지역복지협의체, 제대로 가고 있나?

  • 지난해는 본격적인 지역사회 중심의 사회복지서비스 시대의 원년이라는 수식어가 따라다닐 만큼 사회복지서비스 영역에 중대 변화를 예고했던 몇 가지 일들이 있었다. 사회복지서비스 관련 사업의 지방이양과 그에 따른 재정분권, 사회복지사업법 개정에 따른 지역사회복지체계의 구축, 지역복지계획의 수립, 사회복지사무소의 설치 등이 바로 그것이다. 이미 2001-2002년에 전국 15개 지역을 대상으로 지역사회복지협의체 시범사업이 실시되었고, 2003년 6월 사회복지사업법을 개정하여 2005년8월부터 전국234개 기초자치단체를 대상으로 지역사회복지협의체(이하 협의체)를 구성, 운영하도록 하였다.

Analysis of regional inequality of social welfare facilities according to local welfare environment (지역복지환경에 따른 사회복지시설의 지역분포 불평등 분석)

  • The purpose of this study was to analyze the regional distribution of the number of social welfare facilities per 100,000 population by using the concentration index(CI) and to evaluate the relationship with the local welfare environment. The results of the analysis are as follows. First, the distribution of social welfare facilities between urban and rural area were distributed in rural areas. And concentration of rural area was gradually decreasing. Second, the concentration index of the social welfare institution was calculated as the negative index. Therefore, social welfare facilities are concentrated in rural areas. However, the absolute value of concentration index decreased. Finally, there are many social welfare facilities in areas with poor economic conditions, low incomes, low welfare budget input, and poor social demolition indicators. In the future, the relationship between inequality of regional distribution of welfare resources and the relationship between local welfare environment should be continuously monitored.

  • 1821년 국내 최초로 태화기도교사회복지관이 우리나라에 설립된지 벌써 85년이 흘렀다 그간 사회복지관들은 지역 주민들의 복지증진을 위한 여러 가지 사업개발과 저소득 계층을 위해 지원해 왔으며 후원 및 자원봉사자들을 개발 발굴하여, 지역사회 운동 등의 다양한 활동을 전개해 오고 있다. 2007년 현재 전국에 395개의 지역사회복지관이 다양한 전문 복지프로그램을 개발운영하고 있으며, 이러한 지역사회복지관에 대한 지역 주민들의 관심은 나날이 증가하고 있는 실정이다. 과거 지역사회복지관이라는 단어는 경제적으로 어려운 저소득 소외계층을 위한 기관으로 빈민 구제등의 사업을 실시해왔으나 현재는 지역주민들의 욕구가 다양화 되면서 지역주민들을 위한 다양한 사업들을 전개해오고 있다.

A Study on Social Worker's Experience in Community Practice -focused on community welfare centers- (사회복지사의 지역사회실천 경험에 관한 연구 : 사회복지관을 중심으로)

  • This study is designed to investigate social worker's experience in community practice at community welfare centers. Especially this study is conducted to identify the question; how do social workers experience community practice? For the study, data is collected from 11 social workers by depth interview. Using the Grounded theory, the data is analysed by open coding, axial coding, and selective coding. Finally the core category is become known that community practice is the piled up process of developmental experience throw willful efforts and various strategies under poor circumstances. The findings are as follows: (1) the experienced social workers seriously consider residents, community, social workers, and community welfare centers as the core participant in community practice. (2) the experienced community practitioners use various strategies on the whole process. (3) a system needs to be built to train community practitioners based on the cooperation of universities and community centers.

지자체, 지역사회복지 허둥지둥

  • 실제 지역사회복지계획 수립은 곳곳에서 허점을 노출하며 시작부터 삐걱거리고 있다. 2004년 지역사회복지계획 및 지역사회복지협의체 구성과 운영 방법 등을 골자로 한 사회복지사업법 개정안 을 발표할 당시엔 올 6월말까지 각 지자체가 복지계획을 수립해 제출토록 했으나, 현재 8월말까지로 2개월 늦춰졌다. 보건복지부 사회정책기획팀 관계자는 “기한을 맞추는게 중요한 게 아니라, 부실을 예방하는 게 더 중요하기 때문에 계획제출 기한을 늦춘 것”이라 설명했다.

Regional Disparities of Demand and Supply in Welfare Service Delivery (공공사회복지서비스 전달의 지역별 차이 : 서울시 주민센터 사회복지공무원의 기초수급자 관리를 중심으로)

  • This study aims to elaborate differences of demand and supply in welfare service delivery upon regions. For this purpose, in-depth interviews were conducted with 15 welfare bureaucrats from Dong offices among largest and smallest portions of recipients in Seoul. The results indicated that there were significant differences in the proportion of welfare bureaucrats versus welfare recipients (11-450 households) of the National Basic Livelihood Guarantee System, the amount of available private sector resources, and the difficulty of providing visitation counseling upon regions. Research implications were discussed further to address regional disparities of welfare services.

  • As Social Welfare Service Act was revised in 2011 and its enforcement decree was revised in 2012, the function of local social welfare center was classified into 3 functions such as case control function, service supply function and local society systematization function. Therefore, from 2013, local social welfare center faces the assignment to establish its status as a core subjectivity of local social welfare while maintaining function, role, business, program, service and organization system required for local social welfare center. Currently, there are internal and external limit factors for local social welfare center to perform its original function. The external limit factors are competition with similar organization, diversification of welfare desire depending on social change, insufficient service network construction and lack of partnership between private sector and government. The internal limit factors are lack of local social organization's ability, program issue, insufficient resource, insufficient manpower, etc. In order for local social welfare center to overcome the limit factor and establish the core status for improving the life quality of resident, it should concentrate its ability on local society systematization, construct human & material support network related to local social welfare, minimize social education program and simple relief project gradually, suggest the reasonable direction for village to nurture resident organization, develop the program based on the research on local resident's desire and create the partnership between private sector and government.

  • The public and private sectors have quite different views on the operation of community welfare alliance. Their understanding of the issues has a vast difference, which may lead to twisted operation of the community welfare alliance. In fact, there are many areas that have troubles in the operation of the alliance. This study systematically analyzes limitations that the alliance has and it goals to draw out improvement policies to overcome them. As a study method, a survey is conducted on the leaders of community welfare alliance to suggest an AHP analysis model on the issue awareness and improvement policy. Concentrated on the analyzed results and implications entailed through the analysis, this study suggests improvement policies to overcome such limitations that the community welfare alliance has.
