and ethnic networks. The research findings indicated that the formation of this region's ethnic enclave was indeed highly influenced by ethnic networks; however, it was also affected by the development path of the region as a migrant garment industrial district and spatial convergence pertaining to the production systems of garment industries. Moreover, the formation of Bom Retiro's ethnic enclave also involved active participation of non-ethnic immigrant communities and local Brazilians.

After the participatory government began, various cluster policies in explicit and tacit forms had been promoted. However, an opinion of coming up with new policy alternative different from the existing one is recently brought up for strengthening the competitiveness of industrial agglomerations. This research attempts to discuss the ways in which both a smart specialization strategy and a triple-helix innovation system approach, as an alternative approach to regional industrial policy, are theoretically associated with the existing cluster policy. Through this discussion, it highlights that post-cluster policy should be not just based on regional specificity, but also facilitated by establishing the consensus space of innovation on the bassis of voluntary cooperation among industry, academy and government. It also stresses that it is necessary to focus on nurturing a new industry by systematic and intensive investment and the diversification of industrial cluster for reinforcing competitiveness of local universities and revitalizing practical cooperation between industry and university.

인터넷의 등장은 인간사회의 의사전달 체계가 발전하는 과정에서 가장 큰 혁명적 사건으로 국가간 경계를 허물고 경제시장을 글로벌화 시키는 주요한 역할을 하였다. 현재 우리나라 인터넷 사용인구는 3,440만명(2007. 2월 기준)으로 전체인구의 50%이상이 활용하고 있으며 사회 경제전반에 중요한 매체 역할을 하고 있다. 본 논문은 현재 중앙 집중 형태로 관리 운영되고 있는 우리나라 인터넷교환(IX)센터의 운영현황 및 문제점을 파악하고 개선방안을 도출하였다. 또한 정부에서 최초로 2003년부터 2007년까지 부산지역 1개소에 구축한 IX(Internet Exchange; 인터넷교환센터)구축 운영의 통신정책 실패사례를 분석하고 지역 인터넷 불균형 해소를 통한 국가균형발전과 지역 IT산업 발전방안의 새로운 정책모델을 개발 제시하였다.

The Roh Moo-hyun Government of Korea with highest fierily establishes policy framework and measures to accomplish the goal of regionally balanced development. With the vision "constructing a county in which every region provides high quality of life with its own specificity" and basic strategy "self-sustained localization", the policy framework is geared to economic aspects of development rather than cultual or social aspects. Subsequently, policy measures are also focused on such economic tools as regional innovation system, strategic industry, or industrial cluster. This paper suggests that future policy of balance development should set clear definition of balanced development, be based on a though evaluation of the Bast policy measures, and draw several fresh ideas which match characteristics of each region. These policy directions should be given higher power of practice with efficient organizational support.

In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

The Southeastern economic zone was centered on small and medium-sized manufacturing, but industrial changes and corona 19 caused the local economic downturn. This study presented the difficulties of companies related to the aviation specialization industry and suggested ways to revitalize the local economy in order to revitalize the local economy in the southeast region. First, aeronautical specialized parts companies need various support to improve the structural problems of passive industries. Second, the industry needs a systematic education system that develops products and technologies that meet international standards and conducts international certification education to support stable supply and demand of human resources by cultivating professional manpower for systematic project performance. Third, the industry needs financial and administrative support from the government to develop technologies and products that meet high standardization standards. In addition, it is necessary to provide support to systematically improve the limitations and difficulties of companies, such as finding and expanding customers of small and medium-sized companies and supporting investment for cost reduction.

유럽 무기체계의 공통사항은 주요 방산업체를 국가가 주도적으로 운영하고 있고, 개발위험부담을 줄이기 위해 국가간 공동개발 및 합작생산을 추구하고 있다는점이다. 유럽은 공동개발 체제하에 항공기를 생산함으로써 각국이 개발한 무기간의 호환성을 증대시켜 왔으며, 개발비 부담을 감소시켜 왔다. 또한 단일기종으로 ESM, ECM, 정찰임무 등의 복합임무가 가능하므로 제한된 전장지역에 적합하며, 침단기술 이전 면에서도 적극적인 자세를 보이고 있다. 한국 공군에서도 무기체계도입 및 기술협력 다변화를 위해, 앞으로 유럽 무기체계에 대한 적극적인 관심이 필요하리라 생각된다

The Economic region, the strategy for regional development, is a global trend and has become the blue ocean. Korea has also moved forward with the concept of economic region as the strategy for regional development. So, The main purpose of this study is to find the strategies to improve the regional R&D competitive power and making regional R&D support system. As a goal of regional innovation and regional economic development, the business adds new jobs and new products, resulting in growth of the community.
