  • 안양공공예술프로젝트(APAP)는 한국에서 가장 성공적인 공공예술사업으로 손꼽힌다. 낙후된 유원지와 중소 도시 도심에 예술조형물로 활력을 불어넣고, 우수한 국내외 작가들이 자발적으로 참여해 도시의 격을 높여 시민의 자산으로 정착됐다는 평가를 받는다. 서울시의 도시 게릴라 프로젝트나 광주 비엔날레의 도심 조형물 설치 작업인 '폴리 프로젝트'가 벤츠마킹한 대상이 되기도 했다. APAP는 2005년 만안구 안양유원지를 정비해 예술공원으로 조성하는 것으로 시작돼 2007년에는 이를 도시공원화 작업으로 확대하며 평촌 일대에 공공조형물이 조성됐다. 2010년에는 골목 안으로 들어가 주민들과 함께 공동체 복원을 위한 프로젝트로 진행됐다. 특히 안양예술공원 안에 있는 안양 파빌리온(구 알바로 시자 홀)은 포르투갈 출신의 세계적인 건축사 알바로 시자(1992년 프리츠커상 수상)가 설계한 작품이다.(그는 이 작품에 이어 파주출판단지에 '미메시스 아트 뮤지엄'을 만든다.) 당연히 안양시 차원에서 추진된 공공예술사업에는 건축사 등 많은 전문가들이 참여했다. 최승원 건축사는 "지방건축발전에 기회가 오면 건축사가 적극 자문하여야 지방다운 건축이 살아나고 꽃피울 수 있다"고 강조한다. APAP 초창기부터 참여해 역할을 해온 최승원 건축사에게 안양예술공원으로 보는 지역건축에 대해 들어봤다.

  • Rail로 세상을 연결하여 국민의 행복을 창조하기 위해 노력하는 한국철도시설공단(이사장 강영일)은 수서~평택 간 수도권 고속철도사업을 올해 안으로 완수하기 위해 노력하고 있다. 한국철도시설공단이 추진하는 수도권고속철도(수서~평택) 건설사업은 서울 강남의 수서역에서 출발하여 동탄역을 거쳐, 평택역에서 현재 운영 중인 경부고속철도와 접속하는 노선으로 총 3조7천억원이 투입됐다. 지난 2011년 착공하여 올해 말까지 완공할 계획으로, 대부분의 구간을 지하로 건설한다. 수도권고속철도가 건설되면 KTX 수서역 동탄역이 신설되어 서울 강남 강동권 및 경기 동남부 지역까지 KTX 수혜범위가 확대되고 수서에서 부산까지 2시간 2분, 목포까지 1시간 52분으로 운행시간이 크게 단축되어 이용객 증가는 물론 지역균형발전과 성장동력 확보에 기여할 것으로 예상된다. 본지는 수서역사와 율현터널 현장에서 한국철도시설공단 수도권고속철도건설단 건축설비부 신승섭 차장(기계설비 감독관)과 율현터널(제1공구) 기계설비를 시공 중인 (주)세화이엔지[대표 박현수] 윤한식 현장소장, 수서역사 기계설비를 시공 중인 (주)초록이노텍[대표 양기준] 홍승훈 현장소장, (주)서한종합건축사사무소 홍형창 기계부장(감리단)을 만나보았다.

Working Atmosphere and The Role of Agency Influencing Collaborative Working between Health and Social Welfare Services -The Application of E-S Model to Two Pilot Projects- (보건복지협력에 영향을 미치는 업무환경과 실행자의 역할 - 두 시범사업에 대한 E-S모델의 적용 -)

  • Despite the increase in the demands on collaboration between health and social welfare, the success of such schemes have been limited. The extant literatures tends to be dominated by explanations for needs or short-term outcomes of collaboration rather than systematic follow-up research to apply to the frontline. At the same time, there is no attempt to apply the theories related to collaboration in order to discuss the situation. This study explores the factors hindering such collaborative working in the frontline, through semi-structured interviews with practitioners involved in two pilot projects. A theoretical framework (Equilibrium Model-Sensemaking, E-S model) which combined Equilibrium Model of 'Interorganizational Network' of Benson(1975) and 'Sensmaking' of Weick(1995) for conceptualiing aspects of collaborations such as working atmosphere and agency was applied to the empirical study of the Public Health and Welfare Office(1995-1999) and the Social Welfare office(2004-2006) pilot projects. Data were collected over three months from 8 pilot project areas with practitioners and managers from health and social welfare. The findings show significant regional differences between pilot areas, such as the presence of active leaders and co-location, had a major impact on the ability of practitioners to effectively integrate services. In other words, active leaders tended to influence practitioners' motivation, while co-location encouraging communication between both practitioners, and thus seemed to influence the practices of collaborative working. Furthermore, through E-S model, it is interpreted that this kind of positive experiences about collaborations may impact on the current practitioners' comprehensive perspective towards health and social welfare services in general. The findings could help policy makers consider the practical ways to break down the barriers between health and social welfare.

Calculating the Carrying Capacity and Management Planning of the Gwangneung Area (관광지의 적정 수용력 산정과 관리 방안 연구 - 광릉지역을 사례로 -)

  • This study aims to calculate reasonable carving capacity of the Gwangneung area and to review its tourism policies from the perspective of the tourist's demands. According to the analysis results, The socio-psychological carrying capacity by targeted intervals of time is generally underestimated and less than desired. Parking lots followed by stores and then roads are the biggest issues weighing down the area's carving capacity Also, another finding shows that the physical carrying capacity, analyzed based on area use, is estimated for 600 tourists and 130 cars. This study recommends following that Gwangneung establish various tour programs linking its cultural and historical sites to forest and ecological resources. Further to this, Gwangneung might be better off exerting efforts to developing environmental education programs and training more cultural and ecological guides. The findings necessitate that should be made off limits to cars, and instead servicing the area with shuttle buses. Management offices can also be classrooms used for cultural, historical and ecological education and exhibitions. Other findings suggest an expansion of convenience facilities such as more potable water stations, benches, resting areas and a continued monitoring of tourism activities in the area.

A Change of Vegetation at the Ecological Restoration Area of Simwon Valley in Jirisan National Park (지리산국립공원 심원계곡 생태경관 복원공사지역 식생 변화)

  • This study aims to obtain basic data for systematic restoration by analyzing the monitoring results of the Shimwon Valley Ecological Landscape Restoration Project area in Jirisan National Park. In 2017, when the restoration project was completed, 12 monitoring plots and 4 control plots were installed for vegetation monitoring, and changes in the relative dominance, species diversity index and similarity between 2017 and 2020 were analyzed. The species diversity index of the surveyed areas where trees were planted during the restoration project was 0-1.4552, and the similarity index with the control group was 0% except for one survey area at 1.32%. The very low species diversity index and similarity index in the survey areas were attributed to the loss of trees planted during the restoration project due to death, damage by wild boars, or erosion by running water. On the other hand, the species diversity index was 0.9538-2.3222 in the monitoring plot where no tree was planted, and the similarity index was analyzed to be as high as 8.33%. It is necessary to continue the long-term monitoring for the development of ecological landscape restoration methods in the national park and analysis of the succession in monitoring plots where no trees were planted.

A Study on the Improvement of the Management System of Rockfall Risk Area Using the Rockfall Analysis Program (낙석 해석 프로그램을 이용한 낙석위험지역 관리체계 개선 방안에 대한 연구)

  • The National Park Service is making efforts to create a safe environment by installing rockfall prevention facilities (rockfall prevention nets, fences, and Piam tunnels) in areas at risk of falling rocks. However, the occurrence of falling rocks is increasing every year due to torrential rains caused by climate change, abnormal temperatures in winter, and aging of the ground, and the need to improve the existing rock risk area management plan has emerged. In this study, a pilot area at risk of falling rocks was selected for the Hwanggol district of Chiaksan National Park among Korean national parks, and rockfall analysis was performed using the Rockfall program, and monitoring was conducted by applying a countermeasure method combined with the measurement system to the pilot area. Through this, a rockfall management plan was proposed for continuous management and monitoring of rockfall.

Estimation of Regional Future Agricultural Available Groundwater Supply in Jeju Island Using Water Balance Method (물수지 분석법을 이용한 제주도 권역별 미래 농업용 지하수 공급 가능량 추정)

  • To evaluate the available groundwater supply to the agricultural water demand in the future with the climate change scenarios for 40 sub-regions in Jeju Island, groundwater recharge and the available groundwater supply were estimated using water balance analysis method. Groundwater recharge was calculated by subtracting the actual evapotranspiration and direct runoff from the total amount of water resources and available groundwater supply was set at 43.6% from the ratio of the sustainable groundwater capacity to the groundwater recharge. According to the RCP 4.5 scenario, the available groundwater supply to the agricultural water demand is estimated to be insufficient in 2020 and 2025, especially in the western and eastern regions of the island. However, such a water shortage problem is alleviated in 2030. When applying the RCP 8.5 scenario, available groundwater supply can't meet the water demand over the entire decade.

  • This study focused on the 'public architecture' of each local area as an alternative to local regeneration with a huge amount of funding. The starting point of this study is the public architecture that can be used as a strategic resource for local regeneration as a hub for communities for residents in the local area. The main content of the research is to identify the requirements of public architecture as a local regeneration hub and problems in the current public architecture management system. Based on results of the study, the following direction is to be presented for improvement of the public architecture management system to contribute to continuous local regeneration. The first results reveal there is a need to actively introduce measures to dualize facility maintenance and program operation. Secondly, the results show the participation of residents in public architecture management should be more active to reflect local demand. Thirdly, it is evident that the management entity should establish and implement goals and strategies toward local regeneration. Lastly, public architecture must strive to provide local community space.

Utilizing Religious Facility Space for Neighborhood Elderly - Churches for elderly welfare (지역사회 노인을 위한 종교시설의 활용 가능성 - 교회의 노인 복지 활용성을 중심으로)

  • Purpose: Religious facilities often intend to contribute to surrounding neighborhood and local community. While motivated by religious aims, churches can play a role in social welfare for elders in local community. It is obvious that the role will be different from official social welfare services from government and this study aims to examine the possibility of churches in the role of elderly social welfare in terms of space and program. Methods: Researchers interviewed management of four existing welfare programs by churces in order to understand operation of social welfare program for elders by churches. The second step was case study of four churches in Suwon City area. The potential for social welfare space use for elders was examined. Results: Researchers found the role of churches in providing welfare relevant programs and services but its function is not well established yet. Financial support is needed and another support is need from welfare experts. Implications: While churches has not well established the role in elderly welfare in local communities, churches can further develop welfare services utilizing space, manpower, and activity programs.

  • The objective of this study was to analyze the effects on management performance of architectural design offices, created by requirements of ISO 9001 Quality Management System, including design quality improvement, introduction of management tools to improve architectural office internal management environment, international standardization and open market impacts. This study conducted a questionnaire survey of architectural design offices in Seoul which holding ISO 9001 Quality System Certification. Following analysis using SPSS10, the result of this study is as follow; (1) The requirements of a quality management system influenced performance of resource management, production realization and customer satisfaction. The measurement analysis and improvements show the effect on design group member satisfaction. Also, production realization, resource management and manager responsibility have an effect on improving quality, and measurement analysis and improvement have an effect on economic performance. (2) The requirements of the Quality Management System were shown to influence the group members satisfaction most, but showed a low influence on economic success. (4) The design group member's opinion about the ISO Quality Management System was very positive and had the effect of improving motivation. The system and the result after acquisition was proven to be very positive in architectural design offices.
